This article examines the Malaysian experience with public management reform to verify arguments about various reform models. Drawing on empirical data, it investigates reforms that have worked and those that have had limited impacts on public service improvements. It identifies critical success factors that determine reform outcomes and concludes that for reforms to succeed a combined top–down and bottom–up approach is crucial. It argues that while diagnostic and problem-oriented reforms have a better chance of being successful, the value of best-practice reforms should not be discounted. The cumulative impact of such reforms can be significant, as the Malaysian case demonstrates.  相似文献

Contracting out has become increasingly popular as a strategy for public sector management for reducing costs, alleviating the burden on government agencies providing services, as well as taking advantage of the practices that have succeeded in the private sector. Generally, the system of management in capitalist liberal democratic systems of government that emphasize rule of law, transparency, performance measurement, and accountability are expected to be more efficient, while socialist regimes are considered to be inefficient due to the lack of these features. This article compares two dissimilar cases of the Hong Kong Special Administrative Region and Shenzhen Special Economic Zone of China. An examination of the management of contract in the area of public housing in these cities reveal that the socialist city of Shenzhen has achieved a higher level of efficiency, while capitalist Hong Kong lags behind in establishing an effective system of management of contracts in the public sector. The finding challenges the traditional assumptions related to efficiency under different ideological regimes.  相似文献

Scholars have examined organizational effectiveness in state and federal government agencies to determine which factors matter. Their findings revealed that public organizational effectiveness is affected by environmental, human resource management, organizational, and individual-level factors. However, what is conspicuously absent is the impact funding has on organizational effectiveness. To further previous literature, this article examined agency funding levels as well as management and individual-level factors to determine the relationship these factors had on organizational effectiveness. In doing so, a model was developed to predict perceived organizational effectiveness, and it was tested on 330 United States government workers in the state of New York. The findings from the analysis were clear: perceived organizational effectiveness was impacted by employee perceptions regarding the level of funding the agencies were allocated. Additionally, the level of role ambiguity and employee participation in decision-making as well as employee job performance and public service motivation levels were also found to matter. The implications and limitations of these findings are discussed in the article.  相似文献

The article studies agencification and commercialisation within the Georgian police, specifically the Protection Police Department as the successor organisation of the old extra-departmental guards. Despite ostensibly having been scheduled for privatisation from 2004, this unit was instead expanded and strengthened. Given the centrality of police reform in establishing the Saakashvili government's reformist credentials, this represents a critical case testing the limits of top-down neoliberal reform within the very institution that was seen as its centrepiece. It also shows how neo-managerialist forms of organisation—in particular the public law agency—are used to camouflage what remains, essentially, Soviet-style organisation.  相似文献

Austerity strained the financial sustainability of governments and ability of policy-makers to address policy challenges, and so having appropriate accountability and transparency arrangements to assure the public they were getting value for money took on renewed urgency. Comparing and contrasting findings from a critical review of policy developments in English Local Government during the Conservative led coalition central government 2010–2015 with those from related studies on accountability and transparency more generally, the article offers key themes for practitioners and policy-makers seeking to build stronger democratic systems of governance that go well beyond the UK jurisdiction.  相似文献

Economic globalisation has transformed the politics of realising the right to food. This article aims to discuss the extent to which competing as well as conjoined interests in agricultural modernisation reconfigure the right to food as actors, norms and practices change. Drawing upon the concept of interlegality, which considers dynamic perspectives of plural legal orders, the discussion focuses on, first, existing norms linked to the wider understanding of the right to food and, second, the interplay of interests supported by the state, corporations and civil society organisations. We report on a project to explore empirical patterns in risk, shocks and risk management using recent household surveys with risk modules from 16 different developing countries. Natural disasters, health shocks, economic shocks, and asset loss are the most commonly reported types of shocks and, especially for the poor, often result in ‘bad’ coping responses that may perpetuate vulnerability. The information culled from these survey modules falls short of expectations in several ways.  相似文献

This article examines ISAF (International Security Assistance Force) operations in Afghanistan as a way to get at the strategic disconnects in ends, ways, and means that the author believes are endemic to large-scale protracted stability and COIN (counterinsurgency) operations against adversaries who do not pose palpable existential threats to the members of an alliance. The article focuses mainly on the period that followed President Barack Obama's December 2009 announcement of a civilian and military “surge” in Afghanistan through the early stages of the ISAF offensive in Marjah, which began in February 2010. The article concludes that the fundamental strategic issue is that the Allies are not willing (or able) to devote enough resources to achieve their stated objectives. No matter how much the “Ways” might be improved, the “Means” are not sufficient to attain the “Ends.” Thus, what is needed is a more realistic understanding of what ISAF can accomplish in Afghanistan and what NATO might be expected to accomplish in future operations.  相似文献

This paper highlights campaigns for national rights among two non-titular communities in the Soviet Union and places them in local historical contexts. Drawing on archival sources and oral history interviews, the author not only delves into the campaigns themselves, but also explores broader debates about the nature of Khrushchev's Thaw and Soviet citizenship, which was far from an empty concept in the Khrushchev era. Petitioners invoked discourses that indicate both an awareness of national rights and an expectation of the state's obligation to protect them. Oral history interviews with surviving petitioners and community members support the notion that petition language can serve as a reflection of how petitioners viewed their place in Soviet society and interpreted the Soviet citizen contract.  相似文献

Public administration is confronted with a dilemma: whether to follow the course of the management orthodoxy; or to follow the course of civic humanism. It is argued that the profession should follow the latter path. Democratic public administration must be informed by a civic idealism, centering on civic virtue, that insures that morality will be realized in action. Yet in recent years, public administration has become overly entranced with the orthodoxy of the management sciences. The profession's ties with the management sciences have proven to be practically advantageous, but, overall, the association has been negative. Public administration has begun to lose its soul: its sense of civic idealism. The management orthodoxy adopts a more positivist stance, because virtue will not yield to the dominant methodology and is, hence, considered to be unreliable. A civic humanist approach to public administration requires a rather exalted notion of human potential, and a conception of political service as something both necessary and unique. Thus, in a correctly ordered republic, a public administration, guided by civic humanism, would consider the promotion of virtue among all citizens as a primary responsibility.

The 19th century brought about the creation of the modern organization. The early organizationalists argued that society would no longer need to rely upon the unpredictable virtue of its leaders and citizens. Instead, through scientific administration, all societal needs could be assessed and met by organizations. That assumption, in a more sophisticated guise, has carried over to the present day. Thus, the primary responsibility of organizational leadership is to ensure organizational survival. Such leaders are not required to be individuals of virtue; they only need to be effective motivators and managers.

If this argument is accepted, then the question becomes one of how public administration can recover its soul. First, the core of the public administration curriculum must be a political philosophy centering upon civic humanism. Second, public management goals and techniques must be modified to promulgate civic virtue. Granted, these recommendations are overtly idealistic, but, then, public administration should be an idealistic profession.  相似文献

The ideas of the new generation of religious intellectuals in Iran have been the main engine for the call for reform. These intellectuals have attempted to locate their views about the way women are and should be treated in Islamic societies in their much broader—and to them more significant—attempt to offer a modernist religious understanding and a more democratic reading of the role of religion in modern polity. Iranian feminists, on the other hand, have begun to insist that the particular situation of women in Iran is in need of more attention. Religious intellectuals have responded by engaging in reluctant analysis of the way the woman question poses itself in the Iranian context. So far, their analyses fail to take into account the gender implications of the struggle against absolutism and traditional authority. However, the dynamic interaction of the reform project with demands and aspirations of various sectors of Iranian public life will not allow the issue to rest here. Religious intellectuals, in their attempt to recreate essential religious truth in the form of new intellectual concepts and systems, will increasingly have to deal with systemic gender inequalities in a more systematic manner.  相似文献

This article aims to discern the extent to which managerial work is similar and different in the public and private sectors. Using propositions and structured categories for describing what managers do, this article compares results of an observational study conducted in the Canadian public sector with similar studies from the private sector. Through a comparison of work type, hours, location, activities, and contact patterns, this research finds few differences in managerial work activities between the two sectors, despite contextual and situational differences. Possible explanations are explored, implications of the findings are discussed, and future research directions are proposed.  相似文献

The article argues that property redistribution was a major tool of democratization and nationalization in Poland and the Baltics. It provided governments with a means to give peasants a stake in the new democratic states, thus empower the new titular nations and at the same time marginalize former elites, who became national minorities. The most significant acts of property redistribution were the land reforms passed between 1919 and 1925, which achieved the status of founding charters of the new states. Activists of the disenfranchised minorities conceptualized minority protection as the “Magna Carta” of the international order, which should contain the principle of national self-determination and thus safeguard private property, the protection of which was not clearly regulated by international law. By examining the contingencies of the aftermath of the war in East Central Europe as well as discussions about changing conceptions of property ownership in both East Central and Western Europe, the article shows that land reform was meant to counter Bolshevism, but, at the same time, created the impression abroad that the new states themselves displayed revolutionary tendencies and did not respect private property – an image that became a significant argument of interwar territorial revisionists.  相似文献
