This article discusses the role that NGOs play, not in their traditional role as service providers, but as employers in the Egyptian labour market. Over the past two decades, NGOs have been offering attractive job opportunities to middle-class professionals who are disillusioned with the private sector and no longer interested in joining the state bureaucracy. The working conditions of the growing number of NGO employees, and NGOs' performance as employers, have not been investigated in the substantial academic and policy literature on NGOs, which so far has been almost exclusively concerned with NGOs' relationships with their ‘beneficiaries’, rather with than with their position as active players in a changing labour market.  相似文献

ABSTRACT

It has been well acknowledged by historians of South African media that the country had a vibrant grassroots community press under apartheid, which declined with the advent of democracy. The ruling African National Congress (ANC) has supported media diversity in its media policy and has also criticised the supposedly anti-transformative nature of mainstream agenda-setting press. It has called for a range of measures to counteract this problem, including media diversity and intensified support for community media. However, apart from the establishment of the Media Development and Diversity Agency (MDDA), in its practices in government, the ANC has adopted a market-driven approach to the development of the sector, leaving questions of market structure to the Competition Commission and Tribunal. Evidence from the community press suggests that this approach, which amounts to an adaptation to neoliberalism, but with a public service top-up, is inadequate to the task of realising diversity. As a result, the community press is facing deep crisis. The article will then consider why the ANC has adopted an incoherent, even contradictory approach to press diversity, and what policy measures are needed to encourage the sorts of vibrant community press that a democratic South Africa needs.  相似文献

Abstract

Much has been said about the so-called information superhighway. Organisations are realising that a whole new world can be created on-line: more and more organisations, and individuals, are entering this superhighway at an incredible rate. Ironically, most people do not have a clue what the information superhighway really is, which is, for example, evident in the 1993 advertisement of the telecommunication giant, Pacific Bell, which claimed that: ‘While others talk about the information superhighway, we're actually building it’, but only launched their consumer Internet access service in 1996. In spite of widespread ignorance, the exponential growth of the Internet provides public relations practitioners with constantly expanding on-line public relations resources and the opportunity to use these online systems to create or enhance the images of organisations in the market place.

Without theory, the field of on-line public relations has no framework for understanding, organising and integrating the many activities and purposes of online public relations. Therefore online public relations needs a body of knowledge grounded in theory. It is clear that the shift is away from mass communication towards dialogical or interactional communication. In order to understand the theory of on-line public relations, it is important to systemise it in terms of a theoretical aporoach. This leads to the main aim of this article, which is to propose a theoretical model, the Or,-line Public Relations (OPR) model, to provide a suitable framework for explaining the on-line public relations process, and if applied in the development of on-line public relations plans or strategies, it can maintain its utility as a framework for the analysis thereof.

Based on a qualitative approach, this article attempts to theoretically explore, describe, interpret and conceptualise the concept on-line public relations, with specific reference to the development of on-line public relations in South Africa, the shift from traditional paradigms to new on-line trends and the integration of on-line public relations with other communication processes. Particular reference is made to the theoretical foundations of on-line public relations, and it is argued that at the root of on-line public relations, as a framework for explaining it, lies the need for an integrated theoretical approach. In the last section, a new OPR model is proposed, and a brief discussion of the elements of the model, the conceptual foundation of on-line information and information overload is presented.  相似文献

This article argues that the democratization processes taking place in South Africa and elsewhere in emerging market economies cannot be separated from the global economic context within which these processes are taking place. The article illustrates that the mainstream political economy literature has not paid sufficient attention to the issue of the limits and constraints placed upon these newly emerging democracies by the new financial architecture, particularly the derivatives market, which now determines the value and price of emerging market currencies. The article concludes that the workings of this market not only heavily favour the interests of developed countries but that they deeply question the accountability of politicians in those emerging markets and thereby endanger the legitimacy of the democratic project in large parts of the post-colonial world. The article is divided into three sections: first, a critique of some of the leading political economy analyses and their position on the relationship between open-economy policies and democracy; second, an account of the development of the derivatives market since 1973 and a theorization of its implications for currency movements, particularly monetary volatility, of emerging market currencies; third, an illustration by way of the South African and Brazilian cases of the policy implications of currency volatility for creating improved social and economic conditions.  相似文献

Since the 1990s, military support and security services in hostile environments have been increasingly traded on the market for force. Surprisingly, how exchange is organised on the market for force remains predominantly focused on the neoclassical model, which assumes anonymous exchange, and sellers compete through price and quality of product for customers. However, the model seems to be incomplete as it describes some empirical patterns, yet not others. Why are service backgrounds clustered together and why do specific nationalities dominate the market in the Iraq and Afghanistan war? Why are they not distributed evenly as price and quality competition would suggest? The argument here is that social factors need to be taken in to account, i.e. personal relationships. The logic being that sellers and customers trade through existing relationships, and familiarity is the dealmaker, rather than price. The article takes on the challenge to develop a sociological conceptualisation of the market able to integrate both logics. Finally, the approach is put to the test on the labour market for Western security operators. The results demonstrate that personal relationships play a significant role to explain exchange on the market for force, yet co-existence with the neoclassical logic.  相似文献

This article examines how farmers use mobile phones to obtain information about rice varieties in eastern India and investigates if this contributes to rice varietal replacement. The findings show that farmers located farther away from the market were more likely to pay for the calls. Moreover, about 26% of the farmers who had to pay to receive calls purchased seeds of at least one rice variety that they had never planted before, while less than 16% of farmers who received no calls did so. Regression results confirmed that paying charges to receive rice varietal information is associated with varietal replacement.  相似文献

Since the late 1990s, many developed states and customs territorieshave been seeking out preferential trade deals. This articleexamines this trend, which has been especially evident in theAsia-Pacific, and focuses specifically on Australia as a leadingexponent of preferentialism in the region. The article has twodistinct aims. First, to shed light on the thinking behind Australia'sforeign economic policy and, specifically, to examine the motivationsfor moving away from multilateral and non-discriminatory meansof advancing its free trade agenda in the region. Second, itaims to examine the developing dynamics of regional economicco-operation in the Asia-Pacific given the stasis of existinginstitutional efforts. This paper begins with a brief examinationof the regional context and Australia's approach to trade policy.It then considers the nature of Australia's preferential bilateralismand its aims and motivations. The article shows that Australianpolicy-makers believe that preferential agreements can providetrade creation through market access, as well as broader benefitswhich derive from market expansion. Australia is motivated topursue preferentialism by concern about existing institutions,by the technical appeal of bilateral agreements, and by thebroader trend toward preferentialism in the international system,as well as shifts in its own domestic politics. The paper concludeswith a short examination of the character of regionalism inthe Asia-Pacific in the light of burgeoning regional bilateralism.  相似文献

As one element of agricultural service delivery, in Ethiopia crop protection service has generally only involved the private sector on a small scale. This article outlines a case study where private crop protection service (PCPS) was strengthened from 2006 to 2010 in Halaba Special District, southern Ethiopia. The study used questionnaires, analysis, service comparison, ranking, and indicator-based assessments. The study shows that PCPS in 2007/08 crop seasons served 1,104 households on 1,707?ha of land in 19 Kebeles, contributing US$327,752 in total. Assessment indicators values were better for PCPS than the informal crop protection service. Piloting PCPS strengthening is recommended to improve crop protection service and reduce crop loss in Ethiopia.  相似文献

Democratic decentralisation has emerged as an instrument to implement market-driven development, and elected bodies now extend commercial inputs for commodity production and link households to firms. However, the nature of market-driven development under this condition is understudied. This article focuses on an Indian case where, while access to market inputs was shaped by political capital with elected leaders, narrowing market participation, leaders – now market intermediaries – fostered trust in firms, helping sustain market participation. Conflicts over electoral politics interrupted market production. Markets rely on state institutions and are intertwined with politics, contrary to market proponents’ claims that markets stand above society and are unmediated spaces of exchange.  相似文献

Abstract

We assert, in this article, that the joint transformation of public perception about households’ over-indebtedness and financial deregulation had important implications on the government decision to reform overall consumer credit between 2005 and 2010. On the one hand, the development of collective actions by groups of lawyers to defend borrowers from moneylenders’ abusive practices represents a source of change in the public opinion about over-indebted individuals in the context of long economic stagnation. A systematic press article analysis from 1977 to 2006 shows that the rising number of these collective actions since the early 1990s may have gradually increased the political salience of social issues related to the unsecure loan market. On the other hand, financial deregulation has been a source of change by allowing banks to enter the consumer finance market since the early 2000s. Banks entry into this market transformed the logic of complementarity among traditional consumer credit actors (Shinpan, credit card companies and sarakin) in a general context of legal consumers’ protection reinforcement. Thus, evolution of Japanese consumer finance's regulation is particularly relevant to illustrate the forces of institutional change and its consequences.  相似文献

This article reports on a local government–NGO partnership in rural Bangladesh. The findings suggest that BRAC’s Strengthening Local Governance initiative, through partnership with Union Parishads (the lowest tier of the existing local government structure), has been successful in strengthening the governance of Union Parishads by changing the mindsets of Union Parishad officials through building their capacity and mobilising people in the community to become involved in the Union Parishad’s service delivery process. As a result, the service delivery process has been streamlined, corruption reduced, and accountability and transparency increased.  相似文献

Building upon interdisciplinary efforts to understand the origins, logic and significance of global cities, this article argues that global cities should be seen as a critical component and outcome of a political project to generate a global market society. Global cities should be seen as the successful implementation of free-market political philosophy, constructed and defended by a particular historical configuration of international society. The historical transformation of urban form signalled by the "global city" concept is tightly bound to the neoliberal restructuring of the world economy in the 1970s, underpinned by US hegemonic power. The first part of this article argues that the distinctive historical origin of global cities has shaped their current trajectories and draws the horizon of their future prospects. Having established the connection between liberal world order and global cities, the second part of the article argues that the contemporary form of the global city is under threat from two sources. The first threat is internal to the global city form itself. Global cities have internalised the contradictory forces of market liberalism. They have registered astonishing economic growth over the last four decades, and generated vast material and intellectual resources. But, at the same time, they have become deeply divided and polarised in ways that threaten the urban fabric. The second source of threat comes from the possible weakening or collapse of liberal world order, with the accelerating decline of US hegemony. Drawing on aspects of Karl Polanyi's analysis of the nineteenth-century "great transformation", the article argues that a number of future trajectories for the global city can be identified in the contemporary moment.  相似文献

This article systematically investigates the relationship between internet use and protests in authoritarian states and democracies. It argues that unlike in democracies, internet use has facilitated the occurrence of protests in authoritarian regimes, developing a theoretical rationale for this claim and substantiating it with robust empirical evidence. The article argues that whereas information could already flow relatively freely in democracies, the use of the internet has increased access to information in authoritarian regimes despite authoritarian attempts to control cyberspace. The article suggests this increased access to information positively affects protesting in authoritarian states via four complementary causal pathways: (1) by reducing the communication costs for oppositional movements; (2) by instigating attitudinal change; (3) decreasing the informational uncertainty for potential protesters; and (4) through the mobilizing effect of the spread of dramatic videos and images. These causal pathways are illustrated using anecdotal evidence from the Tunisian revolution (2010–2011). The general claim that internet use has facilitated the occurrence of protests under authoritarian rule is systematically tested in a global quantitative study using country-year data from 1990 to 2013. Internet use increases the expected number of protests in authoritarian states as hypothesized. This effect remains robust across a number of model specifications.  相似文献
