Current policies are developed through complex and dynamic historical processes and conflicts originating in these processes. In 2002 a new Act on Transparency and Openness in education was put into effect in Denmark. The Act is a formalised system of performance measurement, and introduced a new feature to the governing of the Danish education system. All educational institutions are obliged to publish on the Internet average grades of final examinations. The historical institutional concept of path dependency shows how the outline of the Act is made at an earlier stage. The Act is layered as a new institutional arrangement on top of pre-existing institutions. By focusing on how institutional and political processes interact and are combined, new contributions to historical institutionalism are further developed without considering institutional reproduction and innovation as opposites. It is elaborated how the Act, with respect to certain dimensions, respectively reproduces, breaks with and combines two formerly outlaid paths of education policy and reform policy.  相似文献

The ability of the civil service to act as a reservoir of institutional memory is central to the pragmatic task of governing. But there is a growing body of scholarship that suggests the bureaucracy is failing at this core task. In this article, we distinguish between two different ways of thinking about institutional memory: one “static” and one “dynamic.” In the former, memory is singular and held in document form, especially by files and procedures. In the latter, memories reside with people and are thus dispersed across the array of actors that make up the differentiated polity. Drawing on four policy examples from three countries, we argue that a more dynamic understanding of the way institutions remember is both empirically salient and normatively desirable. We conclude that the current conceptualization of institutional memory needs to be recalibrated to fit the types of policy learning practices required by modern collaborative governance.  相似文献

Against the backdrop of decades of public sector reforms in Europe, this essay aims to make sense of the processes through which institutions, democratic government included, achieve and lose autonomy or primacy and why it is difficult to find a state of equilibrium between democratic government and institutional autonomy. The analytical value of ‘autonomy’ as detachment-from-politics and the apolitical dynamics of change assumed by NPM reformers are challenged. In contrast, the interplay between democratic government and institutional autonomy is interpreted as an artefact of partly de-coupled inter-institutional processes involving struggle for power and status among interdependent and co-evolving institutions that are carriers of competing yet legitimate values, interests and behavioural logics. The problem of finding a stable equilibrium between democratic government, autonomous agencies and non-majoritarian institutions is illustrated by the cases of public administration and the public university.  相似文献

This paper examines micro-processes of institutionalization, using the case of stewardship contracting within the US Forest Service. Our basic premise is that, until a new policy becomes an everyday practice among local actors, it will not become institutionalized at the macro-scale. We find that micro-processes of institutionalization are driven by a mixture of large-scale institutional dynamics and how frontline decision-makers understand and interpret these dynamics, given the local social and ecological context in which they operate. For example, this paper suggests that a new policy may become institutionalized when it is understood to solve problems that old institutions at once create and demand to be solved. Agency actors cannot be conceptualized as untethered from the institutions in which they operate. Yet, within larger institutional dynamics, field personnel make key choices about whether to adopt a new policy, making them important players in the micro-processes of policy institutionalization. The interplay of actors and institutions turns agencies, such as the Forest Service, into complex systems that cannot be understood as artifacts of their own history or as a sum of the decisions of individual actors. This dynamic also implies that macro-level institutional change will be uneven, incomplete, and gradual, mirroring uneven, contingent micro-level processes.  相似文献

Apart from a static structure of institutional blocks erected for a certain purpose, pillarisation might also be viewed as a dynamic process accommodating not only different cultural groupings, but also varying regional, local and historical circumstances. Apart from being a sociological, political and cultural structure, pillarisation for a long time fulfilled important public administrative and executive functions within and for Dutch society. Apart from being a top‐down vehicle for separation and social control, pillarisation can also be seen as a polycentric or ‘bottom‐up’ institutional structure in which a variety of executive agencies, quangos, and other functional professional, local and regional institutions are being co‐ordinated, integrated, guided and controlled. By seeing ‘pillarisation’ as a dynamic form of network management, the question arises how ‘depillarisation’ affects the development system of intergovernmental governance in the Netherlands. More, rather than less historical knowledge of pillarisation is needed, not for understanding historical questions, but for grasping the complexities of contemporary institutional developments.  相似文献

Abstract.  Political theory often attributes democratic legitimacy to the fairness of the processes by which collective decisions are taken; empirical research by contrast has primarily investigated whether citizens' approval of democratic institutions derives from satisfaction with the substantive output of those institutions. This article examines whether assessments of decision-making processes shape public willingness to consent to authority. The role of procedural fairness in institutional legitimacy has previously only been investigated in the context of the United States, and has fallen short of demonstrating that procedural assessments actually have a causal effect on institutional legitimacy. Panel survey data of attitudes in a large-scale land use issue provide the empirical base of the analysis. The results indicate that assessments of procedural fairness have a bearing on two conceptualizations of subjective legitimacy: respondents' trust for the authority and their willingness to accept a decision outcome.  相似文献

Maarten Hajer’s “Policy without polity? Policy analysis and the institutional void” (2003) was a harbinger of an age of uncertainty. Instead of a classical-modernist model, where political institutions dominate policy-making structure, regulated actors and provided clear legitimation norms, he outlined a new form of policy-making, devoid of settled norms. This essay provides a summary of the article’s impact on scholarly research over the past 14 years along three lines—ontology, processes and outcomes. In relation to the latter, which has attracted the most research efforts, it argues that recent research on the new design orientation can shed some light on why policy-making in the institutional void can lead to poor outcomes. This completes the ideational turn required by Hajer’s interpretive ambition.  相似文献

Despite political scientists' growing appreciation of the ways in which institutions influence political processes, the “new institutionalism” has so far had a limited impact on the comparative study of welfare state development. This article discusses some broad issues concerning institutions and public policy by exploring the implications of one set of institutions — those associated with federalism — for the politics of social policy. Federal institutions encourage three distinctive dynamics: they influence the policy preferences, strategies, and influence of social actors; they create important new institutional actors (the constituent units of the federation); and they generate predictable policymaking dilemmas associated with shared decision-making. Comparisons between social policy development in Canada and the United States are used to demonstrate that while federalism clearly matters, how it matters will depend on the characteristics of a particular federal system and the ways in which federal institutions interact with other important variables.  相似文献

Modern institutional theory specifies two different aspects of institutions. The first aspect—and by far the predominant perspective—sees institutions as recurrent patterns of behavior, values, norms and practices which guide social and political behavior. The second aspect refers to the manifest institutional systems of the state. These two sides of institutions are supposed to be mutually reinforcing. Thus, institutions are "embedded" in overarching systems of values at the same time as they "constrain" behavior. This article takes exactly the opposite approach and seeks to separate the two different meanings of institutions in order to explain changes in the effective capabilities of manifest institutions. Using the Japanese Ministry of International Trade and Industry (MITI) as an empirical case, the argument advanced in the article is that variations in the institutional leverage and capacity of MITI can to a significant extent be explained by changes in the relationship between "abstract" and "manifest" institutions, i.e. the extent to which the institutional arrangement of the state reflects predominant systems of values, norms and beliefs in society. In addition to the vast literature on institutional theory, the article draws on a series of interviews with MITI senior officials between 1988 and 1996 as well as on the literature on Japanese political economy.  相似文献

While the Austrian party system, based on a competitive electoral logic, is able to absorb the wide‐ranging changes created by modernisation in the last 25 years, the corporatist system, based on a ‘protective’ logic insulates itself from societal change. Corporatist organisations are designed to create societal stability. As societies experience dynamic change, the corporatist institutional structure not only becomes obsolete but also hinders evolutionary institutional adaptation to a changing society. Corporatist institutions are increasingly ‘out of touch’ with popular demands. The sources for this maladaptation reside within the central institutional features of corporatism themselves: organisation of interests in peak associations, compulsory membership to three of the four ‘strategic actors’, and the decision rule of unanimity.  相似文献

Even if competitive markets have shown themselves to be the most efficient organizational form for creating economic efficiency, the question of how they can avoid destructive influence from agents with opportunistic motives remains unresolved. Different institutional approaches have argued that to be efficient, markets need to be embedded in a set of formal and informal institutions. Because such institutions will in the long run make all market agents better off, they are labeled efficient institutions. Contrary to what is argued in neoclassical economics, it is unlikely that such institutions will be created endogenously by market agents because the institutions are to be understood as genuine public goods. Moreover, if such institutions have been established, we should expect market agents to face a collective action problem when sustaining them, leading to the destruction of the institutions. The conclusion is that if left to themselves, markets should be understood as inherently self‐destructive.  相似文献

Tensions are embedded in post-communist transitions. Public policies exhibit the disharmony between two different and often competing objectives: (1) developing a fully operational market economy within a democratic context and (2) maintaining social protections in the form of a wide array of social benefits. One challenge for post-communist regimes is the management of this tradeoff. This challenge is observed through an analysis of the administration of emergency social aid in Hungary. The analysis shows that post-communist transitions, as exemplified by the efforts to build local government capacity in Hungary, experience problems of sequencing. In particular, equity decisions are difficult to manage not only because they have their roots in socialist ideology and the policies of the former regime, but also because the increasing number of vulnerable populations makes welfare considerations a politically sensitive task now more than ever before. Meanwhile, the institutional processes needed to manage tensions are fluid and immature. Ultimately the success of the post-communist transition in Hungary (and elsewhere in Central and Eastern Europe) will be measured by the ability to build institutions that can manage and consolidate political pressures.  相似文献

A key theme among seminal contributions to policy studies, including Baumgartner and Jones (1993; 2002) , Sabatier and Jenkins-Smith (1993) , and Hall (1989; 1993) , is that "external perturbations" outside of the policy subsystem, characterized by some type of societal upheaval, are critical for explaining the development of profound and durable policy changes which are otherwise prevented by institutional stability. We argue that these assumptions, while useful for assessing many cases of policy change, do not adequately capture historical patterns of forest policy development in the U.S. Pacific Northwest. Differences in policy development concerning state and federal regulation of private and public forest lands governing the same problem, region, and population challenge much of the prevailing orthodoxy on policy dynamics. To address this puzzle, we revisit and expand existing taxonomies identifying the levels and processes of change that policies undergo. This exercise reveals the existence of a "thermostatic" institutional setting governing policy development on federal lands that was absent in the institutions governing private lands. This thermostatic institutional arrangement contained durable policy objectives that required policy settings to undergo major change in order to maintain the institution's defining characteristics. Policy scientists need to distinguish such "hard institutions" that necessitate paradigmatic changes in policy settings from those that do not permit them.  相似文献

We explore the impact of institutional design on the distribution of changes in outputs of governmental processes in the United States, Belgium, and Denmark. Using comprehensive indicators of governmental actions over several decades, we show that in each country the level of institutional friction increases as we look at processes further along the policy cycle. Assessing multiple policymaking institutions in each country allows us to control for the nature of the policy inputs, as all the institutions we consider cover the full range of social and political issues in the country. We find that all distributions exhibit high kurtosis values, significantly higher than the Normal distribution which would be expected if changes in government attention and activities were proportionate to changes in social inputs. Further, in each country, those institutions that impose higher decision-making costs show progressively higher kurtosis values. The results suggest general patterns that we hypothesize to be related to boundedly rational behavior in a complex social environment.  相似文献

The delegation of decision‐making powers to nonmajoritarian, independent agencies has become a significant phenomenon in more and more policy areas. One of these is the health‐care sector, where decisions on the range of services covered within public systems have, in most developed countries, been delegated to specialized bodies. This article offers an analytical framework that seeks to grasp the empirical variety and complexity of delegative processes and appointed institutions. The framework is used to describe decision‐making processes and institutions in six countries: Austria, Germany, Norway, Sweden, New Zealand, and the United Kingdom. We find that, although constrained by preexisting institutional structures and traditions, delegators enjoy a considerable degree of discretion in their institutional design choices and engage in strategic design and redesign of appointed bodies.  相似文献

Only dead institutions do not change and only rarely do institutions change by themselves. To maintain performing institutions takes institutional entrepreneurs who are willing to take risks and who possess the capacity and the talent to innovate. A regulation discourse, in contrast to a marketization discourse, would not picture the relationship between globalization and institutional change as a deterministic one. Rather, it would expect that all kinds of actors play a large number of different roles in the course of ongoing institutional change. The result of such complex institutional change, at the level of welfare states, multinational businesses, public administration, and training systems, to mention just a few of the empirical areas covered in this special issue, cannot be fully understood by applying an overly rigid, static, and dualistic approach to modern capitalist economies. The concept of institutional competitiveness, on the contrary, allows for institutional entrepreneurship and institutional hybrids constituting pulsating polities.  相似文献

This study undertook an assessment and gap analysis of the institutional arrangements for improved land and water management in the Tana and Beles Sub‐basins highlands of the Blue Nile Basin. We explored the mandates and design features of the major land‐ and water‐related institutional arrangements. Focus group discussions, key informant interviews, and a literature review were used in the analysis. The results of our work reveal that a lot of progress has been made in creating an institutional framework for improved land and water management and the policies and laws hitherto developed reflect global policy changes consistent with the widespread adoption of the integrated water resources management (IWRM) principles. There are also cases where informal institutions replace formal institutions. Judged by their enforcement, the water resources management, pollution control standards, and regulations and land use rights are not enacted effectively because of poor enforcement capacity. Overall there is a tendency to focus on command‐and‐control type policies. There is a need to strengthen traditional institutions by drawing lessons from their strengths and establish the legitimacy of these institutions. There is also a need to improve formal policy design, developing policies with specific objectives, goals, targets, and overall institutional changes and resources through active adaptive management to maximize the level and effectiveness of institutional learning. Finally, more focus needs to be given to incentive‐based policies through increased use of positive incentives and more emphasis needs to be given to self‐enforcement rather than third‐party enforcement.  相似文献
