我国悠久的协商思想为基层协商民主奠定了政治文化之基,而新时代则赋予了基层协商民主以新的内涵和实质。基层协商民主的演进发展之路,不断凸显出基层协商民主的制度优势。基层协商民主是实现党的领导的重要方式,是实现我国社会主义民主政治的独特形式,是推进基层社会治理现代化的重要力量,体现出我国国家制度和国家治理体系的显著优势。把基层协商民主制度优势转化为治理效能的现实路径有:坚持党对基层协商民主的领导,更好发挥基层协商民主的制度优势;加强基层协商民主制度建设,强化基层协商民主制度执行力;加强基层协商民主制度自信宣传教育,培养人们积极参与基层协商的意识;建设高素质基层协商人才队伍,为把基层协商民主制度优势转化为治理效能提供人才支撑。  相似文献

In the face of widespread dissatisfaction with contemporary democratic practice, there has been a growing interest in theories of deliberative democracy. However theorists have often failed to sufficiently address the question of institutional design. This paper argues that recent experiments with citizens' juries should be of interest to deliberative democrats. The practice of citizens' juries is considered in light of three deliberative democratic criteria: inclusivity, deliberation and citizenship. It is argued that citizens' juries offer important insights into how democratic deliberation could be institutionalized in contemporary political decision-making processes.  相似文献

协商民主作为重要的民主制度设计和治理形式,对于优化乡村治理具有极为重要的意义与价值。将协商民主嵌入乡村治理,实现协商民主与乡村治理的有效融合,契合党和政府推动乡村振兴战略顺利实施的迫切需要。协商民主嵌入乡村治理体系和治理过程,不是单纯的制度吸纳和整合,而是包括制度嵌入、行动嵌入和认知嵌入在内的多维嵌入结构和过程。从全国各地的治理实践来看,民主协商机制尚未真正嵌入乡村治理的各个环节和各个领域,协商民主的制度优势和治理功能未得到充分发挥。为此,必须加快协商民主嵌入乡村治理的进程,将协商民主理念嵌入到广大农村基层干部和群众的认知之中,形成有事好商量的思维方式和行为习惯;不断健全与完善协商民主的各种体制机制,促进协商民主制度优势转化为乡村治理效能。  相似文献

Since the landmark volume The Search for Deliberative Democracy in China (Leib and He eds. 2006), a growing number of theoretical and empirical studies in the context of China have advanced our knowledge of deliberative democracy in comparative settings. This paper aims to discuss the recent development and prospects of deliberative democracy in China, with particular focus on the approach of a deliberative system that has not been adequately addressed in the context of China. This paper proposes an analytical framework for the concept of deliberative capacity building in the context of contemporary China. The paper analyses three dimensions of deliberative capacity building: social capacity, institutional capacity; and participatory capacity of a deliberative system. The three dimensions lay particular emphasis on the public sphere, empowered space, and deliberative actors respectively. The multi-dimensional framework considers deliberative capacity building as a process by which the three dimensions synergize and evolve with each other to produce a functional deliberative system incorporating isolated deliberative practices. The multi-dimensional analyses suggest that deliberative capacity building is critical to democratization in China, as it produces a stronger public sphere, more effective government responsiveness and improved participatory competence.  相似文献

Canadian nuclear waste management policy has taken a deliberative democratic turn. What explains this turn? What is its significance? What lessons does it teach us? I trace a narrative of a powerful discursive coalition that was able to take advantage of institutional and financial opportunities to advance deliberative democratic decision making. I identify limitations in this turn by evaluating the Nuclear Waste Management Organization’s subsequent consultation process against the criteria of inclusion, equality, reciprocity, agreement, and integration. Despite impressive deliberative democratic designs, the process falls short of each criterion. This analysis clarifies the relative importance of actors to coalitions and institutions. Even with a strong coalition and favorable institutional context, realizing deliberative democracy is contingent on the will of involved actors. This conclusion has implications for the theory and practice of deliberative democracy.  相似文献

This article draws on the political philosophy of John Dewey as one way to re-think the relationship between deliberative and participatory democracy. Rather than focusing on differences, Dewey's ideal of democracy allows us to bridge these two theories while still being attentive to the tensions between them. In particular, Dewey helps us conceptualize deliberative and participatory practices as distinctive yet complementary phases within a larger circuit of cooperative inquiry. To illustrate the argument, a case study of one democratic experiment that effectively combined different forms of practice is presented. In doing so, it is contended that we might be able to recover and incorporate some of the more radical features of participatory democracy into deliberative practices. Participatory theory's focus on political action and structural inequality, in addition to deliberation, as essential to citizen-centered democratic practice is specifically emphasized.  相似文献

Deliberative democracy requires a new type of deliberative citizenship and deliberative governance. However, there has been little examination of the connection between deliberative citizenship and deliberative governance. Moreover, despite a growing literature that has examined a diversity of concepts of Chinese citizenship, the newly emerging deliberative citizenship has not been studied. This paper attempts to fill these two gaps by studying the role of deliberative citizenship in deliberative governance practice. Drawing on an experiment this author organized in 2010, this article examines the question of whether deliberative citizenship can be harnessed to solve a particular social problem and how deliberative forums can become a new form of deliberative governance mechanism. It examines what kind of conditions help or hinder the development of deliberative citizenship and deliberative governance, and identifies the limitations of local deliberative democracy in China.  相似文献

Authentic dialogue is a key component of deliberative democracy. Public administration scholars and practitioners have focused on institutional settings for authentic dialogue, but they have paid less attention to behavioral aspects, especially the emotional component, of authentic dialogue. The author proposes a conceptual framework for authentic dialogue that highlights the three dimensions of its social‐behavioral foundation: epistemic, social, and compassionate information processing motivation. The article reviews the discourse on authentic dialogue in public administration and provides a conceptual framework for authentic dialogue, with a discussion of the three behavioral dimensions, their relationships, and their effects. This framework may be used in empirical analysis of authentic dialogue and the design of institutions for deliberative democracy.  相似文献

协商民主理论研究兴起之后,如何界定协商民主的内涵就成了学术界的研究重点。在毕塞特看来,当初美国立宪者设计的以人民主权原则为基础、以权力分立与相互制约的体制为架构、以定期选举和政党竞争为动力的代议民主体制,就是"协商民主",就是一种深思熟虑的、审慎的、尊重人民主权的民主政治。而曼宁、科恩等学者开始拓展其内涵,将合法性、追求理性自治与公民参与的政治理想赋予协商民主。吉登斯、扬、德雷泽克等学者分别从"对话民主""交往民主"和"话语民主"角度进行了新阐释。协商民主概念经历了一个逐渐丰富和发展的过程。总体上讲,协商民主就是基于人民主权原则和多数原则的现代民主体制,其中,自由平等的公民,以公共利益为共同的价值诉求,通过理性的公共协商,在达成共识的基础上赋予立法和决策以合法性。  相似文献

Five arguments in favour of deliberative democracy are considered. These focus on its educative power, on its community-generating power, on the fairness of the procedure of public deliberation, on the epistemic quality of its outcomes and on the congruence of the deliberative democratic ideal 'with whom we are'. The first four arguments are shown to be inadequate. The fifth argument, it is claimed, not only provides the most convincing defence of deliberative democracy but can also be used to decide rationally between competing interpretations of the deliberative ideal. By way of illustration, the essay concludes with a critical discussion of the rival versions proposed by Rawls and Habermas.  相似文献

The paper contrasts the liberal conception of democracy as the aggregation of individual preferences with the deliberative conception of democracy as a process of open discussion leading to an agreed judgement on policy. Social choice theory has identified problems - the arbitrariness of decision rules, vulnerability to strategic voting - which are often held to undermine democratic ideals. Contrary to common opinion, I argue that deliberative democracy is less vulnerable to these difficulties than liberal democracy. The process of discussion tends to produce sets of policy preferences that are 'single peaked'; and within a deliberative setting it may be possible to vary the decision rule according to the nature of the issue to be decided.  相似文献

Deliberative ideals have become commercial goods bought and sold in an expanding consultancy market. In this market, demand is generated by government and advocacy groups seeking innovative ways to engage with the public. On the supply side are a growing number of commercial organizations selling deliberative goods and services such as process design, facilitation and evaluation. This paper characterizes the nature of this deliberative market, and considers its implications for democracy and contemporary governance. An analysis of deliberative consultants finds that their professional world is more akin to a ‘community of practice’ rather than a marketplace. But the development of this community of deliberative practitioners could go in opposing directions. On the one hand consultants could become the entrepreneurs of deliberative democracy, promoting and demonstrating its benefits for policy making. On the other hand, if the motivations for deepening democracy are fully replaced by business imperatives and competition, then the deliberative project would be severely undermined. Rather than predict the future, the paper identifies some of the opportunities and challenges for democratic governance as elements of deliberative democracy are commodified.

Village democracy in China has expanded from village elections to the institution of village deliberation. This transformation would necessarily involve a number of trial studies on village deliberation. The paper examines one village deliberative democracy experiment in Bianyu village, Wenling city, Zhejiang Province. It provides a basic background to Bianyu village, discusses the design of the experiment, and examines its outcomes. Abstract.  Supporters of representative democracy tend to be critical of referendums. They argue that referendums give citizens more responsibility for political decisions than they have either the capacity or the competence to take. Moreover, they argue that referendums may undermine representatives' accountability. In this article, these arguments about responsibility and accountability are analyzed in the light of normative theories of democracy, especially the theory of deliberative democracy. Furthermore, different institutional forms of referendum are analyzed. Particular attention is paid to the following aspects: the extent to which governments control the use of referendums, how referendums interact with parliamentary decision making, and whether referendums are advisory or binding. It is argued that sometimes governments indeed use their control over referendums to avoid taking stands on difficult issues. More importantly, however, current forms of government-initiated referendums tend to weaken the accountability of the representatives, at least when interpreted in terms of liberal and deliberative democracy, and to distort parliamentary deliberations. Since delegation is a necessity in modern democracies, referendums should not undermine the mechanisms of representative democracy. In addition to the issues of citizens' capacity and competence, this viewpoint should be taken into account when designing referendum institutions.  相似文献

One of the most exciting innovations within ‘practical democratic theory’ in recent years has been the emergence of deliberative democracy, as a theoretically refined ideal with by now some well‐honed mechanisms for its implementation on a small scale. Its greatest remaining challenge is to figure out some way to connect those highly controlled, small‐scale deliberative exercises to the ‘main game’, politically. I sketch some limited and indirect ways in which that might happen in national politics, before going on to propose a more novel way in which such deliberative events might be used literally to make international law of a certain sort.  相似文献

This paper attempts to describe the conditions necessary for the furthering of democracy in Turkey by focusing on a certain conception of democratic legitimacy that goes beyond formal arrangements. It argues that the effective participation of citizens in democratic procedures is necessary for the consolidation of democracy in public life. To defend this argument, the theoretical background developed in deliberative models of democracy is followed. The quality of 'talk', as a constitutive feature of democracy, is explored by following the critical perspectives in deliberative theory that focus on the discursive mechanisms of exclusion and on power relations intrinsic to deliberative procedures. For this purpose, the deliberative processes in a series of 'working group meetings', carried out as a part of the Local Agenda 21 project, are analysed. The democratic capacity of deliberative experiences and public dialogue is analysed by examining the inclusion/exclusion of opposing ideas, different identities and discourse styles during these working groups meetings.  相似文献

In A Room of One's Own, Virginia Woolf implicitly addresses the necessary conditions for equal participation in deliberative democracy. Woolf's analysis indicates that proponents of deliberative democracy must be attentive to the angry, unconscious resistance that is part of reasoning in a deliberative system—especially when political deliberation results in a challenge to a person's identity. Woolf's solution for women writers, the material security represented by a room of one's own, can be applied to the larger problem of political deliberation as well. This leads to an expansion of the conception of substantive equality required for a deliberative democracy. Further, Woolf's insight challenges deliberative democrats to de-center capitalist economic relations. As a way of protecting the individual from the psychological dynamic Woolf describes in A Room of One's Own, deliberative democrats should advocate a non-competitive economic space for those threatened by the powerful psychological reactions to deliberation.  相似文献

Focus on the concept of deliberative democracy has increased rapidly within recent decades. However, the concept is weakly defined, if at all. 'Deliberation' is defined as an unconstrained exchange of arguments that involves practical reasoning and potentially leads to a transformation of preferences. Throughout the 1990s several innovative democratic experiments have flourished focusing on citizens' involvement and deliberation. The Deliberative Poll in focus here is, according to many parameters, the most ambitious one. The article presents the results from the Danish National Deliberative Poll on the single currency. In August 2000, 364 repres-entative Danish citizens assembled to deliberate on Denmark's participation in the single currency. The Deliberative Poll is described as a quasi-experiment set out to explore the empirical potentials of deliberative democracy. The focus is whether the claimed potential of deliberative democracy is present in the experimental setting. The participants' answers reflect a deliberative process dominated by considerable changes in opinion, an increase in knowledge and an improved ability to form a reasoned opinion. Mutual understanding among the participants prevailed. At the same time, self-interest and domination were also part of the deliberative process. Thus, this article encourages the development of deliberative democratic theory in order to incorporate these features of politics.  相似文献

Despite increasing support for participatory and deliberative principles amongst academics, practitioners and parliamentarians alike, efforts to infuse political systems with more inclusive and consensual forms of debate often founder. This article explores this conundrum by examining institutional reforms through the lens of deliberative democracy. More specifically, we scrutinise attempts to institutionalise forms of civic deliberation within the Scottish political system via the Scottish Civic Forum and the Scottish Parliament's committee system. Our analysis tells the story of how these two types of institutional reform, both designed to facilitate the move towards a more participatory and deliberative model of democracy in Scotland, have fared over a ten‐year period. In turn, this analysis allows us to comment on the ways in which deliberative and parliamentary democracy may be integrated.  相似文献
