We examine the magnitude and significance of selection bias in roll call votes. Prior to 2009, all recorded (roll call) votes in the European Parliament had to be requested explicitly by European Political Groups. Since 2009, a roll call vote has been mandatory on all final legislative votes. We exploit that change in the rules and compare differences between final legislative votes, amendment votes and non-legislative votes before and after 2009, using a difference-in-differences approach with extensive controls. Using data from the Sixth (2004–2009) to Seventh (2009–2014) European Parliaments, we fail to find any large differences in voting cohesion for the main political groups. We find even less significance when we control for changes in parliamentary membership between those two periods. The results suggest that selection biases in the European Parliament associated with strategic choices are negligible.  相似文献

Are two- or four-year colleges more efficient at increasing the educational attainment of young adults? I use state variation in two- and four-year college systems to address this question at the state level. I find that the composition and cost of higher education in a state affect the enrollment decisions of individuals in that state. Further, attending a two-year rather than a four-year college may lower the educational attainment of some students, but more students will benefit from the community college alternative. It also most likely costs the state more to educate a student in a four-year rather than a two-year college. As a result, community colleges provide a potentially efficient way to increase access to higher education as well as increase the overall educational attainment of a state's residents.  相似文献

This paper asks if it does matter for taxes and government spending whether the mayor is elected (and recalled) by direct election or by the municipal council. It thus contributes to the economic literature on the impact of constitutions on economic outcomes. The effects are identified based on reforms of the municipal constitutions that were exogenous from the point of view of the municipalities in content and timing: each year, quasi-randomly selected groups of municipalities introduced the new constitution. This setup helps overcome endogeneity and identification issues that are common to many studies in the field using country level data. Using a new panel dataset of the 686 municipalities in three German states, this paper shows that direct mayoral election and recall through referendum only (as opposed to election and recall through the municipal council) reduce tax rates and increases spending on government employees.  相似文献

U.S. senators frequently vote against the preference of their constituency, assuming that such a preference exists. Both of a state's senators represent the same constituency. Whenever they split their votes, one or the other is necessarily going against the constituency preference. For the sample of defense-related votes analyzed above, misrepresentation — either observable vote splitting or unobservable vote matches that go against the constituency preference — occurred at least 37 percent of the time, at least 46 percent on one vote. Although party differences accounted for more than two-thirds of the vote splitting, a substantial number of splits remained. Besides, a party difference for a state's senatorial pair is itself problematical.The method employed here can be applied easily to any data whatever on senatorial voting. Its application will show that, quite often, many senators depart from constituency preference. This finding refutes the hypothesis, popular in certain circles, that ours is a more or less perfect political market with little or no scope for ideologically driven voting by legislators.  相似文献

Representatives have more effective incentives to cater to the preferences of the majority of citizens when they are elected in districts with few rather than many seats. We investigate this hypothesis empirically by matching Swiss members of parliament’s voting behavior on legislative proposals with real referendum outcomes on the same issues for the years 1996 to 2008. We thus identify the impact of district magnitude on representatives’ incentives to adhere to citizens’ revealed preferences. We find systematic, statistically significant and economically relevant evidence that individual representatives from districts with few seats vote more often in line with majority preferences.  相似文献

Despite rapid urbanization across the Global South, identity politics within rural‐urban migrant communities remains understudied. Past scholarship is divided over whether village‐based ethnic divisions will erode or deepen within diverse poor migrant populations. I assess these divergent predictions through an ‘ethnographic survey experiment’ (N=4,218) among unique samples of poor migrants in India. Contra conventional expectations, I find intra‐class ethnic divisions are neither uniformly transcended nor entrenched across key arenas of migrant life. Instead, I observe variation consistent with situational theories predicting ethnic divisions will be muted only in contexts triggering a common identity among migrants. I pinpoint urban employers and politicians as these triggers. Poor migrants ignore ethnic divisions when facing these elites, who perceive and treat them in class terms. However, migrants remain divided in direct interactions with each other. These bifurcated findings imply poor migrants may be available for both class‐based and ethnic mobilization in the city.  相似文献

The Housing Choice Voucher program is currently the largest federally funded housing assistance program. Although the program aims to provide housing assistance, it also could affect children's educational outcomes by stabilizing their families, enabling them to move to better homes, neighborhoods, and schools, and increasing their disposable incomes. Using data from New York City, the nation's largest school district, we examine whether—and to what extent—housing vouchers improve educational outcomes for students whose families receive them. We match over 88,000 school-age voucher recipients to longitudinal public school records and estimate the impact of vouchers on academic performance through a comparison of students’ performance on standardized tests after voucher receipt to their pre-voucher performance. We exploit the conditionally random timing of voucher receipt to estimate a causal model. Results indicate that students in voucher households perform 0.05 standard deviations better in both English Language Arts and Mathematics in the years after they receive a voucher. We see significant racial differences in impacts, with small or no gains for black students but significant gains for Hispanic, Asian, and white students. Impacts appear to be driven largely by reduced rent burdens, increased disposable income, or a greater sense of residential security.  相似文献

This article investigates how parties respond to polling results on the campaign trail. I argue that parties use pre-election polls as mobilization and fine-tuning devices. Opinion surveys that exceed expectations can be exploited to mobilize the party base. Disappointing polls, in turn, are publicly downplayed and criticized. However, this information can be used to refine campaign strategies. Parties underperforming in the polls have incentives to emphasize their own policy positions and to attack other parties. These arguments are supported by evidence from 2140 campaign statements by Portuguese party leaders over two elections, combined with polling results. The findings suggest that parties carefully adjust their campaign rhetoric in response to public opinion signals. The study contributes to research on elite behavior and political representation. Moreover, it shows how research on campaign effects can benefit from a closer attention to the supply-side of campaigns.  相似文献

Over recent years, Europe has experienced a series of Islamic terrorist attacks. In this article, conflicting theoretical expectations are derived on whether such attacks increase populist Euroscepticism in the form of anti-immigration, anti-refugee and anti-European Union sentiment. Empirically, plausible exogenous variation in the exposure to the 2016 Berlin attack is exploited in two nationally representative surveys covering multiple European countries. No evidence is found for a populist response to the terrorist attack in any of the surveyed countries. On the contrary, people in Germany became more positive towards the EU in the wake of the Berlin attack. Moreover, little evidence is found that ideology shaped the response to the attack. The findings suggest that terrorist attacks are not met by an immediate public populist response.  相似文献

Are policies proposed by technocrats more easily accepted by citizens than those proposed by traditional partisan actors? This is a crucial question, as politicians increasingly rely on technocrats for resolving “wicked problems” such as financial, environmental, and health crises. To answer this question, we conducted a survey experiment among 5000 Italian respondents. At the time of our experiment, Italy was governed by a “grand coalition” of various technocratic and partisan actors, enabling us to realistically vary the proponents of different policy proposals. Overall, citizens are more likely to accept policies proposed by technocrats as opposed to party leaders. In particular, we find that technocratic proponents boost policy acceptance even more for economic and valence issues. Furthermore, we find that this “technocratic effect” is generally stronger among citizens who are more likely to disagree with the policy content.  相似文献

Employing a large panel of over one million firm‐years, I find evidence consistent with widespread compliance with law among U.S. private foundations despite the absence of many formal deterrence mechanisms. The research design exploits rolling state adoption of the Uniform Prudent Management of Institutional Funds Act, which lifted some existing limits on firm spending for a fraction of firms within each state. This allows the use of triple‐difference estimates that control for changes in local norms and economic conditions. UPMIFA increases firm spending, on average, implying that firms were complying with the pre‐UPMIFA regime. Interacting the triple‐difference factors with other predictors of compliance reveals no correlation between compliance and enforcement intensity, but some evidence that compliance is correlated with firm culture and reliance on accountants. These findings have potentially important implications for the governance of charitable organizations, and may speak more generally to drivers of compliance among other organizational forms.  相似文献

This study examines the link between minimum wages and health outcomes by using the introduction of the National Minimum Wage (NMW) in the United Kingdom in 1999 as an exogenous variation of earned income. A test for health effects by using longitudinal data from the British Household Panel Survey for a period of ten years was conducted. It was found that the NMW significantly improved several measures of health, including self‐reported health status and the presence of health conditions. When examining potential mechanisms, it was shown that changes in health behaviors, leisure expenditures, and financial stress can explain the observed improvements in health.  相似文献

Empowerment of state leaders has been apparent over the last decades in various parliamentary democracies. Signs of this development, often labelled ‘presidentialisation’, have been reported in the executive sphere also in Sweden and Denmark in recent years. Few accounts have been made of developments in Norway. This article studies Norwegian cabinets for the last 25 years in light of the so‐called ‘presidentalisation thesis’. The article finds no clear tendency of prime ministers appointing more weak and controllable ministers, or more frequently making reshuffles in cabinet, as one would expect from the presidentialisation thesis. However, the Prime Minister's Office has been clearly strengthened, suggesting that the prime ministers' ability to coordinate cabinet policy has increased.  相似文献

The study estimates the extent of spillover effects that India's real per capita gross domestic product (GDP) growth rate has on the growth rates of other countries in the South Asian Association for Regional Cooperation (SAARC) region for the period 2003–2016. It also identifies whether the conventional trade channel is the means through which growth is transmitted from India to her neighboring countries. Using a random effects model, we conclude that on average, a 1 percentage point increase in India's real per capita GDP growth rate results in 0.46 percentage point increase in the per capita GDP growth rates of other SAARC nations. However, this does not occur through the trade channel primarily due to low levels of intraregional trade. Also, using time dummies, the paper analyzes whether there has been any significant change in the degree of spillover effects in the postfinancial crisis period, where countries have been observed to insulate themselves to a certain extent.  相似文献

Pilot and demonstration (P&D) projects are commonly deployed to catalyze early adoption of technology but are poorly understood in terms of mechanism and impact. We conceptually distinguish unique functions of pilots and demonstrations, then examine whether they accelerate adoption in the case of green building technology. To identify effects on adoption, we develop a difference-in-difference-in-differences strategy, exploiting variation in timing, location, and technologies of green building P&Ds. Results indicate local quarterly green building adoption rates double following completion of a P&D project. Further analyses examine mechanisms driving this effect. The results suggest green building demonstration projects create learning externalities, proliferating technology diffusion in local markets and through building owner networks. Together, these results suggest that investments in P&D projects by public and private actors can lower costs for subsequent adoption.  相似文献

This paper analyzes the effect of traffic tickets on motor vehicle accidents. Ordinary least squares (OLS) estimate may be upward biased because police officers tend to focus on areas where and periods when there is heavy traffic and thus higher rates of accidents. This paper exploits the dramatic increase in tickets during the Click‐it‐or‐Ticket campaign to identify the causal impact of tickets on accidents using data from Massachusetts. I find that tickets significantly reduce accidents and nonfatal injuries. I provide suggestive evidence that tickets have a larger impact at night and on female drivers.  相似文献
