论上海合作进程中的综合安全理念

冷战结束后,以两大军事集团对抗为标志的传统军事安全因素对国际社会秩序的威胁程度大大降低,恐怖主义、民族冲突、宗教矛盾、毒品犯罪、非法移民等非传统安全因素引发地区性骚乱和冲突的危险性上升。同时,倡导兼顾多安全领域和多安全主体的综合安全理论也得到了更大程度上的认同。回顾从1996年开始于中国上海的地区安全合作进程,在成功解决军事安全问题后,即转入与为患各国的恐怖主义、极端主义、分裂主义等恶势力的斗争,并逐渐向经济、文化、社会保障等更加广泛、更深入的领域中扩展,结合欧亚地缘政治特点,对综合安全理念进行着积极的实践和有益的探索。
