Recent policy initiatives in occupational safety and health have emphasized strategies that provide workers with information about workplace exposures. It is not clear, however, what effect this new information has had or will have on worker self-help initiatives. This paper analyzes individual and collective worker responses to information on job hazards using five sources of data on workers and industries in the United States. Levels of expressed dissatisfaction, discharges for cause, and strike frequencies are found to be significantly higher in hazardous jobs than in safe jobs. Individual quit strategies are not consistently found to be associated with higher hazard levels. These findings have potentially important implications for the design of future information-oriented health and safety policies.  相似文献

The standard treatment of occupational risk in the labour market is conducted in terms of the theory of compensating wage differentials, the basic characteristic of which is that workers can fully estimate actual occupational risks. However, research in cognitive psychology, and recent advances in economic psychology, suggest that individuals consistently underestimate risks associated with accidents. In this paper, we discuss the case when the workers systematically underestimate job risks. After presenting the standard treatment of occupational risks, and of health and safety at work regulation, we then proceed to incorporate the idea of job risk underestimation. The paper discusses the types and impact of regulation on health and safety effort in a simple framework in which workers’ beliefs concerning accident risks also play a role. The paper shows that a particular type of regulatory intervention is necessary for the risk underestimating workers not to suffer a welfare loss.  相似文献

Despite company attempts to reduce employee turnover by offering attractive salaries and benefits, Kushell notes that attrition continues at an alarming rate. He states that more than one of every three employees will change jobs over the next five years, a transition that will take its toll on company morale and productivity. The underlying factor, according to the author, is the quality of the working environment. A 1969 University of Michigan survey of 1,533 workers, at every occupation level, reported that all respondents ranked interesting work and authority to get the job done far ahead of good pay and job security. Sources of employee frustration include a stifling bureaucracy, excessive job expectations, and unsuitable jobs. The author suggests that top managers ask themselves whether they are missing out on or losing talented employees. If this is the case, there are several guidelines management should follow: improve communication between employees and top management; define expectations of the employee; and promote candor in the job interview. Kushell concludes that top executives can have an impact on turnover by paying attention to what employees really want rather than what management thinks they want.  相似文献

This study assessed the prevalence and correlates of intimate partner violence (IPV) among a sample of unionized construction industry workers, and tested the reliability of new measures of IPV normative beliefs. Study participants (n=100) voluntarily completed confidential and anonymous self-administered questionnaires that measured occupational factors, hazardous drinking, and normative beliefs. Measurement of past-year IPV was based on the Conflict Tactics Scale, Form R. Measures of IPV normative beliefs showed good reliability (Cronbach’s α 0.94–0.95). Past-year IPV prevalence was 26%. Logistic regression models were developed to assess the contribution of each factor to risk of past-year IPV perpetration. Perceived workplace racial/ethnic discrimination, job strain, interpersonal workplace conflict, normative beliefs, and hazardous drinking were positively associated with elevated IPV risk.Construction industry workers may have higher rates of IPV compared to general population samples that represent various occupations and social classes. Occupational factors appear to be significant correlates of IPV among these workers.  相似文献

Domestic violence victims often have economic and employment needs that either directly or indirectly stem from their victimization. In their efforts to seek services, victims may turn to benefits workers who are given the task of providing clients with short-term financial help, job training, access to health care, and assistance in obtaining a job. It is not clear whether benefits workers are adequately prepared to help domestic violence victims. In this study, 189 social services workers from the Commonwealth of Virginia were surveyed to assess the training needs of all social services workers. This article focuses on the specific training needs of benefits workers and draws comparisons between benefits workers’ training needs and other workers’ needs. The findings suggest that benefits workers are perceived as knowing less about domestic violence than other social services workers. Implications are discussed. Right-to-know policies and related market-oriented occupational health policies require an institutionalized means through which workers can interpret and act on information about quality differences among jobs. In principle, labor unions could play this role. However, union coverage has been declining since the 1950s, and the decline has accelerated in recent years. This paper documents the growth in occupational health and safety activities in unionized workplaces from 1957 to 1987 and the decline in union representation in hazardous workplaces from 1971 to 1986. It also analyzes the relationship between right-to-know and right-to-refuse-hazardous-work guarantees under industrial relations and occupational health law.  相似文献

This article examines the place of occupational pluralism in the adaptive family economy of rural shipyard workers in nineteenth-century Weymouth, Nova Scotia. The concept of the adaptive family economy emphasizes that families attempt to maximize economic well-being by diversifying the employment opportunities of family members. For most shipyard workers, shipbuilding was a part-time activity that complemented seasonal farming and lumbering activities. The role of space, land ownership, and the characteristics of workers reveal certain economic and sociocultural features that are associated with pluralism, including larger family size, the use of land for farming and security of food production, and the importance of job location for participation in pluralist activities. These features stand more clearly revealed by examining them within the larger economic and cultural context of shipbuilding, farming, and lumbering in the Confederation era.  相似文献

The Occupational Safety and Health Administration is proposing a health standard, to be promulgated under section 6(b) of the Occupational Safety and Health Act of 1970, 29 U.S.C. 655, to control occupational exposure to tuberculosis (TB). TB is a communicable, potentially lethal disease that afflicts the most vulnerable members of our society: the poor, the sick, the aged, and the homeless. As many as 13 million U.S. adults are presently believed to be infected with TB; over time, more than 1 million of these individuals may develop active TB disease and transmit the infection to others. TB remains a major health problem with 22,813 active cases reported in the U.S. in 1995. A number of outbreaks of this disease have occurred among workers in health care settings, as well as other work settings, in recent years. To add to the seriousness of the problem, some of these outbreaks have involved the transmission of multidrug-resistant strains of Mycobacterium tuberculosis, which are often fatal. Although it is the responsibility of the U.S. Public Health Service to address the problem of tuberculosis in the general U.S. population, OSHA is solely responsible for protecting the health of workers exposed to TB as a result of their job. OSHA estimates that more than 5 million U.S. workers are exposed to TB in the course of their work: in hospitals, homeless shelters, nursing homes, and other work settings. Because active TB is endemic in many U.S. populations, including groups in both urban and rural areas, workers who come into contact with diseased individuals are at risk of contracting the disease themselves. The risk confronting these workers as a result of their contact with TB-infected individuals may be as high as 10 times the risk to the general population. Although the number of reported cases of active TB has slowly begun to decline after a resurgence between 1985-1992, 16 states reported an increase in the number of TB cases in 1995, compared with 1994. Based on a review of the data, OSHA has preliminarily concluded that workers in hospitals, nursing homes, hospices, correctional facilities, homeless shelters, and certain other work settings are at significant risk of incurring TB infection while caring for their patients and clients or performing certain procedures. To reduce this occupational risk, OSHA is proposing a standard that would require employers to protect TB-exposed employees by means of infection prevention and control measures that have been demonstrated to be highly effective in reducing or eliminating job-related TB infections. These measures include the use of respirators when performing certain high hazard procedures on infectious individuals, procedures for the early identification and treatment of TB infection, isolation of individuals with infectious TB in rooms designed to protect those in the vicinity of the room from contact with the microorganisms causing TB, and medical follow-up for occupationally exposed workers who become infected. OSHA has preliminarily determined that the engineering, work practice, and administrative controls, respiratory protection, training, medical surveillance, and other provisions of the proposed standard are technologically and economically feasible for facilities in all affected industries.  相似文献

This study used the Maslach Burnout Inventory (MBI) to explore burnout in a sample of 115 batterer intervention program (BIP) workers (56% female, 44% male) from four midwestern states. The purpose of this study was to explore the role that demographic variables, job-setting variables, supervisor support, and personality characteristics played in predicting burnout for BIP workers. Significant associations emerged for all aspects of burnout. Job-setting variables and personality characteristics were predictive of emotional exhaustion and depersonalization, whereas job-setting variables were predictive of personal accomplishment. The findings suggest that job and person variables are important factors to consider for burnout prevention and coping strategies for BIP workers. In addition, the results show that compared to MBI subscale norms for mental health workers, BIP workers fell in the moderate range for emotional exhaustion and depersonalization, but in the high range for personal accomplishment.  相似文献

The Environmental Protection Agency [EPA] is today revising the regulations for hazardous waste management under the Resource Conservation and Recovery Act to exempt certain categories of mixtures of solid wastes and hazardous wastes from the presumption of hazardousness presently contained in the regulations. EPA is taking this action because the Agency believes that the risk posed to human health and the environment from the management of these waste mixtures is not substantial, so that automatically defining these waste mixtures as hazardous is inappropriate. This amendment will substantially reduce the regulatory burden to those persons who would otherwise have applied the regulations for hazardous waste management to these mixtures.  相似文献

Interventions in public health crises inevitably give rise to concerns about how the balance between rights concerns and community health security might be handled. During the SARS global health crisis, different jurisdictions struggled simultaneously with similar public health challenges posed by the previously unknown and deadly disease. Yet instead of a convergence of strategies, different jurisdictions responded with measures, especially with regard to the use of quarantine, that revealed a pattern of divergence about how to strike the balance between rights concerns and health security. The origins of this article stem from the realization that Toronto's use of quarantine was far more extensive than that of either Hong Kong or Shanghai, two jurisdictions with historically weak records regarding respect for fundamental rights and civil liberties. Perspectives on the balancing of individual rights and community health security are treated here as expressions of legal consciousness. Instead of assuming a uniform legal consciousness in Toronto, Shanghai, or Hong Kong, this article presents legal consciousness as varied among groups of individuals differently situated in the crisis. The promise of this differentiated approach to legal consciousness is that it facilitates both drawing contrasts between perspectives of differently situated groups within the same city and noting commonalities between similarly situated groups in other cities. Through an examination of three distinct perspectives on rights and quarantine in each city—those of senior public health officials, frontline hospital workers, and contacts of SARS patients—the competing legal meanings and understandings about the tensions between community health security and individual rights during the SARS crisis are identified in a way that enables us to better understand the pattern of different uses of quarantine.  相似文献

This study investigated the association between psychosocial job characteristics and general mental health among police officers and the extent to which social support at work plays a role in this association. The findings are based on a cross-sectional survey. A written questionnaire was assessed by 714 police officers volunteered to participate in the study. The participants completed a series of validated instruments assessing job demand, control and social support at work (JDCS); general mental health (GHQ); and sociodemographic characteristics. High job strain was associated with low levels of work-related social support. Moreover, poor mental health was associated with low levels of work-related social support, active work and high job strain. The joint effect of high job strain and low levels of work-related social support had a significant effect on poor mental health. Work-related social support buffered job strain to some extent. Workforce health promotion policies should attempt to reduce job strain and emphasise the importance of work-related social support. Knowledge about police officers’ general mental health and policymakers’ support for police officers may have positive effects on the performance of the police force.  相似文献

Coerced work on parole occurs when people are required to work under the threat of criminal legal repercussions. In the face of barriers to “good” work for people after prison, coercion helps to funnel parolees into positions at the bottom of the labor market. Parolee workers in these positions experience issues common to precarious, low-wage work (low pay, hazardous working conditions, and labor law violations), as well as heightened vulnerability to predatory employers and exposure to parole-prohibited activities. Because of the threat-backed requirements to work, however, parolees must choose to either accept this “bad” work or face potential sanctions. Using mixed-methods, including a novel form of respondent-driven sampling I call “Hybrid-RDS,” this article documents the prevalence of coerced work for people on parole in Los Angeles County, identifies the mechanisms through which coercive work operates, and illustrates the problematic employment conditions of coerced work after prison.  相似文献

Correctional agencies are labor intensive, and many of the posts in a prison cannot be vacated, often leading to mandatory overtime. Despite the high costs and inconvenience associated with absenteeism in prisons, little empirical work was conducted on the antecedents of sick leave use by correctional workers. From self-reported data of workers in federal prisons in 1994, the results of this study indicated that decisions to use sick leave were independent of the culture of the prisons, and that many of the variables found to be associated with sick leave use in other settings also applied to correctional settings. In particular, the authors found that job satisfaction, organizational commitment, job stress, and personal characteristics were associated with the use of sick leave. Managed care has done a better job at reducing expenditure growth than it has in improving quality. Although reduced expenditure growth is not appreciated by many, it has real benefits. For the majority of Americans who are privately insured, it results in greater disposable income for goods and services other than health care (although the illusion of employer-paid health insurance obscures this reality for many). For Medicaid programs, slower growth of expenditures facilitates efforts at expanding coverage. For low-income workers, slower expenditure growth results in larger numbers of people retaining insurance coverage than would have been the case if premiums rose more quickly. While there are some victories to which managed care organizations can point, we cannot credibly argue that overall levels of quality and health outcomes are improving as the health care system is massively disrupted by changes in health care finance and delivery. The disruptions create real hardships for some physicians and other health care workers, and worries for many consumers. These worries fuel the managed care backlash. The danger is that politicians will respond to these worries with policies that inhibit the development of high-quality delivery systems. The opportunity is for relatively modest public policy changes--external review organizations, better public-sector purchasing capabilities, public investment in producing and publicizing information on health plan and medical group performance, and establishment of a public ombudsperson--to respond to consumer worries and lead to improvements in health care quality and outcomes. Finally, I would be remiss without a reminder that the single most effective action politicians could take to improve health care quality and outcomes would be to change the rules of health care financing to assure that all Americans are covered by managed care. Even with all of its inadequacies, managed care is much superior to the patchwork care available to the 43 million Americans who are uninsured. The managed care backlash is concerned with protecting patients who are insured (and their providers). Far more valuable would be to protect those without insurance. Sadly, no politician has yet figured out how to do this. Still waiting.  相似文献

Despite the high costs associated with mental health problems in the workplace, few studies have yet been published on the design and evaluation of return-to-work rehabilitation programs for workers with mental health problems. In fact, the best-documented return-to-work rehabilitation programs concern workers with musculoskeletal disorders (MSKD). For this clientele, a disability paradigm has been adopted which explains the multicausality of work disability. Long-term work disability is no longer seen simply as the consequence of impairment, but rather as the result of interactions between the worker and three main systems: the health care, work environment and financial compensation systems. A return to work is thus influenced by a complex set of interrelated factors that must be taken into account in any intervention. Parallels can inevitably be drawn in the field of mental health in the workplace, where individual and organizational factors are involved and must be taken into account in the return-to-work process. This paper presents the first results of an exploratory study aimed at determining the possible links between work rehabilitation programs for workers with MSKD and those for workers with mental health problems. To this end, the components of a work rehabilitation program for workers with MSKD, the Therapeutic Return to Work (TRW) program which addresses psychological factors, work environmental factors and factors related to the involvement of the various stakeholders in the rehabilitation process, are described through a multiple-case analysis and mapping of interventions. The results support the relevance of adopting the disability paradigm and considering the return-to-work clinical activities conducted with workers with MSKD (and their mechanisms of action) in the design of work rehabilitation programs for workers with mental health problems.  相似文献
