The texts of surfing have been largely neglected in serious cultural commentary. Surfing, as with other texts in popular culture, cannot be adequately explained through the deployment of existing theoretical and analytical paradigms. We must move beyond de Certeau's psychoanalysis and Fiske's semiotic essentialism in order to explain satisfactorily the ideo‐political and consumer dimensions of textual surfing.  相似文献

This article examines the experience of political, social and cultural rights for Malaysia's ethnic minorities. Using a survey method, our research finds that while Malaysia has made substantial economic progress, lack of attention to political, social and cultural rights for ethnic minorities in Malaysia has meant that ethnic minorities have become increasingly dissatisfied with their experience of citizenship. Experiences of institutional and social discrimination within Malaysia's ethnically differentiated model of citizenship are common. Such experiences can lead to low levels of confidence in Malaysia's national institutions and have the capacity to undermine the kind of political support that is necessary for good governance and national stability.  相似文献

Abstract

From the late 1960s through the 1980s, Puerto Ricans developed a movement in California in support of Puerto Rico's political independence that allied itself with Anglos, African Americans, Chicanos and other Latinos. These alliances were strategic in extending the influence of the movement in solidarity with Puerto Rico's struggle beyond the relatively small and geographically dispersed Puerto Rican population in California. These implicit and explicit political alliances with other sectors led to an interesting ideological and cultural exchange between radical Puerto Rican organizations and these groups. These notes initiate an exploration of this period, through the oral histories of some of the participants in this movement. The focus of the initial exploration is on those who were in positions of leadership and influence in Northern and Southern California within the radical politics of the Puerto Rican Socialist Party—at the time, the main Puerto Rican socialist organization in Puerto Rico and the US.  相似文献

The constitution of a European demos with a collective identity is one of the preconditions for adjusting the legitimacy problem of the European Union (EU). The analysis attempts to clarify empirically whether there is sufficient commonality regarding Europeans' political value orientations to substantiate a collective identity. Particularly in view of the European Union's eastward enlargement, the question arises whether widespread cultural heterogeneity in Europe allows the formation of a European demos at all. In Europe we can identify a West-East axis of political value orientations. Democratic attitudes decrease the further to the East while at the same time there is an increase in etatist orientations. Thresholds can be observed which distinguish Western European countries on the one hand and Central and Eastern European countries on the other. Within the group of Central and Eastern Europe a further distinction can be made between the three Slavic republics of the former Soviet Union and the rest of the countries. These findings support Huntington's theory of civilisations.  相似文献

Three decades of government budget cuts have placed significant financial pressure on Australia's cultural institutions. Institutions are increasingly trying to attract non‐government funding to fulfil their legislative mandates to collect, maintain, and exhibit Australian and international art, to educate and inform the public, and preserve Australia's political, social, and cultural history. Evidence suggests that, despite these efforts, sources of funding have not changed significantly. Budget cuts are impacting a range of areas including acquisitions, preservation, digitisation, as well as limiting access to researchers and the public. This paper concludes that a public review of the roles played by cultural institutions is required, including consideration of the level of public funding provided. To do otherwise is to ignore the importance of Australia's cultural heritage.  相似文献

The article explores the mothering work of a group of Kurdish women in London as enactments of citizenship. Rather than focusing on their integration, it foregrounds the migrant mothers' ability to disrupt hegemonic citizenship narratives and bring into being new political subjects. They co-construct diasporic citizenship, through their mothering work, producing their children's cultural identifications as both British and Kurdish. These identifications are contingent, involving intra-ethnic contestations of legitimate Kurdish culture. Kurdish migrant mothers' cultural work is not simply about making nation state citizens. By giving meaning to cultural continuity and change, the mothers reference multiple levels of belonging (local, national and diasporic) which challenge state boundaries. The article shows that although mothers play a key role in constructing their children's cultural identities and their articulation in ethnic and national terms, they also contest the meaning of ethnic minority cultural practices and group boundaries, potentially disrupting hegemonic narratives of good citizenship as ethno-national.  相似文献

Indicator systems to report on concepts such as sustainability and progress have become a key policy response by governments to concerns over environmental degradation and social and economic instability. When developed by a national bureau, public service imperatives suggest that concepts such as ‘sustainability’ and ‘progress’ should be addressed without offending the ideology of political actors. We offer a case study of the Australian Bureau of Statistics (ABS) Measures of Australia's Progress (MAP) indicator system. The ABS has chosen to avoid offering a clear definition of what progress means, or a conceptual framework linked to a definition to explain the selection of indicators. ‘Progress’, however, is a socially defined, normative concept. Such concepts cannot be understood without reference to cultural and political processes. By seeking to avoid a perception of cultural or political bias the ABS has limited MAP's capacity to measure progress. We conclude with suggestions on how MAP might be improved.  相似文献

This article reviews existing literature on the construction of cultural citizenship, and argues that cultural citizenship expands the concept of ‘citizenship’, promotes citizens' consciousness and ensures the protection of minority rights. Since the 1990s, three cultural policies have arisen related to cultural citizenship in Taiwan: ‘Community Renaissance’, ‘Multicultural Policy’ and the ‘Announcement of Cultural Citizenship’. ‘Cultural citizenship’ has expanded the concept of citizenship in two ways. First, it has led to the consideration of the minority rights of Taiwanese indigenous peoples, the Hakkas, foreign brides and migrant workers in ‘citizenship’; and second, it has placed emphasis on ‘cultural rights’ in addition to civil rights, political rights and social rights. This article begins by exploring what approach to cultural citizenship is used in cultural policy, and what approach is suitable for practising cultural citizenship in Taiwan. I argue that minority groups practise their cultural rights with the public participation of Community Renaissance. Taiwan's case bears out Stevenson's view: a society of actively engaged citizens requires both the protection offered by rights and opportunities to participate. Finally, this article shows the challenges and contradictions of cultural citizenship in Taiwan: the loss of autonomy and the continuation of cultural inequality.  相似文献

Julien Freund (1921–93) was a French sociologist and political theorist who taught at the University of Strasbourg in the 1960s and 1970s. Although he is the author of over two dozen books, Freund remained throughout his lifetime something of a marginal figure in his own country. Yet, strangely, Freund is now receiving more scholarly attention in France than ever before. The question is why? This paper attempts to provide an answer by looking at Freund's attempt to establish an alternative intellectual canon in France that was heavily indebted to the German tradition of political realism. The story begins with Freund's early relationship with Raymond Aron, and suggests, perhaps provocatively, that Freund is responsible for luring Aron back into his studies on Max Weber dating from the 1930s. It then moves on to explore Freund's relationship with Carl Schmitt. Freund became Schmitt's closest French friend and, for forty years, exhibited a veritable obsession with disseminating Schmitt's work in France. Finally, it suggests that recent attempts by those who wish to place Freund within a current tradition of French liberalism are mistaken. Instead Freund must be placed within a German Neue Rechte context, and specifically his desire to introduce the German tradition of political realism into France. In the end the article argues that the French Nouvelle Droite—with its stress on the cultural and ethnic foundations of the nation-state—pushed Freund's political thought in a decidedly anti-liberal and seemingly pseudo-fascist direction.  相似文献

Malaysia's development trajectory has been comparatively successful, and the country arguably represents another example of the 'Asian developmental state'. However, when examined more closely, the Malaysian development experience is a deviation from the ideal-type 'East Asian success model', in that it occurred in the context of a predominantly Islamic cultural background, marked ethnic-religious heterogeneity,a relatively democratic political system, a strong reliance on FDI, abundant natural resources and a confined state autonomy. This article puts the Malaysian puzzle into perspective by giving a holistic account of the country's success against all odds and by applying an analytical framework centred on the concepts of embedded state autonomy and sociopolitical legitimacy. It is concluded that Malaysia's distinctive social, political and economic features constitute a web of countervailing forces that evolved into a positively self-reinforcing, if sometimes precarious, system of socio-economic reproduction.  相似文献

ABSTRACT

Notwithstanding the endemic failure of extreme-right parties in Britain, the British National Party (BNP) observed a period of electoral growth in the 2000s. After the election of several city councillors nationwide, the BNP experienced an electoral breakthrough in the national ballot of the 2009 European Parliament elections. Yet the BNP's electoral accomplishments dissipated in the early 2010s, fuelling predictions of the party's terminal decline. Within this context, Carvalho seeks to explain the fluctuations observed in the BNP's electoral base in the twentieth-first century by exploring the structure of political opportunities alongside the strategy of the BNP's leadership. Drawing on the convergence thesis and the decline of voting along class lines, he argues that the BNP benefitted from a favourable set of political opportunities in the 2000s, reflecting the decrease in political polarization among mainstream parties, the rise in levels of public distrust, and the intense politicization of the issue of immigration. Despite a general shift to cultural xenophobia, the BNP's leadership remained attached to the ideological traits of neo-fascist parties, including the search for a ‘palingenetic rebirth’ and a national corporatist economic programme. These ideological formulae had important implications for the scope of the BNP's electoral coalition, as Carvalho demonstrates in a review of the secondary literature on the roots of the BNP's electoral support. Consequently, the BNP's electoral growth in the 2000s was the outcome of an interplay between a favourable window of opportunity in British politics and the party's electoral appeal. Carvalho goes on to link the BNP's electoral collapse in the early 2010s with the closing of the aforementioned window after the onset of the financial crisis, a temporary lack of political interest in the issue of immigration, and the formation of the coalition government in 2010.  相似文献

The Danish section of the Congress for Cultural Freedom (CCF) was established in 1953 by Arne Sejr, a former wartime resistance leader. The Society for Freedom and Culture was formed as a part of Sejr's private anti-communist intelligence network, called the Firm. But Sejr did not understand the methods or goals of the CCF's work, since he was more concerned with political propaganda and information rather than cultural issues. During its early years the special circumstances of the Danish branch were ignored by the Congress HQ, but in 1957 Jorgen Schleimann, a Danish employee at the Congress office in Paris, set out to reform the Danish Society's work. Denmark's experience with the CCF provides a good example of the tension that could exist between the universal agenda of the Congress and particular national conditions. It also demonstrates the limitations of the CCF's purpose and therefore also the ‘boundaries’ to Cold War cultural manipulation in the West.  相似文献

For many of Russia's poorest people, and especially for the officially recognized ‘indigenous small-numbered peoples’, neoliberal reforms following the collapse of the Soviet Union represented a major retrenchment in ‘social citizenship’ as defined by T.H. Marshall. However, some reforms also promised increased civil, political and cultural citizenship rights, which Russia's indigenous peoples have sought to realize through new legislation and appeals to international agreements regarding the rights of indigenous peoples. But with Russia's current economic and political course geared towards maximizing revenues from the extraction and sale of natural resources, Russia's indigenous peoples have been frustrated in their efforts to realize these citizenship rights, particularly in their attempts to assert rights to land and resources through legal means. This paper draws on case studies from southern Siberia to discuss first how Russia's identity politics and an international focus on indigenous peoples have combined to create indigenous subjects in the Russian Federation, and second how the anticipated transition from indigenous subjects to indigenous citizens has for the most part failed to materialize.  相似文献

Abstract

This paper explores the specific contribution of a strand of contemporary French social theory founded by Cornelius Castoriadis and Claude Lefort to the under standing of human power. It formulates a conception of power that transcends its definitions in terms of physical coercion or institutionalised violence to reveal the way power is creative and institutes the social. Its reflection on the cultural nature of political power and it role in society is shown to extend the pioneering reflection of Durkheim's sociology, especially as regards the homology that exists between religion and politics. The social role performed by the state explored by Durkheim prefigures Gauchet's theory of the state, which builds on Lefort's work. Gauchet's theory can be said to elaborate a critical synthesis of the two stands of Durkheim's work: the sociology of religion and the sociology of the modern state. This synthesis raises questions on the role played by the European state in the development of individualism, in both its political and economic manifestations.  相似文献

This article takes stock of the state of women's political history in the twentieth century and suggests new lines of enquiry, drawing on the authors’ own work on the Labour Party. It identifies a number of key themes which have enriched histories of women and gender in the nineteenth and early twentieth century and considers how these might be developed. Firstly, it examines the significance of the local, and more particularly, the neighbourhood, in women's political lives. Secondly, it asserts the value of focussing on the membership, including the economic, social and cultural shifts that shaped their lives, the intersection of gender with factors such as age or ethnicity, and their own political identities. Finally, it stresses the importance of interrogating masculine cultures to understand how gendered dynamics played out. It concludes with a reminder that inserting women into established political narratives is insufficient: the point is to transform those narratives.  相似文献

The work of Houston Baker, Jr. in Afro-American literary studies is almost unparalleled. Baker argues that in America there is a distinctive American cultural language, a vernacular, only black Americans share in by virtue of their race. This distinctive language is the result, he argues, of their condition with regard to the larger American culture and society. Baker claims that because of the "special circumstances" (chattel slavery and continued racism) that black Americans found and continue to find themselves in they have had to devise social, cultural, and political strategies that were significantly different from the dominant "white" culture. Thus, Baker argues, special analytic "tools" are necessary for grasping the ultimate messages contained in the cultural (political) works of Afro-American writers and thinkers. It is my argument that Baker is engaging in an explicitly political project. My intention in what follows is to "decode" Baker's work, to ferret out the assumptions and political theory behind his attempt at transfiguration of American cultural discourse. It is my contention, finally, that his method is unlikely to secure what is in its broadest form a very worthwhile political project.  相似文献

Max Weber was the first to see that the writings of Machiavelli, when contrasted with the brutal realism of other cultural and political traditions, were not so extreme as they appear to some critics. "Truly radical ‘Machiavellianism,’ in the popular sense of that word," Weber said in his famous lecture "Politics as a Vocation," "is classically expressed in Indian literature in the Arthashastra of Kautilya (written long before the birth of Christ, ostensibly in the time of Chandragupta [Maurya]): compared to it, Machiavelli's The Prince is harmless." In this article, contrast Machiavelli's writings to those of Kautilya (c. 300 B.C.E.) and question why Machiavelli omitted the harsher aspects of political domination such as spies, assassination of enemies, and torture. Could it be that he was afraid to tell a prince about the harsher characteristics of tyrannical rule? If so, why?  相似文献

The healthy functioning and long‐term viability of the European Union (EU) ultimately depend on its citizens finding common cause and developing a shared sense of political community. However, in recent years, scholars and pundits alike have expressed doubts about whether the EU's growing cultural, religious and economic diversity is undermining the development of citizens' shared sense of political community, especially following eastern expansion. In this article, this question is examined using data on a key aspect of political community: transnational dyadic trust. Drawing on a unique set of opinion surveys from the formative years of the EU to the first wave of eastward expansion (1954–2004), the development and sources of dyadic trust among EU Member States is studied. While recognising the importance of diversity for trust judgments in the short‐term, the prevailing viewpoint that it is also a long‐term obstacle to integration is challenged. Instead, it is argued that citizens from diverse cultural and economic backgrounds can learn to trust one another and build a sense of political community over time through greater cooperation and interconnectedness. This theory is tested with data on bilateral trade density, which is seen as a proxy and precursor for other forms of cross‐national interconnectedness. Employing longitudinal models, the article also goes beyond existing research to test the theories over time. The study makes a contribution to the research on European integration, suggesting that over time mutual trust and a shared sense of political community can indeed develop in diverse settings.  相似文献
