Background

Research on racial bias in the United States includes findings that Americans tend to view blacks as more dangerous than whites. Some have argued that this bias provides a likely explanation for the disproportionate number of ethnic and racial minorities shot by police. One piece of evidence for this proposition comes from experimental work in which research participants push “shoot” or “don’t shoot” buttons when still images of people and objects that may or may not be weapons are presented in rapid succession. These studies have established that participants tend to subconsciously pair black individuals with weapons and white individuals with neutral objects. However, it is not clear from these studies that the subconscious racial bias identified by researchers affects actual decisions to shoot, perhaps because the techniques used to assess the bias-shooting link bear so little resemblance to real-world shootings.

Methods

This paper reports on the results of a novel laboratory experiment designed to overcome this critical limitation by using high-fidelity deadly force judgment and decision-making simulators to assess both subconscious and behavioral bias among 48 research participants, recruited from the general population.

Results

Study results suggest that subconscious associations between race and threat exhibited by participants are not linked to their shooting behavior.

Conclusions

The implications of this finding for understanding how race and ethnicity affect decisions to shoot, and for conducting empirical research on this important topic, are discussed.  相似文献

Objectives

In criminal cases, prosecutors treat defendant-authored rap lyrics as an admission of guilt rather than as art or entertainment. Do negative stereotypes about rap music shape jurors’ attitudes about the defendant, unfairly influencing outcomes? Replicating and extending previous research (Fischoff Journal of Applied Social Psychology, 29(4), 795–805, 1999; Fried Journal of Applied Social Psychology, 26(23), 2135–2146, 1996; Dunbar et al. Public Policy, and Law, 22(3), 280–292, 2016), the current study begins to address these questions.

Methods

Using an experimental approach, participants were presented with music lyrics and asked to make judgments about the person who wrote the lyrics. All participants read the same lyrics but were told they were from a country, heavy metal, or rap song, depending upon the condition into which they were randomly assigned. Again using random assignment, participants were provided with information about the race of the songwriter in a photo of a young man. Finally, participants were tasked with judging the character of the songwriter, including traits such as his violent nature and criminal disposition.

Results

We find that writers of violent “rap” lyrics are perceived more negatively than writers who pen identical country and heavy metal lyrics. We also find that songwriter race matters; no differences in judgments were detected between the White and Black songwriters; however, when race information was not provided, participants who inferred the songwriter was Black judged him more negatively than participants who inferred he was White.

Conclusions

These findings have implications for racial disparities in the criminal justice system.

Objective

This study explores whether the trajectories of recurring victimization of Black persons diagnosed with major mental illnesses vary from the trajectories of their White counterparts. Further, the study examines whether the risk factors for recurring victimization among persons with major mental illness vary by race.

Methods

Using data from the MacArthur Violence Risk Assessment Study (MacRisk), two separate hierarchical binomial regression models were estimated to compare the recurring victimization trajectories of Black and White MacRisk participants. Cross-level interaction terms were also estimated to determine if the coefficients for each of the time-varying covariates included in the analyses were significantly different across race.

Results

The findings indicate that the trajectories of recurring victimization for Black persons with serious mental illness are significantly different from those of White persons with serious mental illness. Specifically, Black persons’ trajectories remain relatively stable over time, while the risk of recurring victimization declines for Whites as time since release from the hospital increases. Further, the effects of alcohol abuse on revictimization risk vary by race.

Conclusion

The findings suggest that the life experiences of Black persons with mental illness may be different from their White counterparts, which is likely to contribute to distinct patterns of recurring victimization over time. Future research should continue to explore recurring victimization among diverse samples to identify potential sources of the variation in revictimization trajectories across race.

Objectives

To test whether an adaptive program improves outcomes in drug court by adjusting the schedule of court hearings and clinical case-management sessions pursuant to a priori performance criteria.

Methods

Consenting participants in a misdemeanor drug court were randomly assigned to the adaptive program (n?=?62) or to a baseline-matching condition (n?=?63) in which they attended court hearings based on the results of a criminal risk assessment. Outcome measures were re-arrest rates at 18 months post-entry to the drug court, and urine drug test results and structured interview results at 6 and 12 months post-entry.

Results

Although previously published analyses revealed significantly fewer positive drug tests for participants in the adaptive condition during the first 18 weeks of drug court, current analyses indicate the effects converged during the ensuing year. Between-group differences in new arrest rates, urine drug test results and self-reported psychosocial problems were small and non-statistically significant at 6, 12, and 18 months post-entry. A non-significant trend (p?=?.10) suggests there may have been a small residual impact (Cramer’s v?=?.15) on new misdemeanor arrests after 18 months.

Conclusions

Adaptive programming shows promise for enhancing short-term outcomes in drug courts; however, additional efforts are needed to extend the effects beyond the first 4 to 6 months of enrollment.  相似文献

Police use of deadly force first became a major public issue in the 1960s, when many urban riots were precipitated immediately by police killings of citizens. Since that time scholars have studied deadly force extensively, police practitioners have made significant reforms in their policies and practices regarding deadly force, and the United States Supreme Court has voided a centuries-old legal principle that authorized police in about one-half the states to use deadly force to apprehend unarmed, nonviolent, fleeing felony suspects. Implicit outgroup favoritism has been documented in a variety of socially disadvantaged groups, yet little is known about the implications of having such bias. The present research examined whether implicit outgroup favoritism predicts judgments of ingroup versus outgroup members, and whether that relationship depends on stereotypic context. One hundred and ten African-American participants were assigned a Black versus a White work partner for a task that required skills that are stereotypically White (e.g., intellect) versus Black (e.g., athleticism). Participants rated Black partners as less competent than White partners on the stereotypically White task. Furthermore, participants who implicitly favored Whites liked Black partners less than White partners, but only on the stereotypically White task. Implications for system justification theory are discussed.

Objective

To assess the impact of a positive behavioral reinforcement intervention on psychosocial functioning of inmates over the course of treatment and on post-treatment self-reported measures of treatment participation, progress, and satisfaction.

Method

Male (n?=?187) and female (n?=?143) inmates participating in 12-week prison-based intensive outpatient (IOP) drug treatment were randomly assigned to receive standard treatment (ST) or standard treatment plus positive behavioral reinforcement (BR) for engaging in targeted activities and behaviors. Participants were assessed for psychosocial functioning at baseline and at the conclusion of treatment (post-treatment). Self-reported measures of treatment participation, treatment progress, and treatment satisfaction were also captured at post-treatment.

Results

The intervention affected female and male subjects differently and not always in a way that favored BR subjects, as compared to the ST subjects, most notably on measures of depression and criminal thinking.

Conclusions

Possible explanations for the results include differences in the male and female custody environments combined with the procedures that study participants had to follow to earn and/or receive positive reinforcement at the two study sites, as well as baseline differences between the genders and a possible floor effect among females on measures of criminality. Limitations of the study included the inability to make study participants blind to the study conditions and the possible over-branding of the study, which may have influenced the results.  相似文献

Objectives

Despite its widespread adoption by more than two-thirds of police departments in the US, there has not been a single study examining the effects of the TASER on cognitive functioning. This inquiry is important for two reasons. First, research has consistently documented cognitive deficits following exposure to electricity (the TASER is an electrical device). Second, questions have emerged regarding whether TASER exposure impairs suspects’ ability to understand and waive their Miranda rights.

Methods

To explore this issue, the authors carried out a pilot study with 21 police recruits who received a TASER exposure as part of their training at the San Bernardino County (CA) Training Center. Each recruit was given a battery of cognitive tests 3–4 h before TASER exposure, within 5 min after exposure, and again 24 h after exposure.

Results

Recruits experienced statistically significant reductions in several measures of cognitive functioning following TASER exposure. However, all recruits had returned to their baseline levels of functioning within 24 h. Learning effects were documented in several of the cognitive tests.

Conclusions

The questions driving this study involve serious issues including constitutionally protected rights of the accused, use of force by police, and previously unexamined effects of the TASER on the human body. The pilot study represents a critical first step in exploring the effects of the TASER on cognitive functioning. Moreover, the results provided the authors with important information that will guide their larger study, a randomized controlled trial where healthy human volunteers will be randomly assigned to four groups, two of which receive a TASER exposure.  相似文献

Objectives

Investigate the degree and nature of influence that researchers have in police crime prevention programs and whether a high degree of influence is associated with biased reporting of results.

Methods

Meta-analytic inquiry of experimental and quasi-experimental studies (n?=?42), drawn from four Campbell Collaboration systematic reviews of leading police crime prevention strategies: problem-oriented policing, ??hot spots?? policing, ??pulling levers?? policing, and street-level drug enforcement.

Results

Larger program effects are not associated with studies with higher involvement on the part of the evaluator (e.g., assisting in strategy design, monitoring implementation, overcoming implementation problems).

Conclusions

This study does not find support for the cynical view, which holds that researchers have a personal stake in the program or are pressured to report positive results. Importantly, the evaluator??s involvement in the implementation of the program may be a necessary condition of successfully executed police experiments in complex field settings.  相似文献

Objective

This paper addresses previous shortcomings in the literature on racial disparities in incarceration for drug offenders by taking advantage of a change in sentencing policy in California and a rich administrative dataset that is able to create a sample of comparable White and Black offenders.

Method

We use a nonparametric propensity weighting approach to identify similarly situated White and Black male offenders charged with drug-related offenses. We combine this approach with a difference-in-differences model to estimate the effect that a change in California sentencing law for convicted non-violent drug offenders had on racial disparities in prison and drug treatment dispositions.

Results

We find substantial reductions in the probability of a prison sentence after the policy change, but not differentially for Blacks. Blacks remain more likely to go to prison than similarly situated Whites after the policy, although the policy does lead to more referrals to treatment for Blacks.

Conclusions

This paper shows that even after comparing Blacks and Whites in similarly situated contexts that racial disparities in prison commitments remain after sentencing law changes that mandate diversion to drug treatment. The results suggests that addressing racial gaps in the commitments to state prisons will likely require more than shifting the eligibility of drug convictions for prison, as accumulated criminal histories are the primary driver of prison sentences. This means that expanding diversion options from prison alone will not reduce the racial gap in commitments to prison for drug offenses more than incrementally.

Objectives

The most common approach to treatment of domestic violence crimes in the United States is the mandated group-based Batterer Intervention Program (BIP). Several alternative treatment approaches have been developed over the years, including a restorative justice-based treatment program for domestic violence offenders called Circles of Peace (CP). This study compared a CP program administered in Arizona with a local BIP program, in controlled settings.

Methods

This study involved a randomized controlled trial with 152 domestic violence cases randomly assigned to either BIP or CP between September 2005 and March 2007. Independent sample t tests were used to measure treatment outcomes post-random assignment, in terms of both domestic violence and non-domestic violence re-arrest rates during four follow-up periods (6, 12, 18, and 24 months).

Results

CP participants experienced less recidivism than BIP during all follow-up comparisons. However, statistically significant differences were detected only for the 6-month (p?<?.1) and the 12-month (p?<?.05) follow-up comparisons for non-domestic violence re-arrests, and no statistically significant differences were detected for the domestic violence re-arrests.

Conclusions

The findings are generally statistically non-significant at .05. While these results do not suggest a change in policy from BIP to CP for domestic violence crimes, it does dispel the popular belief that restorative justice cannot be used to treat domestic violence criminal activity, in that CP does no worse than the traditional batterer intervention program. Given the low statistical power and high attrition rates, more research is necessary to test CP and restorative justice treatment generally in court-mandated domestic violence cases in order to understand the treatment impact on both domestic violence and non-domestic violence offenders.  相似文献

Objectives

To discuss the character of relationships between operational and research staff and the necessary conditions for successful experiments.

Methods

A review of research and experience in the conduct of experiments, especially randomized controlled trials, examining the foundations for success, issues in maintaining cooperation with operational staff, implementation and leadership issues.

Results

The fundamental issue in successful experiments is the relationship between the operational and research entities, which most often resemble a coalition of temporary common interests rather than a partnership between parties with long-term common goals.

Conclusion

Experiments require close cooperation between the parties because of the need for maintenance and monitoring. Researchers who use field trials have solved many of the common problems faced by those embarking on experiments and those who do so will be rewarded by the quality of their findings. Relationships which may be characterised as temporary coalitions for a common purpose may, under the right conditions, ultimately mature into true research partnerships.  相似文献

Purpose

Death penalty research has rather consistently demonstrated a statistically significant relationship between defendant race and victim race in general, and for the Black defendant/White victim race dyad specifically. The bulk of this evidence has been derived from correlational studies and from cases over relatively condensed time frames.

Methods

The current study uses data from North Carolina (n = 1,113) over several decades (1977–2009) to evaluate the link between defendant/victim racial dyad and jury death penalty decision-making.

Results

Results suggest that there is an apparent “White victim effect” that can be observed in death penalty decision-making in traditional logistic regression models. Yet, once cases are matched via propensity score matching on approximately 50 case characteristics/confounders including the type of aggravators and mitigators accepted by the jury in addition to the number of aggravators and mitigators accepted, the relationship is rendered insignificant. Furthermore, these results hold for a defendant of any race killing a White victim and for the “most disadvantaged” situation for Black defendants (e.g., cases with White victims).

Conclusions

The “White victim effect” on capital punishment decision-making is better considered as a “case effect” rather than a “race effect.”  相似文献

This research focuses exclusively on real-life taped interviews with serious crime suspects and examines the strategies used and types of questions asked by police, and suspects’ responses to these. The information source was audio-tape-recorded interviews with 56 suspects. These recordings were obtained from 11 police services across England and Wales and were analysed using a specially designed coding frame. It was found that interviewers employed a range of strategies with presentation of evidence and challenge the most frequently observed. Closed questions were by far the most frequently used, and open questions, although less frequent, were found to occur more during the opening phases of the interviews. The frequency of ineffective question types (e.g. negative, repetitive, multiple) was low. A number of significant associations were observed between interviewer strategies and suspect responses. Rapport/empathy and open-type questions were associated with an increased likelihood of suspects admitting the offence whilst describing trauma, and negative questions were associated with a decreased likelihood.  相似文献

Objectives

The need for re-entry assistance is widely acknowledged, but specifics about what services actually lead to reduced recidivism are hard to find—at least among rigorous studies. This is a critical issue: at a time when there appears to be unprecedented support for expanding rehabilitative programs for offenders, there is a dearth of rigorously vetted program options from which to choose.

Methods

Collaborating with a nationally known employment-focused reentry program in Southern California, the authors compared employment, housing, and recidivism outcomes of reentering offenders (n?=?217) who were either randomized into the program or simply provided with a list of community resources. This approach was possible because the number of applicants at the time exceeded program capacity. Outcomes were based on self-report interviews conducted 1-year post-randomization and arrest records reflecting a 2-year follow-up period. The follow-up rate for interviews was 87 %.

Results

No significant differences were found for any of the between-group comparisons on any of the major intervention outcomes.

Conclusions

Findings from the study suggest a greater need to apply randomized designs to more carefully evaluate current reentry efforts. Methodological challenges of field experiments are also discussed.  相似文献

Objectives

The aim of this work is to examine the promise that propensity scores can yield accurate effect estimates in nonrandomized experiments, review research on the realities of the conditions needed to meet this promise, and caution against irrational exuberance about their capacity to meet this promise.

Methods

A review of selected experimental work that illustrates both the promise and realities of propensity score analysis.

Results

Propensity score analysis of nonrandomized experiments can yield the same results as randomized experiments. Those estimates depend on meeting the strong ignorability assumption that the available covariates well describe selection processes and on use of comparison groups that are from the same location with very similar focal characteristics. When those assumptions are not met, propensity scores may not yield accurate estimates.

Conclusions

The use of propensity score analysis has proliferated exponentially, especially in the last decade, but careful attention to its assumptions seems to be very rare in practice. Researchers and policymakers who rely on these extensive propensity score applications may be using evidence of largely unknown validity. All stakeholders should devote far more empirical attention to justifying that each study has met these assumptions.  相似文献
