Head Start is the oldest and largest federally funded preschool program in the United States. From its inception in 1965, Head Start not only provided early childhood education, care, and services for children, but also sought to promote parents’ success. However, almost all evaluation studies of Head Start have focused solely on children's cognitive and social outcomes rather than on parents’ outcomes. The present study examines whether children's participation in Head Start promotes parents’ educational advancement and employment. We use data from the Head Start Impact Study (HSIS), a randomized trial of over 4,000 newly entering three‐ and four‐year‐old children. We find that parents of children in the three‐year‐old cohort (but not the four‐year‐old cohort), who were randomly assigned to and participated in Head Start, had steeper increases in their own educational attainment by child age six years compared to parents of children in the control group. This pattern is especially strong for parents who had at least some college experience at baseline, as well as for African‐American parents. We do not find evidence that Head Start helped parents enter or return to the workforce over time. Results are discussed in the context of using high‐quality early childhood education as a platform for improving both child and parent outcomes.  相似文献

A study of the conditions under which parents reproduce their political ideologies in their adolescent children, conducted in Israel, shows that (1) parents do reproduce their political outlooks, (2) there is a greater likelihood that hawkish parents will have like-minded children than dovish ones, and (3) whereas the reproduction of doves is dependent on higher education, hawks reproduce regardless of their level of education, authoritarianism, or religiosity. The data are from 400 parent/child interviews. Cohort and intrafamily analysis are used to explain the change from generation to generation and the continuity and change within families. Clues to the tendency to move right are discerned in (1) the relative hawkishness of parents of 18-year-olds who are about to begin their army service, (2) the relative complexity of the dovish position, (3) the continuous Israeli-Arab conflict into which Israeli adolescents are born, and (4) the rise of the ideology advocating Israel's right to the territories conquered in 1967.The study of ideological continuity between generations and within families is part of a project that examines the negotiation of political identity of adolescents through the interaction of family, television, and peers (Liebes, 1987), sponsored by the Spencer Foundation.  相似文献

Choice, diversity and personalisation have been key to the New Labour project in public services. With the emergence of a reinvigorated Conservative party as a credible electoral threat, and the end of the Blair era, it seems appropriate to consider the continuing viability and longevity of the New Labour public service project. In this article, I approach the issue of choice in public services through an examination of the long-running controversy over choice in the English secondary school system. I argue that the opponents of choice have been reluctant to engage with the notion of choice in public services due to concerns over the supposed negative effect that consumer choice has on the equity and quality of service provision. This paper aims to challenge the claim that any element of choice in education necessarily has deleterious effects on social justice. I argue that the case against school choice has not been decisively made and that school choice can, in principle, form part of a socially progressive educational project by redistributing power to service users and helping to maintain popular support for public provision of education.  相似文献

This article examines the ways in which a feminist family policy agenda has led to significant political action and change within American cities. Feminist groups, during the past fifteen years, became a part of emerging local women's rights policy networks that effected changes in several services for women and children: libraries (programming for women and non-sexist children's literature acquisitions policies); public education (gender equit under Title IX); social welfare (child care and displaced homemaker services); and criminal justice and health (the treatment of the victims of rape and domestic violence). This policy success stems not only from the workings of traditional interest group politics and policy networks but also from the astute use of political symbols, bureaucratic norms, and the federal system.  相似文献

Regulatory reforms to public infrastructure services across European Union (EU) countries were aimed at increasing consumer welfare by introducing competition and choice into service markets. However, empirical evaluations have questioned whether these reforms have benefitted all consumers, suggesting that vulnerable groups of service users (especially those with lower levels of formal education), might be locked into poorly performing services. We assess the relationship between the level of competition in electricity and fixed telephony markets in EU countries and evaluate the affordability of these services for different socio‐educational layers. Our findings show that – although in countries where there is a relatively high frequency of switching, inequalities between socio‐educational groups are smaller and eventually disappear – competition as such does not play a part. These results suggest that demand‐side regulation that successfully enables consumer switching has the potential to equalize social welfare, thereby reflecting a possible convergence of regulatory instruments and the central aims of the welfare state in this context.  相似文献

Public services have been externalised, in part, to the non‐profit sector in France and in the United Kingdom. This article begins by reviewing relations between the public and non‐profit sector in France before 2008, and its evolution since. This has been characterised by the slow reduction of public funding, the adaptation of non‐profit associations and organisations, and their clearer positioning within a wider ‘social and solidarity economy’, which was consolidated by a framework Law in 2014. The article then examines the current sharing of responsibilities between the public and non‐profit sectors in education, health and social services, pointing to the diverse historical and political conditions which have led to this shared organisation.  相似文献

This papers brings together several strains of thought around an outline suggestion for reform of education administration and finance in the Southern Sudan. Administration has to be seen in terms of incentives and disincentives to action. The administration of the Southern Sudan constitutes the largest part of the elite of that part of the country and consumes most public funds as salaries. In political interactions with sections of the public there is a more pressing need to respond to the demands of educated youth for salaries than to make adequate provision for non-salary expenses of services to the public. But the system is not in a stable state and the full contradictions of the situation, for politicians, bureaucrats and public, are revealed by the financial restrictions enforced as a result of national debt and international recession. Politically leaders in government service and disaffected leaders in military opposition in the bush both continue to demand a fairer distribution of central resources. But the possibility of generating, at the grass-roots, both the resources necessary for non-salary costs and the necessary influence to demand services, is something which could be further explored in the interests of all parties. This is a potential new direction for reform in development administration.  相似文献

In this study, the median voter model is applied to the problem of predicting state public expenditures in four major categories: human services, elementary and secondary education, higher education, and health services. Demand functions for public services are derived within a formal utility-maximizing model. The resulting model is estimated using time-series data for a representative state and the model is used to predict state spending for fiscal year 1985. The results of the estimation are consistent with the predictions of the median voter model and the forecasts correspond closely to those made by the State Bureau of the Budget. In contrast, a naive autoregressive model of state spending performs poorly.  相似文献

Science education in our schools is fundamentally the same today as it was fifty years ago and the scientific method has not really changed. Good science teaching is defined as the never‐ending search for evidence, for objective data, which leads to truth, and the search for truth should be at the heart of education in all subjects at all levels, and teacher training should address this objective view point. Science in our schools is watered down with derivatives such as environmental education. Steps should be taken to increase the level of science content knowledge in schools and science teacher education. Additionally, the rules of the open market should be invoked to give science teachers the latitude to offer their services as other providers of professional services do, and receive compensation greater than they would as regular full‐time teachers. These issues are discussed with implications for policy.  相似文献

In Vietnam and China, decentralisation is a by‐product, both by default and design, of the transition to a state‐managed market economy. A dual process of horizontal and vertical decentralisation is occurring simultaneously in both the economic and political arena. There is an increasingly high level of de facto political/fiscal decentralisation, much of it occurring by default as local governing units try to meet rising demand for services. This is accompanied by the marketisation and socialisation of services such as education and health. Accompanying both of these processes is a trend towards greater ‘autonomisation’ of service delivery units, including the emergence of new ‘para‐state’ entities. Most of these decentralisation processes are the by‐product of marketisation, rather than part of a process of deliberate state restructuring in pursuit of ideals of decentralised government. The cumulative effects include a significant fragmentation of the state, a high potential for informalisation and corruption, and a growing set of performance accountability problems in the delivery of public services.  相似文献

This article reports the results of an evaluation of the state of Texas GEAR UP project implemented in six school districts from 1998 to 2005. The intent of the program was to enhance preparation for post‐secondary education among low‐income, Hispanic students. The program was comprised of practical interventions including vertical curriculum alignment, training teachers in advanced placement techniques, encouraging students to take rigorous courses, and increasing outreach about college attendance to students and parents. The central dependent variable is reports by parents of graduating seniors about whether their children would be attending college. A multivariate analysis, controlling for household SES, student grades and attendance, household composition, and language spoken in the home indicates that increased student exposure to the GEAR UP program markedly increases the probability that parents will report that their children are going to attend college.  相似文献

Abstract: The Public Service Board of Victoria initiated a project in March 1989 to plan a framework for the development of competent managers. The methodology involved an examination of the current practices of 23 organisations, together with a worldwide literature search. The major findings were that the managerial task is similar across sectors, but the manager level and the environment are qualifying variables; that training, management education and development in private sector organisations and statutory bodies has total commitment from the chief executive, is closely linked to the business plan, forms part of an integrated human resource management system, and is continually reinforced by the organisation's culture and values; and that there is no strategic and focused approach to developing managers across the Victorian Public Service. The 21 recommendations covered the areas of investment and commitment, the development of a systematic approach by providing quality management programs based on core managerial competencies and the integration of training, education and development with performance management processes.
The implementation plan calls for pump-priming funds for resourcing and delivering high quality programs, a change in the culture, the adoption of a set of principles, the establishment of a management education unit, acceptance of a common language of competence for managers, and an integration of education and development needs with corporate plans through the performance improvement system. Commitment to implementation should result in a systematic approach to the formation of competent managers with the benefits flowing to the community through improved services, the government gaining by increased performance of the agencies, and public servants being able to reach their full potential.  相似文献

Previous studies find large crossnational differences in inequality amongst rich Western nations, due in large part to differences in the generosity of welfare state transfers. The United States is the least generous nation and the one having the most aftertax and transfer inequality. But these analyses are limited to the effects of cash and nearcash transfers and direct taxes on incomes, while on average, half of welfare state transfers in rich nations are inkind benefits—health insurance, education, and other services. Counting inkind benefits at government cost and accounting for the indirect taxes used to finance transfers substantially reduces crossnational differences in inequality at the bottom of the income distribution. The findings have implications for how we think about tradeoffs across welfare state domains that all nations face and we illustrate this with reference to the current U.S. debate about health insurance. © 2006 by the Association for Public Policy Analysis and Management  相似文献

This study asks whether short-term cutbacks made during a fiscal crisis become permanent once fiscal conditions improve. Hypotheses are developed to establish a framework for analyzing a time-series data set. These hypotheses address trade-offs between less essential versus more essential services, salaries versus positions, and capital versus operating expenditures. Then long-term consequences are assessed with a longitudinal, comparative case study of the effects of New York City's mid-1970s fiscal crisis on education services in the city. Education services were cut dramatically in 1976 and 1977. The trends in those services, defined in various ways, are compared over time and in relationship to the rest of New York State. We find that less essential services, teacher positions, and capital and maintenance expenditures suffered, relative to more essential services, operating expenditures, and teacher salaries.  相似文献
