There has been an historic transition through which Type I terrorism and Type II terrorism are being combined. Type I terrorism consists of acts that attempt to impose terror by individuals or small groups on other individuals and groups, and through them indirectly on their governments. Type II terrorism is the imposition by governments on individuals or on groups of local or foreign populations, e.g., the use of atomic weapons, poison gas, Nazi camps for genocide. The new type of terrorism—Type III—has all the components for success. The article deals with how this new terrorism disrupts personal and historic memory through large‐scale catastrophe organized for that purpose. It is pointed out that this type of terrorism is met with self‐protection on the conscious level and has very little psychic cost on the perpetrators. Type III terrorism results from states disseminating high‐level technology. Target nations will not have open to them the conventional responses and will have to devise new methods. The danger of technical failure in the use of new methods of terrorism is very real.  相似文献

This introductory paper identifies some of the core background themes and theories through which the ‘politics of naming’ and other forms of discourse conflict can be examined. The focus is on the nature, power, role and function of names, with a final section examining the ethics of naming and examining terrorism. The central unifying theme is the contested relationship between the actual nature of a movement and the name applied, particularly in terms of the attempt to identify the essence or true nature of a movement and how this relates to other dissenting or surrounding factors. Once assigned, the power of a name is such that the process by which the name was selected generally disappears and a series of normative associations, motives and characteristics are attached to the named subject. Indeed, the long historical relationship between the naming of opponents, empire and colonialism, as well as the manner in which the global media frame armed conflict, only provide further reason to doubt the truthfulness of the names assigned, and their ability to address the micro-realities involved in these conflicts and movements.  相似文献

Lone wolf terrorism remains an ambiguous and enigmatic phenomenon. The boundaries of lone wolf terrorism are fuzzy and arbitrary. This article aims to define and analyze the main features and patterns of lone wolf terrorism in fifteen countries. Lone wolf terrorism is shown to be more prevalent in the United States than in the other countries under study. The cross-national analysis suggests that in the United States lone wolf terrorism has increased markedly during the past three decades; a similar increase does not appear to have occurred in the other countries under study. The numbers of casualties resulting from lone wolf terrorism have been relatively limited, and there is no evidence that the lethality of lone wolf terrorism is on the increase. The rates of psychological disturbance and social ineptitude are found to be relatively high among lone wolf terrorists. Lone wolf terrorists tend to create their own ideologies that combine personal frustrations and aversion with broader political, social, or religious aims. In this process, many lone wolf terrorists draw on the communities of belief and ideologies of validation generated and transmitted by extremist movements.  相似文献

Beginning in June of 2000 Chechen terrorists have carried out twenty-eight acts of suicide terrorism acts including two mass hostage taking operations combined with suicide terrorism (Beslan and Nord Ost). This paper reports the findings from psychological autopsies (interviews with close family members and friends) of thirty-four (out of 112 total) of these human bombers as well as augmenting them with material from hostage interviews from Beslan and Nord-Ost. The authors analyze the phenomena on the levels of the organization, individual, society and in terms of ideology and compare findings from other arenas also involving suicide terrorism. The main findings are that a lethal mix occurs when individuals in Chechnya are vulnerable to self recruitment into suicide terrorism due to traumatic experiences and feeling a duty to revenge and this vulnerability is combined with exposure to groups that recruit and equip suicide terrorists with both an ideology and the means to explode themselves. The ideology supporting Chechen suicide terrorism is very similar to the global jihadist ideology but remains more nationalist in its goals. It functions for the bombers much like short lived psychological first aid—answering their posttraumatic concerns in a way that shortly leads to their deaths. Unlike the Palestinian case, there is little social support for suicide terrorism in Chechnya.  相似文献

This study is interested in understanding public opinion in Pakistan toward terror attacks. Specifically, this study explores (1) the general picture of attitudes in Pakistan toward terrorism and (2) which individuals are most likely to support terrorism in Pakistan. The study aims to give insights into how pervasive a support base exists for terrorism as a tactic in Pakistan and it seeks to isolate the individual-level traits that account for the variation we see among Pakistani Muslims regarding their level of acceptance of terrorism against Pakistani and Indian targets. The study finds that a large majority of Pakistanis oppose terrorism but terrorism directed at Indian targets is more tolerated than terrorism against Pakistani targets. The study also finds that those who are most supportive of Talibanization in Pakistan are the most supportive of terrorism.  相似文献

ABSTRACT

While the threat from terrorism has gained widespread acknowledgment over the last decade, the infiltration of organizations by “terrorist” insiders has not, and the potential dangers these individuals present has not been fully explored. There is a need to understand the wider aspects of insider threats, including motivations and attack methodologies, and to be able to demonstrate the potential devastation that could be caused. Organizations can attempt to mitigate the potential for insider infiltration by both terrorist and other hostile actors, and if such individuals were within an organization, there are procedures and strategies that can be employed to prevent exploitation of existing organizational vulnerabilities and detection of insiders. This article provides an informed and new approach to the connection between insider threat and terrorism.  相似文献

So far there has been little substantive research about how individuals engaged in counterterrorism initiatives, whether as community members or police officers or other professionals, negotiate this challenging terrain. This article suggests that community-based approaches to counterterrorism rely on the careful construction of certain forms of community engagement, rather than an all-encompassing claim that “communities defeat terrorism.” This article explores this issue further through analyzing and exploring the role that connectors, rather than communities per se, may play in counterterrorism.  相似文献

The relationship between far right extremism and military involvement is a complex problem and the dynamics that explain this relationship are not well understood. The present article addresses this gap by discussing the relationship between military experience, identity discrepancies, and far right terrorism. This article proposes that identity discrepancies occur when individuals experience involuntary role exits from the military or when individuals perceive that personal achievements earned while enlisted are unrecognized or unappreciated. Identity discrepancies may facilitate a change in behavior toward far right extremism and eventually terrorism. Case study examples are provided to illustrate this relationship.  相似文献

This article reviews the new journal Critical Studies on Terrorism. The fashionable approach that this journal adopts towards the contemporary phenomenon of terrorism maintains that a “critical” and “self-reflexive” approach to the study of terrorism reveals a variety of shortcomings in the discipline. These range from a distorting over-identification with the Western democratic state perspective on terrorism to a failure to empathize with the misunderstood, non-Western, “other.” This review examines whether the claims of the critical approach adds anything, other than pedantry and obscurity, to our understanding of the phenomenon. During the 1960s and early 1970s, there was a rise in oppositional political terrorism in Québec committed by individuals and organizations that wanted the province to separate from the rest of Canada. Abstract

Studies of terrorist psychology have typically focused either on single individuals or group dynamics within the organizations that these individuals have joined. Less attention has been paid to the background conditions which give rise to these individuals and organizations, even for environments in which generalization appears to be feasible. This paper focuses on one such environment. Its principal goal is to highlight the theoretical connections between a society's ethnic cleavages; the development of ethno‐political activity, especially organized violence and terrorism; and the implications of this activity for the functioning of institutions in “democratic” and “non‐democratic” societies. A related objective is the identification of policy responses to latent or manifest ethno‐political activity and an assessment of their potential efficacy. These points are illustrated by examining a small ethnic group, the South Moluccans in Holland, which would appear to have had little motivation to engage in violence or terrorism, but some of whose members nevertheless did.  相似文献

Abstract

Nine years after the Munich Massacre of 11 Israeli athletes and after a request by the Secretary‐General for the General Assembly to act on the problem, the General Assembly reached a general consensus on a terrorism resolution. The resolution endorses a UN committee's recommendations to refrain from assisting terrorism in any way and to cooperate in the final elimination of terrorism. Negotiation of the resolution was difficult because third world countries did not want to weaken opposition to “colonial, racist, and alien regimes,” and they have held back from approving an international convention that would require trying or extraditing those accused of terrorist crimes. Problems of constitutional protection to individuals in democracies and of political asylum also stand in the way of an overall convention. Nevertheless, the General Assembly resolution has been useful in promoting cooperation among states to eliminate terrorism and in encouraging support for conventions against specific types of terrorism such as hijacking, taking of hostages, attacking diplomatic targets, and supporting nuclear terrorism.  相似文献

This article examines the strategic utility of suicide terrorism. Suicide terrorism, we suggest, can be thought of as a form of strategic "signaling." We define terrorism as a signaling game in which terrorist attacks are used to communicate a group's character and objectives to a set of target audiences. This is followed by an examination of the utility of suicide attacks as a signaling tactic. The relative effectiveness of suicide operations is evaluated in relation to other tactical options that are traditionally available to terrorist organizations. We go on to examine the institutional and social context of suicide terrorism, concluding with an examination of the evolutionary use of suicide attacks by Palestinian terrorist organizations and the Liberation Tigers of Tamil Eelam.‐  相似文献

As verb, code and historical method, terrorism has consistently been understood as an act of symbolically intimidating and, if deemed necessary, violently eradicating a personal, political, social, ethnic, religious, ideological or otherwise radically differentiated foe. Yet, as noun, message and catch-all political signifier, the meaning of terrorism has proven more elusive. After the Cold War terror mutated from a logic of deterrence based on a nuclear balance of terror into a new imbalance of terror based on a mimetic fear and an asymmetrical willingness and capacity to destroy the other without the formalities of war. This imbalance is furthered by the multiple media, which transmit powerful images as well as triggering pathological responses to the terrorist event. Thanks to the immediacy of television, the internet and other networked information technology, we see terrorism everywhere in real time, all the time. In turn, terrorism has taken on an iconic, fetishised and, most significantly, highly optical character.  相似文献

Abstract

Concentrating on terrorism in West Germany, Italy, and the Basque provinces of Spain, the author presents a detailed picture of the motivations, the strategies, and the ‘'achievements” of a number of the best known groups which for alleged political purposes take the law into their own hands. The Red Armee Faction, perhaps the best known West German terrorist group, and the 2nd of June Movement as well as such organizations as the Revolutionary Cells and the Guerilla Diffusa are described and their aims and activities are scrutinized. German right‐wing terrorism is also shown to wield great power, its contacts with terrorists in Lebanon and Algeria rivaling those of leftist organizations. Italian terrorism is also fully covered in this paper, with the activities of the Red Brigades, the best‐known of the leftist organizations, and its international connections, as well as other groups and the individuals involved being dealt with in some detail. The events in Spain, past and present, due especially to Basque terrorism, are considered, and the Soviet influence, represented by terrorist organizations in Europe, the Middle East, Africa, and Cuba, is discussed as is also the outlook for the future.  相似文献

An ongoing debate among policymakers and terrorism scholars concerns the effectiveness of deterrence as a counterterrorism tool. Absent from the debate is a discussion of the complex nature of terrorist decision making. Decisions are made at varying levels in a terrorist organization, often by actors having different motives, resulting in behavior that is not always fully rational. This article identifies several circumstances when terrorist behavior is not the product of an entirely unitary, rational decision-making process, and therefore highlights when deterrence policies will be least effective. It concludes with some policy implications for understanding when deterrence policies are most likely to succeed and how to address terrorism in other situations.  相似文献

This article examines the factors that have contributed to the end of the Red Army Faction (RAF), and places particular emphasis on the causes and characteristics of individual disengagement of RAF members from the armed struggle. It discusses the evolution, ideology, and decline of each of the three generations of the RAF. The article's contribution is twofold. First, by assessing both contextual- and individual-level factors that led to the group's demise, the article bridges two approaches to analyzing the demise of terrorist organizations—the literature on how terrorism ends and why individuals disengage from terrorism. Second, the article helps build a growing empirical body of work on the demise of terrorist groups that can be used to confirm, challenge, or refine existing hypotheses on how terrorism ends, while formulating new ones. The article concludes that different factors contributed to the decline of each subsequent generation of the RAF. Successful German police efforts played a critical role in thwarting the RAF's first generation. Lack of public support and recruits, due in large part to an escalation of terrorist violence, hastened the decline of the second generation of the group. The third generation suffered from serious interorganizational strife, exacerbated by a government initiative that offered to release those RAF members from prison who renounced terrorism.  相似文献

Abstract

This article attempts to summarize the efforts that have been made during the 1970s in the search for an appropriate definition of international terrorism, its causes, and the measures to combat it. It evaluates these efforts in the context of the simultaneous interests in human rights. It advances some propositions as to how international terrorism could be seen from the perspectives of both social‐psychological theories of violence and Western legal practices. In conclusion, the relationship between the individual and the state is evaluated in the context of the present world order and its operative political and legal principles. Although this approach may not solve the problem of international terrorism by advancing any neat scheme of control which can be readily applied by anxious governmental law enforcement agencies, nor succeed in articulating a strategy for the respect of human rights by governments and individuals, it will hopefully generate some ideas about how justice can be rediscovered while searching for viable solutions for both international terrorism and human rights.  相似文献

Abstract

Comparative studies of the psychology of terrorism indicate that there is no one terrorist mindset, A theme in common among the disparate groups is the strong need of marginal alienated individuals to join a group of like‐minded individuals with a similar world view that “it's us against them, and they are the cause of our problems.” This strong need to belong gives particular force to the power of group dynamics. While the ideology is the glue that holds the group together and serves as the rationale for its actions, terrorists do not commit acts of terrorism for ideological reasons. The amelioration of the societal injustice which they indicate incites and justifies their terrorism does not reduce the lure of terrorism, because of the powerful hold of the group on its members.

Paradoxically, a policy of reactive retaliation with the goal of deterring terrorist acts may have the opposite effect and reinforce the mind set of the terrorist. For the group under threat, the external danger has the consequence of reducing external divisiveness and uniting the group against the outside enemy. The survival of the group is paramount because of the sense of group identity it provides.

Identifying the locus of control is of crucial significance in estimating the effects of counter‐terrorist policies upon a terrorist group. For the autonomous terrorist cell, active retaliation may reinforce the cohesion of the group; for the corporate terrorist organization, issues of organizational survival may become paramount. Neither the terrorist group nor the terrorist organization can be forced to give up terrorism, for to do so would be to lose their reason for being. For state‐supported and directed terrorist groups on the other hand, the terrorist group in effect serves as a paramilitary group under central government control. In this situation, group and organizational considerations are less relevant, for the object of the counter‐terrorist policy is the government of the sponsoring state. Since the survival of the state and national interests are the primary values, retaliatiatory policies, can, in the short run, have a deterring effect. In the long run, the most effective anti‐terrorist policy is one which renders the terrorist career less attractive to potential members, facilitates terrorists leaving the group, and reduces external support.  相似文献
