In 2007 then French president Nicolas Sarkozy established the Ministry of Immigration, Integration, National Identity and Cooperative Development. Ocak investigates what the ministry wanted to achieve by promoting national identity and linking it with immigration. Focusing on the so-called selective immigration policies and the national identity debate, she examines the ways in which neoliberalization hollows out the nation-state and transforms its relations vis-à-vis citizens and, as a result, increases the need to perform sovereignty to counterbalance the crisis of the welfare state. The articulation of the undesired immigrant figure and the project to engage French citizens in the management of the immigrant operate, she suggests, as tactics to smooth this transformation and compensate for the losses that the French citizens experience as a result of the reign of neoliberal policies.  相似文献

This article examines Russian Government policy towards Northeast Asia as an interplay between aspirations, which have been expressed by government leaders, parliamentary figures and prominent academics and journalists and actual results. The article uses three levels, global, regional and bilateral, as a basis for the analysis. In terms of global interests the Russian leadership has sought diplomatic balance against the US, in terms of regional interests the leadership has pursued the aim of economic and security integration while at the bilateral level Russian leadership has sought specific benefits from particular relations with China, Japan and South Korea. The article notes that Russia has obtained certain diplomatic benefits from the relationship with China which serve its interests at the global level. At the regional level policy aspirations have been frustrated by Russia's dire economic condition and the tendency to be treated as an ‘outsider’. Russia has benefited from an improvement of bilateral relations with China, Japan and South Korea but these gains do not translate into an improved position at the regional level yet. while the Russian leadership has been nurturing the development of bilateral relationships problems particular to those relationships hinder its wider regional acceptance.  相似文献

ABSTRACT

Critics and defenders of liberal nationalism often debate whether the nation-state is able to accommodate cultural and political pluralism, as it necessarily aspires for congruence between state and nation. In this article, I argue that both sides of the debate have neglected a second homogenising assumption of nationalism. Even if it is possible for the nation-building state to accommodate multiple political and cultural communities, it is not obvious that is possible or desirable for it to accommodate individuals belonging to more than one nation. With the rise of international migration, and the growing number of multinational individuals, this flaw is a serious one. I advance an internal critique of liberal nationalism to demonstrate that, from within its own logic, this theory must either reject multiple national identities, or accommodate them at the cost of the normative justifications of nationalism it provides. By analysing David Miller’s influential analysis of national identity in divided societies, I demonstrate how this framework is unable to support an accepting attitude towards multiple national identities.  相似文献

This article examines elite European discourses during the Greek financial crisis from its pre-history in September 2008 up to the arrival of the SYRIZA government in January 2015. The article employs the conceptual literature on Discursive Institutionalism (DI) and Historical Institutionalism (HI). Having coded 1,153 unique quotes drawn from a dataset of 15,354 news wires from Reuters, the authors argue that the communicative discourse of 63 senior European (and IMF) officials on the Greek crisis during that period demonstrates significant volatility. Four distinct narrative frames are identified: ‘neglect’, ‘suspicious cooperation’, ‘blame’ and ‘reluctant redemption’, punctuated by three discursive junctures in 2010, 2011 and 2012, which reflect the content of the changing communicative discourse of the Greek crisis. The article's contribution is twofold: empirically, it is the first to provide a systematic analysis of the protagonists’ communication of the Greek crisis; and theoretically, it combines DI and HI in an effort to conceptualise an important part of our understanding of ‘bail-out politics’ throughout the Eurozone crisis.  相似文献

For over 25 years successive administrative reforms have taken place in Greece, with a view to modernizing the subnational institutions. The European pressures come across as an influential factor inducing the process of change. But what has been the subnational responsiveness related to the rationalization initiatives? The aim of this paper is to investigate the Greek subnational authorities’ mobilization in the European arena, providing evidence of their bypassing the central state from a multi-level governance perspective. Building on the division between ‘financial' and ‘regulatory' mobilization, empirical data are drawn from the EU's environmental policy financial mechanism and the subnational representation and networking in Brussels. The figures show that only a few Greek subnational authorities financially mobilize; the vast majority show inertia. Moreover, their regulatory mobilization is hardly evident. It is argued that although the EU offers substantial incentives for mobilizing, domestic institutional capacity also accounts for much variation.  相似文献

Academic literature has extensively analysed the impact of political and cultural factors on civil society. However, the influence of economic change on the infrastructure and features of civil society has remained relatively understudied. This article analyses the impact of the economic crisis on Greek civil society and links the findings to the broader academic debate on civil society. On the basis of the Greek case, the article argues that: (1) the density of civil society may be a misleading indicator of its strength if abstracted from the broader economic context and (2) the economy is not merely an external force, enabling or hindering the development of associational activity. It also shapes the nature and patterns of civic engagement and participation.  相似文献

This article argues that international peacebuilding efforts must be understood as identity-building projects and applies what we know from social psychology about identity processes to post-conflict peacebuilding. It argues that international peacebuilders must pay careful attention to the relationship between the multiple sources of identity from which individuals draw their self-concepts, such as their ethno-national belonging and their citizenship. Using qualitative evidence from field research on international interventions in post-conflict education reform in Bosnia-Herzegovina in the decade following Dayton, the article contends that the international community's efforts on the ground entrenched ethno-national group boundaries while simultaneously challenging the distinctiveness of these ethno-national identities. As a result, rather than being sites of peacebuilding, the schools of Bosnia-Herzegovina became sites of heightened tensions and controversy.  相似文献

This paper focuses on the 300 Migrant Hunger Strikers event in Greece to explore the material conditions of possibility for migrant politics in times of crisis. It identifies three elements that played determinant roles in the articulation of the event: the politics of equality enacted by migrants, the ethics of hospitality and witnessing enacted by the Greek activists and host populations and the sacredness of the event. Critically engaging with the theories of Rancière, Derrida, Agamben and Durkheim, this paper demonstrates how these elements encountered and how their encounter helped migrants to achieve rights, albeit limited and temporary. Moving beyond the particularity of the event, this paper also highlights the event’s importance for migrant politics in times of austerity, and increased surveillance and racism against migrants. Despite its limited and temporary success, the event demonstrates how a politics of equality, ethical openness and respect for human life can form the basis of true cosmopolitan universality. The event also demonstrates how cosmopolitan universality is constructed from below by the migrants, who despite their undocumented status, engaged in an act of citizenship to demand equality.  相似文献

Branding in the global sense of the marketing discourse has firmly entrenched itself in India like most international markets. Branding and Urban processes are creating a whole new way of looking at oneself and creating new notions of self-worth. This paper will examine the obsession with the idea of branding that cuts across not only just products that are advertised for monetary purchase but also branding that cuts across matters of national concern, of belonging to ideological frameworks, and even reading cultures. Clearly, everything seems to require a label, a sign that comes with a ready sense of identity, of a shelf value that gives temporary sense of collective spirit and provides a much needed soul-stirring experience. This paper will examine recent media-driven branding exercises for issues of national importance against the backdrop of Gandhi as a super-sign and a brand that is revisited at every juncture of social and political phase in the country even today. The paper takes recourse to Umberto Eco's theory of sign production and the theory of codes to understand that signification is a complex process and all signs do not qualify as semiotic judgments. Herein, is the importance of Gandhi as a super sign – the power of cultural codes and Gandhi's ability to identify the semantics of these codes, where most contemporary branding exercises have failed. Another equally important example of a super-sign in India, the game of cricket is an exemplary of cultural codes and the modes of sign production coming together to stand in for “nationalism” of lasting value.  相似文献

This article presents a discourse analysis of a popular guide to composing career portfolios. Comprised of documents from work, school, and personal life, career portfolios chart workers’ personal trajectories from past to present to future. Job applicants use these texts to sell themselves to potential employers. In explaining how to compose portfolios, it is argued, the guide examined in this article (re)produces and circulates common-sense ideas about work in our current era. Central to these common-sense notions are: personal investment in work; deterritorialization of socio-cultural resources (e.g. ways of thinking, speaking, and interacting developed in non-work domains); and reterritorialization of these same resources in the domain of work. To explore these common-sense ideas, I engage Michael Hardt and Antonio Negri's arguments about immaterial capitalism and the deterritorialization and reterritorialization of labor.  相似文献

Although in recent years there has been a relaxing attitude in Turkey towards wearing headscarf in the public sphere, the controversy surrounding the visibility and use of the headscarf has often been read through modernity/tradition dichotomy which sees the use of headscarf by women as a threat to modernity by religious subjectivities. The principal reason for this reading is that the citizenship regime in Turkey has not been simply about defining a framework of membership to a political community but rather has been used to construct modern subjectivity. This article attempts to dislocate the headscarf controversy from this dichotomous reading by moving it into the larger framework of citizenship politics. It argues that instead of interpreting the growing visibility of the headscarf within the public sphere that pits modernity against tradition, we need instead to identify the wearing of the headscarf as a specific ‘act of citizenship’ that challenges dominant citizenship practices.  相似文献

The new Greek party system which emerged after the restoration of democracy in 1974 is characterised by a combination of features indicative of both continuity and change in comparison with the party system that existed before the military coup of 1967. This article concludes that in the present phase the contribution of parties to institutional consolidation and the stability of party identification, though not negligible, remains uncertain. It is likely to be influenced by variables both internal and external to the political system, relating to party interaction and to the relationship of parties with state and society.  相似文献

Regional organization in Oceania has a history dating to the early post-war period while the rise of regional identities occurred somewhat later in the context of independence. This paper analyzes regionalization processes and accompanying discourses of regionalism relating to both pan-Pacific and more recent sub-regional developments. Abstract

This paper analyses how major institutions are publicly responding to the crime of identity theft. It concentrates on how individuals are encouraged to responsibilize themselves against this potentiality, and what they should do in the event they are victimized. These two distinct discourses (prevention and victimization) aim to fashion a hyper-vigilant citizen whose daily routines, home environment, consumption patterns and sense of self are being brought into accord with wider power dynamics. These measures can be understood as encouraging a care of the virtual self – a wider social project characteristic of an informational age that encourages individuals to reduce the risks and maximize the potentialities related to their data double. In the context of identity theft, however, institutionally promoted methods for the care for the virtual self transcend what is reasonably practicable for most citizens and mask the role played by major institutions in fostering the preconditions for identity theft.  相似文献

ABSTRACT

Shopping centres are products and indicators of consumerism. In the case of Israel/Palestine, where shopping malls have spread since the mid-1980s, they have acquired political meanings beyond the widespread conception of consumer-choice-as-freedom, as they also claim to advance coexistence in a context marked by ethnic segregation. We perceive shopping centres as ‘non-places’, following the work of Marc Augé, and analyse two overarching ideologies that coalesce in the shopping centre, in alignment with the political economy of Israel/Palestine. The first is liberal peace, which underpins the remnants of the Oslo process, but in an individualized form. The second is securitism, which presents shopping centres as a secure island in a sea of inter-ethnic violence. This image is taken apart throughout the article on the basis of ethnographic and discourse-analytical research on four sites in Israel, Jerusalem, and the occupied West Bank, focusing on the ways Palestinian consumers experience Israeli shopping centres.  相似文献

The paper re-assesses South Korean unification narratives in the context of territory and critical approaches to territory. From this, the paper identifies a set of underlying assumptions and expectations of South Korean government and civil society. The paper explains why division and unification are commonly assumed as a zero-sum relationship and primarily based on a bounded and homogenous understanding of spatiality and territory. From this, the paper indicates how alternative conceptions of space, networks and territory might be used to recast the site and nature of Korean territorial unification.  相似文献

This article examines the feminist appropriation of the legal principle of due diligence to politicize acts of violence at the hands of private actors within the private sphere. This move expanded traditional notions of state responsibility for violence against women under international human rights law. Using frame analysis, we focus on the institutionalization of this feminist understanding of due diligence through its discursive incorporation in international human rights policy documents and its mobilization in cases of domestic violence litigated within the UN and the Inter-American and European human rights systems. Through this discursive framing work and its institutionalization, feminists have challenged the gendered politics of the public/private divide to change the terms on which differently positioned women can engage with the state and global governance institutions. We argue that this change can potentially reconfigure women's state-bounded and transnational citizenship. The implications of due diligence as a political and sociological concept require more careful consideration by citizenship and human rights scholars.  相似文献

Abstract

This paper joins the debate on Japan's territorial dispute with South Korea over the Dokdo/Takeshima islets. Informed by the ontological security framework of analysis, this paper seeks to explain the decision to adopt the ‘Takeshima Day’ ordinance by the Shimane Prefectural Assembly and the subsequent ascendance of ‘Takeshima’ to the fore of Japan's identity construction vis-à-vis the Korean ‘other’. In this paper, I distinguish between two processes: one that led to the adoption of the ordinance and another that resulted in the entrenchment of ‘Takeshima’ in Japan's identity construction vis-à-vis the Korean ‘other’. The paper argues that the former process should be understood within the context of Shimane Prefecture's distinct identity construction vis-à-vis Tokyo, while the latter can be attributed to recent changes in Japan–Korea relations unrelated to the territorial dispute per se.  相似文献

Abstract

The article examines the use of state secrecy in court litigation concerning alleged gross human rights violations committed in the struggle against terrorism, focusing specifically on cases of extraordinary rendition and comparing the performance of courts in the United States, in Italy and the European Court of Human Rights (ECtHR). The article explains that national courts have validated the assertion by national governments of the state secret privilege in litigation involving cases of extraordinary rendition, ensuring de facto immunity to individuals involved in gross human rights abuses. On the contrary, it underlines that the ECtHR has pierced the veil covering these ‘deep secrets’, undertaking a strict scrutiny of acts of extraordinary rendition to torture committed by governments in the name of national security. As the article argues, the success of the ECtHR can be explained by a number of reasons, including distance, time and institutional design. In conclusion, the case law of the ECtHR on secrecy and national security confirms the continuing importance of supranational courts as instruments of external oversight on the human rights practice of European states.  相似文献

The recognition that courts play a significant role in the process of European integration has focused attention on the interaction between national judges and the European Court of Justice. The prevailing theoretical model of this interaction holds that a variety of incentives impel national judges to co‐operate with the ECJ by providing it with frequent preliminary references. This article tests the ability of the model to account for the behaviour of national courts during the period 1972–94. In assessing the utility of the model two central claims are made. First, that the model as currently constructed is incapable of explaining the patterns of references originating from various member states, particularly the consistent lack of references from British courts. Second, that the level of British references, and patterns of judicial co‐operation in general, can be better understood by questioning the model's core assumption ‐ that national judges face powerful incentives to refer to the ECJ. As a first step in this direction, the article examines how the discretion to make or withhold references bestows on national judges the power to hasten or retard the pace of integration as well as to influence specific policy outcomes.  相似文献
