国内外有关晚清越南问题研究述评

越南问题是19世纪晚期引起清朝边疆危机的重要历史事件之一,也是酿成中法战争的直接诱因,因而成为晚清外交的一个重要课题。该问题不仅涉及中越关系,而且还关联法越关系、中法关系,中法战争也是其解决过程中的重要事件。鉴于此种认知,笔者就国内外学界关乎该主题的相关问题的研究状况简单爬疏,进而总结研究中存在的问题与不足,以期对该问题的深入研究提供重要的学术依据与思考的空间。     

国内外学界对布什主义的研究情况综述

2001年1月乔治·W·布什当选美国总统后,其国家安全政策即布什主义对美国国内和国际社会逐渐产生了重大影响,引起了国内外学界的重视和研究。对布什主义的研究,其实就是对当今美国布什政府的国家安全战略的研究。研究情况各国各异,本文主要就国内外学界对乔治·W·布什总统第一任期内所推出的国家安全战略即布什主义的研究情况进行简单评述。     

Threats at Home,Threats Abroad: Bargaining and War in the Shadow of Coups and Revolutions

I analyze a two-level game in which a leader bargains over the spoils of international bargaining with a domestic opposition that can threaten her with a coup or revolution. While fighting an international war shrinks the domestic pie, it also alters the distribution of domestic power. This has three main implications. First, if war will undermine the opposition, fighting may be so attractive that leaders demand more for peace than foreign states are willing to give, leading to war. Second, if war will bolster the opposition, leaders accept harsh terms to avoid fighting—strategic selection that has implications for the observed relationship between war and political survival. Finally, prospective shifts in the distribution of domestic power caused by war can reduce the effects of international asymmetric information, though the result may be to increase or decrease the chances of war.

国内外史学界关于俄乌关系史研究综述

苏联解体后,俄乌关系史成为国内外史学界特别是俄罗斯和乌克兰史学界研究的热点。目前,国内外学者在这一领域研究多集中在《佩列亚斯拉夫协议》及其影响、俄罗斯帝国版图内的乌克兰、乌克兰分离主义运动、乌克兰大饥荒、二战中的乌克兰、乌克兰独立等方面。由于从不同视角解读俄乌关系史,加之有些历史问题被人为政治化,学者们的研究结论存在明显差别。

美国海外军事基地部署的四个维度——以大中东地区为例

鉴于美国是世界强国中唯一处于西半球的国家,且对大中东地区的能源依赖度逐年下降,所以美国理应减少对该地区的军事部署。但是,长期以来,美国在大中东不仅军事基地规模最大,而且驻军人数最多。为解释这一现象,本文以大中东地区为例,从战略层面、军事层面、政治层面和利益层面四个维度出发,考察美国海外军事基地部署的动因。研究发现,将敌人遏制在战区范围内是美国海外军事部署的隐性逻辑。通过在盟国土地上部署军事基地,美国不仅可以对各区域分而治之,而且成为利益攸关方和议题设置者。美国在大中东地区部署军事基地,承载着谋求地区领导权、增强军事投射能力、巩固军事联盟体系和维护现实利益等多重功能。尽管特朗普政府对大中东地区事务缺乏干预的热心,但是对于实力衰落的美国来说,海外军事基地的政治象征意义与军事作战意义同等重要,美国在大中东地区的军事基地将继续发挥传统军事功能和非传统政治与外交功能。     

略论印度外交成熟与不成熟的两重性

印度外交具有成熟与不成熟的双重特点,这是印度外交的重要特点。其成熟性体现在其外交的连贯性、实用性、自主性,其不成熟性表现为战略摇摆,僵硬性与冒险性。把握印度外交的两重性特征有助于我们正确认识印度外交,在中印关系中争取主动。

云南境外替代发展的问题和思考

中国云南省特别是与缅甸、老挝相邻的地州很早就开展了境外替代发展的实践,并取得了一定的成效,积累了一些经验。但境外毒品形势的发展变化、境外缅甸国内局势的变化等客观因素,以及国内一些政策及实施中存在的问题等因素对可持续性的境外替代发展提出了新的挑战。对此,我们应从境外替代发展跨边界的特殊性角度,结合云南省多年的实践,分析境外替代发展所面临的困境,进而探讨如何实现可持续性的境外替代发展。     

话语权与国际秩序的建构

通过一定的话语方式进行自我认同和利益表达 ,是现代政治参与和国际秩序建构的必要环节。由于一些发达国家凭借其政治、经济、科技和语言文化方面的优势向全球灌输其意识形态 ,以及历史上殖民统治所造成的文化方面的断层和落后 ,许多发展中国家在全球话语交锋中经常处于无言或失语的困境 ,使得国际秩序在价值取向和制度安排上更多体现发达国家的意志 ,成为他们支配发展中国家的工具     

Political Inequalities Start at Home: Parents,Children, and the Socialization of Civic Infrastructure Online

We use a two-wave panel survey of parent-child dyads in the United States to connect online democratic divides with the unequal socialization of political interest in the home. We test a model connecting parent socioeconomic status to the amount of political communication in the home and the subsequent development of youth political interest over the course of an election cycle. We develop the theoretical concept of online civic infrastructure to foreground how interest-driven social media use in adolescence may shape future opportunities for civic and political engagement by building network connections and opening up flows of communication that carry news, political information, and opportunities for mobilization.     

Improving Third-Party Decisions at Choice Points: A Cyprus Case Study

Third parties are often required to make process decisions under considerable psychological pressure, within the stressful view of interested parties, often with high stakes and inadequate information, on very short notice, and without an opportunity for extended research or even much reflection. Therefore, a valuable goal in preparing for intervention is to develop the ability to spot patterns or cues in the context of the dispute that can immediately suggest techniques or process options that could be successful. This essay focuses on conditions at important choice points in an intervention and the third-party decisions made in response. It discusses how third parties make decisions on process issues and suggests ways to learn how to make better decisions. Next, it applies this decision framework to an actual intervention, using an effort by a co-author to build interaction between the Greek and Turkish communities in Cyprus during the mid-1990s. Finally, the authors jointly evaluate the Cyprus experience to capture lessons learned for improving third-party conflict resolution practice.
