This article provides a critical review and discussion of current literature on technology transfer, incubators, and academic entrepreneurship. Drawing upon the notion of robustness in social systems and public choice theory, we review, code, and taxonomize 166 studies to assess the likelihood that these initiatives will generate innovation and economic growth. We find that academic entrepreneurship initiatives are characterized by conflicting goals, weak incentive structures for universities and academics, and are contextually dependent upon factors such as university strength. Our results suggest that there are critical boundary conditions that are unlikely to be fulfilled when universities and policymakers enact policies to support academic entrepreneurship initiatives. Policymakers therefore need to be cautious in the potential design of such initiatives. We discuss how technology transfer from universities might be better achieved through alternative mechanisms such as contract research, licensing, consulting and increased labor mobility among researchers.  相似文献

There is a considerable interest of scholars in benefits and challenges arising from involvement of academic researchers and their institutions in knowledge transfer activities with the business sector. The emerging questions have resulted in a number of studies, yielding rich but mixed findings. The purpose of this paper is to systematically review this body of investigative work, with a particular emphasis on life sciences. Based on the systematic analysis and synthesis of 135 articles published between 1980 and 2014, we discuss the most interesting findings for each of the six identified principal academic-industry research topics: involvement predictors and motivators, role of incentives, institutional performance determinants, knowledge transfer institutionalization, relationship with scientific output and impact on open science. Whereas many studies reach consensus regarding the particular personal and contextual predictors of researchers’ knowledge transfer involvement, we also find substantial evidence that depending on empirical setting, variables such as scientific productivity and institutional technology transfer support policies can act both as enablers and inhibitors in the process. We find no straightforward evidence regarding the role of the size, age and structure of technology transfer offices in the knowledge transfer performance of academic institutions. We also show that most studies agree that engagement in knowledge transfer activities does not negatively affect the researchers’ scientific output. Yet, it is less clear to what extent university-industry interactions can be detrimental for the norms of open science. We draw several policy implications for academic settings and emphasize interesting avenues for further research in this field.  相似文献

New public policy enacted in Germany in 2002, intends to increase the number of patent registrations of academic entrepreneurs, and facilitate the commercialization and spillover of innovation generated at public universities. Results from a survey amongst university patentees in two new German Laender, Thuringia and Saxony, accomplished in 2009, are reported focusing on government policy, university support, and the role of technology transfer in an organizational and cultural context. Using a two-step cluster analysis, the survey data are used to profile the patentees and to investigate whether personal attributes and institutional environment contribute to academic entrepreneurship. Empirical findings show that advanced age and non-university working experience contribute significantly to entrepreneurial behavior. New public policy contributes to facilitate patent registrations, but professional expertise for the commercialization of knowledge as well as financial and organizational support schemes needs further improvement. This explains why patent registrations have slightly increased but also why universities report very low levels of commercialization through entrepreneurship. We offer policy recommendations to overcome the existent barriers, among them, the professionalization of technology transfer or targeted marketing for registered patents.  相似文献

Why should research institutions engage in technology transfer? Some say it is about the money. Others say it is about public service and benefit. In the end, we measure what we value. If we only measure money, we confound the non-profit mission of the research institution. If we measure economic impact, the non-profit technology transfer office is often expected to become the economic developer, confusing real estate and business development with technology transfer, often without additional funding. These mission strains lead to overwhelm, fatigue, service shortcomings, and unhappy customers across all classes of stakeholders. This article suggests a return to center for academic technology transfer offices (TTOs) by focusing on a most important question for drivers of our present global knowledge economy––how well does a TTO facilitate access to knowledge protected by intellectual property of its faculty and institution? This article proposes that academic technology transfer performance should be evaluated by how well a TTO avails access to knowledge. Given that performance measures are also referred to as “metrics,” we call this preferred outcomes orientation an access metric.  相似文献

The Internet is receiving increasing attention as a medium for technology transfer between public research and the business sector. Technology policy hopes that Internet presentations of research activities at public institutions will facilitate the exploitation of research results, particularly from those institutions not engaged in technology transfer so far. Based on a survey of public research units in natural sciences and engineering in Germany, we analyze the determinants of firm contacts established via the Internet. Special attention is paid to the effect of experiences in firm interaction in the past. Estimation results suggest that Internet contact to firms is more likely to be established by public research units that are already well situated in the transfer market. Research units that orient their homepage design towards the business sector are more likely to build Internet-based contact with firms. However, there is no evidence that public research units that have not been engaged with firms so far, use the Internet more intensively to get into the transfer business. Our results show that the Internet has a certain potential for advancing technology transfer at public research, although this potential is not fully utilized yet, at least in the case of Germany.  相似文献

Illegal migration into the United States continues to be an important and contentious issue in the early stages of the twenty-first century. An important aspect of the contemporary migration debate is public opinion toward the various policy and control initiatives that have recently been discussed. This study used public opinion data from a 2006 study conducted by the Pew Research Center to test seven core hypotheses generated by prior academic research to explain variation in public support for cracking down on illegal migration into the United States (economic threat, culture threat, ethnic affect, core values, cultural affinity, contact, and group threat). The analysis found support for the economic threat, cultural threat, ethnic affect, core values, and cultural affinity hypotheses. The study found limited support for the contact hypothesis and no support for the group threat hypothesis. Semi-standardized coefficients were generated and suggested that the strongest predictors of support for enhanced controls on illegal migration were the cultural threat and cultural affinity measures. Implications of these findings are discussed.  相似文献

The Chinese university system is one of the world’s largest academic research performers and technology transfer is one of the system’s central roles. Academic interest in Chinese university technology transfer in both the West and China has increased in parallel. This review aims to outline what is known and evaluate the state of research about university technology transfer in China. To be comprehensive, uniquely this review considers the relevant journal articles in both English and Chinese languages. The major themes and methodologies used by authors are identified. The evolution of the literature, particularly those in Chinese from general discussions often with minimal citations to more empirically rigorous studies is documented. It is also shown that the English and Chinese language literatures have little overlap in terms of citations, thereby indicating that the two research communities are still largely disconnected. It is found that the sources of data have remained quite limited and the quantitative research is based almost entirely upon government statistics collected for administrative purpose. The concluding discussion suggests possible avenues for future progress in terms of developing new data sources and increasing the cross-fertilization of two research communities.  相似文献

In this study, we respond to calls for further investigation on why and how scientists choose to commercialize their research. Mowery (University entrepreneurship and technology transfer: process design, and intellectual property, Elsevier, Oxford 2005), in his criticism of the US-system, emphasizes the need for multiple channels between university and industry. His argument makes the case of Sweden interesting, where the researchers own the intellectual property of their research. Sweden thus constitutes a unique case where data can be found on which choices researchers make in a setting where a variety of channels for transfer are available. Our empirical data, collected through case studies, allowed for the expansion of the typology for mechanisms for transfer of academic research as well as the development of a typology for determinants for researchers’ choice to engage in transfer of research. Apart from those contributions to the theoretic discussion, the data also provided policy implications.  相似文献

Korean public research institutes (PRIs) are experimenting with a consortia approach for promoting public-to-private technology transfer. This research examines the effectiveness of five regional technology transfer consortia operating in Korea from 2002 to 2006 and explores their characteristics including motivations, facilitators, barriers, and challenges. The paper reports both quantitative and qualitative evidence. Archival and survey data were collected on the effectiveness and characteristics of the technology transfer consortia. The proposition was supported that membership in these consortia can enhance the technology transfer performance of participating PRIs. Reasons on how consortia increase PRI performance are discussed and four key drivers are seen as being critical to increasing the effectiveness of consortia. Conclusions focus on lessons learned for policy makers, PRIs, and consortia.  相似文献

This review systematically searched UK academic and grey literature in relation to mother and child separation in prison. Attachment theory is referred to in current prison policy for mothers and could provide a framework linking policy and practice. Reviewing grey literature provided an opportunity to explore practice-based literature. Twenty-four academic papers and 51 grey documents were reviewed. Use of attachment theory in the academic literature varied according to discipline, ranging from extensive use to no use. There was greater use of attachment theory in the grey literature. Despite linguistic differences, all documents highlighted the detrimental impact of separation on imprisoned mothers. However, specificity was lacking regarding support for mothers, and staff needs were overlooked. Given its use across the sparse research and practice literature, and its basis for policy, attachment theory could underpin theoretically informed support for imprisoned mothers separated from their infants and staff who support them.  相似文献

The use of attitudinal surveys has become a widely accepted method for the incorporation of public opinion in public policy decisions. Because of the assumption that the interpretation of such surveys is straightforward and clear, little critical attention has been devoted to the methodological and theoretical problems encountered when translating these findings into public policy. A case in point involves the proliferation of surveys aimed at assessing the mood of the public toward the police. A review of the literature reveals that the research findings about the public mood are contradictory and thus lack convergent validity. The findings of this study indicate that this lack of convergent validity in the images of the public toward the police can be explained on both methodological and theoretical grounds. More specifically, the findings indicate that the mood of the public is very different depending on the level of specificity of the items used to tap that mood. Items eliciting evaluations of a general nature show the public as supportive of the police, while items of a specific nature show much less public support. This apparent paradox is explained through the use of a theoretical framework developed by Easton (1965), which emphasizes diffuse and specific support as external influences on institutions.  相似文献

Knowledge transfer from science to industry has been shown to be beneficial for the corporate partner. In order to get a better understanding of the reasons behind these positive effects, this study focuses on the junction of science and industry by comparing characteristics of academic inventions that are transferred to industry and those staying in the public sector. Academic inventions are identified via patent applications of German academic scientists. We find that academic patents assigned to corporations are more likely to enable firms reaping short term rather than, possibly more uncertain, long-run returns, in contrast to patents that stay in the public sector. Firms also strive for academic inventions with a high blocking potential in technology markets. Academic patents issued to corporations appear to reflect less complex inventions as compared to inventions that are patented by the public science sector.  相似文献

University research has propelled the United States into world-class leadership, but continuing that momentum in the 21st century requires major funding. Both the public and private sector have risen to meet that financial challenge through increased support of university-based research. Since 1995, New York Governor George E. Pataki and the New York Legislature have fostered the growth of high technology and biotechnology industries by investing more than $1 billion in superlative research laboratories and academic centers. However, with this increased outlay comes the demand for greater accountability. Both public and private stakeholders expect applied research to have economic impact through a unique combination of good science plus good business producing wealth and opportunity for all citizens. However, measuring the economic impact of university research proves difficult. This paper suggests a possible method for a public funding agency to quantify and tabulate research outputs such that economic impacts are reported as a percent return on investment or ROI. With this model, multiple stakeholders can evaluate divergent research technologies using a measurement that is familiar to scientists, business leaders, elected officials, and the public.  相似文献

A considerable amount has been written concerning the effect technology transfer has on openness in science, as well as whether technology transfer encourages a shift from basic to applied research. By contrast, little has been written concerning the impact technology transfer has on education. This essay addresses this gap by examining the potential that technology transfer has for affecting the curriculum as well as for impacting students directly. The essay concludes with two policy recommendations that have the potential for enhancing educational outcomes and a recommendation for a specific issue for further research. First, universities should consider investing some of the revenues from technology transfer in enhanced and expanded undergraduate education in science and engineering. Second, universities should collect data on job placements in industry. The research issue that is ripe for consideration is the role that peer effects play in graduate education and whether technology transfer alters these effects.  相似文献

University–industry technology transfer (TT) has become increasingly institutionalized and is supported by numerous reforms and initiatives at the national, regional and university levels. Most countries have implemented a policy mix involving a range of instruments to support the commercialization of research. Still, there is no systematic evidence indicating why the mix of policy instruments differs between countries. This study offers a novel cross-national investigation of the policy mix emphasizing the level of centralization and decentralization of policy instruments. We map and analyze two specific types of public instruments aimed at addressing the so-called funding gap in TT: proof of concept programs (POCs) and university-oriented seed funds (USFs). Based on a survey across 21 European countries, we find that such instruments are widely used but are organized differently depending on the level of implementation of TT practices in the country and the specific type of instrument considered. More precisely, we find a U-shaped relationship between the use of centralized gap-funding instruments and the country’s implementation of TT practices. Moreover, the type of gap-funding instrument (POC or USF) moderates this relationship. We discuss the implications of our findings and suggest that the policy mix of gap-funding instruments evolve with the maturity of the national TT infrastructure.  相似文献

Scholars often argue that whereas unanimous rulings should boost public support for court decisions, dissents should fuel public opposition. Previous studies on public responses to U.S. Supreme Court decisions suggest that unanimity does in fact bolster support. However, a recent study has also found that dissents may increase support among opponents of a court decision by suggesting evidence of procedural justice. By examining how individuals react to dissents from the Supreme Court of Norway, this article is the first study outside the U.S. context of the public's reaction to unanimity and dissent. Breaking with the common notion of the negative effects of dissent on public support, the article shows that when the Supreme Court handles cases of higher political salience, the formulation of dissenting opinions can be a meaningful way of securing greater support for its policy outputs by suggesting evidence of procedural justice. Contrary to recent studies, however, this positive influence of dissent is irrespective of individuals' ex ante policy views.  相似文献

Research-Based Spin-Offs (RBSOs) are seen as a potential mechanism for technology transfer by commercializing academic research and thereby stimulate industrial innovation. RBSOs are heterogeneous, however, and in this paper we investigate how the use of different business models by RBSOs is related to their innovativeness. We use a sample of 82 young RBSOs from Norway to explore typologies of RBSOs developed in earlier studies. Our findings show that some types of business models are associated with higher innovativeness than others. The typology approach has portrayed RBSOs as if they pursue only one business model. In this paper we challenge this assumption by drawing on evolutionary theory and the idea that firms may follow several business models in parallel. Our empirical findings suggest that most RBSOs pursue several business models in parallel and that such firms are more innovative. This study extends the typology approach within the academic entrepreneurship literature by showing that some business models are associated with higher innovativeness than others and that firms pursuing several business models at the same time may be particularly important for the commercialization of academic research. These findings have important implications for research and practise.  相似文献

Parental responsibility laws, varying greatly within and among the states, appeared as one answer to the questions surrounding juvenile crime. Although these laws would seem to garner great public support under the new punitive attitude toward juveniles, no recent empirical studies were conducted on this topic. The current research examined public support of parental responsibility for crimes children commit. Contrary to expectations, public support was found to be relatively low. The public did place some responsibility on the parents when a juvenile crime occurred; however, agreement with blaming and punishing the parents was low. Political ideology and educational status served as possible predictors of support. Overall, however, demographic variables proved not predictive in determining who would support these measures.  相似文献
