Seeking rents in the shadow of Coase

In this paper, we study a two-stage rent-seeking game. In the first stage, contestants compete à-la-Tullock; in the second stage, the winner can resell the rent à-la-Coase. We consider a complete information Tullock game in which the contestants have different valuations for the rent. The analysis focuses on the ex ante effects of a secondary market on efforts, payoffs, rent-dissipation and rent-misallocation. We show that the secondary market, while correcting possible misallocations, may exacerbate rent dissipation. In some situations, the increase in rent dissipation more than offsets the allocative advantage, so that a secondary market might reduce welfare. We further show how the effect of ex post tradeability on welfare depends on the parties’ bargaining power and valuations of the rent, also considering the case of endogenous bargaining power.     

Reinventing the policy sciences: Three steps back to the future

This article examines the contemporary condition of the policy sciences in terms of its shortcomings, which can largely be attributed to an over reliance on instrumental rationality; the complexity of the problem contexts; and an increasingly technocratic orientation. These have combined to distance the policy sciences from their original multidisciplinary character and goals of human dignity and democratic governance. The essay argues that a return to these first principles requires three inter-related steps: a revision of the present policy sciences paradigm; the development of more democratic or participatory procedures; and a focus on problem definition. The article concludes by proposing means by which these steps could be operationalized.

From practitioner wisdom to scholarly knowledge and back again

The relationship between scholarly knowledge in public management and the conventional wisdom of capable practitioners needs to be clarified. If we accept that improving practical wisdom is the ultimate objective of scholarly studies in public management, practitioner experience can usefully serve as the starting point of such studies as well. This article uses the maxims about coping with “overhead agencies” supplied by one respected practitioner, Gordon Chase, as a source of ideas concerning the direction of scholarly work. It also conceptualizes three types of practitioner wisdom—rules, principles, and checklists—and advises academic researchers to concentrate on clarifying the conceptualization of the principles and checklists and empirically refining the rules. A focus on those rules that protect the practitioner against large downside risks is especially important.     

Civil society: Bringing the family back in

This article explores the complex and contradictory positioning of the family within civil society literature. In some accounts, the family is seen as the cornerstone of civil society. In others, the family is positioned firmly outside – even antithetical to – civil society. This paradox arises from the ways in which civil society is variously defined through a series of binary oppositions – in relation to each of which the family sits uneasily. And while feminist critiques have tried to bring women back into view, they too tend to marginalize the family. In addition, the normative nature of these oppositions has meant that while civil society tends to be seen as the property of the political ‘left’, the family is often associated with the political ‘right’. The article argues that we need to move beyond oppositional definitions of civil society and assumptions about the family if we are to understand the multiple ways in which the family is implicated as not only the ‘reproducer’ of particular resources and dispositions but as a principal source and focus of civil society engagement and activism.
