This article comparatively assesses the meaning of civil society in Egypt, Lebanon and Turkey, by utilising the results of a study conducted among civil society actors. In recent decades, civil society has become integral to discussions of political liberalisation. At the same time, there is a growing rift between international democracy promotion through investment in civil society and the more critical literature on the relationship between the two. This article makes three contributions to these debates by comparing the actual experiences of civil society actors. First, it argues that the boundaries between states and civil societies are indeterminate, making it problematic to expect civil society organisations alone to become catalysts for regime transformation. Second, it shows that expectations of monolithic generation of civic values through civil society organisations do not reflect the actual experience of actors in this realm. Finally, it argues for taking into consideration other sources of mobilisation as potential contributors to meaningful political and social transformation.  相似文献

During the dramatic upheavals and conflicts that have accompanied political independence in Timor-Leste, Timorese activists have made an important, sometimes overlooked, contribution. This paper highlights the significant roles they played at three major turning points over the past 15 years – the Santa Cruz massacre in 1991, the UN-sponsored independence ballot in 1999 and the political-military crisis in 2006. Each one of these events was a starting point for a new phase in Timorese development history and a new phase in the growth of Timorese civil society. The personal reflections of Timorese activists provide poignant insight into their changing focus of activism as Timor-Leste became independent. Their “active citizenship” provided a mechanism to both contribute to and contest the mainstream nation-building processes which were, in some cases, perceived to be overly influenced by Western standards and often failed to acknowledge or respect Timorese culture and traditions.  相似文献

Over the past two decades, the gold mining industry has increased its activity in Latin America. Growing contestation and conflict around gold mining projects have accompanied this shift. This article draws from the case of Guatemala, where metal exploration has grown by 1,000 per cent since 1998, to illustrate how the proliferation of small ‘junior’ firms – together with neoliberal investment policies and suitability of mineralisation – set the stage for fly‐by‐night gold mining and, therefore, intense resistance from host communities to mineral development.  相似文献

Abstract

This article critically analyses Partha Chatterjee’s recent concepts of civil society and political society, showing that their binary character is derived from a culturalist conflation of capitalism with modernity. In turn, modernity becomes equated with a naturalised liberal democratic state, precluding any appreciation of how resistance can and does shape the character of the state. Second, it compares Chatterjee’s categories of civil and political society to those of Gramsci, arguing that a return to classical Gramscian categories, along with an appreciation of the impact of colonialism on state forms, can provide studies of resistance with a richer and more elegant understanding of social change from below in contemporary India.  相似文献

Abstract

Indonesian democracy has been challenged by rising religious intolerance and discriminatory attitudes in civil society since the mid-2000s, despite expanded freedom in many areas including the media. Why has Indonesian civil society been put on the defensive by radical and conservative Islamic elements in the context of democratic consolidation? What role has expanded freedoms and a flourishing of new media and information technologies played? This article argues that two factors have contributed to the rising influence of religious hardliners/radicals and increasing religious intolerance. The first is hardliner access not only to new media but, more importantly, to traditional means and institutions for religious and political mobilisation, including state apparatus, to cultivate antagonistic sentiments and attitudes against what they consider the enemies of Islam within the Muslim communities while disseminating narrow and dogmatic interpretations of Islam. The other is the rise of conservative Muslim politicians within the state who are ready and eager to embrace new media and communication technologies while using the state office and prerogatives to advance conservative religious visions and agendas. In order to assess how those conservative politicians exploit their ministerial prerogatives and state patronage to curtail civil society, particularly the freedom of expression and religion, this article examines two prominent and controversial Muslim politicians: Tifatul Sembiring from the Islamist Prosperous Justice Party and Suryadharma Ali from the United Development Party.  相似文献

Abstract

This study discusses the dynamics of de-Europeanisation and the changing impact of Europe on the politically mobilised civil society involved in the public debates concerning Turkey’s Kurdish question. The article first critically assesses how and in what ways the legal and constitutional reforms on the freedom of assembly required by the European Union (EU) changed the political structure in which civil society organisations (CSOs) operate in Turkey. It then examines the views of CSOs on the potential roles and limitations of the EU in the Kurdish question and the peace process which lasted between March 2013 and July 2015. It also delineates the reasons why the political context of Europeanisation is not seen as instrumental by these CSOs to framing and justifying their arguments.  相似文献

This article casts a sceptical eye on the seemingly glowing reputation of the United States amongst the elites of Greater Syria during the First World War era. It argues that although this reputation was based on genuine appreciation of good deeds performed by Americans in the region, it was also based on a mistaken impression of the nature of America's global role in this era and was most likely not as emphatic as it sometimes appears in the historical record. In doing this, the article seeks to raise questions about the place that such utterances should occupy in histories of the modern Middle East.  相似文献

Theoretically based on Albert O. Hirschman's Exit, Voice, and Loyalty , this study examines three cases of rupture or exit by Mexican presidential contenders, in 1940, 1952, and 1988, and one "noncase," in 1999, with a view to how dissidents' strategies shape political institutions. Mexico's PRI-dominated political system depended on its leaders' ability to create an equilibrium based on mutual incentives to remain loyal to the regime.  相似文献

This article shows how modified European power resources theories can be applied to Latin America to explain differences in the depth of policy reforms. It innovates on previous work on Latin American social policy by particularly examining the effect of unions and other civil society groups on the process of structural reforms (or lack thereof) in the health and pension sectors in Argentina and Brazil. Through a most similar system design, this analysis shows that the strength and support (or opposition) of organized civil society groups is a crucial condition to account for the enactment (or failure) of a given broad policy reform.  相似文献
