ABSTRACT

This article elaborates on the functionalities of Facebook and WhatsApp, and the possibilities and limitations of their usage in the anti-mining campaign in Bangka, Indonesia, with special focus on the participation and offline–online intertwining of communication processes. The research reported in this article contributes to a deeper understanding of the relationship between social media and political protest in the context of discriminatory natural resource extraction in Indonesia. In 2017, the alliance against the mining activities of the Chinese company PT Mikgro Metal Perdana in Bangka, which consisted of villagers, activists, tourism operators and divers, succeeded in ousting PT MMP from Bangka. Social media enhanced mobilisation, communication, knowledge transfer, transparency, and solidarity in this anti-mining campaign. Through WhatsApp, the rapid transmission of information and communication was facilitated when urgent action was needed. The Facebook group Save Bangka Island not only provided general information but also enhanced solidarity, cohesion and the creation of an “imagined community.” However, it is also found that social media sites are stratified spaces where villagers – the primary affected group – are excluded because of their lack of Internet access.  相似文献

Indonesia has been haunted by the “spectre of communism” since the putsch by military officers on 1 October 1965. That event saw the country's top brass murdered and the military attributing this putsch to the Communist Party. The genocide that followed was triggered by a campaign of sexual slander. This led to the real coup and the replacement of President Sukarno by General Suharto. Today, accusations about communism continue to play a major role in public life and state control remains shored up by control over women's bodies. This article introduces the putsch and the socialist women's organisation Gerwani, members of which were, at the time, accused of sexual debauchery. The focus is on the question of how Gerwani was portrayed in the aftermath of the putsch and how this affects the contemporary women's movement. It is found that women's political agency has been restricted, being associated with sexual debauchery and social turmoil. State women's organisations were set up and women's organisations forced to help build a “stable” society, based on women's subordination. The more independent women's groups were afraid to be labelled “new Gerwani ” as that would unleash strong state repression. This article assesses the implications of these events for the post-1998 period of Reformasi and reviews some recent analyses of 1965, state terrorism and violence and reveals blind spots in dealing with gender and sexual politics. It is argued that the slander against Gerwani is downplayed in these analyses. In fact, this slander was the spark without which the bloodbath would not have happened and would not have acquired its gruesome significance.  相似文献

Abstract

Indonesian democracy has been challenged by rising religious intolerance and discriminatory attitudes in civil society since the mid-2000s, despite expanded freedom in many areas including the media. Why has Indonesian civil society been put on the defensive by radical and conservative Islamic elements in the context of democratic consolidation? What role has expanded freedoms and a flourishing of new media and information technologies played? This article argues that two factors have contributed to the rising influence of religious hardliners/radicals and increasing religious intolerance. The first is hardliner access not only to new media but, more importantly, to traditional means and institutions for religious and political mobilisation, including state apparatus, to cultivate antagonistic sentiments and attitudes against what they consider the enemies of Islam within the Muslim communities while disseminating narrow and dogmatic interpretations of Islam. The other is the rise of conservative Muslim politicians within the state who are ready and eager to embrace new media and communication technologies while using the state office and prerogatives to advance conservative religious visions and agendas. In order to assess how those conservative politicians exploit their ministerial prerogatives and state patronage to curtail civil society, particularly the freedom of expression and religion, this article examines two prominent and controversial Muslim politicians: Tifatul Sembiring from the Islamist Prosperous Justice Party and Suryadharma Ali from the United Development Party.  相似文献

In the literature on post-Suharto Indonesia, an increasingly dominant stream has portrayed the political system as being hijacked by predatory elite interests associated with the fallen New Order regime. While such characterisations describe important elements of the post-1998 polity, they do not tell the full story. At the same time that patronage-driven career politicians have staked their claims in the newly democratic state, a large number of civil society activists also started to play an active role in formal politics. This article illustrates how human rights advocates, women activists and labour leaders have tried to promote their causes not from the margins of civil society, but from within the power centre of political institutions. To be sure, some activists-turned-politicians have failed in this effort, but others have initiated key pieces of legislation that led to ground-breaking reforms. In comparative terms, the article demonstrates that Indonesian activists have created an effective political niche for themselves, avoiding both the patterns of state co-optation so prevalent in South Korea and the anti-system attitudes of activist politicians in Malaysia.  相似文献

This paper argues that social media is important in any state which claims to be a democracy and that failure to have robust media involvement in the democratic process is likely to jeopardise democratic principles. Although Botswana has been crowned as a successful story of African democracy over time, it is argued here that she is a liberal democracy marred by some shortcomings – especially those that have to do with government-media relations. The paper contends that the media (both government and private) is an indisputable partner in the deliberative democratic process, which should be nurtured and celebrated. A case is made that relations between the Botswana government and the country's media houses has of late become hostile, as evidenced by the arrests and detentions of journalists. Premised on deliberative democratic theory, the article argues that a state which claims to be democratic, such as Botswana, needs to respect basic fundamental principles of democracy, such as freedom of the press.  相似文献

The international community and the Afghan government tout the expansion of domestic media in post-2001 Afghanistan as an indication of progress. However, much of Afghan media has been appropriated by powerful ex-warlords to expand their influence and maintain their grip on power. Jamiat-e Islami and Hezb-e Islami – former jihadist groups who continue to wield considerable political influence within the country – are fierce rivals currently wielding their affiliated media outlets to wage a propaganda war against each other. Each seeks to justify its own right to power and to delegitimize the opponent – ratcheting up tension in a country whose future after 2014 remains precarious and uncertain. This study examines the media campaign of each group, analyzing the salient narratives in their media messages, the intended audiences of these narratives, and what the narratives tell us about the intents and concerns of each group.  相似文献

Nationalism has been a key, but generally overlooked, component of twentieth‐century Paraguayan politics and an important explanatory factor in the country’s political outcomes. Indeed, it has been central to the struggle for political power, most significantly to the continuing hegemony of the Colorado Party. This article traces the development of the Paraguayan Left, highlighting its structural and functional weaknesses, and analyses its relationship with nationalism, in particular with the dominant Colorado nationalist discourse. It argues that an important failure of the Left – and indeed other political parties and movements – has been its inability to produce a successful challenge to this hegemonic discourse.  相似文献

Is multiculturalism the best way to deal with diversity in an emerging but divided (African) nation-state? Is multiculturalism antithetical to nation-building and mutual recognition of equal value among different ethnic-nationalities within African polities? These were some of the most fundamental questions that Nigeria’s ethno-regional political parties and their leaders confronted in the decolonisation period. Analysing different ethno-regional approaches to the challenges of political unity and nationalism in late colonial Nigeria, this article shows how the adoption of a federal system of government designed to encourage ‘interactive pluralism’ ended up promoting ‘fragmented pluralism’.  相似文献

Abstract

Why has an increase in personal piety among Indonesia's Muslims not translated into electoral gains for Islamic political parties? To help explain this conundrum, this article focuses on the role of Indonesia's mass Islamic social organisations, Nahdlatul Ulama (NU) and Muhammadiyah. Using a political economy lens, it argues that control over state resources and the provision of social welfare facilities have helped political parties maintain power over the years and that NU and Muhammadiyah have at times played important mediating roles in this process. Extending this analysis into Indonesia's contemporary politics, it then proposes that since 2004 in particular, the health and education facilities provided by NU and Muhammadiyah are becoming less important to ordinary people in relation to the services provided by the state. It concludes that this trend has weakened the ability of these organisations to channel public support to political parties/candidates and is one reason why Islamic parties have not been able to capitalise on increased religiosity in the social sphere.  相似文献

The Akali Dal is the best organised political party in Punjab and has ruled over Punjab for a longer period than any other political party since the creation of the Punjabi-speaking state in 1966. It articulates aspirations of Punjabi regional nationalism along with trying to protect the interests of the Sikhs as a religious minority in India and abroad. As a part of shaping Punjab's economic future, it deals with the pressures of Indian and global capitalism. This paper is an attempt to track the multi-faceted pressures of class, religion and nationalism in the way Akali Dal negotiates its politics in Indian federalism.  相似文献

The Baltic states were among the ‘new’ states that were created after the First World War; they were the only states to lose their sovereignty during the Second World War. Most historians explain the birth and demise of the Baltic states in terms of their relative strength vis-à-vis the great powers. This article places the short-lived independence of the Baltic states into the perspective of intellectual history by focusing on two Western thinkers: E. H. Carr and Walter Lippmann. The analysis assumes that ideas matter in international politics. It adds to our understanding of the forces that led to the creation and later to the extinction of Estonia, Latvia, and Lithuania in the period of the two world wars.  相似文献

ABSTRACT

The article examines the extent to, and the conditions under which theoretical approaches from Social Movement Studies, mainly developed based on empirical experiences from the Global North, are appropriate for analysing contentious politics in the South, particularly in sub-Saharan Africa. In order to answer this question, the article discusses whether social movements in Africa differ fundamentally from those in other world regions. Four main approaches from social movement theory are examined: resource mobilisation, political opportunity structures, framing, and collective identity, to find out how suitable they are for explaining empirical phenomena in Africa. It is argued that social movements in Africa are not principally different from those in other world regions. Approaches from social movement theory prove helpful in explaining phenomena in the South, although they suffer from the same weaknesses and limitations to their scope as they do regarding movements in the North.  相似文献

This focus of this paper is not Surabaya's increasingly free-flowing streets, but the people those streets displace. Based on research in a low-income neighbourhood, or kampung, of Indonesia's second largest city, this paper shows how the street facilitates displacement and exacerbates the marginalisation of underemployed kampung men. This argument is set against the struggles over the use of public space between Surabaya's kampung residents and the municipality since independence and is grounded through the biographical detail of seven kampung men over the ten years since the economic crisis of 1998.  相似文献

This article focuses on the contested, and frequently postponed, construction of a new parliament house in postcolonial Myanmar. Since the late colonial period, the country’s legislative bodies have convened in four different buildings, three located in the former capital Yangon and the latest one in Naypyitaw. Drawing on legislative proceedings and media reports, this study interrogates the relationship between decolonisation, national identity, state-building, and public architecture in post-independence Myanmar. It suggests that the commissioning and construction of a new legislative house has always served a dual objective: projecting state power and national pride in both Myanmar’s early postcolonial and later post-junta political contexts, whilst symbolising a sense of nationhood grounded on the representational ideals of the dominant and ruling ethnic Bamar elites.  相似文献

ABSTRACT

The present article is part of a broader effort to understand and analyse the relationship between formal and informal norms and institutions in the Balkans. Free and fair elections are a central component of any functioning democracy and, in the case of Albania, an essential element of its EU accession process. Elections can also be affected by political clientelism, which puts their outcomes’ credibility into question. Political clientelism is a principal sector of informal relations and practices and informal and/or illegal funding of electoral campaigns are identified as its key mechanisms. This article addresses a number of issues related to clientelist practices and private funding of electoral campaigns, focusing on the general parliamentary elections of June 2017. The main research question investigates the ways in which private funding of electoral campaigns works in practice. Based on data gathered through ethnographic fieldwork, interviews, reports on the electoral process, and other secondary sources, we argue that informal clientelist practices permeating private funding of electoral campaigns enable political parties to further and strengthen clientelist relations and to influence the electoral result.  相似文献

ABSTRACT

Considerable research has, in recent years, focused on the utility of social media platforms in political campaigns in both developed and developing countries, but there has not been significant analysis of social media use in voter registration campaigns. In seeking to address this lacuna in the literature, this article examines the use and efficacy of social media networking sites (SNS), namely Facebook and Twitter, in mobilising, informing and educating citizens to participate in a new system of biometric voter registration implemented in Zimbabwe. The article draws on a qualitative research methodology. The article contends that social media use amplified political knowledge of the Zimbabwean electorate ahead of the 2018 national election as exemplified in the upsurge of voter registrants under the biometric voter registration system.  相似文献

Sweatshops exist when capital can exert maximum leverage over workers in setting wages, hours of work, conditions of labor, flexibility of hiring and firing, as well as in stopping workers from organizing and authorities from enforcing labor laws. In our globalized economy, these shops do not have to exist only in Third World countries. This article shows that sweatshops exist in the United States, especially in immigrant communities, where labor enforcement does not exist and employers have the upper hand. Employers like those in New York City's Chinatown are able to recruit illegal immigrants to work for them. Chinese illegals, having to pay their smuggling debts or face the possibility of physical violence, are willing to work under almost any circumstance just to meet their debt obligations. Employers take full advantage of this situation by lowering the working standard even further for everyone including legal immigrants under nineteenth century-like conditions. This will not change unless there is a rank-and-file U.S. labor movement that includes everyone regardless of color, nationality, and legal or illegal status. Only then will labor be in a position to rid the United States of sweatshops and lift up the condition of all U.S. workers.  相似文献

ABSTRACT

Many among the world’s population are surplus to the requirements of capital accumulation. These are people who become engaged in precarious employment both in rural and urban contexts and those who are involuntarily unemployed. Their presence has been particularly acute in “peripheral countries.” Mainstream economic literature explains this in terms of the dual labour market, where it is argued that surplus labour will eventually disappear with market-led economic development. Contrary to this explanation, this article argues, using Marx’s concept of relative surplus population (RSP), that under the existing neo-liberal framework such labour vulnerability is continually being created. This article charts the developmental history of Indonesia and demonstrates that the growth of RSP is an outcome of a neo-liberal transformation which favours capital accumulation at the service of global markets. Neo-liberal adjustments shape the development of RSP in three related ways. First, the adjustments change class relations and transform state orientation. Second, the reconfiguration of class dynamics and the state shapes the model of accumulation. Third, the model of accumulation eventually affects the size of RSP. It is argued that the disconnection between the domestic agricultural development and industrialisation has contributed to the maintenance of a large RSP in Indonesia.  相似文献
