Since 1988, Ghana has implemented comprehensive reforms to promote grassroots and citizen participation in government. This article examined women’s participation in local governance. Through an interview of 353 women in Ejisu, it was found out that the women performed almost all household chores, 62.3% of whom partly financed their households while 17% solely financed their households. About 27% of the women were members of CBOs, and 25% were assembly members. The women were restrained in local government participation by marriage, perceived superiority of men, and illiteracy. Encouragement of women and girls’ education are contingent to promoting women’s participation in local governance.  相似文献

Abstract

The current article discusses experience with budgeting and financial management reforms in Ghana and is particularly focused on the development of the Medium Term Expenditure Framework (MTEF) between 1998 and 2002. Evidence shows that this reform began well but faltered after an initial period of progress. A number of factors are referenced in trying to explain why reform implementation was derailed, including reform ownership and political will, organizational integration and organizational incentives, and strategic capacity. All of these factors are commonly presented as influences on reform implementation. The Ghanaian experience provides detail as to how such influences could work.  相似文献

Abstract

Much of the dialogue on public administration training in Africa is about how to prepare administrators to cope with pressures global forces exert without considering how to educate individuals to meet also the unique demands of public service. This essay examines the nature of training in Africa, drawing on Ghana's experience with management training programs. It first describes and critiques training based on bureaucratic and managerial perspectives, which emphasize the acquisition of rational, technical, and managerial skills comparable to international and global standards, and argues that such training does not necessarily provide career professionals with a broad work ethic suitable for the local context. It then concludes by suggesting the possibility of developing a composite training program that takes account also of the need to provide non-traditional skills and experience-based knowledge professionals need to be able to operate in the unique historical, social, and political conditions of Africa.  相似文献

This article describes and explains the impact of the donor-driven Poverty Reduction Strategy Paper (PRSP) and the aid modalities surrounding it in Ghana. It focuses on the period in which the New Patriotic Party (NPP) government was in power from 2001 until 2008, but places this within the broader context of aid dependence in Ghana since the 1980s. It is argued that the PRSP documents produced by the government had little impact on implementing policy actions, but rather their function was to secure debt relief and the continuation of foreign aid from official donors. The article examines what was actually implemented during the NPP government and the factors that influenced those actions. More generally it highlights the constraints Ghanaian governments have faced in pursuing economic transformation within contemporary domestic and international contexts.  相似文献

This article challenges the notion that nation-state boundaries in Black Africa are best left intact despite their historically problematical origins and questionable ethnographic rationality. The increased energization and politicization of ethnic identity evident in much of Black Africa during the past generation call for reexamination of the boundaries inherited from colonialism. Although post-colonial nationalism has taken root in some countries, it has not, overall, provided the political cohesion to obviate the need for periodic boundary adjustments in light of prevailing political realities both within Black Africa and within the global political and economic systems. The underlying social and political forces evidently giving rise to politicized ethnic consciousness are not likely to recede in the near future. Accordingly, arguments concerning the rationality, and therefore the inviolability, of inherited boundaries, must be understood in light of political circumstances which have evolved during the first generation of independence from colonial rule.  相似文献
