The focus of our paper is to qualitatively explore the mission statements components of university TTOs using Pearce and David’s (Acad Manag Exec 1(2):109–115, 1987) eight components. Mission statements are the organization’s central defining purpose and focus. In essence an organizations’ raison d’etre. Given the growing importance of the role TTOs now play, understanding components of mission statements is timely, particularly during the first phase of TTO developments. To provide insights concerning these issues our study is set in the Republic of Ireland, which has one of the top performing university and public research organization technology transfer system within the European Union. Using Pearce and David (1987) well established eight mission statement components we analyzed seven Irish university TTO mission statements. We also conducted quantitative analysis on the number of mission statement components and selected variables. We found that university TTO mission statements focused primarily on two mission components—target customers and markets and principal services. From our quantitative analysis we found moderate positive correlations between patents granted and number of mission statement components. Furthermore we found there was a positive correlation between grants granted outside of Ireland and the number of mission components. Our results, albeit they are tempered by a small sample of data, have pertinent implications for TTOs.  相似文献

The purpose of this article is to improve our understanding of the links between technology transfer, entrepreneurship and the institutional setting in explaining both the competitiveness of firms and the economic performance of places, albeit a city, region, state or country. We accomplish this objective by presenting a framework for the cross-national analysis of different regional contexts. Finally, we introduce the papers included in this special issue in the International journal of Technology Transfer on ‘Technology Transfer and Entrepreneurship: Cross-National Analysis’.  相似文献

Existing literature has confined university technology transfer almost exclusively to formal mechanisms, like patents, licenses or royalty agreements. Relatively little is known about informal technology transfer that is based upon interactions between university scientists and industry personnel. Moreover, most studies are limited to the United States, where the Bayh-Dole Act has shaped the institutional environment since 1980. In this paper, we provide a comparative study between the United States and Germany where the equivalent of the Bayh-Dole Act has come into force only in 2002. Based on a sample of more than 800 university scientists, our results show similar relationships for the United States and Germany. Faculty quality which is however based on patent applications rather than publications serves as a major predictor for informal technology transfer activities. Hence, unless universities change their incentives (e.g., patenting as one criterion for promotion and tenure) knowledge will continue to flow out the backdoor.  相似文献

Recent data on European countries show that innovation leaders perform better than economies with low levels of innovation investment and institutions that do not favor knowledge and technology transfer activities. This result confirms that to achieve a high level of performance, countries need a balanced innovation system performing well across all dimensions. More interestingly, the two most important indicators that have been driving increases in performance include new doctoral graduates and international scientific co-publications, that is, two channels of knowledge transfer from universities to firms. This special issue of the Journal of Technology Transfer is dedicated to the discussion of models of university technology transfer, mostly from a European perspective.  相似文献

In the thirty-five years after passage of the Bayh–Dole Act of 1980, a robust literature has documented the emergence of university technology transfer as a critical mechanism for the dissemination and commercialization of new technology stemming from federally-funded research. Missing from these investigations, however, is what this paper terms the legal perspective, an understanding of how the law and its attendant mechanisms impact university technology transfer. Specifically, the paper reviews the extant legal scholarship and provides examples of how case law, legal structures, and the unique nature of intellectual property law affects technology transfer, as well as higher education policy and management. Throughout, we propose critical questions for future investigation, which serve to form a cross-disciplinary research agenda that can contribute fresh insights to scholarly and policy discussions related to the role of universities in economic and social development.  相似文献

This paper addresses three questions: First, what is the extent of research transfer in natural sciences and engineering among Canadian university researchers? Second, are there differences between various disciplines with regard to the extent of this transfer? And third, what are the determinants of research transfer? To answer these questions, the paper begins by differentiating between technology transfer and knowledge transfer. It then identifies the individual researcher as the unit of analysis of this study and introduces a conceptual framework derived from the resource-based approach of firms. The paper then reviews the literature on each of the factors included in the conceptual framework, beginning with the dependent variable, knowledge transfer. The conceptual framework includes four categories of resources and one category of research attributes that are likely to influence knowledge transfer. Based on a survey of 1,554 researchers funded by the Natural Sciences and Engineering Research Council of Canada (NSERC), comparisons of means of research transfer across research fields were conducted. Multivariate regression analyses were used to identify the determinants of research transfer by research field. The results of these analyses indicate that researchers transferred knowledge much more actively when no commercialization was involved than when there was commercialization of protected intellectual property. This paper thus adds to the relatively scarce evidence about knowledge transfer by examining knowledge transfer from a broader perspective than strict commercialization. The findings of this paper are also interesting for other reasons. We obtained statistical evidence indicating that researchers in certain research fields were much more active in knowledge transfer than those in other fields, thereby pointing to differences in levels of knowledge activities across research fields. Furthermore, we obtained evidence showing that only two determinants explained knowledge transfer in all the six research fields considered in this study, namely, focus of research projects on users’ needs, and linkages between researchers and research users. Statistical evidence obtained indicates that the other determinants that influence knowledge transfer vary from one research field to another, thus suggesting that different policies would be required to increase knowledge transfer in different research fields. The last part of the paper outlines the implications of the regression results for theory building, public policy and future research.  相似文献

This paper explains why and how a technology transfer revolution is taking place in Saudi Arabia to meet the mandate that Saudi Arabia become globally competitive as a knowledge-based innovative economy. The paper explains and identifies the new policies and institutions that have been introduced and developed to facilitate technology transfer and knowledge spillovers from the universities for commercialization and ultimately innovative activity and economic growth. The paper finds that a technology transfer revolution in Saudi Arabia is taking place, with the goal of leapfrogging from the factor-based stage of economic development to the innovation-based stage of economic development, while bypassing the intermediary efficiency-based stage of economic development.  相似文献

University spinoffs, an important subset of high-tech start-up companies, operate in a context characterized by marked information asymmetries that limit their chances of obtaining financing. Given the uncertainty and imperfect information that characterize these investment opportunities, signals about their potential value deserve further attention. We investigate the relationship between the main stakeholders involved in the process of creating a university spinoff—that is, the academic founders, the university technology-transfer office, and private investors—focusing on the role of public grants as effective signals that attract private venture capital (VC) funding. Using the database of all spinoff companies established to exploit inventions assigned to the University of Michigan from 1999 to 2010, we determine how the funds provided through the university technology-transfer office influence VC follow-on funding and consequent spinoff growth, controlling for the spinoff’s technology, the founders’ human capital, and the network’s resources. The empirical results support a signaling effect of the commercialization funds provided by the university and suggest an indirect impact on the growth of the spinoff’s sales through the mediating effect of VC financing.  相似文献

In this article, we propose that universities engaged in technology transfer activities can be viewed as the University Technology Commercialization (UTC) industry. We use an organizational population ecology perspective to outline an economic model for the analysis of the UTC industry. We introduce cohort analysis and time-lagged comparisons of multiple stages in the commercialization process to examine the efficiency and productivity of the industry. Our main source of data is the Association of University Technology Managers licensing surveys from 1991 through 2004. Results indicate that industry growth is slowing, and that the technology transfer process is becoming less efficient; opportunities for individual and/or collective action are noted.  相似文献

The characteristics and behavior of university spinoff activity is an important subject in economic and management studies literature. Such studies merit research because it is suggested that university innovations stimulate economies by spurring product development, by creating new industries, and by contributing to employment and wealth creation. For this reason, universities have come to be highly valued in terms of the economic potential of their research efforts. The aim of this paper is to offer a framework for the study of academic entrepreneurship that explains different aspects of university spinoff behavior in a coherent way. We suggest that the existing literature on this topic can be categorized into six separate streams and synthesized in a framework that captures the determinants and consequences of spinoff activity.   相似文献

Nanotechnology has been proposed as the next general purpose technology and engine for growth for the 21th century. Increasing public R&D investments are foremost reflected in the growth of scientific publications, while nanotechnology still is in an uncertain phase of development with various directions of commercialization pending. This paper focuses on the challenges, modes and outcomes of nanotechnology as an emerging science-based field in Finland. The paper contributes by interrogating how challenges and modes of nanotechnology transfer differ across universities and companies and determine outcomes broadly defined. It uses survey data covering university and company researchers in the Finnish nanotechnology community. The results show significant differences in the perceptions of researchers across these organisations, and highlight specific challenges and modes as determinants of outcomes. The specificities of nanotechnology are also assessed.

Over the last 20 years, universities have made steady progress in their efforts to foster the process of technology transfer through collaboration with industry. The establishment of technology transfer offices (TTO) has become routine for supporting the commercialization of academic research. However, the literature shows that there are many factors that affect the efficiency and effectiveness of these offices. Based on original data from interviews with 197 university departments in Italy, this paper investigates the determinants of universities university use of TTOs. In 2013, the University of Strathclyde became the first Scottish university to receive the prestigious THES UK Entrepreneurial University of the Year award. In this article, I describe how successful technology commercialization education in this leading UK-based technological university is deeply dependent on the state of the university’s entrepreneurial ecosystem. Two case studies illustrate the relatively minor “supporting” role that conventional teaching plays in the practice of technology commercialization, and the major role that a comprehensive university entrepreneurial ecosystem can play. Lessons drawn from teaching and learning technology commercialization at the University of Strathclyde are discussed. These include “teaching by stealth” through the ecosystem, basing students’ class assignments on their own technology, and the use of local role models in class. I conclude by summarizing today’s challenges and opportunities facing Strathclyde’s entrepreneurial ecosystem.  相似文献

There has been considerable recent interest in understanding how changes within the racial and ethnic landscape contribute to both the increased segregation of minority populations and their punishment. The minority group-threat hypothesis proposes that punishment is one outcome of the regulation of groups that are racially, culturally, or ethnically different. This study examined the relationship between population heterogeneity and the use of punishment, measured in terms of abolition of the death penalty and imprisonment rates in 140 nations. Controlling for modernization, political repression, violent crime, and economic stress, the findings indicate that population heterogeneity was positively associated with imprisonment. Likewise, lesser diversity was associated with the abolition of capital punishment. Our results suggest that definitions of minority threat be expanded to include indicators of language and religion as well as race and ethnicity.  相似文献

Academic entrepreneurship has been intensively applied to the area of technology innovation and diffusion in the US. Along with the promotion of innovative approaches, universities take advantage of knowledge spillovers from their laboratories to the market for both economic development and financial gains. This study assessed individual university productivity in technology transfer using feasible measures of multiple input–output combinations and data envelopment analysis to examine panel data gathered over the period 1999–2007. A major finding is that there was substantial growth in the average productivity of university technology transfer during this period. The average annual productivity gain in the 90 universities was over 30%, indicating that universities’ technology transfer activities were relatively efficient in terms of their input to output ratio. The positive shifts in average productivity changes were primarily due to the increasing frequencies of commercial outputs. This finding suggests that universities and public policy should pay attention to stimulate commercial activities rather than to increase investments for upgrading a next level of realistic, long-term strategies.  相似文献

In this paper we relate university licensing revenues to both university research expenditures and characteristics of the university and the university technology transfer office. We apply the Hausman–Taylor estimator for panel data with time-invariant explanatory variables and the Arellano–Bover dynamic panel model to unbalanced panels for the years 1991–2003 and balanced panels for the years 1995–2003. We find conflicting evidence regarding the short-term impacts of research expenditures on licensing revenues. On the other hand, both early initiation of technology transfer programs and staff size increase expected licensing revenues. Staff size and early entry appear to be substitutes, however. One-year lagged licensing revenue has strong predictive power for current licensing revenue. Further research is necessary to analyze changes in technology transfer office efficiency over time and the contribution of technology transfer to larger university missions.  相似文献

The present study went beyond previous cross-national homicide research, which has largely focused on combined (male and female) rates of homicide offending, by using gender-disaggregated homicide arrest figures. The study included controls for the clearance rate and the percentage of homicides that were attempts, and included data for forty-eight countries across multiple levels of development. The author compared the effects of development/modernization and opportunity on female homicide rates to their effects on male homicide rates. Results indicated that, overall, structural predictors had very similar effects on male and female homicide rates. Both rates were lower in countries with a higher gross domestic product (GDP) per capita, and neither male nor female homicide rates were related to urbanization. Countries with a higher number of people per household had a lower rate of both male and female homicide offending; however, this relationship only held when percent young was excluded from the model.  相似文献
