Researchers suggest that inequity and disparities in public participation in the policy‐making process will go hand in hand unless public managers and community leaders are attentive to these concerns when they are designing participation opportunities. Previous research has considered how the design of participatory opportunities can address inequity, but it has provided few insights into what is behind design choices. This article provides a theoretical framework that links public managers' and community leaders' perspectives on their own political efficacy and sources of their efficacy, yielding four types of “designers.” The research hypothesizes that these types have different narratives of social equity in participation that affect their design choices. Data from more than 100 public managers and community leaders provide preliminary support for these relationships. Findings suggest that inequitable public participation will persist unless designers consider what is behind their choices, focusing first on understanding the problem setting, or their narrative of equity in public participation.  相似文献

A systematic review of the public administration literature on public engagement and participation is conducted with the expressed intent to develop an actionable evidence base for public managers. Over 900 articles, in nine peer‐reviewed public administration journals are screened on the topic. The evidence from 40 articles is classified, summarized, and applied to inform the managerial practice of activating and recruiting the participation of the public in the affairs of local governance. The review also provides brief explanation on how systematic reviews can fill a need in governance from the evidence‐based management perspective.  相似文献

With the resurgent interest in coproduction, questions arise around who joins with government in coproducing services and why. This article reports an exploratory study of these questions using data from Atlanta, Georgia. To guide the research, the article first proposes a set of hypotheses on involvement in coproduction based on theories of political participation, where psychological motivations and social factors dominate, and citizen‐initiated contacting, where perceived needs for public services are usually primary. The hypotheses are tested using survey data on the engagement of 797 neighborhood organization participants in various forms of local coproduction in Atlanta. The findings provide some support for both theories along with evidence for significant idiosyncratic variations suggested by neither theory. A concluding section considers implications of the findings for future research and for public management.  相似文献

In recent years, interest has grown in promoting and employing “evidence‐based policymaking.” This has been accompanied by an increase in available information about the performance of public policies. While existing research concludes that evidence about “what works” rarely prevails in democratic politics, it is inconclusive about which conditions affect the relevance of such evidence in decision‐making processes. This article aims first to clarify these conditions, and second, to present empirical findings from two case studies of road safety policy revision. The findings show how the creation and diffusion, as well as the political context, affect the role evidence plays in legislative policy revision in Switzerland.  相似文献

Evidence‐based management is on the rise as a strategy to promote more rational decision‐making and effectiveness in governance and public service delivery. To understand how widespread the use of evidence is among managers in various settings, and why evidence is emphasized more in some settings than others, it is necessary to have a good measure of the use of research and evidence in management decision‐making. This article reports on the development and testing of a new multi‐item scale, Norm of Evidence and Research in Decision‐making (NERD), that can be used across organizational and functional settings to assess evidence‐based management practices within an agency. The results indicate that the scale is internally consistent (reliable) and that it correlates with criteria of the underlying construct (valid). The article concludes with a discussion of the potential utility of the scale for advancing research and understanding about the use of evidence by public and nonprofit managers.  相似文献

Developing ways to bridge the long‐recognized gap between researchers and policy makers is increasingly important in this age of constrained public resources. As noted by recent scholarship, progress toward evidence‐informed policy making requires both improving the supply of research that is reliable, timely, and relevant to the policy process and promoting demand and support for this information among decision makers. This article presents a case study of the Pew‐MacArthur Results First Initiative, which is working in a growing number of state and local governments to build systems that bring rigorous evidence on “what works” into their budget processes and to support its use in resource allocation decisions. The initiative's experience to date is promising, although creating lasting and dynamic evidence‐based policy‐making systems requires a long‐term commitment by both researchers and policy makers.  相似文献

Governance scholars have long championed the adaptive utility of decentralized management institutions, in part due to their ability to bring diverse stakeholders into decision‐making processes. However, research into the link between decentralization and participation often looks at policy design but bypasses important system feedbacks that shape sustained participation over time. To paint a more robust picture detailing how decentralization and participation are related, this paper uses a complex systems framework to explore interacting structural, operational, and cultural components of decentralized wildlife governance institutions in the United States and Botswana. Through this comparative analysis, I argue that the landscape of public participation in decentralized governance institutions appears to be significantly impacted by three factors: 1) how decentralization processes occurred, 2) where in the process of decision making participation is situated, and 3) perceptions of power distribution between groups with competing interests.  相似文献

The concept of expectancy on which many of the theories of workplace incentive programmes are based, claims that when employees are given a particular level of motivation, it will result in some level of performance. The general perception in Ghana is that public sector employees do not perform as efficiently as private sector workers because they lack incentives to do so. However, few studies have compared the incentive structures of the two sectors. Using empirical evidence from four telecom companies in Ghana, this article shows that the gaps between ‘state’ and ‘private’ have narrowed. Also, while incentive structures such as salary, fringe benefits and job (in)security are converging, critical performance management processes like employees' participation in decision‐making, performance appraisal, monitoring and credibility of sanctions are drifting apart. This article concludes that differences in performance between state and private companies may be explained by performance management processes and not incentive structures. It cautions that improved salaries and other office perquisites may not by themselves achieve organisational performance. Rather, incentives should be embedded in a broader approach through effective performance management processes. The information in the article is relevant to the ‘borderline’ part of the public sector under a deregulated environment. Copyright © 2007 John Wiley & Sons, Ltd.  相似文献

Abstract

The redevelopment of distressed public housing under the Urban Revitalization Demonstration Program, or HOPE VI, has laudable social, physical, community, and economic goals. Three public housing projects in Atlanta, Chicago, and San Antonio demonstrate the complexity and trade‐offs of trying to lessen the concentration of low‐income households, leverage private resources, limit project costs, help residents achieve economic self‐sufficiency, design projects that blend into the community, and ensure meaningful resident participation in project planning.

Although worthwhile and ambitious, HOPE VI cannot achieve all these goals. More of them can be achieved by developing strategies related to the strength of the local real estate market. To that end, the U.S. Department of Housing and Urban Development and public housing authorities must use the market‐based tools in the Quality Housing and Work Responsibility Act of 1998. Standards for improved physical design and resident participation and further research on critical supportive services for residents are also needed.  相似文献

A persistent criticism of policy analysis is that it undermines basic democratic institutions and processes by replacing public participation with expert analysis. Many decision makers shun broader participation because of the complexity of an issue or the cost, uncertainty, and delay often associated with public involvement. This article presents a model for the systematic inclusion of public input into relatively complex public policy decisions. It outlines two determinants of success in public participation efforts: the purpose for public involvement and the nature of the issue; furthermore, it applies the model to two issues in recent Utah history that have involved public participation. Using these principles, decision makers should be able to design and implement public participation strategies that both inform the public about substantive policy questions and improve the quality of the final decision.  相似文献

The public policy process in Australia is changing towards a more interactive, collaborative model, where governments seek to develop partnerships with civil society and private sector organisations to manage complex policy challenges. This article discusses research conducted into a project implemented by a Victorian government department that sought to involve stakeholders in addressing natural resource management issues in the agricultural sector. The research revealed that public administration practices associated with the new public management approach impeded the ability of the project to facilitate participation by diverse stakeholders in the decision‐making process. The article challenges the view that the discourse of collaboration and community engagement takes public administration down a constructivist path and suggests that agencies need to become reflexive about the way in which public administration practices are constitutive of the community engagement process if they are to facilitate genuine participation of other stakeholders.  相似文献

This article develops a better theoretical understanding of the linkage between the processes and outcomes associated with government‐organized public participation, including its potential to empower citizens in guiding administrative decisions. Special focus is given to those factors that shape the development and maintenance of the citizen–administrator relationship. To this end, the research examines the work of federally mandated citizen review panels and their interactions with state child protection agency administrators. Based on 52 in‐depth interviews conducted with citizens and administrators in three U.S. states, a grounded theory approach is employed to derive a series of testable theoretical propositions. The insights gained are of importance not only to public administration scholars but also to citizens and administrators who engage one another through formally organized channels of participation.  相似文献

This article argues that evidence, even when used politically, contributes to high‐quality democratic discourse. Research results on the use of evidence in referendum campaigns in Switzerland show that (1) evidence fosters discourse quality and shifts the focus away from politics to policy; (2) evaluations and basic research contribute positively to discourse, but not opinion surveys and statistics; (3) the participation of experts and administrative practitioners in discourse is crucial to make evidence available to the public; and (4) evidence is always used as a part of a narrative and can alter the constructed images used in a story. In conclusion, the implications for practitioners are discussed.  相似文献

Public and individual support for a policy is affected by how it is designed – that is, how eligibility is determined. This results in universal policies being more popular than contributions‐based policies, which in turn enjoy more public support than the selective kind. The literature on welfare attitudes have argued that this ‘policy design effect’ can be explained by a combination of self‐interest patterns, public perceptions of the recipient group and whether eligibility under the policy is perceived as fair or arbitrary. The explanations, however, lack micro‐level theory and testing as to why the design of a policy affects individual and public support. This article seeks to explain this policy design effect by theoretically outlining and testing how being proximate to recipients of a social benefit affects attitudes towards the benefit. A survey of attitudes towards spending on five social benefits in Denmark shows a large impact on attitudes from being proximate to recipients under selective policies, little or no impact from universal policies and a pattern that falls in‐between for the contributions‐based policy. This article thus provides micro‐level evidence for the different impacts on attitudes depending on the design of a policy, and a possible explanation for why the design impacts attitudes differently.  相似文献

This article seeks to put the “public” back in public values research by theorizing about the potential of direct citizen participation to assist with identifying and understanding public values. Specifically, the article explores eight participatory design elements and offers nine propositions about how those elements are likely to affect the ability of administrators to identify and understand public values with regard to a policy conflict. As public service motivation research grows qualitatively and quantitatively, some scholars question its appropriateness for international applications. This essay sets out a strategy of convergence for international research and measurement approaches. Studies that assess commonalities in public service motivation content internationally are analyzed in order to develop a broader conceptual and more operational definition as well as consequently a more universal public service motivation construct. Public service motives, according to this review, are based on self‐sacrifice and fall into three categories: instrumental, value‐based, and identification. The dimensions of the public service motivation construct are refined along the lines of attraction to public participation, commitment to public values, compassion, and self‐sacrifice. Researchers are urged to include all of its dimensions within their empirical studies to advance contemporary public service motivation studies.  相似文献

This article investigates the determinants of nonprofits' involvement in cogovernance, or the planning and design of public services, using a unique data set of park‐supporting nonprofit organizations in large U.S. cities. The results indicate that nonprofits are more likely to get involved in cogovernance when they are younger, larger, and operate in communities that are more resourceful and stable. In addition, the likelihood of nonprofits' involvement in cogovernance is negatively associated with the level of social capital and government capacity to provide corresponding public services. The article points to an emerging mode of government‐nonprofit collaboration that goes beyond the production and delivery of public services. As public managers face extensive challenges in sustaining the desired level of public services, these findings have important policy implications for efforts to promote citizen participation and cross‐sector solutions to complex social problems.  相似文献

ABSTRACT

Declining rates of public participation in the United States of America have raised questions about the sustainability and effectiveness of U.S. democracy. Some scholars have called for making democracy fun through the use of game design to make public participation more accessible. Using cultural discourse analysis, this study explores the locally situated communication practices of a civil society organization called Warm Cookies of the Revolution that seeks to (re)imagine U.S. democracy by making public participation fun. The research employs ‘fun talk’ – a specific communication practice within public participation – as an analytical unit and finds that fun talk served as a discursive hub of emotion with radiants of meaning connected to being, acting, and relating. In contrast to those who have argued fun democratic practices should employ game design to improve public administration, participants understood fun talk as a way to introduce them to civic affairs, form relationships with neighbours, and take action to improve their communities. The article discusses implications for theories of emotion and affect in civil society scholarship.  相似文献

Increased citizen participation is proposed to remedy democratic deficits. However, it is unclear whether such participation improves reason‐based discussions or whether it serves mainly as a safety valve for discontented citizens. To what extent does citizen‐initiated participation involve reason‐based arguments? This study examines citizens’ reason giving based on unique data on citizens’ contacts with local authorities in Sweden. It provides support for proponents of deliberative participation, as an unexpected amount of contacts provided reasons for clearly stated positions and invitations to a constructive dialogue with authorities. There is variation across issues. More conflictual issues involve fewer intentions to participate in a reasoned exchange of arguments. The study shows that citizens deliver more reason‐based input to democratic decision making when they prepare their position in groups than when they participate as individuals. Findings are preliminary but clearly illustrate the fruitfulness of widening the research agenda on civic engagement in politics and public administration.  相似文献

Municipalities ostensibly scale the ladder of e‐participation improvement to gain legitimacy. However, research has not yet addressed how e‐participation initiatives are affected by serious legitimacy concerns such as corruption. One municipal response to corruption is to use e‐participation offerings as a remedial effort to gain citizen trust, but window‐dressing strategies might also be used. In this article, the authors attempt to make sense of this ambiguity by hypothesizing that the effects of perceived corruption on e‐participation offerings depend on the type of e‐participation as well as the level of local social capital and local public accountability demand. Analysis of data from 104 municipal websites in South Africa between 2013 and 2017 reveals support for two moderation mechanisms: (1) a positive remedial response to corruption in the presence of strong social capital and (2) a negative avoidance response to corruption in the presence of high demand for accountability.  相似文献
