Leaked information, such as WikiLeaks’ Cablegate, constitutes a unique and valuable data source for researchers interested in a wide variety of policy‐oriented topics. Yet political scientists have avoided using leaked information in their research. This article argues that we can and should use leaked information as a data source in scholarly research. First, the methodological, ethical, and legal challenges related to the use of leaked information in research have been considered, concluding that none of these present serious obstacles. Second, how political scientists can use leaked information to generate novel and unique insights concerning political phenomena using a variety of quantitative and qualitative methods have been shown. Specifically, how leaked documents reveal important details concerning the Trans‐Pacific Partnership negotiations, and how leaked diplomatic cables highlight a significant disparity between the U.S. government's public attitude toward traditional knowledge and its private behavior have been demonstrated.  相似文献

The article addresses new, horizontal and dialogue-oriented forms of political governance in transnational spaces. A normative-analytical model of deliberative governance will be developed to appraise the democratic potential of transnational structures and actions. The research is guided by the observation that the North American Great Lakes Regime reveals a high democratic-deliberative quality whereas international governance rather tends to de-democratization. This raises a challenging research question: To what extent does the deliberative governance of the Great Lakes Regime provide a model case, which allows drawing conclusions on institutional prerequisites and means how to “democratize” governance in similar issue areas.  相似文献

Political science research on agenda setting has been focused on how and why political agendas change over time. This article addresses the different but equally important question about how agenda setting actually matters to the policy outputs of national policy making. Do changes in the political agenda foreshadow changes in public policies? And does the effect of changes in the political agenda depend upon the policy preferences expressed by the mass public? Integrating research on policy agendas with well‐established ideas about re‐election‐oriented representation, this article offers a new approach to the study of such agenda effects. Furthermore, it demonstrates the empirical validity of this approach using a Danish dataset of public opinion, public policy and the national political agenda spanning a quarter of a century and covering several different issues.  相似文献

This article assesses the recent trend of cooperation among antagonistic private actors that results in the creation and implementation of issue-specific transnational norms and rules and the subsequent shift from public to private forms of governance. Many political scientists agree that authority also exists outside of formal political structures. Private actors increasingly begin to make their own rules and standards that acquire authority beyond the international system. This observation is often referred to as private transnational governance as opposed to public or international governance. Although the concept of private governance gains prominence in academic debates, it is not clear how private governance on the global scale is constructed and maintained or what specific or general conditions are necessary for private governance to emerge. Based on the review of common theoretical propositions, this article develops an integrated model along which the necessary conditions for the emergence of private governance can be assessed and understood. As most research has hitherto focused on institutionalized cooperation between business actors (self-regulation), this article takes a closer look at those transnational systems of rule that result out of the enhanced cooperation between profit and nonprofit actors (coregulation).  相似文献

This article is a response to calls for new research methods in the study of political marketing. We submit that the mixed method approach to studying how political parties use opinion research and political communication is underused. More specifically we believe that campaign spending data, which are commonly analyzed in electoral studies, can become a significant source of information for the study of political marketing. We summarize the availability of electoral expenditure data in 13 established democracies before using a mixed method design to study political marketing management in Canada. We seek to validate quantitative data about marketing spending activity by administering semi‐structured interviews with practitioners who held senior campaign positions in major political parties. Our preliminary look at campaign finance through a political marketing scholarship lens reveals the strengths of drawing insights from such data but also some limitations. We conclude that, as other research has posited, Canadian political parties focus more on advertising in their approach to campaigning. More broadly, we propose that students of political marketing should balance proprietary interviews with transparent, standardized, replicable and objective sources of information such as campaign spending data, and vice‐versa. The normative justification for delegation to independent regulatory agencies (IRAs) is that they operate by using technical analysis and expertise rather than political considerations in their decision‐making processes. Although delegation has been discussed as a design principle, systematic evidence on the conditions under which IRAs make use of scientific knowledge and how is still scarce. Scientific knowledge can be used to achieve instrumental learning, but also to seek legitimacy from the policy environment or to improve the agency's standing in the political games with the principal. This article will suggest how comparative empirical research can be usefully organized, by enriching delegation and organizational theories with the insights of the literature on knowledge utilization. Drawing on the methodological device of explanatory typologies, the article aims at shedding light on different types of knowledge utilization and the scope conditions that lead to a certain use of knowledge by IRAs.  相似文献

This article aims to examine how, and to what extent, the process of Europeanisation has affected the reshaping of territorial representation in Italy. To explore this research question, it was considered how European Cohesion Policy and structural funds exercise a potential influence over the key dimensions of representation by providing regions with the opportunity to strengthen their roles as both ‘actors’ and ‘arenas’ of representation. Empirical research conducted through interviews and the analysis of documents in all twenty Italian regions revealed how each region has reacted to structural funds in a distinctive way due to different internal factors, such as the legacy of pre-existing policy styles and political structures, and the attitudes of the political/administrative elite. The article discusses this point in detail by focusing on the changes that occurred (or did not occur) at the regional level in light of the aforementioned dimensions of representation.  相似文献

There is a striking lack of research on the utilisation of expert knowledge in public policy debates and party political mobilisation. Existing contributions in related fields of scholarship generate rather contradictory expectations. On the one hand, political communications literature points to the dumbing down of political debate, implying a limited role for expert knowledge. On the other hand, a number of prominent sociologists have noted the centrality of science in political debate on the politics of risk. This article suggests that the two theses are not necessarily incompatible. For knowledge to be reported in the media, it clearly needs to conform to criteria of novelty, drama and scandal, but scientific findings can and often do meet these criteria, especially in areas of risk, where there is enormous potential to scandalise government actions or omissions. The article illustrates these tendencies through an analysis of the use of expert knowledge in UK debates on migration from 2002 to 2004. It explores how research was used in parliamentary debates, speeches and newspaper coverage of three prominent episodes in the politics of migration. The examples demonstrate well how the mass media utilises research to expose political scandal. The analysis also suggests the ambivalence of political actors and especially incumbents in drawing on research. While governments are keen to utilise research to legitimise policies, they are also aware of the limitations of science in underpinning risky decisions. The article concludes with a discussion of how politics has responded to this dilemma.  相似文献

The article reviews ‘ideational’ analysis and theory in political science. It argues that this is an important area of research limited by lack of a clear sense of what ideas in politics are and of how to analyse them as directly as possible. It is argued that political science should learn from the ‘rhetorical turn’ in various areas of the social sciences, developing ways, appropriate to political science, of analysing the language, rhetoric and argumentation of political and policy discourse in its governmental contexts. Such an approach rests on a strong sense of the dynamic, contested and creative nature of political activity.  相似文献

British academia today is overwhelmingly left-leaning in its political orientation and especially pro-Labour. This article examines what impact this is having on British political history. It begins by demonstrating just how recent this left-wing preponderance is and how, as late as the 1990s, there remained a strong grouping of right-leaning political historians. This, the article argues, helps in part explain the relative vibrancy of political history in that era compared to today. Turning to the advantages a larger number of conservative voices would bring to the sub-discipline, the article identifies how those on the right are more likely to subscribe to different methodological approaches, have different historical interests and be interested in different kinds of political questions from their left-leaning colleagues. Most of all, it stresses how political diversity would help historians of every persuasion better recognise the ideological frameworks that inform their own work.  相似文献

Abstract

In this article we argue that the state of theory and concept development in political marketing needs to be related to several epistemological as well as topical themes and issues. Seven meta-theoretical issues are discussed with regard to current theoretical position of political marketing research and some initial recommendations are made on how these issues can be developed further. The second part of the article focuses on topical aspects of theory and concept development in political marketing and highlights nine themes for further research. These themes of political marketing are singled out because of their characteristics which show them to be significantly distinct from commercial marketing practice, and therefore need more careful modelling in concepts and theories of political marketing.  相似文献

Donald Trump's election as president certainly startled many, though not all political observers. In this article, I offer my own observation that Mr Trump's election represents a developmental progression of America's electoral system from a political process to an entertainment process. The effect of the office of the president now is to distract and entertain. I will aim to convince readers that his election as America's president is not an anomaly, but rather represents how the politics of image and representation now work as an everyday event and should be treated as part of a reality that we should now take for granted.  相似文献

Abstract

In this article, I explore the institutional and symbolic construction of aesthetic nationalism in Colombia around a fetishization of women’s surgically exaggerated breasts and buttocks. While political scientists have focused almost exclusively on the internet and social media, other technological advancements have altered the relationships between state and society, public and private, and bodies and national inclusion. Combined with the transnational flow of ideas, goods, and people and a political economy that embraces cosmetic surgeries as a development model, this intersectional analysis suggests that aesthetic nationalism in Colombia has recentered the female body in the practice of nationalism, communicating political information, belonging, and power. Based on archival research, direct observation, and elite interviews, I argue that cosmetic interventions play a key role in conferring citizenship rights and defining the borders of the political community. This study contributes to our understanding of how intersectionality can help explain the ways in which technology shapes national body politics, disrupts conventional modes of political communication and representation, and positions the body at the center of contemporary citizenship practices.  相似文献

ABSTRACT

The article highlights the prominence of ism concepts in everyday and scholarly languages worldwide and presents a conceptual history and rhetorical perspective on how to study them. It also serves as an introduction to this special issue, which contributes to linguistically oriented research on political ideologies and transnational intellectual history. Although isms have gained some attention in connection with the study of ideas in history, political ideologies and theoretical discussions on analytical categories in scholarship, they have rarely been the main target of research. By focusing on the rhetorical use of ism concepts as a whole, the article directs new attention to the rhetorical potential of the use of isms in political controversies, the translation of isms and the alleged universal character of isms. The article suggests a new way of analysing political ideas, ideologies and analytical categories by applying a contextually sensitive understanding of the ism as words and their rhetorical use. It also presents an agenda for the study of isms globally.  相似文献

Concern for fostering trust in public institutions has prompted many governments to invest in systems of ethics regulation, embracing various dimensions of good governance. This article assesses the impact of ethics regulation on the conduct of English local politicians using Foucauldian perspectives on government, power, and resistance. The research finds that ethics regulation encountered problems when politicians resisted the models of political identity and behavior that it was perceived to promote. Particular concentrations of misconduct complaints were identified in which politicians believed that changes to political management structures, designed to make local governance more effective, caused a loss of voice for elected representatives. Ethics regulation itself sometimes served as a device for controlling others and effecting resistance. The article concludes with reflections on how far we should expect political conduct to be managed by such regulatory practices.  相似文献

Theoretical and empirical research shows that political representation is a dynamic process repeatedly connecting citizens and political elites. However, less is known about how citizens alone experience the process of political representation and connect electoral participation with representation. This article combines different literature pertaining to the representative process in a dynamic framework. It explores causality between electoral participation and perceived responsiveness in citizens' minds using unique panel data. By arguing for two-way causality and the existence of a virtuous circle, the paper refines the concepts’ relationship beyond traditional conceptions that currently dominate the literature on electoral behaviour and participatory democracy. The results indicate that the representative process may be a self-sustaining experience for citizens over time.  相似文献

Mantovan’s article analyses the processes that lead to discrimination against migrants in the public spaces of Italy’s towns. Her analysis is based on a three-year research project conducted in northeastern Italy using mixed methods—ethnographic observation, semi-structured interviews, a press review, an analysis of relevant documentation and data collection—and remaining constantly in touch with research conducted in various Italian cities. Starting from an idea of a city whose evolution is the product of alliances, conflicts, active networks of individuals and their respective competing interests, Mantovan sheds light on how discrimination against immigrants in Italy’s urban public spaces is the result of a process of social construction implemented by a number of social actors (journalists, citizens’ committees, politicians and police forces) who represent the visible presence of migrants in these public spaces as deviant and unlawful, especially if they are undocumented immigrants and/or of low socio-economic status. She also argues for the importance of taking into consideration the contribution of economic and political dynamics, both global and national, to the generation of these phenomena by interacting with those at the local level.  相似文献

A re‐analysis of three Swedish studies of political trust at local level shows that the extent to which citizens trust the system of democracy in municipalities correlates strongly with how the employers in that area assess the state of the local business climate. This article deals with the question of how this can be understood. Three sets of underlying explanations are tested: social capital theory, a theory of local well‐being and political‐institutional conditions. The empirical analysis shows that only the theory of local well‐being can explain consistently why political trust and a flourishing local business climate occur in concert. The study emphasises the need to expand research on political trust to also take into account the role played by the business climate. This has been completely ignored in previous research on political trust. Such knowledge would be highly relevant to local policy making. In order to capture the specific mechanisms at work, qualitative case studies of municipalities are suggested as the next step of research.  相似文献

This article seeks to explain how science has emerged as political brand. While science and politics have intersected for centuries, more recent social, cultural, and political events led to increased attention to the role of science in everyday life and how science is used in policy decision-making. This led to a tipping point in 2017 when the March for Science was formed, following what many in the U.S. and countries around the world viewed as anti-science stances by political leaders. The political spectacle of the March for Science not only brought increased attention to the scientific community, but also emerged to define the brand of science in society. Drawing on research from the role of brands in consumer culture – including political marketing, brand resonance, and brand community – I describe the implications of the science brand for the scientific enterprise, and the ways in which the scientific community consider the strategic communication of their brand within the political marketplace.  相似文献
