To what extent do party labels influence individuals’ policy positions? Much research has examined this question in the United States, where party identification can generate both in‐group and out‐group pressures to conform to a party's position. However, relatively little research has considered the question's comparative generalizability. We explore the impact of party labels on attitudes in Brazil, a relatively new democracy with a fragmented party system. In such an environment, do parties function as in‐groups, out‐groups, or neither? We answer this question through two survey experiments, one conducted on a nationally representative sample and another on a convenience sample recruited via Facebook. We find that both in‐ and out‐group cues shape the opinions of identifiers of Brazil's two main parties but that cues have no effect on nonpartisans. Results suggest that party identification can structure attitudes and behavior even in “party‐averse” electoral environments.  相似文献

Media, politicians, and reform proponents frequently assert that public sector organizations are inefficient and burdened by administrative procedures. But are negative stereotypes of the public sector reflected in people's perceptions of public service provision? Given the methodological challenges of isolating the perception of publicness from other factors related to public organizations, little is known about whether public organizations have a negative image. The authors use a survey experimental design to isolate the effect of publicness on perceptions of the performance of hospitals. The results suggest that public sector organizations have a negative image on productivity‐related aspects of performance but not on normative aspects of performance. As this article is a randomized experiment, it provides strong evidence regarding the causal nature of the relationship between publicness and perceptions of performance. Implications for researchers aiming to understand these mechanisms and for public managers concerned about the image of their organization are discussed.  相似文献

Recent studies find that defection from one's most preferred party to some other party is as common under proportional representation (PR) as it is in plurality systems. It is less elaborated how election‐specific contextual factors affect strategic vote choice under PR. This study looks at the impact of two potentially important contextual factors: parties’ coalition signals about cooperation with other parties (referred to as ‘pre‐electoral coalitions’) and polling information, which vary from one election to the next. The focus is strategic voting for smaller parties at risk of falling below an electoral threshold. The hypothesis is that parties that are included in well‐defined coalitions will benefit from strategic ‘insurance’ votes if the polls show that they have support slightly below the threshold. However, smaller parties that do not belong to a coalition would be less likely to benefit from insurance votes. Extensive survey experiments with randomized coalition signals and polls give support to the idea that a voter's tendency to cast an insurance vote depends on whether the polls show support below or above the threshold and whether the party is included in a coalition or not.  相似文献

An influential literature argues that corruption behaves as a self‐fulfilling prophecy. Its central claim is that the individual returns to corruption are a function of the perceived corruptibility of the other members of society. Empirically, this implies that if one were to exogenously increase beliefs about societal levels of corruption, willingness to engage in corruption should also increase. We evaluate this implication by utilizing an information experiment embedded in a large‐scale household survey recently conducted in the Gran Área Metropolitana of Costa Rica. Changes in beliefs about corruption were induced via the random assignment of an informational display depicting the increasing percentage of Costa Ricans who have personally witnessed an act of corruption. Consistent with the self‐fulfilling prophecy hypothesis, we find that internalizing the information from the display on average increased the probability that a respondent would be willing to bribe a police officer by approximately .05 to .10.  相似文献

This article tests the effect of accountability on negotiation outcomes in a face‐to‐face classroom experiment. Student participants were asked to form coalitions in groups of three. In the treatment condition, negotiators were held accountable by a personal forum during the formation of the coalition. In the control condition, negotiators were not held accountable. Results show that accountability leads to lower group performance in coalition negotiations. Accountability also reduced the willingness of negotiators to include all negotiators in a “grand coalition.” Rather, accountable negotiators reached agreement with a subset of negotiators. Accountability increased the odds of reaching no agreement. These findings challenge the idea of increased performance as a result of public accountability in the context of coalition negotiations.  相似文献

Refugee and labour immigration have placed the issue of immigrants’ access to welfare benefits high on the political agenda. This article explores how voter preferences for increases in the child benefit change when respondents are reminded about immigrants’ access to benefits. The survey experiment shows that information about newly arrived immigrants’ access to child benefit has only a small impact on support for increasing the child allowance. By contrast, information about labour migrants’ access to benefits for children living in another European Union country has a strong impact, and the observed sensitivity to this cue is not to the same extent confined to respondents who otherwise support welfare dualism.  相似文献

Employees with higher public service motivation (PSM) are likely to perform better in public service jobs. However, research on how practitioners may capitalize on this knowledge is sparse. This article expands the understanding of how to activate employee PSM, which is understood as a human resource that is present in the work environment. Using a randomized survey experiment with 528 law students, this article shows how low‐intensity treatments may activate PSM and how the effect of PSM activation efforts compares with efforts to activate another, less self‐determined type of motivation (relating to the need for feelings of self‐importance). The findings are robust and suggest that low‐intensity efforts to activate PSM have a positive effect on an individual's behavioral inclinations. However, efforts toward the activation of motivation relating to feelings of self‐importance appear to engender an effect of similar size.  相似文献

Voting May Be Habit-Forming: Evidence from a Randomized Field Experiment   总被引:1,自引:2,他引:1  
Habit is a frequently mentioned but understudied cause of political action. This article provides the first direct test of the hypothesis that casting a ballot in one election increases one's propensity to go to the polls in the future. A field experiment involving 25,200 registered voters was conducted prior to the November general election of 1998. Subjects were randomly assigned to treatment conditions in which they were urged to vote through direct mail or face-to-face canvassing. Compared to a control group that received no contact, the treatment groups were significantly more likely to vote in 1998. The treatment groups were also significantly more likely to vote in local elections held in November of 1999. After deriving a statistical estimator to isolate the effect of habit, we find that, ceteris paribus, voting in one election substantially increases the likelihood of voting in the future. Indeed, the influence of past voting exceeds the effects of age and education reported in previous studies.  相似文献

Today, most Americans dislike the news media as an institution. This has led to considerable debate about why people dislike the media and how their public standing could be improved. This paper contributes to this literature by using a survey experiment to test the effect of several different considerations on evaluations of the media. It finds, consistent with the broader literature on political persuasion, that elite partisan opinion leadership can powerfully shape these attitudes. Additionally, it finds that tabloid coverage creates antipathy toward the press regardless of predispositions and that horserace coverage has a negative effect on opinions among politically aware citizens on both sides of the political spectrum. Contrary to some claims in the literature, this study finds no detectable effect of news negativity.  相似文献

Constitutional and institutional reform is occurring at an impressive rate throughout the world. To explain the dynamics of reform the scholarly literature has focused almost exclusively on political elites. Analyses of the role played by public opinion in the constitutional reform process have been largely missing. This study takes an initial first step toward understanding the role played by public opinion through an analysis of public understanding of selected constitutional reform issues in Argentina. The evidence indicates that the Argentine public has a fairly sophisticated understanding of the issues involved in constitutional reform. This finding suggests that current elite-based explanations of constitutional and institutional reforms are incomplete. The article also provides a point of departure for future studies of the complex elite-mass interaction that occurs during reform.  相似文献

Poland's major post-Communist party, the SLD, was an electorally successful legacy party during the 1990's. An analysis of Polish National Election Studies data and data from a separate study of new firm creation in Poland indicates their success was built on two important and related factors. One is the growth of new firms, which stimulated the growth of a centrist constituency who voted for parties supporting economic reforms. Second, the SLD adapted to this constituency by themselves becoming more economically liberal, as documented by Grzyma?a-Busse (2002). A conditional logit model of voter choice in the 1997 and 2001 elections relates votes to the distance between voters' preferences on economic policies and the positions of the competing parties. From this analysis we estimate that if the SLD had remained an ideological non-reformist party as did the KS?M in the Czech Republic and the CPRF in Russia it would have been a far weaker party as measured by vote and seat shares. Without the new firm creation, an ideological SLD cum KS?M could have been electorally successful as was the CPRF. The paper concludes by contrasting the the Polish, Czech and Russian post-Communist parties and extending the implications of the results to other developing and industrial economies faced with the need for structural change.  相似文献

Much of the literature on political behavior in Africa’s new semi-democracies has treated partisan affiliation as weak, purely pragmatic, or a proxy for other, more meaningful identities such as ethnicity. In this article, I dispute these conceptions by demonstrating that partisanship in an African context, like partisanship in established democracies, is a psychologically meaningful identity that can inspire voters to engage in motivated reasoning. By combining survey data with an original dataset of objective indicators of local public goods quality in Uganda, I show that supporters of the incumbent president systematically overestimate what they have received from government, while opposition supporters systematically underestimate. Partisan support precedes, rather than results from, this mis-estimation. I also show that partisans of the incumbent (opposition) are significantly more (less) likely to attribute any bad outcomes they observe to private actors rather than the government. I argue that these findings are consistent with the predictions of social identity theory: the conflict that marked many African political transitions, and the mapping of African parties onto existing social cleavages, are sufficient conditions for the creation of strong political-social identities like those that characterize partisanship in the West. My findings indicate that Africanists should take partisanship seriously as a predictor of political behavior and attitudes.  相似文献

Autocrats depend on a capable secret police. Anecdotal evidence, however, often characterizes agents as surprisingly mediocre in skill and intellect. To explain this puzzle, this article focuses on the career incentives underachieving individuals face in the regular security apparatus. Low-performing officials in hierarchical organizations have little chance of being promoted or filling lucrative positions. To salvage their careers, these officials are willing to undertake burdensome secret police work. Using data on all 4,287 officers who served in autocratic Argentina (1975–83), we study biographic differences between secret police agents and the entire recruitment pool. We find that low-achieving officers were stuck within the regime hierarchy, threatened with discharge, and thus more likely to join the secret police for future benefits. The study demonstrates how state bureaucracies breed mundane career concerns that produce willing enforcers and cement violent regimes. This has implications for the understanding of autocratic consolidation and democratic breakdown.  相似文献

In accordance with social exchange theory, prominent streams of management research emphasize the importance of reciprocal exchange relationships between organizations and their employees. When employees perceive themselves as supported by the organization, they reciprocate with increased work motivation. However, we do not know how this knowledge can be developed into management initiatives that increase public employees’ perceived support, because severe endogeneity problems make it difficult to estimate the effect of organizational support on employee commitment outside the laboratory. We use a randomized field experiment involving more than 800 public employees to estimate the effect. We find no average effect of the organizational support treatment on the employees’ perceived organizational support. Yet, a subgroup analysis shows a positive treatment effect when the employees’ local front‐line managers felt less supported prior to the intervention. Does partisan conflict damage citizens’ perceptions of Congress? If so, why has polarization increased in Congress since the 1970s? To address these questions, we unpack the “electoral connection” by exploring the mass public's attitudes toward partisan conflict via two survey experiments in which we manipulated characteristics of members and Congress. We find that party conflict reduces confidence in Congress among citizens across the partisan spectrum. However, there exists heterogeneity by strength of party identification with respect to evaluations of members. Independents and weak partisans are more supportive of members who espouse a bipartisan image, whereas strong partisans are less supportive. People with strong attachments to a political party disavow conflict in the aggregate but approve of individual members behaving in a partisan manner. This pattern helps us understand why members in safely partisan districts engage in partisan conflict even though partisanship damages the collective reputation of the institution.  相似文献

Do better‐informed people vote more? Recent formal theories of voter turnout emphasize a positive effect of being informed on the propensity to vote, but the possibility of endogenous information acquisition makes estimation of causal effects difficult. I estimate the causal effects of being informed on voter turnout using unique data from a natural experiment Copenhagen referendum on decentralization. Four of fifteen districts carried out a pilot project, exogenously making pilot city district voters more informed about the effects of decentralization. Empirical estimates based on survey data confirm a sizeable and statistically significant causal effect of being informed on the propensity to vote.  相似文献

One of the most prominent claims to emerge from the field of public opinion is that citizens can vote for candidates whose issue positions best reflect their own beliefs even when they cannot remember previously learned stances associated with the candidates. The current experiment provides a unique and powerful examination of this claim by determining whether individuals with profound amnesia, whose severe memory impairments prevent them from remembering specific issue information associated with any particular candidate, can vote for candidates whose issue positions come closest to their own political views. We report here that amnesic patients, despite not being able to remember any issue information, consistently voted for candidates with favored political positions. Thus, sound voting decisions do not require recall or recognition of previously learned associations between candidates and their issue positions. This result supports a multiple memory systems model of political decision making.  相似文献
