The year 2014 was the centennial of World War I,and it was marked by chaos.Wild predictions that a new Cold War was coming,or even World War III were proved to be wholly wrong.The Cold War was a period marked by two military powers armed with nuclear and conventional weapons and engaged in an arms race.Their antagonistic ideologies were crossed swords.Today,the U.S.and Europe,are maybe on the same chorus,but they are singing different tunes,while Russia is a lonely soloist.More importantly,the U.S.,the only country that could really reignite汪Cold War,has shown no signs that it intends to do so.Ironically,U.S.President Barack Obama described Russia as a regional power,a thinly-veiled sarcasm,seeming to imply that Moscow is no longer

The World Intellectual Property Organisation and the Development Agenda

In this article the current political debates at the World Intellectual Property Organisation (WIPO) relating to the proposed “development agenda” are set out and contextualised. Central to the proposal for the WIPO Development Agenda is the need to make the link to the United Nations (of which the WIPO is a Specialised Agency) actually mean something. Thus, at the centre of the WIPO Development Agenda is an engagement with the hitherto accepted mission of the organisation to “promote” intellectual property rights (IPRs). The article discusses the main components of the WIPO Development Agenda and the discussion to date regarding their adoption and modification by the WIPO.

The Rise of the “Resistance Axis”: Hezbollah and the Legacy of the Taif Agreement

Abstract

Hezbollah’s direct military presence in Syria and Iraq confirms that their actions transcend Lebanon as a political stage. But why can Hezbollah still not be contained within the boundaries of Lebanon? Exploring how the Taif Agreements both tamed Hezbollah’s rhetoric while simultaneously laying the conditions for transnational activities, this article argues that the conditions of the Taif Agreement have assisted in the rise of Hezbollah’s self-coined Resistance Axis. Post-Taif, Hezbollah has tended relationships with the external forces that helped broker the peace while unlocking the potential in the exceptional decision to allow Hezbollah to retain arms in the name of “resistance.”     

Mexico, the PRI, and López Obrador: The Legacy of Corporatism

Although differences between the Mexican and U.S. political systems have narrowed of late, a huge gulf continues to separate the two systems. At the heart of this disparity lies the phenomenon of corporatism, a social concept that is virtually absent in U.S. political discourse and traditions. This article considers the intellectual origins of corporatism, why it meshes so well with Ibero-Hispanic society, and how Mexico City's former mayor, Andrés Manuel López Obrador, fashioned his own brand of corporatism to confront the administration of Felipe Calderón Hinojosa, who defeated him in the July 2006 presidential race.

The Soldier, The State, and The Clash of Civilizations: The Legacy of Samuel Huntington

The major military challenge that the United States faces today is the war in Afghanistan. The U.S. military is engaged in a grueling counterinsurgency campaign against the Islamist movement known as the Taliban, which is based among Pashtun tribes in Southeastern Afghanistan and Northwestern Pakistan, who have never been permanently subdued by a foreign military force. This challenge comes in the wake of that other grueling counterinsurgency war that the U.S. military has had to conduct in Iraq, where its chief adversary was the Islamist movement known as al Qaeda in Mesopotamia. Moreover, the challenge in Afghanistan comes on what could be the eve of an impending military challenge, perhaps even a war, with Iran, as that Islamist state relentlessly moves toward acquiring nuclear weapons. In its entire history of two- and-a-quarter centuries, the United States has never been engaged in an unbroken succession of three wars, in three different countries. Together, the U.S. wars with or within Islamist countries add up to what is a “long war,” indeed.     

The Foreign Policy Legacy of Barack Obama

Barack Obama finishes his second term with a mixed but positive foreign policy legacy. America’s global standing is much improved from the waning days of the George W. Bush administration eight years ago. Obama’s most notable achievements were the international agreement slowing Iran’s progress toward nuclear weapons capability and diplomatic normalisation with Cuba. On the other side of the ledger were his failure to extricate America from military overextension in the greater Mideast and from the global policing mindset that produced that overextension. Also marring his record was his incoherent response to Syria’s deadly civil war and Libya’s collapse into anarchy following the 2011 international intervention.     

Colonial Legacy and Foreign Aid: Decomposing the Colonial Bias

It is well-known that donors give considerably more foreign aid to former colonies than to countries lacking past colonial ties. Unfortunately, we know relatively little about why this is the case. For one, there is almost never a theoretical justification for the inclusion of colonial history in statistical models. For the other, the only explicitly made rationale by Bueno de Mesquita and Smith (2009) actually predicts an interpretational problem: colonial history not only increases a former colony’s saliency to the donor, but also has left deep marks on recipients’ social and political institutions today. Both aspects shape how much aid a donor transfers to the recipient. This leaves ambiguous the meaning of the routinely found positive, sizable, and significant coefficient of colonial history on aid flows. We solve the inferential quandary by using a decomposition approach from labor econometrics. Our results show that about 75–100% of the colony effect on foreign aid stems from the greater saliency that donors give to policy concessions from former colonies.
