The historical feud between Hungary and Romania over Transylvania has escalated in proportion and intensity in recent years. Territorial dispute is no longer central to the present debate. Rather, it is the treatment of approximately two million1 ethnic Hungarians residing in Transylvania that has generated considerable tension between the governments of Janos Kadar and Nicolae Ceausescu. Transylvania's ethnic Hungarians represent an obstacle to Ceausescu's policy of “national communism,” which promotes “Romanianism” to the detriment of the country's minority populations. In Hungary, reformists both within and outside the Kadar government have pressed the regime for a satisfactory solution to the perceived mistreatment of Hungarians living in neighboring socialist countries. By complicating relations between the two countries, the nationality question also effectively limits the degree to which Hungary and Romania can cooperate succesfully on regional endeavors. Finally, particularly in the case of Romania, exacerbation of the nationality question has attracted increased concern among “external” players, including the Soviet Union and the United States.  相似文献

This paper considers how the three main political parties — and the two nationalist parties ‐ use model standing orders to bring cohesion and discipline to their council party groups. The paper explores how these models indicate the national party's expectations of the organisation and activities of the group and the relationship between the group and its members. It compares the key similarities and differences in the parties’ approaches to regulating group activity. It examines the role of group standing orders in maintaining councillor loyalty to the group and ensuring councillors act as unified blocs in public.  相似文献

Australian local government has been subjected to extensive reform during the 1990s. This article considers the three main dimensions of the reforms — changes to management structures, the introduction of competition policy, and municipal consolidation. It reviews the evidence available about the nature of outcomes and examines the impact of the reforms on governance values. It is argued that, so far, economic considerations have been balanced by a commitment to community particpation. Recent political developments, however, may yet prove to be an emerging threat.  相似文献

In the UK, joined–up government (JUG) was a central part of the first Blair government's programme for public sector reform. It remains a pivotal, if more muted, feature of the second term. We will identify the range of disparate activities that have been branded as 'joined up'. We then look at the variety of official guidance coming from the centre of government to highlight the overlapping and competing strategies that underpinned the implementation of joined–up government. Various competing strategies have been advocated and implemented at any one time. Therefore the situation was more fluid and more contested than might be inferred from the use of the homogenizing term 'joined–up government'. We conclude by briefly considering what this implies for our understanding of intra–state relationships, of the relationships between public agencies and civil society, and the relationship between JUG and the politics of the Third Way.  相似文献

This article draws on ethnographic research in Tanzania to interrogate the discourse of ‘public’ and ‘private’ in sub-Saharan irrigation development. It contrasts the complexity of social and political relations with narratives suggesting that ‘private’ is necessarily opposed and superior to ‘public’. We argue that support for models of private-sector development obscures access to and control over resources and can result in the dispossession of those least able to resist this. Different interests of ‘entrepreneurial’ individuals and corporate investors and the ways in which these relate to the state are also glossed over. Conversely, the failure of the ‘public’ cannot simply be read from the chequered histories of irrigation schemes within which public and private interests intersect in complex ways.  相似文献

To make sense of the gap between the theory and practice of community-driven development (CDD), development scholars and practitioners have proposed that the success of interventions is relative to the reform-mindedness of local government officials. This article sheds some light on the good governance performances of local government officials as part of the CDD programme Kalahi in the province of Bohol, Philippines. It highlights that locally, mayors who styled themselves as reformists enjoyed heightened power and electoral victories. In parallel, the province experienced a pattern of ‘growth with immiserisation’ and persistent political clientelism wrapped in a discourse of pro-poor development.  相似文献

Across the developing world, many governments have implemented political reforms—heavily promoted by international donors—designed to transfer greater power to subnational levels of government and to provide a more substantial policymaking and oversight role to citizens. Although economic analyses have frequently argued that such decentralization programs improve the efficiency of public expenditures, far less is known about their political impact. Based on an analysis of two large national public-opinion surveys from Bolivia, a country that has recently implemented one of the most comprehensive decentralization reforms yet attempted in Latin America, we analyze the role decentralized local institutions are playing in shaping citizen attitudes toward their political system. Our findings support the contention that decentralization can bolster citizen levels of system support at the national level. Equally important, however, we also demonstrate that the renewed emphasis on local government can have the opposite effect of producingmore negative views of the political system when the performance of local institutions falters. Abstract

Very few researchers have addressed the long‐term financing arrangements of municipal governments in developing countries. No research has evaluated empirically either the elements that affect municipal borrowing in developing countries or what those elements reveal about the municipal credit system. Analyzing Brazilian municipal loan and financial data with a series of simultaneous equations, this paper addresses the following questions: What factors determine municipal government investment levels, borrowing levels, and borrowing prices? What do empirical data reveal about the character of the Brazilian municipal credit system? The results show that investment, borrowing, and borrowing prices are interconnected. Furthermore, while some signs of a market‐based system exist, there is evidence that investment and borrowing decisions are made within an administered market.  相似文献
