What role have the processes and institutions of international development played in creating and propagating ideas around the world? This paper demonstrates that networks of development-focused civil society institutions can form global epistemic bridges even where communication technology, global markets, infrastructure, or state services do not reach. Given the penetration of these ‘civil society knowledge networks’ throughout the world, it is crucial to understand how these networks form, and how they create and spread ideas, mediating between global discourses and local needs. This paper builds on a multi-sited case study of one such civil society knowledge network, which includes an international foundation, its partner non-governmental organisations (NGOs) in Kenya, and one village where these NGOs run a forest conservation project. The case study provides a closely textured analysis of the mechanisms of knowledge production and consumption in the network, including personality politics, language, technology, political connections and the power dynamics of knowledge flows. It demonstrates the ways remoteness and disconnection are overcome through the epistemic reach of institutional networks involved in development interventions.  相似文献

Firms across the globe are affected by red tape, but there is little academic research on how country‐level institutions shape red tape perceptions. Drawing on institutional theory, we argue that a variety of formal and informal country‐level institutions affect perceptions of red tape in the private sector. We test our hypotheses using six data sources, including the World Economic Forum and the World Bank. Our results indicate that red tape is weakly associated with a country's level of formalization and rule enforcement effectiveness and more prevalent in federal as opposed to unitary states. As for informal institutions, we find that red tape perceptions are more pronounced in countries with an increased conservative political ideology, higher levels of corruption, and cultures that emphasize individualism and uncertainty avoidance. We conclude with a discussion of the implications for theory and practice.  相似文献

This paper illustrates, with a ten year simulation, possible effects of Malaysia's national buffer stock for natural rubber on the level and stability of export earnings, export tax revenue, producer income and world price. Employing rubber market parameters based on inference and empirical tests and buffer stock operating costs and policies similar to those of the current Malaysian buffer stock, it is shown that capital requirements for effective control exceed those at the disposal of the buffer stock manager while control may be expected to stabilize price at the expense of export earnings and producer income stability. These unfavourable effects can be neutralized in part by the increase in receipts obtained with a sufficiently narrow controlled price range or by an increase in demand emanating from reduced price risk. Under the apparent wider range of the buffer stock, losses in export earnings and producer income, as well as capital expenses and the terminal deficit of the stock authority are each less than 1 per cent of export earnings and producer income. The maximum short run capital requirement is about 2.5 per cent of these latter magnitudes. The arguments presented indicate that internationalization of the buffer stock would increase the benefits and decrease the costs in terms of the proportion of producer income and export earnings, compared to the existing national device.  相似文献

It has become common to describe Russia as a state that has only achieved partial reform due to the influence of powerful economic forces, the ‘winners’ of economic reform, and to assume that the Russian state lacks autonomy. This paper questions how far reform in Russia has been compromised by the power of winners. The failure of economic reform between 1992 and 1998 is explained as a policy response by state officials unable to manage tendencies towards fiscal crisis because of the state's general helplessness in managing the Russian economy, rather than as a surrender of sovereignty to economic interests.  相似文献

After the collapse of the Soviet Union 25 million ethnic Russians were left living outside Russia. This article reports on research exploring acculturation strategies of ethnic Russian adolescents in Latvia: looking at the most and least preferred strategy, interrelatedness between choice of acculturation strategies and a person's gender or citizenship, as well as the impact of Latvian language knowledge and perceived discrimination on the choice of acculturation strategies. A total of 459 adolescents from secondary schools with Russian as the language of instruction in Riga participated in the study. The article draws on John Berry's two-dimensional acculturation model, based on four different acculturation strategies for ethnic minority and immigrant adaptation in the host society.  相似文献

Across the developing world, many governments have implemented political reforms—heavily promoted by international donors—designed to transfer greater power to subnational levels of government and to provide a more substantial policymaking and oversight role to citizens. Although economic analyses have frequently argued that such decentralization programs improve the efficiency of public expenditures, far less is known about their political impact. Based on an analysis of two large national public-opinion surveys from Bolivia, a country that has recently implemented one of the most comprehensive decentralization reforms yet attempted in Latin America, we analyze the role decentralized local institutions are playing in shaping citizen attitudes toward their political system. Our findings support the contention that decentralization can bolster citizen levels of system support at the national level. Equally important, however, we also demonstrate that the renewed emphasis on local government can have the opposite effect of producingmore negative views of the political system when the performance of local institutions falters.
