Humanitarianism is a principal means through which Northern-based Christian groups intervene into sub-Saharan African states. However, current scholarship neglects the agentive roles played by religious actors in the delivery of mainstream aid. This secularises humanitarian governance, “others” religious actors and supports the portrayal of global aid as a technical-rational project, against which faith-based humanitarianism appears inherently suspect. In the post-Cold War period, the Northern-based evangelical community has intensified its support for emergency aid. Professional evangelical relief organisations disproportionately account for the delivery of faith-based humanitarianism. Yet few analyses explore their micro-political and sociological dimensions. Drawing primarily on fieldwork conducted in Juba, South Sudan, I argue that evangelical humanitarianism encompasses overlapping and sometimes competing “religious” and “emergency” imaginaries. Through these, evangelicals are shaped by, negotiate and respond to the structural, normalising and pragmatic pressures of the mainstream humanitarian field. In order to understand how faith-based humanitarianism differs from secular variants—politically, practically, organisationally, ethically—it needs to be analysed as part of the heterogeneous whole of global humanitarianism. I join recent scholarship in arguing for more in-depth analyses of the social dimensions of faith-based aid. Doing so sheds light onto dynamics that cross-cut global humanitarianism in its entirety.  相似文献

Despite a principled commitment to assist people in need equally, the allocation of humanitarian assistance across conflict and post-conflict states shows remarkable variation that is not easily explained by differences in the level of recipient-need. This paper attempts to explain these “forgotten conflicts“ by analyzing the determinants of humanitarian aid to civil war and post-civil war states. Using cross-national panel data on humanitarian aid provisions, I show that the most important determinants of international humanitarian assistance are not always demand-side factors measuring humanitarian need – as the principals of humanitarian action would dictate – but often strategic factors that reflect donors’ political interests in providing humanitarian assistance. Although humanitarian aid to ongoing civil wars appears to be substantially more humanitarian than strategic in its allocation, humanitarian aid provided to post-conflict states in the aftermath of civil war tends to go to conflicts where donors perceive important strategic and political interests. These results suggest that one important explanation for why some conflicts are essentially ignored or gradually neglected over time is that strategic interests of donors can dominate humanitarian concerns over time.  相似文献

ABSTRACT

Debates concerning the relationship between humanitarianism and the use of force are by no means a new phenomenon, yet humanitarian rationales for waging war have become more and more commonplace over recent decades. The commitment to humanitarian intervention, in particular, raises deep theoretical and practical questions about the foundational principle of political neutrality espoused by many humanitarian aid organisations. In this paper I will provide an overview of the literature on the relationship between humanitarianism and the use of force before advancing the argument that a genuine humanitarianism must necessarily be premised upon a pacifist ethos. A pacifist ethos, in this context, is presented as a commitment to non-violence and anti-war activism even while recognising the limits of such an aspiration. Such an understanding of pacifism in practice, inspired in part by realist ethics, allows humanitarian actors to take strong, principled, and sustained stands in support of universal values of peace and human well-being without losing sight of the material challenges posed by the very real violence of the arenas in which they operate.  相似文献

Humanitarian assistance is becoming more complex and the environment in which it operates more competitive. Nevertheless, humanitarianism is shielded from such pressures by a set of principles that are reflected in International Humanitarian Law (IHL) which all governments ostensibly accept. The issue for the wider international community as well as for donor and recipi ent governments and humanitarian organizations is whether such principles can endure in light of the dilemmas posed in times of conflict and post-conflict. Humanitarian Dilemmas in War and Peace explores the dilemmas that humanitarianism not only confronts but also creates in seeking to protect and preserve life of the disaster and emergency-affected. In so doing, it views humanitarianism from three perspectives: (i) humanitarian principles in times of conflict; (ii) humanitarian principles from the perspective of many within the Group of 77; and (iii) humanitarianism from the perspective of institutional survival. The opinion piece concludes that, despite the dilemmas suggested by these perspectives, humanitarian principles can be upheld even amidst the complex and com petitive aid environment. It would require inter alia a more focused definition of humanitarian action, mechanisms that hold humanitarian organizations to higher standards of accountability, a commitment to more consistent and coherent advocacy and greater strategic perspectives to anticipate and respond to factors creating large-scale human vulnerability.  相似文献

ABSTRACT

While progress has been made in creating conversations between the secular and faith actors involved in developmental issues, a distinct binary still exists. This could potentially be limiting a holistic response to gender-based violence, a global public health, development, humanitarian, and human rights issue. This article explores how perceptions of this binary – faith versus secular – are understood to impact GBV prevention and response efforts. Drawing on interviews conducted during a scoping study, the opinions and experiences of actors from faith-based organisations and academic institutions are used to shed light on how the faith-secular binary is being upheld and challenged, and how it is perceived to be impacting holistic GBV prevention and response.  相似文献

This article asks how American understandings of foreign natural disaster have evolved over time. Are the political and humanitarian concerns surrounding disaster and disaster aid radically different now from what they were a century ago? Through an analysis of presidential statements and major newspaper editorials following foreign natural disaster, I find that there has indeed been significant change. Notions of post-disaster humanitarianism have broadened significantly, with, among other things, disaster aid going from being discussed as an act of charity to an understood responsibility. Furthermore, the political side of foreign natural disaster has moved beyond the political effects of disaster itself to include the political causes of “natural” disaster and the political causes and effects of disaster aid. These and other patterns are used to consider the relationship between politics and humanitarianism more generally.  相似文献

ABSTRACT

This article provides a genealogical account of European actorness in Afghanistan. It argues that European agreement towards facilitating modernisation and development in Afghanistan was initiated with aid and trade, evolving into humanitarianism in the 1990s, and reconstruction and democratisation in the 2000s. The European Union has had a positive impact on Afghanistan, focusing on humanitarianism, but its multilateral and programme level approach to reconstruction and democratisation has failed to meet the EU’s stated objectives. By promoting the flawed “Bonn Model”, the EU is proportionally culpable for failed international attempts to reconstruct Afghanistan; even though the United States has been the primary international actor. Drawing a series of broader lessons, such as tensions between Atlantic solidarity and European integration, and the limitations of the European crisis management, the article demonstrates how European policy has been shaped by crises inside Afghanistan and the larger geopolitical crises these have generated. These have contemporary importance as history suggests that as the US withdraws its commitment to Afghanistan, the EU will have a very significant role in attempting to fill a humanitarian vacuum.  相似文献

The conventional (but false) dichotomy between humanitarianism and development, hitherto grounded in the perceived differences between international humanitarian law and international human rights law, respectively, is not merely unhelpful in practical terms but also serves to diminish our understanding of the shared issues underlying the two discourses. There are welcome signs, however, of a growing recognition that all development and relief work is essentially rights-based, and of efforts to integrate thinking and practice under one common set of principles.  相似文献

This article is based on a field study carried out in Indian-administered Kashmir after the 2005 earthquake. In this analysis of how non-governmental development organisations (NGDOs) engage and coordinate with one another and with other disaster response agencies during post-disaster relief and rehabilitation operations, it can be concluded that NGDO coordination was ineffective. The research points out that, even though there is coordination among the international and national NGDOs, local NGDOs are seldom engaged in the overall coordination processes. The paper advocates developing coordination among the humanitarian agencies as a pre-disaster initiative for a more effective collaborative humanitarian disaster response.  相似文献

This article investigates the level of country ownership and inclusivity in Feed the Future (FtF) projects in Ethiopia, Ghana, Haiti, Senegal, and Tanzania. It finds that though interventions largely align with country-defined priorities and plans, other aspects of country ownership – consultation and provision of aid through local systems – are weaker than expected. Regarding inclusion, FtF is to some extent exclusive, perhaps as an unintended consequence of alignment with national development plans that do not reasonably promote equity. Focus is mostly on productive areas and ‘market-ready’ smallholders. The article suggests policy actions needed to better achieve expected results.  相似文献

It has been more than 10 years since the Paris Declaration was signed, yet critical questions remain about whether – and how – increased compliance at the national level has improved the overall effectiveness of Official Development Assistance. Previous studies have argued fundamental tensions arise between the principles of aid effectiveness as they are translated into practice. This article explores this argument using a case study of an Australian-Indonesian technical assistance project – the Poverty Reduction Support Facility – carried out between 2010 and 2015. It demonstrates that tensions do arise between the principles of aid effectiveness as they are translated into practice, but these can be resolved through political negotiation and compromise.  相似文献

This article aims to provide knowledge and practical guidance to managing and implementing within the framework of endogenous development. The paper gives a theoretical overview of endogenous development, linked to issues of globalisation and poverty, and ongoing work among European institutions and academics that suggest shifts in Europe from exogenous to endogenous development approaches. It then makes a case for a paradigm shift – an African alternative to modernisation and development, namely endogenous development – using experiences with two NGOs in Ghana and Zimbabwe to locate theory in practice. The paper concludes with some empirical pre-requisites for conducting endogenous development with rural communities.

This article is prompted by the requests of my students at the University for Development Studies, Ghana, for knowledge and information, and practical guidance to managing and implementing within the framework of endogenous development. I start by giving a theoretical overview of the concept of endogenous development and link it with current issues of globalisation and poverty. I briefly mention current work among European institutions and academics that suggest shifts in Europe from exogenous to endogenous development approaches. Encouraged by such developments, I then make a case for a paradigm shift – an African alternative to modernisation and development, endogenous development. I bring to light the experiences with endogenous development in two NGOs – CECIK (Ghana) and AZTREC (Zimbabwe) – in order to locate theory in practice (praxis). I conclude by providing some empirical prerequisites for conducting endogenous development with rural communities, which demonstrate one way of conducting experimentation with farmers within the context of endogenous development.  相似文献

The current scholarship on development aid has asserted that a “transformation” of development, one that “puts people first”, is presently taking place in the particular form of volunteer aid. In southern Israel, this claim is evident in recent attempts to “strengthen” depressed “development town” communities through a movement that combines Zionist settlement with the volunteer aid of university students. Based on ethnographic work in the development town of Yeruham, this article problematises this claim by investigating the daily encounter of volunteers with members of their multiply marginalised host community. It challenges such claims of “transformation” and exposes the complex social reality of what it means to “develop” and “empower” a population routinely framed as disadvantaged and targeted for aid.  相似文献

This article discusses some aspects of the changing structure and dynamics of the global humanitarian system with particular reference to non-governmental agencies and their increasingly diverse organisational philosophies and modes of intervention. The article has two goals. First, an analytical framework is proposed, based on game-theoretical concepts, which allows us broadly to classify different forms of non-governmental humanitarian action and their relations with states. Second, crucial changes regarding constraints and orientations which have reshaped the interactions between humanitarians and states in global society are explored – changes which cannot be understood without a closer look both at the interpretive cultures of specific aid agencies in different countries and at the operational arenas in which these agencies find themselves today.  相似文献

This article makes a case for a reconceptualisation of aid and development programme design. Specifically, it questions the role of the international “development expert” in the design and implementation process. We argue that by employing “design thinking” as a guiding principle, the way in which aid programmes are envisaged and delivered can be radically overhauled, resulting in dramatically improved outcomes for the users of aid. We argue that practical improvements in delivery are achievable through locally rooted, “user-driven” development solutions that originate from the beneficiaries themselves. Design thinking as applied here goes significantly further than other programme design and implementation methodologies that champion locally owned, needs-driven assistance. Furthermore, we make a case for this approach addressing wider problems within the sector, namely the perception, in some quarters, that aid is intrinsically “neo-imperialist” in design and ideologically driven.  相似文献

Theory of Change (ToC) is an emerging methodology in the practice of development programmes, often contrasted with the dominant logical framework. This article reviews current debates around ToC before identifying five aspects that are appreciated in practice. It appears that these aspects mostly cover areas where the logical framework is not – or is no longer – meeting the needs of practitioners. Subsequently, the article analyses experiences in ToC training for NGO staff and concludes that ToC can address shortcomings of the logical framework – if only by going back to some of the roots of the logical framework.  相似文献

Previously, any failure of Orang Asli development activity in Malaysia, was characterised by using a single term in all situations ? “marginalisation”. This generalisation was unfair to everyone involved in the Orang Asli development process, made it difficult to resolve problems, and resulted in tendencies to blame certain people. Based on ethnographic research in Kuala Gandah, Pahang, Malaysia, this article allocates three terms in the Orang Asli development marginalisation discourse: “secluded”, “isolated”, and “marginalised”. “Secluded” refers to development activity that accidentally marginalises. “Isolated” refers to development activity that directly and deliberately marginalises. “Marginalised” refers to the Che Wong that were eliminating or avoiding development. These terms were exposed by weaknesses in the implementation of development, namely the role of a single dominant approach in development activities – the top-down approach – and a tendency to generalise the marginalisation of the Orang Asli. This article recommends that more care be taken to apply a development approach that deals with situations on a case-by-case basis and that utilises the partnership approach to development, involving all parties in all phases.  相似文献

Local consultants are an implicit, but overlooked, part of many capacity development strategies. It takes a trustworthy consultant to facilitate genuine change in a civil society organisation. This practical note identifies the learning from a local consultant formation programme (“Consultants for Change” – C4C) implemented in five countries in 2016–17. The note highlights six factors critical to C4C’s apparent success: recruitment; focus of the learning; design of the process; assignments between modules; mentoring support; and the human/financial resources. These same factors may be relevant and applicable to other capacity development programmes.  相似文献

The triad of entrepreneurship, self-employment, and financial inclusion underpins policy and development interventions meant to address the youth employment challenge in Africa. Youth savings groups are being widely promoted as a first step toward financial inclusion and economic empowerment. This article reports on the links between income-generating activities of 57 members of youth savings groups in Tanzania, Uganda, Zambia, and Ghana, and their membership in savings groups. It concludes that while savings groups can help to facilitate operational expenses and cash flow – and thus support members’ micro-enterprises – in opportunity starved contexts their transformational potential is probably being oversold.  相似文献
