This paper addresses three questions: First, what is the extent of research transfer in natural sciences and engineering among Canadian university researchers? Second, are there differences between various disciplines with regard to the extent of this transfer? And third, what are the determinants of research transfer? To answer these questions, the paper begins by differentiating between technology transfer and knowledge transfer. It then identifies the individual researcher as the unit of analysis of this study and introduces a conceptual framework derived from the resource-based approach of firms. The paper then reviews the literature on each of the factors included in the conceptual framework, beginning with the dependent variable, knowledge transfer. The conceptual framework includes four categories of resources and one category of research attributes that are likely to influence knowledge transfer. Based on a survey of 1,554 researchers funded by the Natural Sciences and Engineering Research Council of Canada (NSERC), comparisons of means of research transfer across research fields were conducted. Multivariate regression analyses were used to identify the determinants of research transfer by research field. The results of these analyses indicate that researchers transferred knowledge much more actively when no commercialization was involved than when there was commercialization of protected intellectual property. This paper thus adds to the relatively scarce evidence about knowledge transfer by examining knowledge transfer from a broader perspective than strict commercialization. The findings of this paper are also interesting for other reasons. We obtained statistical evidence indicating that researchers in certain research fields were much more active in knowledge transfer than those in other fields, thereby pointing to differences in levels of knowledge activities across research fields. Furthermore, we obtained evidence showing that only two determinants explained knowledge transfer in all the six research fields considered in this study, namely, focus of research projects on users’ needs, and linkages between researchers and research users. Statistical evidence obtained indicates that the other determinants that influence knowledge transfer vary from one research field to another, thus suggesting that different policies would be required to increase knowledge transfer in different research fields. The last part of the paper outlines the implications of the regression results for theory building, public policy and future research.  相似文献

The characteristics and behavior of university spinoff activity is an important subject in economic and management studies literature. Such studies merit research because it is suggested that university innovations stimulate economies by spurring product development, by creating new industries, and by contributing to employment and wealth creation. For this reason, universities have come to be highly valued in terms of the economic potential of their research efforts. The aim of this paper is to offer a framework for the study of academic entrepreneurship that explains different aspects of university spinoff behavior in a coherent way. We suggest that the existing literature on this topic can be categorized into six separate streams and synthesized in a framework that captures the determinants and consequences of spinoff activity.   相似文献

This paper aims to provide, through a literature analysis, a solid theoretical foundation that allows identifying the critical factors for technology/knowledge transfer. The literature review allowed to summarize the main contributions collected, to identify the main critical factors for technology/knowledge transfer and to frame them in a simple framework, carrying out a rationalization and classification. We built a reference framework, called “model of technology/knowledge transfer”. The proposed structure considers six categories related to the actors involved (sources, recipients and intermediaries), the relationship between them, the object of the transfer, the channels and mechanisms and the reference context. The factors represent all the main parameters and levers to consider in the design and implementation of an activity of technology/knowledge transfer. This can direct also future research by deepening these factors or the relationship among them.  相似文献

Despite the wealth of academic studies that analyze different policy measures and initiatives implemented by national or regional governments to support knowledge transfer from academia to industry, scant systematization efforts seek to integrate these disparate lines of research. The systematic review of academic studies on public policy measures in support of technology transfer presented by this article suggests a literature classification based on two dimensions: the type of policy measure analyzed, and the focus of the study (i.e., policy design vs. impact assessment). On the basis of this comprehensive review, we summarize the lessons learned thus far, identify research gaps that continue to limit insights into public policy measures for technology transfer, and highlight directions for further research.  相似文献

Turkey initiated a major reform in its criminal justice system in 2005 and a probation system was officially created. This article analyses the probation policy formation, and development processes in Turkey using a multiple streams framework (MSF), as theorised by John Kingdon. Qualitative method is employed through archival records, governmental documents, and semi-structured interviews with key actors. Findings suggest that MSF explains the evolution of the probation system, which emerged in a critical time. However, although the probation system was set up to overcome the increasing prison population and alternative to incarceration, the number of prisoners and probationers have increased significantly. Today, Turkey has been ranked one of the largest prison population in the world. It is concluded that the penal policy has led to unintended consequences, and the penal system including probation practices has been dramatically politicised by the government.  相似文献

Research on stasis or change in public opinion toward health, health policy, and medical care tends to focus on short-term dynamics and to emphasize the impact of discrete messages communicated by individual speakers in particular situations. This focus on what we term "situational framing," though valuable in some respects, is poorly equipped to assess changes that may occur over the longer term. We focus, instead, on "structural framing" to understand how institutionalized public health and health care policies impact public opinion and behavior over time. Understanding the dynamics of public opinion over time is especially helpful in tracking the political effects of the Patient Protection and Affordable Care Act of 2010 as it moves from the debate over its passage to its implementation and operation.  相似文献

In 2009, two seminal documents were published by the United Kingdom (UK) government concerning healthcare services for offenders. The Bradley review into diversion for people with mental health problems and learning disabilities emphasised a need to improve offender health, not least because of the high economic costs to society as a whole resulting from unresolved mental illness, physical ill-health and substance abuse problems commonly experienced by offenders. The Bradley review made wide-reaching recommendations for change, requiring strong partnership between health and justice agencies at both central government and local levels. A framework for the delivery of Bradley's recommendations has been set out in Improving health, supporting justice, the Department of Health's offender health strategy which sets out the direction of travel for the next 10 years.This paper discusses the reality of working toward improving health services for this marginalised group in the context of the influence of the current straitened financial climate on the allocation of resources to publically funded healthcare in the UK; it examines the historically based, and widely held, belief in the principle of “less eligibility” within our society, whereby there is much public and media resistance to allocating resources to improving care for offenders when other, more “deserving”, groups are perceived to be in continuing need.  相似文献

The central theme of this paper is that the phenomenology of perception can contribute to conceptualizing terrorism, in terms of both a research orientation and policy applications. This means that counter-terrorism needs to be grounded in a holistic perspective that has meaning from the point of view of those engaged in terrorism. A critique of the “war on terror” counter-terrorism practices is followed by a discussion of phenomenology and its implications for a holistic perception of counter-terrorism. Previous studies concerning public confidence in the police had primarily focused on demographic, attitudinal, and contextual factors in the United States. Little research, however, has used country-level variables to explain variations that exist across countries. As a result, this study examined the impact of country-level predictors (e.g., homicide rate and level of democracy) as well as individual-level predictors on public confidence in the police by utilizing data sets collected from three international surveys. Using hierarchical generalized linear modeling (HGLM) for the multinomial dependent variable, this study found a significant and negative relationship between homicide rate and public confidence in the police. People living in a country with a higher homicide rate reported lower levels of confidence in the police. Level of democracy was also found to be positively related to public confidence in the police. Of the individual-level variables, age and education were found to be significant predictors. A positive relationship was also found between political conservatism or personal satisfaction and confidence in the police. In line with attitudinal and contextual predictors, individuals with higher levels of acceptance toward deviant subcultures reported lower levels of confidence in the police. On the other hand, those who were more satisfied with their country's democratic development showed more favorable attitudes toward the police. The findings of this study implied that police organizations should put greater efforts toward the reduction of crime while protecting democratic values within a society.  相似文献

Despite growing indications and fears about the impact of cybercrime, only few academic studies have so far been published on the topic to complement those published by consultancy firms, cybersecurity companies and private institutes. The review of all these studies shows that there is no consensus on how to define and measure cybercrime or its impact. Against this background, this article pursues two aims: 1) to develop a thorough conceptual framework to define and operationalize cybercrime affecting businesses as well as its impact, harms, and costs; and 2) to test this conceptual framework with a survey of businesses based in Belgium, which was administered in summer 2016 and elicited 310 valid responses. Consisting of five types, our conceptualization of cybercrime is, unlike others, technology-neutral and fully compatible with the legislation. Drawing on Greenfield and Paoli’s Harm Assessment Framework (The British Journal of Criminology, 53, 864–885, 2013), we understand impact as the overall harm of cybercrime, that is, the “sum” of the harms to material support, or costs, and the harms to other interest dimensions i.e., functional (or operational) integrity, reputation and privacy. Whereas we ask respondents to provide a monetary estimate of the costs, respondents are invited to rate the severity of the harms on the basis of an ordinal scale. We claim that this “double track” gives a fuller, more valid assessment of cybercrime impact. Whereas most affected businesses do not report major costs or harm, 15% to 20% of them rate the harms to their internal operational activities as serious or more, with cyber extortion regarded as most harmful.  相似文献
