In addressing the relationship between the structures of national financial markets, capital mobility, and the rules governing international trade and investment, this article combines theory and policy. Focusing mainly on the United States, Germany, and Japan, it first draws together themes and suggestive evidence from diverse bodies of research on international capital mobility and national financial structures. On this basis, it argues that, notwithstanding the increasing mobility of capital, asymmetries in those structures persist and have important consequences for the rules of the international economic game as they are now evolving. The article then looks more deeply at East Asia, the region that appears to be presenting the clearest challenge to existing international rules. In its conclusion, and in light of that challenge, the article discusses the agenda that confronts researchers and policy-makers as they attempt to assess and re-calibrate rules to govern the more complex international economy of the 1990s and beyond.  相似文献

The ‘politics of productivity’, an attempt to raise levels of industrial productivity in Europe by transcending class conflict and creating a consensus in society for economic growth, was a prominent element in Marshall Plan thinking. It constituted a central focus of the European Recovery Program's labour programme administered by American trade union officials who staffed the Marshall Plan's Labor Division. This programme was initially supported by the American Congress of Industrial Organizations (CIO), until hostility to collective bargaining in the local business community, combined with the unwillingness of senior Marshall Plan administrators to insist on collective bargaining as the price of receiving American assistance, blighted the project. This contribution contrasts the CIO's initial support for the productivity programme with the American Federation of Labour's (AFL) more direct strategy of combating communism at the level of organization and propaganda. It concludes by describing how the competing claims of these two American labour organizations for US government funding became a significant factor in American labour's conduct of Cold War politics.  相似文献

Voters behave differently in European Parliament (EP) elections compared to national elections because less is at stake in these ‘second‐order’ elections. While this explains the primary characteristic of EP elections, it has often led to a conflation of distinct motivations for changing behaviour – namely sincere and protest voting. By distinguishing these motivations, this article addresses the question of when and why voters alter their behaviour in EP elections. In addition, it argues that the degree of politicisation of the EU in the domestic debate shapes the extent to which voters rely on EU, rather than national, considerations. These propositions are tested in a multilevel analysis in 27 countries in the 2009 EP elections. The findings have important implications for understanding why voters change their behaviour between different types of elections.  相似文献

The time horizon of economic voting is unsettled. Each aggregate time series study offers a different specification, virtually all retrospective. The survey research, which does look at individuals, mostly assumes that economic voters are myopic and retrospective. Unfortunately, the available data have permitted the testing of few rival hypotheses. However, new data from the Surveys of Consumer Attitudes allow further exploration. These rich surveys show that, at least in the 1984 elections, the American voter did respond to immediate past economic conditions. And more noteworthy, they responded strongly to future economic expectations, whether personal or collective, short-term or long-term. These sharp prospective results call into question standard explanations of economic voting, which have relied on some variant of retrospective theory.  相似文献

The international nature of supply chains has led to the rise of private authority in regulating the environmental and social impacts of production, which companies frequently address through corporate social responsibility (CSR) in the form of private governance (PG). Despite its claim to establish “global” rules, PG usually has national origins, and multiple efforts to address the same issue from different national perspectives frequently coexist. Numerous studies have explored the impact of national business systems on companies' domestic CSR practices, yet little is known about what factors shape CSR practices like PG internationally. Therefore, this study seeks to understand how differing domestic contexts shape approaches to CSR in the form of PG in host countries. I explore this empirically through the comparative case study of competing PG initiatives in the post-Rana Plaza Bangladesh garment industry, uniquely conceived to govern companies' practices rather than certify products. It combines empirical findings with the comparative CSR literature to hypothesize about ideal types of PG organizing in US and European contexts. It extends the analysis to also account for other influential factors, such as stakeholder pressure, thus demonstrating how institutional and agentic factors amalgamate to shape firms' choices. By explicating linkages between international PG and its domestic context, as well as between the comparative CSR and PG literature studies, this study extends our understanding of how and why international PG practices and preferences vary for firms originating from different environments.  相似文献
