PRD politicians and officials widely use clientelism to structure their relationships with citizens. This is due not only to the entrenchment of clientelism in Mexican politics or to high rates of poverty and inequality, but also to the limited institutionalization of democratic rules inside the party. The last stems largely from the party's electoral strategy in its formative years, and has resulted in uncontrolled factional battles that play out through clientelism. The Brazilian PT faced external and internal conditions quite similar to those of the PRD, but its early focus on organization building and policy change allowed it to avoid clientelism to a greater degree. This analysis problematizes the trend of using minimalist definitions that assume clientelism to be nondemocratic because these approaches result in conceptual stretching and decreased explanatory power.  相似文献

This article explores practices of political clientelism in a native village in Mexico City during recent elections (2006, 2012), aiming to create more conceptual clarity and to demonstrate the usefulness of ethnographic approaches. Seen from the clients' and the brokers' perspective, political clientelism and vote buying are two different practices, carried out in different ways, with different degrees of legitimacy. The problem‐solving network studied here bridges the gap between the citizen and the state, while the political operators hope to be rewarded with public employment. In this case, one candidate‐patron changed parties a few months before the 2012 elections, and the electoral statistics provide indications of the numerical effectiveness of his clientelist network. Multiparty competition, instead of undermining clientelist practices, appears to “democratize” them.  相似文献

The article investigates the citizenship practices of urban Aymara in a neighbourhood of El Alto, Bolivia, through an examination of the municipal elections of December 1999. Using ethnographic methods, I focus on the instrumental and affective sides of clientelism, a central feature of Bolivian elections. I argue that clientelism is a part of citizenship practice, a means of engaging with the state in the person of the politician. A majority of the Bolivian population are marginalised from the oligarchic mestizo system of government, as represented by the traditional political parties. However, at local level, and especially during election campaigns, there is more permeability, and this article sees clientelism as a set of strategies through which citizens attempt to make politics, and politicians, more representative and responsive.  相似文献

The potential democratizing effect of political decentralization reforms has been a matter of substantial theoretical and empirical debate. This article analyzes the effect of local democratic institution building on the political attitudes and behavior of citizens living in small towns in Uruguay. More specifically, using a natural experiment design, this research seeks to establish the causal impact of recently established elections of local authorities on individuals' political engagement. It develops a comparative case study analyzing the consequences of this institutional innovation in two towns. It shows that individuals from the town where citizens have the opportunity to elect their local authorities have more positive attitudes toward politics than those from the town without such elections.  相似文献

The latest president in Latin America to adopt social funds on a large scale as an integral part of his government program has been Hugo Chávez Frías of Venezuela. Based on the literature on clientelism and social funds in Latin America, this article finds that Venezuela's latest experiments with social funds were influenced by political variables. It uses empirical data from the distribution of resources for some of the subnational misiones programs to show how, given increased levels of electoral competition and weak institutional constraints, the government used these funds clientelistically, even while distributing oil income to the very poor. Chávez's misiones served two very different purposes: to manipulate the political context and to distribute funds directly to the low-income population.  相似文献

In May 2014, municipal and regional elections were held in Greece, concurrently with European elections. This was the first electoral test after the 2012 twin earthquake elections, which marked the beginning of a radical restructuring of the Greek political system. The fragmentation and inconsistency of voting behaviour across different polls in 2014 indicate that Greek politics remains in a transitional phase whose final outcome is still contested. Other characteristics of the elections, including the high proportion of independent candidates, the radical renewal of political personnel and the emergence of Berlusconism in two major municipalities, underline the continuing lack of legitimacy of the political system.  相似文献

An American political scientist surveys local political reforms in Russia as they were proposed in 1988-1989 and implemented in 1990-1991. Using the city and provincial governments of Yaroslavl' as a case study, the author examines whether old political elites have shown themselves capable of adapting to the new political rules and retaining influence over local decision making. The paper then assesses differences in the strength of this influence in rural and urban areas and consequences of the power struggle between old and new political elites for Russian President Yel'tsin's reform program. This article examines clientelism in Iraq as a case study of one form of corruption. Iraq is an unusual case of corruption, because a key feature of Iraq's corrupt environment is an institutionalised factional political system based on sectarian quotas. The article explores the many links between clientelism and political factionalism, discussing whether clientelism arose because of factionalism, or whether factionalism merely determines the ways that clientelism currently operates in Iraq. Using fieldwork data, the findings show there are two distinct levels of clientelism in Iraq, both of which are linked to political factions: the individual level and the organisational level. First, clientelism at the individual level entails the elites of many political factions regarding ‘money politics’ as a means of influence in Iraq/Kurdistan by buying people's affiliations and thereby governing people. Second, clientelism at the organisational level entails that the spoils of political office are shared out among the elites of the political factions in a proportionate fashion. The article concludes that clientelism is a form of political rather than economic corruption; and that while there may be some immediate value in clientelism, its long-term harm outweighs its short-term value.  相似文献

For the past 30 years, Chilean unionism has been shrinking. Through a comparison of the membership trajectories of 26 unions in two firms between 1990 and 2004, this article explains why some unions defied this trend and how their success affected overall union density in their firms. It argues that the unions that experienced the most favorable membership outcomes were those that, at key junctures of firm restructuring, earliest or most aggressively established a partnership relationship with management. However, in a context of great labor weakness, these cases of union accommodation took the form of exclusive patron‐client exchanges, which exacerbated collective action problems and further eroded union density.  相似文献

Clientelist systems vary, and this variation influences the adoption and evolution of conditional cash transfer (CCT) programmes. We find that vertically integrated, corporatist clientelism in Mexico and more locally oriented, bossist clientelism in Brazil differentially shape the choices of governments to turn piecemeal, discretionary CCTs into more expansive and secure benefits.  相似文献

This article analyzes the relationship between clientelism and citizens' political orientation in Latin America. Consistent political perceptions in the citizenry are central in traditional theories of political competition. This article argues that clientelism hinders the development of consistent political orientation by reducing the utility of information cues, such as left‐right labels. More specifically, clientelistic parties generate indifference among their supporters toward the left‐right divide by offering them an alternative voting rationale, and increase uncertainty in the political realm by making left‐right labels less meaningful. Both arguments are tested with multilevel regression analyses using cross‐sectional data covering 18 Latin American countries. The results indicate that clientelistic party supporters are more likely to show indifference toward the left‐right dimension and, to a lesser extent, that their left‐right orientation corresponds less with their political attitudes.  相似文献

This article shows that the institutional design of Argentine federalism allows for differences in the protective scope of the provincial domestic violence laws. It holds that the broad legislative capacities of subnational districts enable the working of political and social local factors, which, in turn, determine heterogeneity in these laws’ protective scope. It analyzes, compares, and measures 37 laws on domestic violence sanctioned between 1992 and 2009. It advances a methodology to measure their differences and it evaluates the impact local factors have on legal variations across jurisdictions. The article shows that the protective scope of these laws is determined by the intensity of the local electoral competition and by the strength of women's organizational capacity. Results also show that time matters insofar as it allows for the diffusion of more protective laws.  相似文献

In the 1980s and 1990s, economic crisis produced ideological convergence in many Latin American party systems. Much scholarship explores how this convergence frequently provoked system change that enabled renewed ideological differentiation, but little research examines instances where convergence persisted without destabilizing the system. Through comparative historical analysis of Dominican continuity amid regional change, this study identifies factors that sustain or challenge party systems. Then, through analysis of Americas Barometer surveys, it assesses the causal mechanisms through which these factors shape support for the traditional Dominican parties. The findings demonstrate that maintaining programmatic and clientelist linkages facilitates continuity. In addition, the article argues that the threats political outsiders pose to existing party systems are constrained when people excluded from the system are divided and demobilized. In the Dominican case, Haitian immigration divides the popular sector while Dominicans abroad sustain ties to the parties, with both migration flows facilitating party system continuity.  相似文献

A range of empirical studies has shown that candidates' physical attractiveness can substantially influence the outcome of political elections. This applies to different countries, different electoral systems, and different levels of political systems, and equally affects simple direct or list candidates and front-runners. However, no previous investigation using actual election results has been made into whether candidates' attractiveness also has an effect under the conditions of a presidential electoral system. Theoretical reasons can be formulated that suggest attractiveness is ineffective under these circumstances. In order to clarify this point empirically, we analysed the 2009 North Rhine-Westphalia mayoral elections. Yet the results of the analyses clearly show that candidates' attractiveness has a substantial influence. Taking into account earlier findings, the influence of physical attractiveness in political elections appears to be resistant, to a large degree, to varying constraints.  相似文献

This study uses a micro set of Chinese city-level data to understand the varying choices taken by municipal officials in their distribution of a minimum livelihood scheme. It explores the variation in the apportionment of allowances offered to disparate types of poor groups in poor versus wealthy cities. The paper argues that in China, where profits, modernisation, competition and globalisation have become significant to leaders at all levels, there is a logic undergirding welfare allocation that has nothing to do with the calculus that spurs its delivery in democracies, and yet that is more nuanced than stylised models of dictatorship/authoritarianism presume. The paper also demonstrates that, where lower echelons of governmental administration have the authority to make rules about the rationing of social assistance, urban finances appear to have an impact upon (or at least to correlate with) administrators’ allocational decisions to groups among the poor. This influence of municipal financial health is exerted directly in the case of poor places, by enticing officials to attempt to save on funds; it also seems to operate indirectly in wealthier municipalities, by disposing richer cities’ authorities to design their urban areas as showcases, in the hope of attracting tourism and foreign investment.  相似文献
