This article offers two readings of The Great Masters of Mexican Folk Art, a travelling exhibition of the Fomento Cultural Banamex, AC's folk art collection that coincided with Citigroup's buyout of Banamex, Mexico's second largest bank. The first, a political economic critique, situates the exhibition within the neoliberal economic reform of the Mexican banking system and the designs of US‐based transnational banks on migrant remittances. The second, a material culture approach, focuses on the exhibitionary strategies employed to incentivise folk art consumption as a mode of cosmopolitan citizenship.  相似文献

Citizenship is generally perceived as a political practice that falls within the historical domain of the nation-state. At least, this is the claim of many nation-states themselves, which disavow the possibility of citizenship outside of their own structures. Rather than concentrate on the organization of citizenship, this article, instead, concentrates on the experience of individual citizens. It explores a wide-ranging sample of Turkish youth's perceptions and practices of citizenship, focusing on three dimensions: citizenship as legal status; citizenship as identity; and citizenship as civic virtue. It argues that individuals' perceptions and experiences of citizenship can be mapped out according to these three dimensions, and, additionally, political affiliation or commitment is the key to young people's preference for any one of these dimensions. Thus the legal status aspect of citizenship was emphasized by liberal and republican young people; nationalist, Islamist and Kurdish youth were concerned for its identity aspects; and the civic virtue aspect was stressed by republican and leftist respondents. However the article also demonstrates that similarly to the experiences of young people themselves, these three aspects of citizenship are not clearly demarcated theoretical domains but are both deeply interrelated and conflicted with each other. The reasons for this lie in the practice and understanding of citizenship facilitated and propagated by the Turkish state.  相似文献

Among many problematic issues surfacing in reformist Myanmar is a citizenship crisis with four main dimensions. First, in a state with fragile civil liberties, skewed political rights and limited social rights, there is a broad curtailment of citizenship. Second, Rohingya Muslims living mainly in Rakhine State are denied citizenship, and other Muslims throughout the country are increasingly affected by this denial. Third, designated ethnic minorities clustered in peripheral areas face targeted restrictions of citizenship. Fourth, the dominant Bamar majority concentrated in the national heartland tends to arrogate or appropriate citizenship. The result is growing social tension that threatens to undermine the wider reform process. To examine this crisis, the article sets Myanmar in a comparative context. In particular, it considers how multicultural states in the developed world have sought to manage a political switch from racial or ethnic hierarchy to democratic citizenship. Drawing on global experience with multiculturalism and enabling civic integration, it advances a series of policy options focused on rights, duties and identity. It argues for domestic political leadership, backed by global political support, to address Myanmar’s citizenship crisis.  相似文献

There has been limited sustained analysis of the lived reality of citizenship amongst Indigenous Australians exempted from protectionist legislation last century. Through examining the diaries of Daisy Smith, this paper explores how her household, exempted from such legislation in Queensland, experienced citizenship during the 1940s and early 1950s. The diaries show that Daisy Smith and her family exercised civil, political and social rights of citizenship, enjoyed meaningful lives and had a sense of belonging to the Australian nation. However, they also show that Daisy Smith constantly worked hard to uphold the conditions of exemption and protect her family's exempted Aboriginal status. These conditions required the Smith family to deny and relinquish all connection with their Indigenous heritage and embrace the dominant Anglo‐Celtic culture or risk losing exemption. In this way, their inclusion in the Australian nation and enjoyment of citizenship rights were conditional upon them being manifestly normative Anglo‐Celtic citizens. Their experience of citizenship was by its nature restrictive and coercive.  相似文献

The article explores the issue of youth political participation in Pakistan. In the light of the attention devoted by the Pakistani press to the youth vote in the 2013 Pakistani elections, this article discusses young Pakistanis’ articulation of their views on mainstream politics and their views of the state, and attempts to answer the question as to why young people in Pakistan are disillusioned with mainstream politics. The article focuses in particular on the perceptions held by those in their late teens to late 20s. Since 59 per cent of Pakistan's population is below the age of 24 and overall over 67 per cent of the population is under 30, their views on the state, rights, responsibilities and their concept of citizenship are a window into how Pakistan is likely to develop. The focus of the article is on voices that are rarely heard and which stand in stark contrast to the solutions offered by the institutional literature. The research is located in the wider discussion of the concept of citizenship and builds on previous work on citizenship in Pakistan.  相似文献

While a new working class is in the process of remaking itself in China, the latest trend in labour studies has rejected the Marxist tradition which sees the social relations of production as the point of departure for analysing workplace conflict. According to the new current, influenced by post-structuralism, class is only one of the identities articulated by workers, and it can be understood only with reference to their discourses. By critically evaluating an important book by Ching Kwan Lee (Against the Law: Labor Protests in China's Rustbelt and Sunbelt), this article suggests that her approach generalising workers' protests with the notion of citizenship cannot satisfactorily explain the changing pattern of labour protests in China since 2004. By using fieldwork data and connecting the analysis of the social relations of production with the changing patterns of workers' struggle, this paper argues that migrant workers protests are a significant part of the emerging class conflict in China.  相似文献

This article surveys Australian citizenship: its distinctive characteristics in the first half of the twentieth century, and how these were changed by the experience of the two world wars. It argues that Australian citizenship, at the time of Federation, was racially exclusive, imperial, masculine and deeply anchored in the traditional view of the military obligation of the individual to the state. The world wars, especially the war of 1939‐45, encouraged some adjustment to these ideas, particularly in terms of the imperial link, women's status and the social rights of Australians. However, these conflicts were fought within a context of imperial loyalty and the intensity of their demands reinforced military service in defence of the nation as the primary civic virtue. The centrality of Anzac to Australian nationalism also perpetuated a gendered dimension to Australian citizenship. The world wars therefore, for all their dramatic impact on the lives of Australian families and the national political culture, did not force a major reconceptualisation of Australian citizenship.  相似文献

Under Brazil's 1988 Constitution, quilombo communities have the right to the titles of the lands they occupy. This paper assesses quilombo titles' transformative potential through the experiences of Rio de Janeiro's urban quilombo Sacopã, an ethnic Afro‐descendant community once perceived as a favela. Unlike its neighbours, the community managed to resist the widespread favela removals of the 1970s. Based on an ethnographic approach during fieldwork conducted between December 2013 and January 2014, the article asks: how did Sacopã manage to remain, whilst its surrounding favelas were forcefully removed? Who counts as ethnic? What does this imply for Brazil's afro‐descendant majority?  相似文献

In late 2007, Australia's relatively liberal citizenship eligibility requirements were modified, ostensibly to improve the value of citizenship by restricting access to it. A key change involved the introduction of a citizenship test. This article tracks its development and implementation. We challenge claims of overwhelming support for the test, explore the discourses around the “Australian values” being tested, and outline the process by which the legislation was enacted (during which a number of principles of parliamentary democracy were compromised). Using evidence from politicians' speeches, we argue the citizenship test served to re‐direct the Australian imagination away from a nascent “multicultural” identity, back to one redolent of the times of the “White Australia Policy”, confidently celebrating connections with an Anglo‐Saxon heritage, the European Enlightenment, and Judeo‐Christian roots. As such it was a key aspect of the 1996–2007 Howard Government's retreat from multiculturalism.  相似文献

This article discusses how Greeks perceived Salvador Allende's overthrow, Pinochet's military dictatorship, and US interventionism in Chile. By the end of Greece's dictatorship (1967–1974), left-wing militants emotionally identified with the ‘Chilean tragedy’ through their own experiences of military authoritarianism. Indeed, the Greek Colonels' Junta amplified the 1973 Chilean coup's local impact. Subsequently, during the early Metapolitefsi period (1974–1981), a wide variety of Greek political, social, and cultural actors used the Chilean 1970s as a key reference in the crucial debates that ultimately redefined Greece's collective political and cultural identities.  相似文献

This is a comparative analysis of whether and how participation in different types of civil society organizations (CSOs) enable an environment for the learning of active citizenship practices. Active citizenship is conceptualized and defined around three dimensions: civic action, social cohesion and self-actualization. The potential to transform citizenship practices is critical to the Turkish context where, rooted in its strong state tradition, citizenship has been conceptualized and practiced in a passive manner. CSOs in Turkey have burgeoned over the past two decades and provide an important space to pursue a wide range of interests and provide services. This study is an in depth analysis of participant experiences in six CSOs in Istanbul. The study distinguishes between CSOs based on indicators that are expected to create variation in how the participant is engaged. CSOs are classified as either rights or obligations based, membership or volunteer based, and finally based on their types of activities. This article presents results on the effect of participation in rights vs. obligations-based CSOs on the development of active citizenship practices.  相似文献

China's greatest future strategic concern is the Japan‐US alliance. Hisahiko Okazaki argues that a strong alliance limits China's foreign policy options, and stresses the importance of Japan and the US working together to establish a foreign policy towards China that will promote peace in the region. Okazaki was born in Dalian, China, in 1930. He served in Japan's Foreign Ministry, holding such posts as minister to the United States, chief of the ministry's Information Analysis, Research and Planning Bureau, and was ambassador to Saudi Arabia and Thailand. The postmaterialist thesis has spurred a large body of literature and debates, yet postmaterialism has not been studied among political elites. Empirical studies of the legislatures and legislators of Latin American nations in general and Puerto Rico in particular, moreover, are sorely lacking. This article examines postmaterialist values among Puerto Rican legislators. It finds that Puerto Rican legislators have high levels of postmaterialism and that they order the components of the postmaterialism scale in ways similar to those of the mass publics of other countries, including those of Latin America. More important, the postmaterialist scale proves of little use in explaining the positions legislators take on a host of issues, many of which are closely associated with postmaterialism. An alternative explanation is that the scale really measures attachment to democratic norms.  相似文献

In 1999, the CDU/CSU single-handedly launched an extremely successful petition drive against the SPD-Green citizenship law reform (in particular against dual citizenship). This article argues that four developments converged to explain this tactical innovation. First, Germany's political culture had become a 'social movement society', with even conservatives accepting protest as a political means. Second, the issue of immigration pressurised the party to adopt a hard-line stance in order to co-opt the extreme right. Third, the Kohl government had left a legacy of resistance to citizenship liberalisation and of populist exploitation of anti-foreigner sentiment. Fourth, the petition drive reflected the CDU/CSU's new opposition status and its internal struggle over agenda and leadership. The article concludes with a look at the CDU/CSU's subsequent use of plebiscitory tactics and the implications for the future of protest politics.  相似文献

This paper analyses the experiences of Australian civilian internees of the Japanese in the Second World War and the Australian government's responses to their desires for repatriation, compensation and rehabilitation. It argues that civilian internees stood in awkward relation to understandings about sacrifice in wartime and entitlements to compensation. The dominance of the citizen‐soldier in Australian narratives of war placed civilian internees in an ambiguous position. Civilian internees had not played a direct part in battle but did have direct contact with the military enemy. They had personally suffered privation at the hands of the enemy, but were not military personnel in service of their country. Civilian internees expose the tensions around citizenship and citizenship entitlement attendant upon the elevation of war service as the ultimate sacrifice for one's country.  相似文献

This article reads Walter Salles's Central do Brasil (1998) through a reappraisal of the film's relationship to melodrama in order to emphasise the significance of the association of affect with ethical judgment in thinking about the complex and contradictory gender politics of the film, thereby challenging the conventional tension between pathos and logos. Using a number of filmic and psychoanalytic theories, this article argues that Central do Brasil's melodramatic search for a ‘space of innocence’ in the Sertão could offer less a nostalgic return to anachronistic forms of living than a survival strategy for living in late modernity. Finally, this article argues that Central do Brasil, while lamenting the state's withdrawal from the public sphere, calls for an ethical imperative that is associated with a ‘feminine’ responsible and generous capacity to embrace the other as a necessary form of social and political action for the redefining of citizenship in Brazilian neoliberal society.  相似文献

In Lebanon, the fear of taw?īn makes nationalization of Palestinian refugees an anathema. Yet several groups of Palestinians have received Lebanese citizenship since 1948, most (in)famously those from the ‘seven villages’, a chain of Shi‘i villages on Lebanon's southern border that was incorporated into Palestine in 1923. The trajectory of their nationalization is usually presented as a straightforward consequence of top-down Lebanese electoral politics. This article augments this dominant perspective through a case study of the community from the village of Salha, now in Israel, that currently lives in Shabriha, a small town near the city of Tyre in South Lebanon. Adopting the ‘negotiated statehood’ framework, the article offers an agency-oriented, bottom-up perspective on the community's gaining of citizenship and shows how the people from Salha have acquired citizenship not merely to gain access to, but also to ensure a degree of independence from, the Lebanese state and political parties.  相似文献

This article assesses three recently published books on various aspects of Afghanistan:-

- A Long Goodbye: The Soviet Withdrawal from Afghanistan by Artemy M. Kalinovsky, an assistant professor of history at the University of Amsterdam;

-The Wrong War: Grit, Strategy, and the Way Out of Afghanistan by Francis J. West, a US Marine combat veteran;

-Vulcan's Tale: How the Bush Administration Mismanaged the Reconstruction of Afghanistan. by Dov S. Zakheim, a US Government official;

The background and training of these authors largely shape their viewpoints. However a careful reading of their books can sharpen our understanding of how the Soviet and US wars resembled and differed from each other, particularly with respect to nation-building, decision making, use of technology, and conflict termination. For the Russians, the similarities outweigh the differences, but there are still Americans who want to prove that they can win a war that the Soviets lost. From their perspective, the differences between the wars outweigh the similarities. The international context is completely different, the US has spent fifty times more money than the Russians and has deployed far more most sophisticated technology. Equally important, the outcome of the end-game is, as yet, unknown. But to most Afghans, comparisons are pointless; the Soviets and Americans both equally deserve to be labelled imperialists.  相似文献

This paper analyses the impact of intersectionality and multiple identities on women's political citizenship in Mauritius. Mauritius is commonly known as a ‘rainbow nation’ with its multiethnic population marked by ethnic or communal divisions. Communalism dominates the Mauritian political system and institutions, intensifying during elections when the different communal groups compete for representation in parliament. The paper argues that the strong emphasis attributed to ethnic and communal representation by the Mauritian political system and structures marginalises women's political citizenship. Political candidates are often sponsored by religious and sociocultural organisations that are male dominated whereas the women's lobby is weak in comparison to the communal lobby. The paper thus contends that the communal dimension in Mauritian politics carries a significant gendered dimension. Communalism has made the political system very resistant to change, despite the fact that it marginalises women.  相似文献

Australia's efforts between 1950 and 1972 to create an independent Taiwan are an important, largely overlooked element of Australia and Taiwan's international relations. Australia saw de jure independence for Taiwan as a means to support the US while pursuing the interrelated goals of accommodating the People's Republic of China (PRC) and minimising contradictions between US China policy and the policies of the UK and other countries important to it. Initially Australia favoured the establishment of a Taiwanese majority‐controlled state. This preference later gave way to greater support for an independent Republic of China on Taiwan under Chinese Nationalist rule. Australia nevertheless consistently justified its policy via reference to the principle of self‐determination for Taiwan's people — either immediately in the case of a Taiwanese Taiwan, or postponed into the indefinite future in the case of a Chinese Nationalist Taiwan. Championing Taiwan independence lost its utility for Australia when Sino‐ US relations improved in the late‐1960s to early‐1970s, and it became possible for Australia to make the concessions over Taiwan demanded by China without damaging its relationship with the US. This shift preceded the election of a Labor government committed to building a friendly relationship with China. Australia then dropped its policy of advocating Taiwanese independence, and established official relations with China in late 1972.  相似文献
