Voting Advice Applications (VAAs) help users casting a vote by offering an explicit ranking of viable options. The wide amount of readily available information provided by VAAs to users has been shown to contribute to reducing the transactional costs involved in gathering relevant political information. Available evidence also supports the idea that VAA users are more likely to cast a ballot in elections as a result. The extent to which electoral participation is caused by using a VAA, however, remains unclear. Against this background, we reassess the mobilizing effect of VAAs by means of a multi-method approach. Our cross-sectional analysis of 12 national election study data sets provides further support to the idea that VAA usage increases users’ chances of casting a ballot in elections as compared to non-users. This conclusion is strengthened by the results of a randomized field experiment conducted in the context of the 2013 Italian parliamentary election.  相似文献

ABSTRACT

Elections bestow popular legitimacy to the democracies and, accordingly, electoral participation is an important indicator of the quality of democracy and civic engagement. Understanding what factors drive citizens’ decision to vote is central to the theory and practice of democracy and has implications for voter mobilization efforts of political parties and government agencies. We study the individual level determinants of electoral turnout in the 2004 Lok Sabha elections exploiting a nationally representative India Human Development Survey-2005 (IHDS-2005). We find convincing yet mixed evidence in support of political-institutional factors, and some variables of the psychological, mobilization, socialization, and resource models in explaining voter turnout. Public confidence in state government, newspapers, and judiciary, television watching, participation in civic body meetings, local conflict, caste conflict in neighborhood, local political connections, and caste association membership significantly increase the predicted probability of turnout. Factors like time family lived in the place, age, holding of below-poverty-line (BPL) cards, and receipt of public benefits increase voter turnout; whereas, business association membership, being female, metro-city resident, business being the main income source, urban residence, and the age quadratic reduce voter turnout. Separate analyses of the rural and urban, male and female contexts largely obtain the same line of results.  相似文献

This article explores how social media acted as a catalyst for protest mobilization during the Tunisian revolution in late 2010 and early 2011. Using evidence from protests we argue that social media acted as an important resource for popular mobilization against the Ben Ali regime. Drawing on insights from “resource mobilization theory”, we show that social media (1) allowed a “digital elite” to break the national media blackout through brokering information for mainstream media; (2) provided a basis for intergroup collaboration for a large “cycle of protest”; (3) reported event magnitudes that raised the perception of success for potential free riders, and (4) provided additional “emotional mobilization” through depicting the worst atrocities associated with the regime's response to the protests. These findings are based on background talks with Tunisian bloggers and digital activists and a revealed preference survey conducted among a sample of Tunisian internet users (February–May 2012).  相似文献

Scholars and practitioners express concern that parties in “third wave” democracies are poorly developed, compared to parties in older democracies. We suggest that parties vary in their organizational “capacity”, focusing on parties' ability to select trustworthy executive agents. Capacity is higher where parties can vet potential executive talent by observing future leaders over time in the legislature – an increasingly available option as democracy matures. The key distinction in parties' use of this option lies in the delegation structure between a party and the executive. Parliamentary systems offer a clear line of delegation, which parties control. In presidential systems, parties must recruit executive candidates who can win a popular election, requiring characteristics that may not be well correlated with those that make them good party agents. As parliamentary democracy matures, we find a steady increase in prime ministers' average length of prior legislative service. For presidents, there is significantly weaker growth in prior legislative service. We also theorize about and investigate patterns in semi-presidential democracies. Our findings suggest that the institutional format of the executive is more important for party capacity in new democracies than the era in which a democracy was born.  相似文献

Little is known about how elected representatives attempt to manipulate public opinion and news media through their participation on regional open line radio or media straw polls. This article examines the systematic attempts by political actors to engage these media in the small polity of Newfoundland, Canada, where politics is characterized by the hyper-local nature of 590-VOCM radio programming. Our mixed-method study draws from talk radio call-in logs, online straw poll vote results, observation of the production of open line programming, and insights from local media personnel. We draw attention to two clandestine media management techniques. First, we analyze call-ins by elected legislators to talk radio that were timed to coincide with the known field dates of a public opinion polling company. Second, we report that handheld communication devices were used by senior members of the governing party to mobilize legislators and party personnel to repeatedly vote on straw polls on regional media Web sites. Our findings show that there is a substantial and statistically significant increase in the probability that legislators will call talk radio when pollsters are in the field. Furthermore, we document and explore the manner in which political elites mobilize to engage online media straw polls, and discover that straw poll questions which address political topics attract a disproportionately higher number of “votes” than nonpolitical questions. This micro-level study offers perspective for interpreting macro-level knowledge about political talk radio, horse race/game and strategic media frames, and about political elites’ mobilization and media management tactics.  相似文献

International organizations (IOs) have been widely criticized as ineffective. Yet scholars and practitioners assessing IO performance frequently focus on traditional modes of governance such as treaties and inter-state dispute-resolution mechanisms. When they observe poor performance, moreover, they often prescribe a strengthening of those same activities. We call this reliance on traditional state-based mechanisms “International Old Governance” (IOG). A better way to understand and improve IO performance is to consider the full range of ways in which IOs can and do operate—including, increasingly, by reaching out to private actors and institutions, collaborating with them, and supporting and shaping their activities. Such actions are helping to develop an intricate global network of public, private and mixed institutions and norms, partially orchestrated by IOs, that we call “Transnational New Governance” (TNG). With proper orchestration by IOs, TNG can ameliorate both “state failure”—the inadequacies of IOG—and “market failure”—the problems that result when the creation and evolution of norm-setting institutions is highly decentralized. Orchestration thus provides a significant way for IOs to improve their regulatory performance. Some IOs already engage actively with private actors and institutions—we provide a range of illustrations, highlighting the activities of the UN Environment Programme (UNEP). Yet there remains a significant “orchestration deficit” that provides real opportunities for IOs. We draw on the lessons of existing IO activities to suggest additional possibilities for improving IO performance.  相似文献

Abstract

Conventional wisdom suggests that authoritarian leaders use nationalist propaganda as a tool to strengthen mass support. Yet few studies have provided systematic evidence to account for specific tactics underlying these information manipulations. We argue that autocrats, recognizing the material costs of propaganda, are more likely to target localities with the greatest antiregime potential. Using a unique dataset of “patriotic education sites” that the Chinese Communist Party assigned throughout China as tools to advance its nationalistic campaign, we found a systematic association between these locations and the scale of antiregime mobilization in the 1989 prodemocracy movement. The longer the antiregime protest lasted in a city in 1989, the greater the number of patriotic education sites the city contains. Our findings highlight the strategic way in which autocrats manipulate nationalist propaganda to mitigate popular threats.  相似文献

We investigate insurgent-coalition interaction using the WikiLeaks dataset of Iraq war logs 2004–2009. After a review of existing theoretical interventions on the dynamics of insurgency and presenting a baseline model of violent events, we test a conceptual model of reciprocity using an innovative space-time Granger causality technique. Our estimation procedure retains predicted probabilities of reaction in response to a previous opponent's action across different temporal and spatial configurations in Iraq and in Baghdad. Our conclusions about conflict in Iraq are based on these profiles of risk—what we call space-time signatures. We find strong evidence of “tit-for-tat” associations between coalition/Iraq forces on one side and insurgents/militants on the other. Specifically, we find that the action-reaction association varies strongly by majority ethnic region across Iraq and in Baghdad, by urban and nonurban location, and within Sunni-dominated areas, by district income. While violence is strongly temporally dependent in the same location, the effect of distance varies significantly across the different subsets of the Iraq data.  相似文献

Information campaigns are key elements of elections. Past research has established the importance of campaigns in informing and educating citizens, and ultimately strengthening participatory democracy. While the Internet has increased the possibilities to disseminate information campaigns and eased access to political information, it is still debated whether online campaigns are effective in stimulating political interest and participation among the general public. The issue is not only one of access, but also of use of information. The investigation of main effects of campaigns obscures the fact that citizens may not use information in the same way and reap the same political benefits. In this study, I examine the conditional effects of a new type of Web information campaign, Voting Advice Applications (VAAs), on the political engagement and electoral participation of citizens with varying levels of education. By investigating who benefits most from using these apps, I evaluate whether VAAs reinforce patterns of participation or mobilize new people in politics. Building on political behavior research, communication theory, and social psychology, I study the differential effects of VAAs with an innovative randomized field experiment design. The results confirm that VAAs can stimulate the political engagement of the public. However, there is no significant impact on electoral participation. In addition, the evidence shows that VAAs work differently for more or less educated citizens, and that the lower educated users benefit the most from VAAs as they become more interested in the election and more motivated to vote.  相似文献

Despite widespread concern over heated diplomatic debates and growing interest in public diplomacy, it is still incompletely understood what type of message is more effective for gaining support from foreign public, or the international society, in situations where disputing countries compete in diplomatic campaigns. This study, through multiple survey experiments, uncovers the effect of being silent, issuing positive justification, and negative accusation, in interaction with the opponent’s strategy. We demonstrate that negative verbal attacks “work” and undermine the target’s popularity as they do in electoral campaigns. Unlike domestic electoral campaigns, however, negative diplomacy has little “backlash” and persuades people to support the attacker. Consequently, mutual verbal fights make neither party more popular than the other. Nevertheless, this does not discourage disputants from waging verbal fights due to the structure similar to the one-shot prisoner’s dilemma. We also find that positive messages are highly context-dependent—that is, their effects greatly depend on the opponent’s strategy and value proximity between the messenger and the receiver.  相似文献

How do individuals on the battlefield respond to the introduction of new technologies? How will unmanned and increasingly autonomous technologies be received by ground combat personnel? In this paper we explore tactical-level perceptions of one particular technology—armed unmanned aerial vehicles (UAVs)—by conducting a survey experiment of ground fires controllers. Our findings reveal that these personnel have strong behavioral reactions to the introduction of unmanned technology. Especially in situations with high risk to ground troops, we find a strong preference for manned aircraft with implications for the future use of UAVs and human–machine relationships in war. These results suggest the need to incorporate behavioral variables into future studies of military adoption and innovation and indicate that the future adoption of unmanned systems may be just as much about the “warm fuzzy” of trust as confidence in unmanned capabilities.  相似文献

How does a change from a compulsory voting system to a voluntary one affect election turnout? It is often argued that an electoral regime under which voting is voluntary reproduces class bias or, in other words, that the rich vote more than the poor. This bias is corrected either by the introduction of compulsory voting or the existence of strong left-wing parties and trade unions able to mobilize poorer segments of the population. In this article, we put forward an alternative argument. We assert that when voting is voluntary, class bias can disappear if an election is very competitive since this affects both turnout and its socio-economic composition. To evaluate this argument, we examine the case of Chile's 2012 municipal election when voting was voluntary for the first time, instead of compulsory.  相似文献

Voter volatility has become a hallmark of Western democracies in the past three decades. At the same time short-term factors—such as the media’s coverage of issues, parties, and candidates during an election campaign—have become more important for voters’ decisions. While previous research did look at how campaign news in general affects electoral volatility in general, it has omitted to explicitly test the mechanisms underlying these effects. Building on theories of agenda setting, (affective) priming, and issue ownership, the current study aims to explain why certain news aspects lead voters to switch their vote choice. We theorize it is the visibility of a party, the evaluation of a party, and the attention for issues owned by a party that primes voters to switch to a certain party. We use national panel survey data (N = 765) and link this to an extensive content analysis of campaign news on television and in newspapers in the run up to the 2012 Dutch national elections. The results show that issue news leads to vote change in the direction of the party that owns the issue. Even stronger is the effect of party visibility on vote switching. Our results, however, find the strongest support for the effect of party evaluations on vote change: More favorable news about a party increases switching to that party.  相似文献

The London bombings in 2005 led to the perception that the terrorist threat had changed from external to internal. This became conceptualized shortly after as “homegrown terrorism.” This article deals with the meaning and scope of this phenomenon. We begin by tracing an ambiguity in the term “homegrown,” which is both about belonging in the West and autonomy from terrorist groups abroad. A quantitative study of Islamist terrorism in the West since 1989 reveals an increase in both internal and autonomous terrorism since 2003 and that most plots are now internal—but not autonomous. Finally we suggest that an increase in autonomous terrorism is a transitory phenomenon.  相似文献

The concept of “cumulative extremism”—described in 2006 by Roger Eatwell as “the way in which one form of extremism can feed off and magnify other forms [of extremism],” has recently gained considerable traction in academic, policy, and practitioner discourses about extremism. Yet in spite of the growing usage of the term, particularly in analyses of the dynamic between extreme Islamist and extreme Right-Wing or anti-Muslim protest groups, there has to date been scant interrogation of the concept itself or of its application. In this article, we make a series of six proposals as to how we might enhance the conceptual clarity of these conversations about “cumulative extremism.” Our aim in doing so is to increase the likelihood that the concept might become a useful addition to the debates on extremism rather than becoming, to borrow a term from John Horgan—something of an “explanatory fiction”—an idea that appears to enable us to explain a great deal, but whose explanatory value is largely lost because there is insufficient scrutiny of the claims that it is used to make and whose liberal application becomes increasingly conducive to poor science.  相似文献

Do online ads influence vote choice? We partner with a German party to evaluate the effectiveness of online ads using a cluster-randomized experiment. During the 2016 Berlin state election, 189 postal districts were randomly assigned to (a) emotional ads; (b) factual ads; or (c) no ads. Analyzing electoral results at the postal district level, we find that the overall campaign weakly increased the party’s vote share by 0.7 percentage points (p-value = 0.155). We also estimate a negative effect of the campaign on the vote share of the party’s main competitors of 1.4 percentage points (p-value = 0.094). Turning to the mechanism of persuasion, we find that the factual ads, if anything, fared slightly better than the emotional ads. Our evidence thus provides tentative support that online ads positively affect vote choice.  相似文献

With multilateral efforts to mitigate climate change in gridlock, attention has turned to transnational climate governance initiatives, through which sub- and non-state actors seek to reduce greenhouse gases. These initiatives include networks of cities committed to lowering their carbon footprints, voluntary corporate reduction targets and disclosure processes, and many of the rules that govern carbon markets. The paper considers the role of “traditional” actors in world politics—states and intergovernmental organizations—in orchestrating such initiatives. This strategy accounts for nearly a third of transnational climate governance initiatives, we find, and upends the conventional dichotomy between “top down” and “bottom up” solutions to global collective action problems. We develop a theory to explain when states and intergovernmental organizations are likely to engage in orchestration, and we provide initial support for this theory with a new dataset of transnational climate governance initiatives and case studies of two of the most active orchestrators, the World Bank and the United Kingdom.  相似文献

Relatively little research has examined the effects of campaign-led field activity in a competitive election. In this article, we leverage a unique data set containing the location of every Barack Obama and Mitt Romney field office and county-level data on the presidential vote to understand how communication with voters in the field may have affected the outcome of the 2012 presidential election. We find that the presence of Obama field offices was associated with greater Obama vote share at the county level, although we cannot detect a similar relationship for Romney field offices. We conduct additional robustness tests to address the potential limitations of these observational data. Ultimately, we conclude that even if Obama’s field organization out-performed Romney’s, the aggregate impact of Obama’s field organization was not large enough to determine the outcome of the 2012 presidential election.  相似文献

Some contemporary politicians try to mobilize racial attitudes by conveying implicit racial messages against their opponents—messages in which the racial reference is subtle but recognizable and which attack the opponent for alleged misdeeds. Although targeted politicians have tried a number of different strategies to respond to implicit racial appeals, little is known about the effectiveness of these strategies. Using two survey experiments, we answer the following question: Does calling the appeal “racial” work? That is, does it neutralize the negative effects on the attacked candidate? We find mixed evidence that it does. However, offering a credible justification for the attacked behavior works more consistently. We also test whether effects vary by candidate race. The results suggest that Black candidates’ rhetorical strategies are more constrained than identical White candidates’, but that White Americans are more open to credible arguments and justifications than the previous literature implies.  相似文献

Our research suggests that a true norm of ethical negotiation behavior exists within the legal profession. This conclusion is tempered, however, with the knowledge that a large minority of our research respondents — at times approaching one‐third of them — engaged in unethical and even fraudulent behavior. Additionally, the survey respondents were not saddled with the pressures that practicing attorneys typically confront (pressures likely to make people behave less, rather than more, ethically). In an attempt to understand the reasons for such a high frequency of unethical negotiation, we have identified three major contributing factors: too many lawyers have only a superficial understanding of rules that are more complicated than they appear; lawyers frequently take their “zealous advocate” role too far, thereby placing client loyalty above other important values such as respect for truth and justice; and the practice of law and the people who are drawn to it are highly competitive. To address these factors, we suggest approaching the problem from several different angles. In the classroom, we suggest a focus on the relevant legal standards, including a focus on the often misunderstood law of fraudulent misrepresentations. Because many students fail to appreciate the differences between “ethical” behavior, the floor of socially acceptable conduct, and the expectations that others have for how they will be treated, we also suggest that lawyer training programs focus on the important role that personal relationships and one's reputation play in the legal profession, and how falling short in these areas can decrease one's negotiation effectiveness. For the profession itself, we also suggest clarifying the attorney rules of conduct and provide a number of tactics and strategies to defend against lying and deception during negotiation. Finally, we recognize there are certain psychological factors at play that can cause people to engage in behavior inconsistent with their personal sense of ethics. We believe the only way to avoid these lapses is to integrate conscious and reflective practices that can bring ethical concerns to the forefront of lawyers' decision‐making and thought processes.  相似文献
