This article attempts to analyze the construction and maintenance of political legitimacy in North Korea through the lens of its state-produced films. After classifying North Korea’s regime as totalitarian, we then discuss the strategies of legitimation available given this classification, and highlight the importance of ideology therein. Next, we demonstrate the importance of film within North Korea’s ideological apparatus and thematically analyze six North Korean films dating from 1948-2006. From this analysis, we situate the social role of film in contemporary North Korea and argue that it will remain a crucial force amongst the country’s various attempts to maintain legitimacy.  相似文献

The paper reviews recent socio-economic changes in the 10 new EU member states of Central and Eastern Europe and the earlier and latest debates on the emergence of the post-communist welfare state regime. It asks two questions: are the new EU member states more similar to each other in their social problems encountered than to the rest of the EU world? Do they exhibit enough common socio-economic and institutional features to group them into the distinct/unified post-communist welfare regime that deviates from any well-known welfare state typology?The findings of this paper indicate that despite some slight variation within, the new EU countries exhibit lower indicators compared to the EU-15 as it comes to the minimum wage and social protection expenditure. The degree of material deprivation and the shadow economy is on average also higher if compared to the EU-15 or the EU-27. However, then it comes to at-risk-of-poverty rate after social transfers or Gini index, some Eastern European outliers especially the Check Republic, but also Slovenia, Slovakia and Hungary perform the same or even better than the old capitalist democracies. Latvia, Lithuania, Estonia, Romania, Bulgaria, Poland, however, show many similarities in their social indicators and performances and this group of countries never perform better than the EU-15 or the EU-27 averages. Nevertheless, the literature reviews on welfare state development in the CEE region reveal a number of important institutional features in support of identifying the distinct/unified post-communist welfare regime. Most resilient of it are: an insurance-based programs that played a major part in the social protection system; high take-up of social security; relatively low social security benefits; increasing signs of liberalization of social policy; and the experience of the Soviet/Communist type of welfare state, which implies still deeply embedded signs of solidarity and universalism.  相似文献

Nomads are positioned outside of the modern conception of nations, which is based on a traditional or modern hierarchical model (Kuzio, 2001) which tends to “dehistoricize and essentialize tradition” (Chatterjee, 2010: 169). Using an analysis of the narrative construction of nomadic Kalmyk nationhood, particularly through historiography and culture, this article demonstrates that in spite of nation-destroying efforts from the Tsarist Empire and the Soviet Union, the Kalmyk nation has been flexible with reinventing cultural strategies in charting the nomadic national imaginary from Chinggis Khan to the Dalai Lama. It argues that nomadic nationhood contains a deeply imaginary response to nomads’ cultural and intellectual milieu which provided a way of freeing itself from Tsarist and Soviet modular narratives of national imagination, demonstrating how nomadic nationhood exists as a non-modular form of nationhood.  相似文献

This article uses the early career of Nichifor Crainic (1889–1972) to show why Orthodox Christianity became a central element of Romanian ultra-nationalism during the 1920s. Most Romanian nationalists were atheists prior to the First World War, but state-sponsored nation-building efforts catalyzed by territorial expansion and the incorporation of ethnic and religious minorities allowed individuals such as Crainic to introduce religious nationalism into the public sphere. Examining Crainic's work during the 1920s shows how his nationalism was shaped by mainstream political and ideological currents, including state institutions such as the Royal Foundations of Prince Carol and the Ministry of Cults and of Art. Despite championing “tradition,” Crainic was committed to changing Romanian society so long as that change followed autochthonous Romanian models. State sponsorship allowed Crainic to promote religious nationalism through his periodical Gândirea. Crainic's literary achievements earned him a chair in theology, from which he pioneered new ways of thinking about mysticism as an expression of Romanian culture and as crucial to understanding the Romanian nation.  相似文献

This article examines the role political leadership plays in achieving good governance in Kazakhstan, a post-communist country in Central Asia. Since its withdrawal from the USSR, Kazakhstan maintains an authoritative political leadership, where President Nazarbayev, his trusted “inner-circle,” and the stalwarts of the Nur Otan party effectively rule the country. Opposition political parties are weak and disorganized, and their leaders are not quite capable of mobilizing favorable public opinion. The finding of the study suggests that the Kazakhstani political leadership has limited success in achieving good governance in Kazakhstan.  相似文献

Albeit often – and fairly – degraded in the world of high culture as a populist and politicized representation of music, the Eurovision Song Contest (ESC) – by sheer virtue of the populist and politicized nature of its essence – stands among the most consequential cultural encounters to which post-independence Azerbaijan has been exposed, in that the extent to which Baku's victory in the ESC-2011 – and the further developments this victory has generated – can potentially impact on, and contribute to, the very process of nation-building and national identity formation, with which this post-Soviet Muslim-majority country is currently struggling, is unparalleled by any of the state's earlier encounters of the kind. This paper focuses on, and examines, four intimately related ways in which the ESC and Azerbaijan's successful involvement with the latter worked to interfere with the country's nation-building: as a dubious factor in the evolution of the Western sense of self among Azerbaijanis; as a unifying force within the structure of the country's rapidly maturing civil society; as a medium working to open up a channel through which Western popular cultural elements could interfere with the evolving dynamics of, and work to globalize, indeed de-endogenize, indigenous Azerbaijani culture, on one hand, and unify the discursive realm within which the country's cultural domain is to further evolve, on the other; and, finally, as an important element serving to decouple the evolving processes within the country's cultural domain from the unfolding dynamics of conflict settlement and hence conducive to the diversification of public discourse in Azerbaijan.  相似文献

This article argues that Russia has a peculiar form of authoritarianism that exhibits pronounced technocratic features. The analysis places in a comparative frame the bases of regime legitimacy and the paths to political, administrative, and economic power in Russia. By locating the Russian state in a matrix that considers the ideology of governance on one axis and the backgrounds of elites on the other, the article highlights areas of overlap and separation between state–society relations in Russia and other regimes in the developed and developing world. It also illustrates the ways in which technocratic elites in Russia differ from their counterparts in other parts of the world.  相似文献

Beyond economics-centric discourses about issues like “social investment,” in recent years scholars have argued that social programs, like education, healthcare, and income support arrangements, can be instrumental in the construction and reconstruction of national identities and solidarities at both the ideational and the institutional level. Drawing on this scholarship, this article makes a direct contribution to the comparative politics and policy literature by examining the trajectories of nation-building and social policy development in Ghana. It extends existing scholarship by providing an in-depth study of Ghana while using that case to further explore the understudied connection between social citizenship, identity formation, and policy feedbacks from existing social programs.  相似文献

How can Islam play multiple and contradictory roles as a source of violence and peace, and a marker of identity differences and national unity? This study argues that religion, as a system of beliefs, manifests itself through discourses, which not only render intelligibility to religious practices and beliefs but also serve as the instruments of social control and regulation. An infinite variety of organizational and ideological differences within Islam presents the possibility for instrumentalisation of religion by stakeholders interested in accomplishing distinctive political aims connected to political legitimation. The study offers an empirical analysis of instrumentalisation of Islam by governments of Kazakhstan and Uzbekistan and uses this evidence for developing a framework linking various discursive representations of religion to their political uses.  相似文献

This paper analyzes the experiences of female leaders in civil service in a rapidly changing political, socio-cultural, and economic context of Kazakhstan. The research presents an analysis of the views of female managers on advantages and disadvantages of having women-leaders in civil service; on challenges and opportunities they are facing; on strategies they use to advance to and succeed in leadership positions. The important finding of this research is that female leaders in Kazakhstan are challenged with a clash of western, neo-liberal values and traditional expectations of women in the society. Embodying a state vision of how civil society ought to function and be designed by the authorities, Public Chambers in Russia have been criticized as means of state control. This state dominance is the starting point in this article, which asks what room to manoeuvre a regional Public Chamber has. Drawing upon fieldwork this article examines how members and local observers of the Public Chamber give meaning to this activity. The analysis assesses the role of state dominance, discussion of routines and responses to local demands, and concludes that these incremental developments form civil society in Russia.  相似文献

This article examines the relationship between social justice norms and the perceived legitimacy of the social stratification system in the Czech Republic. Despite the fact that meritocratic values have remained the dominant part of ideology in the Czech Republic throughout the transformation process, those values have played only a very minor role in fostering evaluations of system legitimacy, such as perceptions of system closure and widespread inequality. This article argues that perceived corruption is the key factor that negatively mediates the relationship between norms of distributive justice and beliefs about social legitimacy, and ultimately plays a major role in reducing the legitimacy of the social stratification system. The main analysis uses a structural equation model based on Czech data from the ISSP Role of Government Survey in 2006. The evidence lends support to the path dependency view of the social transformation process, according to which rampant corruption, which was a core legacy of the market transformation process, continues to shape system legitimacy even in the face of relative economic prosperity of the mid 2000s.  相似文献

The need for nonprofits to foster legitimacy within their communities has led to growing calls for mechanisms of sound governance based on the engagement of stakeholders in organizational activities. Previous studies have investigated the mix of governance mechanisms used by nonprofits to manage legitimacy, without paying attention to the different challenges of legitimacy these organizations face. Aiming to fill this gap, this article employs a multiple case study methodology to explore how mechanisms for engaging stakeholders in governance can be shaped by the need to gain, maintain, or repair legitimacy. The findings show that formal mechanisms based on the direct designation of board members by local stakeholders play a pivotal role in repairing legitimacy. Gaining legitimacy requires actual participation of stakeholders, while maintaining legitimacy calls for formal mechanisms that balance representativeness and competencies of the leadership.  相似文献

The general perception of Western analysts and observers is that the nation-states created as a result of the breakup of the Soviet Union all treat the memory of the dark, repressive aspects of the Stalinist regime in public spaces as a symbolic element in the creation of a new post-Soviet identity [Denison, Michael. 2009. “The Art of the Impossible: Political Symbolism, and the Creation of National Identity and Collective Memory in Post-Soviet Turkmenistan.” Europe-Asia Studies 61 (7): 1167–1187]. We argue that the government of Kazakhstan employs non-nationalistic discourse in its treatment of Stalinist victims’ commemoration in a variety of forms, through the creation of modern memorial complexes at the sites of horrific Soviet activity (mass burial places, labor camps, and detention centers), purpose-built museum exhibitions, and the commemorative speeches of its president and other officials. Kazakhstan's strategy in commemorating its Soviet past is designed to highlight the inclusiveness of repression on all peoples living in its territory at that time, not just Kazakhs, thereby assisting in bringing together its multinational and multiethnic society. This article examines the system of checks and balances in post-Soviet Kazakhstan in general and the role of the Parliament of Kazakhstan in that system in particular. As opposed to the scientific mainstream in Kazakhstan which explains established system of checks and balances as a result of formal constitutional reforms, this article undertakes broader analytical framework and examines the system of checks and balances in Kazakhstan taking into account a correlation of formal and informal practices. The goal of the article is to show that in post-Soviet Kazakhstan the separation of powers is established without proper checks and balances. The inference drawn from the article is that the separation of powers in Kazakhstan is blocked by the strong constitutional and informal powers of the President, which allows him to control and interfere in affairs of all branches of power.  相似文献

Since 2000, Kazakhstan has followed the New Public Management reform trajectory in modernizing its public sector and public service delivery. This article employs an actor-centered perspective to examine the effects of the public administration reform and its implications for foreign petroleum companies in Kazakhstan. The study builds on primary sources in the form of 81 semi-structured interviews with public servants, representatives of foreign petroleum companies and experts. The main conclusion is that the reform effects are ambiguous. Despite some success in greater efficiency of public services, many weaknesses remain, with highly varying implications for foreign petroleum companies.  相似文献

This study aims to identify the attempts to form a Jordanian national identity from the establishment of the Jordanian state in 1921 to date. This study reviews the efforts of the Jordanian state, which was subject to internal, external, political, social, economic, and cultural circumstances, and variables that led to change the Jordanian national identity to incorporate religious, national, regional, ethnic, and tribal aspects. The regime has been unable to address and resolve the issue of national identity; instead, it has tried several means to circumvent the problem of national identity. The identity card is a means that the regime has used to achieve its goals. These policies led to the state’s failure to define, establish, and maintain a comprehensive national identity for its citizens. The formation of a national identity has been a dilemma for Jordan since the establishment of the state; there is almost no known national identity. This situation calls for the construction of the Jordanian national identity on a fixed and clear basis to prevent its disintegration, to facilitate the process of social integration, and to build a final national identity that is both inclusive and representative. Without this identity, division and conflict may prevail in Jordanian society.  相似文献

Norm contestation by local actors has emerged in recent years as an explanation for the failure of norm diffusion. This article contributes to the literature on norm contestation by analysing how norms diffused by the Organisation for Security and Cooperation in Europe (OSCE) pertaining to election observation and free and fair voting are re-constituted and contested by domestic actors in Kazakhstan. The study contributes to the idea of ‘constitutive localisation’ by emphasising a more fundamental level of disagreement beyond just congruence between the diffused norm and local beliefs; by demonstrating contestation can occur in the later stages in the norm diffusion cycle; by focusing on the micro-politics of contestation by local actors involved in the implementation of diffused norms; and by revealing how norm contestation is not necessarily a process of emancipatory politics, but a strategic act to serve authoritarian consolidation. Utilising a four-fold framework, the analysis illustrates how norms, while initially accepted by Kazakhstani authorities, are reconstituted through political discourse and/or practice, creating the moment of contestation. While this contestation is instrumentalised by political elites for their own advantage, it also remains an important element of agency within a normative order which they had little previous control over.  相似文献

For several years, various nationalist groups and the Russian state have been competing over nationalism as a political concept and for popular support to nationalist claims. This paper analyzes the relationship between the state and anti-government, ethnocentric nationalistic groups that gather annually in an event called “the Russian March.” Emphasis is on the change in that relationship that happened in 2014, when the state added efforts to channel and mobilize the nationalists to its previous repressive and controlling measures. The article conceptualizes the competition over the nationalist argument in contemporary Russia as a case of dissentful and consentful contention in hybrid regimes, and shows how the dissentful nationalists have been forced to make way for the more consentful ones. Until recently, the room for maneuver for the radical nationalists was relatively wide. The events in Ukraine, however, divided the nationalists, and since 2014 radical nationalists have faced increased state repression. At the same time, pro-government nationalist actors have strengthened, and new players have appeared in the field. These developments tell us not only about the Kremlin’s diminished tolerance for dissentful contention, but also about the importance of the nationalist argument in Russian politics today.  相似文献
