Perhaps no analyst of democracy's potentials for despotism andself-government understood better than Alexis de Tocquevillethe importance of the "favorable circumstances" of America'srepublican and religious origins. America's covenantal heritageinspired the public philosophy of federal liberty and the federalprinciple used to establish governments and political associationsin colonial New England. The Puritans, Tocqueville explained,created the bonds and the liberties of citizenship by theirassent to eternal, transcendent principles, as well as by theirconsent to government. The principles of covenant ultimatelyprovided the institutional and conceptual foundation of constitutionalgovernment, making America's federal democracy less vulnerableto possessive individualism and democratic despotism. Federalprinciples fostered an important indirect role for religionin American politics. Tocqueville not only analyzed the tensionbetween the requirements of faith and democratic norms, butalso distinguished covenantal ways of negotiating these concernsfrom the approach taken by later advocates of religious freedom,fames Madison and Thomas Jefferson. He argued that federalism'smoral foundations will be difficult to preserve if this tensionis resolved in ways that promote individual autonomy by underminingcovenantal thinking.  相似文献

‘A great democratic revolution is taking place in our midst. ... Some think it a new thing and, supposing it an accident, hope that they can still check it; others think it irresistible, because it seems to them the most continuous, ancient, and permanent tendency known to history’.1 Thus wrote de Tocqueville in his much‐celebrated Democracy in America on the extension of democratic ideas across borders. This article is about a similar revolution which unfolds against the background of an ever‐more complex and sophisticated framework of political interactions: the European Union. Both processes point to the same desirable state of affairs ‐ democracy. The difference now is that we are witnessing the qualitative transformation of a system of democracies into a democratic system. Or, alternatively, of a plurality of detnoi into a pluralistic demos. It is to Europe's could‐be demos that we now turn, in an attempt to recast the debate of democracy and integration in the European Union of the 1990s.  相似文献

My purpose in this essay is to show that the enduring value of Alexis de Tocqueville's work is rooted in his philosophical anthropology, or view of human nature. In Democracy in America, Tocqueville reveals his view of human nature as he treats the relationship between religion and politics in the democratic social state. His political science remains valuable because he understands human beings as creatures distinguished by their desire for the infinite and immortal. In sum, for Tocqueville, religion is an essential support of liberty in the democratic social state because it answers the soul's desire for the infinite and immortal, and provides the foundations for personal and political justice.  相似文献

Although Tocqueville was deeply concerned about the adverseconsequences of democratic equality and the tyranny of the majority,he nonethless believed that the character of the American people-reinforcedby America's customs, laws, circumstances, constitutional heritage,and favorable geography-would help Americans to achieve a decent,liberal, constitutional polity. Culturally, however, Americanswere deficient in reconciling excellence and consent. Less friendlycritics have argued that a democracy cannot reconcile excellenceand consent. It is, however, possible to move beyond Tocqueville'squalified confidence in American democracy, and his reservationsabout the ability of Americans to reconcile excellence and consent,by arguing that there is a fundamental concord between excellenceand consent, that there is significant popular acceptance andpractice of excellence in a democracy, and that creative democraticleadership can advance excellence in a democratic society.  相似文献

Abstract

This article examines Václav Havel's unconventional route to democracy. At the core of the enquiry is an analysis of the role his Absurdism played in the development of his thought and activism. The essay illustrates how a typically literary, non-democratic intellectual orientation sustained Havel in his struggle for democratic political change against the abuses of really existing socialism. Yet, Havel's thought did not stop there; he eyed Western liberal ism critically as well. Springing from his Absurdist sensibility was a vision of democracy that was neither wholly liberal nor socialist, yet quite practical. By making a case for reconsidering ideas that typically fall outside the purview of democratic theory, this article also suggests the possibility of critically rethinking democracy itself.  相似文献

The mobilisation of the Zapatista Army of National Liberation (EZLN) on New Years Day 1994 in Mexico attracted considerable attention from those concerned with the democratic deficits of neoliberal globalisation and the increasing sense of individual powerlessness as states synchronise economic and public policy with the ideas and institutions of global capital. The paper argues that as a critical social movement the EZLN explores the meaning and practice of economic, political and social democracy. The EZLN practises a politics of radical democracy that incorporates a variety of strategies for enriching the democratic project. However, the EZLN's democratic project has little in common with the inclusive democracy project and yet the EZLN's project of radical democracy does cultivate a useful way of rethinking the site and nature of democracy in an age of globalisation when such institutions seem so increasingly inept.  相似文献

加强中国式民主操作机制建设既是中国政治刻不容缓的形势需要,也是实现民主价值和发挥民主功能的内在要求。发展中国式民主既应该“在价值层次上做出确定论证”,也需要“在操作层次上做出系统规定”。加强操作机制建设是中国探索超大社会发展大国民主的重大课题和必由之路。通过健全制度体系、加强操作机制建设已成为中国民主发展的战略选择和生动实践。虽然中国共产党人领导中国人民为坚持和完善中国特色社会主义民主政治制度体系做出了不懈努力并取得了巨大成就,但加强中国式民主操作机制建设任务依然十分艰巨,探索仍应继续。既要搞好顶层设计往下推,也要总结基层经验往上提;必须考虑民主多重价值之间及其与民主多样手段之间的相容度和兼容性,避免各种要素结构功能之间的矛盾与冲突;操作理论简洁明了,操作要领简单易行,操作结果廉价高效,应成为加强中国式民主操作机制建设努力的重要方向。  相似文献

This article draws on the political philosophy of John Dewey as one way to re-think the relationship between deliberative and participatory democracy. Rather than focusing on differences, Dewey's ideal of democracy allows us to bridge these two theories while still being attentive to the tensions between them. In particular, Dewey helps us conceptualize deliberative and participatory practices as distinctive yet complementary phases within a larger circuit of cooperative inquiry. To illustrate the argument, a case study of one democratic experiment that effectively combined different forms of practice is presented. In doing so, it is contended that we might be able to recover and incorporate some of the more radical features of participatory democracy into deliberative practices. Participatory theory's focus on political action and structural inequality, in addition to deliberation, as essential to citizen-centered democratic practice is specifically emphasized.  相似文献

Abstract

This essay starts by reviewing Claude Lefort's writings on totalitarianism, a theme that runs like a red thread through his oeuvre and plays a key role in the different stages of his intellectual development. The analysis of the USSR is a central interest of Lefort and his colleagues at Socialisme ou Barbarie (and inspires them to adopt an explicitly "political" approach against the "economism" of their fellow Marxists); the problem of totalitarianism features prominently in Lefort's theory of democracy and human rights (where it functions as the "flipside" of democracy); and the theme holds Lefort's attention well after the events of 1989. The emphasis of this essay, however, is not on the chronology of Lefort's trajectory, but on the methodological role of totalitarianism in his theoretical framework. Lefort's account of totalitarianism serves him as a tool to dissect the symbolic fabric of modern society. In Arendt's view, totalitarian rule reveals something of the essence of modernity, as a movement towards ever increasing technical mastery. For Lefort, by contrast, totalitarian tendencies arise as an attempt to close off the experience of indeterminacy that has been opened up by political modernity. He shows that the totalitarian "imaginary" (which he dissects in psychoanalytic terms) presupposes yet deliberately inverts the very ideas that sparked the democratic revolution and that are central to the self-representation of democratic societies. In consequence, democracy is continuously at risk of degenerating into totalitarianism. Importantly, the totalitarian threat, which Lefort believes to be the main threat to modern society, only becomes visible by adopting a specifically "political" perspective. It is therefore of the utmost importance that we continue to under stand and to interpret our society in "political" terms, that is, in reference to the symbolic constellation of collective power.  相似文献

Amidst increasing and seemingly intransigent inequalities, unresponsive institutions, and illegible patterns of social change, political theorists are increasingly faced with questions about the viability of democracy in the contemporary age. One of the most prominent voices within this conversation has been that of Sheldon Wolin. Wolin has famously argued that democracy is a ‘fugitive’ experience with an inherently temporary character. Critics have pounced on this concept, rejecting it as an admission of defeat or despair that is at odds with the formation of democratic counter-power. In this article, I push back against this view of fugitive democracy. I do so by contextualizing the idea within Wolin’s broader democratic theory, and especially his idea of the ‘multiple civic self’, in order to give a more coherent form to a conception of citizenship often concealed by the attention given to the supposedly momentary nature of democracy. This all too common misreading of fugitive democracy has significant stakes, because it shapes not only how we approach Wolin’s impact as a political theorist, but also how we approach practices of democratic citizenship and how we think about political theory and political science’s relationship to those practices.  相似文献

This paper is about the relationship between power and subjectivity in a democracy, about the lines between subjectivity and subjection, democracy and despotism. The ability of the democratic citizen to generate a politically able self depends upon technologies of subjectivity which link personal goals and desires to social order and stability, which link power an subjectivity. I begin with the contemporary self-esteem movement spearheaded by feminist Gloria Steinem and California legislator John Vasconcellos to show that programs which attempt to enhance the subjectivity of women and the poor-strategies of empowerment, self-help, and democratic participation - are also practical techniques for the subjection of individuals. I go on to outline a history of the present ‘state of esteem’ beginning with the work of Alexis de Tocqueville. I locate the emergence of democratic self-governance in the advent of the social as a sphere of governability and expertise.  相似文献

It is argued that political parties in a developing democracy should contribute to sustaining democracy through their informational and motivational functions during election campaigns. Rather than debating the merit of issue messages, it is argued that cognitive and emotional campaign messages should be integrated, in order to not only attract voters' attention but also to inform the voter, to foster democratic values, to stimulate debate and to motivate voters to vote. It was found that in the 2009 South African general election, South African political parties did not effectively integrate emotional and cognitive messages, but references to democratic values were integrated with the emotional messages. Few of the parties encouraged voters to participate in the election for the sake of sustaining the democracy. Copyright © 2013 John Wiley & Sons, Ltd.  相似文献

The EU referendum has raised questions about the nature of democracy, which is not just majority rule. It is wrong to claim that direct democracy has now replaced representative democracy, as Parliament is required to answer all the questions that the referendum did not. The conduct of the referendum reflected the worst aspects of Britain's political culture of sterile adversarialism. Both left and right have shared assumptions about governing that have made it difficult to develop a culture of democratic citizenship. The political system still reflects its pre‐democratic origins (as in the survival of a House of Lords and the obsession with titles) and the role of money in politics represents a form of corruption. Institutional reforms depend for their success on the nurturing of a democratic culture, which is a task for many hands.  相似文献

This article looks at the erosion of democratic practice enacted by "New" Labour in Britain under the leadership of Tony Blair. Building on the internal reforms of the 1980s, the process of Labour Party "modernization" has created an exclusive, top-down managerial style of leadership. This type of party leadership and management has far-reaching implications for British politics more generally, not least the role of political parties. The current crisis of the Conservatives and the destruction of representative democracy within the Labour Party pose serious questions regarding the medium-term future of parties as voluntary membership organizations. These changes are placed in the context of a possible longer-term transformation of British political structures in order to exchange the long-established administration of the Conservative Party for a new type of governmental machinery. The aim is not a new "traditional" party of government, but a partyless formation built around a dominant central presidential figure and his office—a change which necessitates abolishing the Labour Party and social democracy as they currently exist. It is argued that this anticipated remedy to a protracted crisis of the British state accords closely to the requirements of neoliberal economic management, while drawing upon developments in the wider global environment. However, if this is to succeed, Blair's "modernizing" tendency needs to be able to articulate a coherent ideology that strikes a popular chord. Thus far, Blair's managerial approach to politics may have scored a few points against the old party ideologies, but it has also undermined attempts to promote an alternative ideology—even one of a "partyless" nature.  相似文献

Post‐democracy and cognate concepts suggest that the postwar period of democratisation has given way to a concentration of power in the hands of small groups that are unrepresentative and unaccountable, as exemplified by the rise of multinational corporations and their influence on democratic politics. This article goes further to argue that this does not fully capture the triple threat facing liberal democracy: first, the rise of a new oligarchy that strengthens executive power at the expense of parliament and people; second, the resurgence of populism and demagogy linked to a backlash against technocratic rule and procedural politics; third, the emergence of anarchy associated with the atomisation of society and a weakening of social ties and civic bonds. In consequence, liberal democracy risks sliding into a form of ‘democratic despotism’ that maintains the illusion of free choice while instilling a sense of ‘voluntary servitude’ as conceptualised by Tocqueville.  相似文献

In Hirst v UK, the European Court of Human Rights ruled that the UK must end its blanket ban on convicted prisoners voting. In this paper I argue that the court’s reasoning undermines collective political self-determination by assuming away the essential connection between political citizenship and civil liberty in a representative democracy. I outline a democratic theory of imprisonment and argue that the democratic citizenship of imprisoned offenders is suspended not by their disenfranchisement but by their imprisonment. While many aspects of the UK’s penal practice are inconsistent with democratic self-government, the voting ban is not one of them. I conclude by outlining the numerous rights that prisoners should enjoy in a democracy.  相似文献

This paper attempts to provide a modern, universal, conceptualisation of democracy. J. D. May's ‘responsive rule’ approach is analysed. It is argued that his approach, although on the right lines, is not satisfactory as it stands. Democracy should be seen as referring to the principles which underlie the political process for a given regime, and is logically independent of the detailed institutional practices. Following Easton's analysis of a regime in terms of authority structure, values, and norms, democracy is analysed in terms of three principles of upward control, political equality, and norms defining acceptable polices. procedures, and behaviour. Democracy is not a dichotomous concept: given regimes differ in the extent to which they embody the principles of democracy in the operation of their institutions. In practice it will be hard, perhaps impossible, to find any regime anywhere which does not embody some elements of democracy to some degree. This vitiates the almost universal practice of using democracy and non-democracy as underlying concepts in a system of categorisation of regimes. Such categories become wholly arbitrary. Because of the subtle ways in which the democratic principles may work in different contexts. and because measures of these various manifestations of democracy can only be combined on a purely arbitrary basis, statistical measures of ‘democracy’ also become arbitrary. It is concluded that, although facets of the political process may be investigated using statistical techniques. ultimately the main thrust of empirical studies of democracy must be qualitative rather than quantitative. This article provides a critical reconstruction of John Dewey's theory of social and political inquiry. Clearing away some misconceptions about this theory allows us to grasp its practical and political focus, and to see its similarities to other strands of anti-positivist social thought, including hermeneutics and critical theory. I go on to examine the relationship between democratic values and the theory of inquiry. Like recent proponents of discursive conceptions of democracy such as Habermas he sees a connection between democracy and the conditions for rational procedures of problem solving. What connects democracy to inquiry for Dewey is primarily ethical and political, rather than epistemological. The article considers what may be usefully taken from Dewey's conception of social inquiry, without accepting his full ethical agenda.  相似文献
