This article explores women's rights activism in Turkey during the Justice and Development Party's (AKP) time in power (2002–present). A comparative analysis of three feminist campaigns for policy reform shows that in a context in which majority public opinion and the policy preferences of the ruling party militate against feminist policy proposals, a strong political ally (the European Union) was necessary to generate a policy change. The article also argues that the political opportunity structures within which feminists are embedded have been reconfigured over the course of the AKP's three terms in power, leaving the AKP in a stronger position to resist feminists’ demands. This explains the paradox of an internally stronger and more dynamic social movement that, nevertheless, appears to have weakened vis-à-vis the state. Furthermore, because some recent legal reforms do not significantly reflect the AKP's or much of the public's preferences, the movement has been less able to generate implementation of recent policy changes.  相似文献

Supporters of the Fethullah Gülen community, an informal institution with an influential role in Turkish political life, have formed an international chain of schools and student dormitories, and a communications web that includes newspapers, journals, television and radio channels, as well as other companies and finance institutions. Although the community has no formal structure, its followers have established these formal institutions to integrate it into formal systems like education and the economy. This paper focuses on the community's educational organizations to argue that, since the community has preferred to pursue its goals within Turkey's existing formal framework, rather than by challenging it or breaking its rules, it can be defined as an accommodating informal institution rather than complementary, competing or substitutive.  相似文献

The aim of this contribution is to analyse whether Land elections may (have) become uncoupled from the federal electoral process, and, if they have, to explore the implications for party competition in Germany. Initially, an overview is presented of the relevant theoretical models that can help unpack the relationship between different electoral arenas. Secondly, how these ideas have been applied to national and sub-national electoral competition in Germany is outlined, before an examination of the 'fit' of the data in both the pre- and post-unification periods. We conclude with reflections on two key features that have regularly surfaced in Gordon Smith's writings: party system change and political stability.  相似文献

Ever since the early years of the Federal Republic, the German debate about political parties and the party system has been almost obsessed with the theme of crisis. Contrary to what seems to be the dominant view from within Germany, this article argues that, by and large, the German party system has performed well. In 1989 President Stroessner was overthrown after almost 35 years in power. This led to a process of transition over the following decade which included elections at presidential, congressional, and municipal levels, as well as a democratic constitution, which guaranteed full political and civil liberties. However, the transition has been complicated by the continued prominence of the same political and military forces that supported Stroessner, and that have proved reluctant to withdraw from power. As a result, instead of representing a complete break with an authoritarian past, the transition has combined elements of continuity and change. This has led to a conservative and faltering transition, characterised by frequent political crises and the lack of socio‐economic reform. This article analyses the major structural and institutional obstacles to the consolidation of democracy in Paraguay. It then brings the reader up to date, by examining the events of 1998/1999, a period in which Paraguay's transition came under the greatest threat, and which revealed both its greatest strengths and weaknesses.  相似文献

As Turkey's Gezi Park protests reminded us, Islamist parties the world over demonstrate utter disregard of the environment in their discourse and actions. However, Islam as a religion places strong emphasis on environmental protection. Thus, as the representatives of Islam that these parties claim themselves to be, it is puzzling that environmental policy is all but absent from most Islamist platforms. I ask, what explains the poverty of Islamists in regards to the environment? I argue that the reason for this poverty is found within and conforms to political Islam's problematic relationship with modernity, particularly in regards to their strong anti-western sentiment and self-purported victim status. My findings suggest that the inattention Islamists give to the environment is due to their association of environmentalism with the West and because of the uniquely unfavourable socio-economic environments in which they exist, which sends environmentalism to the purview of ‘low politics’. This analysis points to an inherent weakness in Islamist ideology – their lack of pragmatic policy. Hence, the peculiar case of Islamists and the environment is but a symptom of a larger issue within Islamism and can be a key element to understanding why and how Islamism is likely to fail.  相似文献

On the eve of the Anglo-Soviet invasion of Iran in the Second World War, Sir Reader Bullard, the British minister in Tehran, urged on his government the desirability of removing the Iranian ruler, Reza Shah, from office. Association with the ‘universally detested’ shah, whom he described as a ‘greedy ignorant savage’, was detrimental to Britain's interests and its war effort. In the weeks that followed the Anglo-Soviet occupation of Iran, Bullard continued to press for and to shape the ultimate British decision to force Reza Shah to abdicate and go into exile. Yet, this was not always Bullard's view of Britain's relationship with the Iranian ruler. When he presented his credentials 20 months earlier, Bullard described it as his ‘urgent duty’ to win Reza Shah's favour. Nor did Bullard's insistence that Britain depose the Shah initially find favour with the Foreign Secretary, Anthony Eden, his Middle East staff at the Foreign Office, or with Churchill. This article traces the evolution of Bullard's own view of Reza Shah and the developments that led the Foreign Office, initially eager to win Reza Shah's favour and even ready to offer Reza Shah a ‘substantial bribe’ for his cooperation, to take steps to topple Reza Shah from the throne.  相似文献

According to some political commentators Gerhard Schröder's decision in May 2005 to use a ‘false’ vote of confidence in order to have the Bundestag dissolved was nothing less than a coup d'état. From this vantage point an incumbent chancellor had put party interests above crucial aspects of the Basic Law. The debate ensuing Schröder's decision is, thus, to be understood as a variation of a controversy about the legitimate power of parties in the political system, i.e. about the essence of the parliamentary form of government in Germany. In order to bring these issues to the fore the article first describes the chronology of events triggered by Gerhard Schröder's (and Franz Müntefering's) announcements on 22 May 2005. It then examines the five motions for a vote of confidence that have been brought to the floor of the Bundestag since 1949. Finally, it discusses the question of whether the Bundestag should receive the constitutional right to dissolve itself. Overall the analysis supports the view that the vote of confidence has been totally subsumed under the logic of parliamentary government in Germany.  相似文献

This article analyses parliamentary debates on marriage equality in Germany to understand what factors shape how parties deal with morality politics argumentatively. I argue that the internal divisions of parties and their coalition parties are crucial for the argumentation strategies used in parliamentary debates on morally charged wedge issues. Internally divided parties and parties that must be loyal to coalition partners confronted with internal divisions are likely to employ a discursive avoidance strategy to mitigate the potential for intra-party and intra-coalition polarization. To test this empirically, I examine the speeches of the German Bundestag on the Life Partnership Act in 2000 and Marriage for All in 2016 and 2017. The qualitative content analysis confirms my argument: The internally divided CDU and its coalition partners applied avoidance strategies by framing the issue primarily around constitutional principles and using procedural arguments, rather than framing the discourse as an issue of morality politics.

Zusammenfassung

Der Artikel analysiert parlamentarische Debatten zur Anerkennung gleichgeschlechtlicher Partnerschaften und Ehen in Deutschland, um zu verstehen, welche Faktoren die Argumentationen von Parteien im Wettbewerb um Moralpolitik beeinflussen. Ich argumentiere, dass die interne Spaltung von Parteien und ihrer Koalitionsparteien entscheidend für die Argumentationsstrategien ist, die in parlamentarischen Debatten über moralisch aufgeladene „wedge issues “verwendet werden. Intern gespaltene Parteien und Parteien, die loyal zu Koalitionspartnern sein müssen, die mit internen Spaltungen konfrontiert sind, verwenden eine diskursive Vermeidungsstrategie, um das Potenzial für eine innerparteiliche und koalitionsinterne Polarisierung abzuschwächen. Das Argument wird anhand einer qualitativen Inhaltsanalyse von Reden von Abgeordneten des Deutschen Bundestages zum Lebenspartnerschaftsgesetz im Jahr 2000 und zur Ehe für Alle im Jahr 2016/2017 bestätigt: Die innerparteilich zerstrittene CDU und ihre Koalitionspartner wendeten Vermeidungsstrategien an, indem sie das Thema in erster Linie in Zusammenhang mit verfassungsrechtlichen Grundsätzen thematisieren und prozedurale Argumente verwendeten, anstatt den Diskurs als eine moralpolitische Frage zu gestalten.

Résumé

Cet article analyse les débats parlementaires afin de comprendre les facteurs qui façonnent la manière dont les partis traitent la politique morale sur le plan argumentatif. Je soutiens que les divisions au sein des partis et entre les partis d'une coalition représentent un facteur décisif dans les stratégies d'argumentation utilisées dans les débats parlementaires sur les questions morales portant à controverse (« wedge issues »). Les partis divisés en interne et les partis devant rester loyaux envers leurs partenaires de coalition, eux-mêmes confrontés à des divisions internes, sont susceptibles d'employer une stratégie discursive d'évitement pour atténuer le potentiel de polarisation intra-parti et intra-coalition. Pour tester cela empiriquement, j'examine les discours du Bundestag allemand sur la loi relative au partenariat de vie enregistré en 2000 et celle instituant le mariage pour tous en 2016/17. L'analyse qualitative de ces textes confirme mon argument: La CDU, divisée en interne, et ses partenaires de coalition ont appliqué des stratégies d'évitement en abordant la question principalement autour des principes constitutionnels et en utilisant des arguments procéduraux, plutôt que de cadrer le discours comme une question de politique morale.  相似文献

L'article étudie les quotas adoptés par les partis politiques belges. Les sections locales de parti ayant décrété des mesures supplémentaires étaient beaucoup plus nombreuses lors des élections locales en 2006 que lors des élections locales précédentes en 2000, ce qui indique que les partis politiques intègrent davantage la notion d'égalité. Par contre, les sections sont peu enthousiastes de trouver un meilleur équilibre par le biais de nouvelles mesures pour les fonctions élevées ou peu nombreuses. Une analyse mesurant l'impact du nombre de positions disponibles confirme une présence accrue de quotas au sein de sections locales disposant d'un nombre relativement élevé de positions. Les quotas se font aussi plus facilement accepter dans un climat idéologique imbibé par les notions d'égalité et dans un contexte où les femmes ont déjà balisé le chemin.  相似文献

The article argues that the monarchy's religious authority and its use of rituals of power limit the ability of political parties to contest the monarchy's legitimacy. It goes beyond most institutionalist accounts of authoritarian persistence by exploring the micro-dynamics of symbolic power and the extent to which the regime's ritualization of power creates a political culture conducive to the monarchy's supremacy in the socio-political realm, thus promoting regime stability in Morocco. These rituals have been institutionalized in the political system and have become part of the political discourse in Morocco. The monarchy's religious authority and its use of rituals of power impede the ability political parties to mobilize and to penetrate Moroccan society, and force them to adopt positional strategies in limited elections.  相似文献

As a woman and an East German, Angela Merkel beat long political odds to become chancellor of Germany in November 2005. In addition, she overcame her party's poor electoral performance, out-manoeuvring political rivals in negotiations for a ‘grand coalition’. Merkel's rise to power can be divided into three phases. Like many other female political leaders of her generation in Germany, she was initially apolitical. She only became politically active during the dying days of the German Democratic Republic. The second phase was her apparently unremarkable political ascent as ‘Kohl's Mädchen’ (girl), when she had little independent standing of her own. The final phase began when a major finance scandal propelled her to the top of party ranks. She benefited from a gendered stereotype as a Trümmerfrau who could rebuild the conservative's moral standing out of the affair's ruins. But her continued success had much to do with successful political learning of how to turn critics' attacks against themselves.  相似文献

This contribution to the SPSR debate about technology and security in Switzerland looks at how and by whom cyber‐security is constructed in Swiss security politics. Using three securitization logics as developed by reflexive Security Studies – hyper‐securitization, everyday security practices, and technification – it illustrates how Swiss actors have sorted out roles and responsibilities over the years. The article suggests that all three logics are present in the political process, but that ‘technification’ – a way to construct the issue as reliant upon technical knowledge and the supposition that this serves a political and normatively neutral agenda – is currently the dominant one. For democratic politics, technification is a big challenge. Assigning an issue to the technical realm has a depoliticizing influence and makes contestation from those with less technical expertise very hard.  相似文献

乌克兰自独立以来,政治民粹主义伴随其政治经济转型进程不断蔓延加剧。进入21世纪,虽然民粹主义政党和运动出现仅十几年,但乌克兰已然成为后苏联空间中遭遇民粹主义浪潮席卷的突出案例。在经历了2014年的政治危机和持续的顿巴斯冲突后,乌克兰政治逐步进入了民粹主义全面盛行的新阶段。乌克兰民粹主义相较整个欧洲区域具有一些显著的特征,主要表现在:反精英和反建制的极端化,强烈的反民主属性和家长制政府偏好,分裂矛盾的意识形态,过度渲染和营造社会危机,以及盲目的区域一体化期待。究其成因,可归结于该国历史上对统治精英"外来化"的认知,独立后缺乏新的民族国家认知与主流意识形态,"团结主义"的政治文化传统,以及整个社会对阶层分化和等级制度的共识。这种特殊的民粹主义,将对乌克兰政治持续产生一系列负面影响。  相似文献

A political scientist examines the ways in which the word "professional" constructs group identities in the world of politics. Applying discourse analysis to 34 texts generated by interviews with prominent members of Russia's political class in the Gorbachev, first and second Yel'tsin, and Putin administrations as well as the democratic opposition, this article seeks to determine how the word "professional" has been used by past and present members of Russia's political class. Two opposing discourses that constitute its meanings are outlined. The study's results are framed in a dynamic model of change in Soviet and Russian political communication.  相似文献

肢体冲突是议会内处于劣势的少数党为表达抗议、进行自我防御的一种议事途径和手段。其最终目的是要通过议事妨害、拖延,达到阻止争议法案顺利通过的目的。研究表明,多数党的"规则强权"与少数党的"自我保护、自我救济"之间的对抗是引发肢体冲突的根本原因;而少数党以肢体冲突作为首选斗争方式,则根源于韩国国会制度中威权主义权力的运行惯例,以及议事规则中缺乏对少数党权利保障而形成的多数党与少数党严重的政治不平衡局面;从深层结构看,肢体冲突还与国会内部、政党内部的社会资本状况不足有着内在的联系。  相似文献

The article focuses on the different effects the formation of national identity had on the development of political democracy in Uruguay and Argentina. Uruguay's process of state building after the civil wars relied on political consensus regarding the rules of the game: the concept of political democracy became an integral part of Uruguay's collective identity. In Argentina, political elites after the civil wars divided on the question of national identity and the substance of political democracy. Uruguay's political identity as a partidocracia [rule by parties] is not a guarantee against authoritarianism, but the country's democratic political culture is resilient, permeating even the armed forces. In Argentina, the exclusionist character of the political process invites authoritarianism, whether of the liberal or populist‐democratic variety. This article focuses, first, on the different models of collective identity that developed after independence; second, on the distinct roles played by the two hegemonic parties in each nation ‐ the Colorados under Batlle and the Radicals under Yrigoyen; and finally, on the authoritarian periods both countries experienced in the 1930s.  相似文献
