The logic of policy analysis in Grover Starling's critique of my article was but a vehicle for his real concern, which is a scathing attack on the Nicaraguan revolution. His criticism that I didnlt use comparative data confuses levels of analysis since my study does not focus on the national level. His argument about the contras not operating in the cotton region fails because the Sandinistas were active and successful there. tie also is mistaken in equating contra aggression with the activity of the Sandinistas against the people of the Atlantic Coast; Sandinistas have committed little in the way of human rights violations. The contras are not llrebels" but really dominated by followers of Somoza. The need for honest and open dialog about Nicaragua is not served by Starlingls veiling of his political agenda within a methodological analysis.  相似文献

This paper provides an overview of trends in the logic of policy inquiry. It compares Harold Lasswell's view of the policy sciences with the applied social science approach articulated by James Coleman and revised into multiplism by Thomas Cook. Alternative approaches presented by Trudi Miller (design science) and Yvonna Lincoln and Egon Cuba (naturalistic inquiry) are also examined. Sex preselection is the ability to select the sex of one's offspring prior to conception. After a discussion of the potential methods of sex preselection, this paper explores the possible diffusion of sex preselection biotechnologies within sociopolitical systems. Ethical aspects are discussed w i t h i n the context of broad social issues, family considerations, social class effects, crime, religion, and medical services. Can nation states cope with numerous public policy challenges–ranging from regional financial crises to the failures of large financial services firms–posed by today's globalized financial and monetary landscape? As Benjamin Cohen has argued “governments must consciously adapt to a dramatic transformation of their status, from monopolists to oligopolists, if they are to adequately represent the interests of all their citizens in monetary affairs.” This article briefly examines the nature of the policy challenges facing states and reviews the findings of symposium contributors who explored the national, regional and international responses of states to the fast moving global financial and monetary developments.  相似文献

An "urban" definition of public policy problems raises great difficulties for the policy maker. If we emphasize implementation as a primary factor in evaluating public policy, we have good grounds for questioning the wisdom of an urban perspective. But urban questions have been and still are major areas of concern in public policy formulation. The ALP federal platform contains a long section on urban policies, reiterating what the Department of Urban and Regional Development (DURD) was striving to achieve under the Whitlam Government. At state level, urban problems have been tackled with varying degrees of success and seriousness, although at this level overall urban perspectives tend to be ignored, for reasons we shall indicate. However urban planning authorities have been tried in most capital cities, and metropolitan plans have been drawn up for all of them. They have concentrated mainly on land use and urban form. By the 1970s a common criticism of such planning was that it left aside many social and economic aspects of urban growth. For example, one (admittedly partisan) government source—the N.S.W. Department of Decentralization and Development—noted "a massive and increasing trend towards socio-economic segregation":
…the remoteness of central city facilities …the cost of commuter transport and the inadequacy of community facilities in low-income outer suburbs are operating to perpetuate economic under-privilege.  相似文献

This paper analyzes three issues in the economics of earthquake hazard mitigation policy. First, the economic rationale for the public role in mitigation policy is advanced. Second, an efficient level of mitigation is specified. And third, the deficiencies of current measures of losses are examined. Proper measures of losses are identified and the need for a regional economic model is developed. Unless losses can be properly measured it will be impossible to develop an efficient mitigation program for earthquake hazards.  相似文献

Abstract: Prior to the second world war, the White Australia policy had been secure as the foundation stone of Australia's immigration policy. In the post-war period, however, the policy came under increased critical scrutiny. The result was the gradual liberalisation of Australia's restrictive immigration policy. There are many factors which can be held accountable for the dismantling of the White Australia policy. A certain factor was the rise of a new educated professional generation in the post-war period. Their new positions in an expanding middle management environment enforced a desire to be well informed and responsible. As a consequence, the new generation found defects in national policy and the most visible was White Australia. This new generation called for a re-evaluation of, and alternatives to, the policy through the formation of public organisations and through their increasing power in Australian decision-making bodies, especially the public service and the major political parties.  相似文献

Abstract: Policy and policy development have received considerable attention in Australia over the last decade or more. This attention has resulted in many recommendations on policy in the series of major public service inquiries of the 1970s, in a number of books and journal articles on varied aspects of public policy, and in the considerable strengthening of the policy development capacities of many government agencies. This attention has to date been inadequate, because it has in almost all cases concentrated on the questions of where within the bureaucratic structure policy development should occur and what procedural mechanisms are needed to allow ministers or cabinet to choose between alternative policies and to facilitate the coordination of policies. These questions are of course important, but questions of how a well-considered policy option that can be considered by a cabinet or a minister is actually developed appear to have been almost totally ignored. In the public service inquiries, in the published literature, and in public accounts of the work of policy units, there appears to be virtually no analysis of the process of policy development. There is little or no discussion of how the standard formal models of policy development match or fail to match the techniques used in Australia, and although there have been many individual case studies of policy issues, there are no comparative case studies from which general observations might be drawn. Lastly, there are very few positive suggestions as to how policy development in Australia could be improved. Overcoming these inadequacies provides a major challenge to Australian policy workers.  相似文献
