This paper asks if it does matter for taxes and government spending whether the mayor is elected (and recalled) by direct election or by the municipal council. It thus contributes to the economic literature on the impact of constitutions on economic outcomes. The effects are identified based on reforms of the municipal constitutions that were exogenous from the point of view of the municipalities in content and timing: each year, quasi-randomly selected groups of municipalities introduced the new constitution. This setup helps overcome endogeneity and identification issues that are common to many studies in the field using country level data. Using a new panel dataset of the 686 municipalities in three German states, this paper shows that direct mayoral election and recall through referendum only (as opposed to election and recall through the municipal council) reduce tax rates and increases spending on government employees.  相似文献

Snap elections, those triggered by incumbents in advance of their original date in the electoral calendar, are a common feature of parliamentary democracies. In this paper, I ask: do snap elections influence citizens’ trust in the government? Theoretically, I argue that providing citizens with an additional means of endorsing or rejecting the incumbent – giving voters a chance to ‘have their say’ – can be interpreted by citizens as normatively desirable and demonstrative of the incumbent's desire to legitimise their agenda by (re)-invigorating their political mandate. Leveraging the quasi-experimental setting provided by the coincidental timing of the UK Prime Minister, Theresa May's, shock announcement of early elections in April 2017 with the fieldwork for the Eurobarometer survey, I demonstrate that the announcement of snap elections had a sizeable and significant positive effect on political trust. This trust-inducing effect is at odds with the observed electoral consequences of the 2017 snap elections. Whilst incumbent-triggered elections can facilitate net gains for the sitting government, May's 2017 gamble cost the Conservative Party their majority. Snap elections did increase political trust. These trust-inducing effects were not observed symmetrically for all citizens. Whilst Eurosceptics and voters on the right of the ideological spectrum – those most inclined to support the incumbent May-led Conservative government in 2017 – became more trusting, no such changes in trust were observed amongst left-wing or non-Eurosceptic respondents. This study advances the understanding of a relatively understudied yet not uncommon political phenomenon, providing causal evidence that snap elections have implications for political trust.  相似文献

Are policies proposed by technocrats more easily accepted by citizens than those proposed by traditional partisan actors? This is a crucial question, as politicians increasingly rely on technocrats for resolving “wicked problems” such as financial, environmental, and health crises. To answer this question, we conducted a survey experiment among 5000 Italian respondents. At the time of our experiment, Italy was governed by a “grand coalition” of various technocratic and partisan actors, enabling us to realistically vary the proponents of different policy proposals. Overall, citizens are more likely to accept policies proposed by technocrats as opposed to party leaders. In particular, we find that technocratic proponents boost policy acceptance even more for economic and valence issues. Furthermore, we find that this “technocratic effect” is generally stronger among citizens who are more likely to disagree with the policy content.  相似文献

Decision transparency is often proposed as a way to maintain or even increase citizen trust, yet this assumption is still untested in the context of regulatory agencies. We test the effect of transparency of a typical decision tradeoff in regulatory enforcement: granting forbearance or imposing a sanction. We employed a representative survey experiment (n = 1,546) in which we test the effect of transparency in general (providing information about a decision or not) and the effect of specific types of transparency (process or rationale transparency). We do this for agencies supervising financial markets, education, and health care. We find that overall decision transparency significantly increases citizen trust in only two of the three agencies. Rationale transparency has a more pronounced positive effect only for the Education Inspectorate. We conclude that the overall effect of decision transparency is positive but that the nature of the regulatory domain may weaken or strengthen this effect.  相似文献

This article reexamines the argument that targeted programs increase pro‐incumbent voting by persuading beneficiaries to cast ballots against their first partisan choice. The evidence comes from the randomized component of Progresa, the pioneering Mexican conditional cash transfer (CCT) program. Experimental data show that early enrollment in the program led to substantive increases in voter turnout and in the incumbent’s vote share in the 2000 presidential election. The experiment also reveals that opposition parties’ vote shares were unaffected by the program. Thus, the electoral bonus generated by CCTs may be best explained by a mobilizing rather than persuasive mechanism. These findings are difficult to reconcile with the notion that the electoral effects of CCTs are a result of prospective concerns triggered by threats of program discontinuation or endogenous program enrollment. Instead, the evidence in this article suggests that CCTs’ mobilizing effects are compatible with programmatic politics.  相似文献

Vote buying is common in democracies around the world. Yet relatively little is known about the conditions in which vote buying is an effective campaign strategy, in part because vote buying is challenging to measure. This paper examines the local economic and social conditions in which vote buying influences the behavior of voters in Kenya. I combine data from a nationally representative list experiment conducted after Kenya's 2007 elections with highly disaggegrated census data about local economic and social conditions. While 7 percent report that vote buying influenced their vote when asked directly, the list experiment finds that 23 percent were influenced. I find mixed evidence and statistically weak evidence that vote buying is more effective in the local areas where parties should be best able to monitor voters. Vote buying is, however, most effective where voters lack access to information about politics. I discuss the implications of the results for literature on vote buying, clientelism, and electoral accountability.  相似文献

Pilot and demonstration (P&D) projects are commonly deployed to catalyze early adoption of technology but are poorly understood in terms of mechanism and impact. We conceptually distinguish unique functions of pilots and demonstrations, then examine whether they accelerate adoption in the case of green building technology. To identify effects on adoption, we develop a difference-in-difference-in-differences strategy, exploiting variation in timing, location, and technologies of green building P&Ds. Results indicate local quarterly green building adoption rates double following completion of a P&D project. Further analyses examine mechanisms driving this effect. The results suggest green building demonstration projects create learning externalities, proliferating technology diffusion in local markets and through building owner networks. Together, these results suggest that investments in P&D projects by public and private actors can lower costs for subsequent adoption.  相似文献

This paper analyzes the effect of traffic tickets on motor vehicle accidents. Ordinary least squares (OLS) estimate may be upward biased because police officers tend to focus on areas where and periods when there is heavy traffic and thus higher rates of accidents. This paper exploits the dramatic increase in tickets during the Click‐it‐or‐Ticket campaign to identify the causal impact of tickets on accidents using data from Massachusetts. I find that tickets significantly reduce accidents and nonfatal injuries. I provide suggestive evidence that tickets have a larger impact at night and on female drivers.  相似文献

The purpose of this paper is to study whether investors’ willingness to realize capital gains falls when the marginal tax rate on capital gains is raised. We use a rich register-based panel data set covering almost 8% of the Swedish population. The results indicate that a 10% increase in capital gains tax rate reduces the number of realizations of capital gains with 8.7% and the realized amount, given the decision to realize, with 1.9%. In addition, we find that wealthy individuals seem to respond more to changes in capital gains tax rates than less-wealthy.  相似文献

Despite rapid urbanization across the Global South, identity politics within rural‐urban migrant communities remains understudied. Past scholarship is divided over whether village‐based ethnic divisions will erode or deepen within diverse poor migrant populations. I assess these divergent predictions through an ‘ethnographic survey experiment’ (N=4,218) among unique samples of poor migrants in India. Contra conventional expectations, I find intra‐class ethnic divisions are neither uniformly transcended nor entrenched across key arenas of migrant life. Instead, I observe variation consistent with situational theories predicting ethnic divisions will be muted only in contexts triggering a common identity among migrants. I pinpoint urban employers and politicians as these triggers. Poor migrants ignore ethnic divisions when facing these elites, who perceive and treat them in class terms. However, migrants remain divided in direct interactions with each other. These bifurcated findings imply poor migrants may be available for both class‐based and ethnic mobilization in the city.  相似文献

We offer a framework for analyzing the impact of monitoring—a commonly recommended solution to poor leadership—on the quality of democratically elected leaders in community organizations in low‐income countries. In our model, groups may face a trade‐off between leader ability and effort. If the group's ability to monitor the leader is low, then the leader may exert too little effort. A higher level of monitoring increases leader effort, raising the value of the public good. However, more intense monitoring may also drive higher‐ability members to opt out of candidacy, reducing public‐goods value. The result is an inverted U‐shaped relationship between the level of monitoring and the value of the public good. The trade‐off between leader effort and ability, however, only exists in the presence of sufficient private‐income opportunities. These predictions are assessed using original data gathered from Ugandan farmer associations.  相似文献

Using the case study of Oklahoma and a recently developed econometric technique, we examine the impact of right‐to‐work (RTW) laws on state‐level labor market outcomes. Our results show that the passage of RTW laws in Oklahoma decreased private sector unionization rates. Several other state outcomes including total employment rate and private sector average wages, on the other hand, were not affected by RTW laws. The findings for the private sector generally carry over to the manufacturing sector.  相似文献

How can democracies satisfy citizens' demands for legitimate decision making? This article reports findings from a randomised field experiment designed to mimic decision making in large‐scale democracies. Natural collectives of individuals with a shared history and future (high school classes) were studied. They were asked to make a decision about how to spend a sum of money under arrangements imposed by the researchers and distributed randomly across classes. Within this setting, empirical support for three ideas about legitimacy enhancing decision‐making arrangements is tested: participatory constitution‐making; personal involvement in the decision‐making process; and fairness in the implementation of arrangements. Throughout the analyses it was found that personal involvement is the main factor generating legitimacy beliefs.  相似文献

I conduct a statewide experiment in Michigan with nearly 50,000 high-achieving high school seniors. Treated students are mailed a letter encouraging them to consider college and providing them with the web address of a college information website. I find that very high-achieving, low-income students, and very high-achieving, minority students are the most likely to navigate to the website. Small changes to letter content affect take-up. For example, highlighting college affordability induces 18 percent more students to the website than highlighting college choice, and 37 percent more than highlighting how to apply to college. I find a statistically precise zero impact on college enrollment among all students who were mailed the letter. However, low-income students experience a small increase in the probability that they enroll in college, driven by increases at four-year institutions. An examination of persistence through college, while imprecise, suggests that the students induced into college by the intervention persist at a lower rate than the inframarginal student.  相似文献

As environmental regulations increase, industry associations play a growing role in representing their respective members. This role has been documented in many industrialized countries but less so in emerging economies. In this study, we investigate the level of corporate environmentalism exhibited by member firms of two industry associations operating in Trinidad and Tobago. Using a two-stage Heckman regression that corrects for the endogeneity introduced by self-selection bias in the evaluation of voluntary choices, our findings indicate that firms that are members of the foreign-originated American Chamber of Commerce of Trinidad and Tobago appear to show stronger corporate environmentalism than those belonging to the locally formed Chamber of Commerce. Enhanced institutional pressures from these respective industry associations, peers and competitors within associations, access and exposure to best practices, networking opportunities and service bundling may explain these differences. These results suggest that environmental policy makers in emerging economies may be able to leverage foreign-originated industry associations to promote stronger corporate environmentalism. Policy makers may need to consider how to encourage local chambers to emulate the some of the institutional conditions of foreign-originated ones.  相似文献

In the study of deliberation, a largely under‐explored area is why some participants polarise their opinion after deliberation and why others moderate them. Opinion polarisation is usually considered a suspicious outcome of deliberation, while moderation is seen as a desirable one. This article takes issue with this view. Results from a Finnish deliberative experiment on immigration show that polarisers and moderators were not different in socioeconomic, cognitive or affective profiles. Moreover, both polarisation and moderation can entail deliberatively desired pathways: in the experiment, both polarisers and moderators learned during deliberation, levels of empathy were fairly high on both sides, and group pressures barely mattered. Finally, the low physical presence of immigrants in some discussion groups was associated with polarisation in the anti‐immigrant direction, bolstering longstanding claims regarding the importance of presence for democratic politics.  相似文献

In the 2002 election, candidates for Pakistan’s federal legislature had to possess at least a bachelor’s degree. This policy disqualified 60 out of the 207 incumbent legislators from running for election again. Using a difference-in-differences approach with panel data on all electoral constituencies in Pakistan, I find that this ballot access restriction does not affect political competition across all constituencies with disqualified incumbents equally. Stronger political competition is defined as a larger number of candidates contesting election, a smaller vote share and vote margin for the winning candidate, and a less concentrated candidate field, as measured by a Herfindahl–Hirschman index (HHI) of vote shares. Competition declined significantly in constituencies where the disqualified incumbent belonged to a small party and where literacy levels were lower (signifying a smaller pool of substitute candidates). However, political competition increased in areas where the disqualified incumbent was stronger in terms of his winning vote margin.  相似文献

Are elections in autocracies a curse for incumbents? Using panel data from village elections in China, the OLS regression shows that introducing competitive elections has a relatively small effect on the removal of autocratic incumbents. However, the effect becomes much larger when the endogenous timing is instrumented with the passage of provincial election laws and village-specific election cycles. Additional evidence also suggests that removing incumbents through competitive elections enhances local governance. I interpret these results as suggesting that political selection matters in electoral autocracies.  相似文献
