The democratic control and legitimacy of the Common Security and Defence Policy (CSDP) has received growing attention. However, thus far, studies have mostly focused on ‘blue prints’, i.e., the analysis of formal powers of formal institutions, especially the European Parliament. These studies leave two desiderata that the contributions to this forum aim at overcoming: Firstly, in-depth case studies are required on how formal institutions make actual use of their formal powers in CSDP. Secondly, an examination of the ‘sociocultural infrastructure’ in which formal institutions and decision-making processes are embedded is required. The contributions to this forum redress both deficits. First, the actual practices of parliamentary involvement in the case of the EU's first maritime mission ‘Atalanta’ are examined. Second, the most important dimensions of the ‘sociocultural infrastructure’ are empirically studied, namely public opinion, the public sphere and civil society.  相似文献

Farming and agribusiness could help employ and reintegrate conflict-affected youth in regions recovering from civil conflict. This study addresses the constraints for youth to engage themselves in agribusiness in the worst conflict-affected regions of northern Uganda. Specifically, it explores to what extent beekeeping and honey business offer viable socio-economic opportunities to formerly displaced youth. Using a value chain approach, the study draws on in-depth interviews with 23 (young) key stakeholders in the honey value chain, document analysis and focus group discussions. The results suggest that apiculture business can create employment for conflict-affected youth in northern Uganda due to the relatively low entry barriers, a young enthused vanguard and higher returns per unit input compared to other agricultural sectors in the region. However in order to succeed, this group requires support from community elders, government and business facilitators, because, due to their age and war background, these youngsters face the common constraints to farming and agribusiness, but at higher degrees of severity.  相似文献

This article examines the going public thesis in the context of U.S. President Clintons health care reform campaign in 1993 and 1994. This case study highlights the changing nature of presidential public relations. The novel use of the first lady as a public spokesperson for a presidential initiative also raises new questions about presidential public relations and its impact on congressional behavior. Data for the study include appearances and speeches by the president and first lady concerning health care reform over an 11-month period. Results suggest that certain presidential public activities assist presidents in gaining public support for their policies. However, most presidential public efforts may be thwarted by issue advertising from opponents in a more combative public environment. A going public strategy may not provide a forum to explain sophisticated policies and to build alliances in support of these policies over a substantial period of time.  相似文献

The Congress on Gender in Climate Change and Disaster Risk Reduction (held in Manila 19–22 October 2008) was the Third Global Congress of Women in Politics and Governance. Its purpose was to provide a forum for decision makers to formulate gender-responsive programmes related to climate change and disaster-risk reduction. More than 200 people participated, including parliamentarians, representatives of environmental and women's organisations, and donor agencies. Proceedings focused on the fact that climate change magnifies existing inequalities, and in particular gender inequality. The Congress issued the Manila Declaration for Global Action on Gender, Climate Change, and Disaster Risk Reduction.  相似文献

The increasing frequency of notorious cases of conflicts between police officers and members of the general public (which in New York City has led to incidents of death, battery, and sexual assault) is cause for alarm. At the root of many police-community conflicts are an incomplete understanding of the work of the police, poor communication on the part of the police and the public, or simple misunderstanding. A number of communities, including New York City, are turning to mediation to provide a forum for the potential resolution of complaints made against police by citizens. After a brief survey of the work of such programs nationally, the author focuses on three New York cases in which she served as a mediator, using them to illustrate the pitfalls and special rewards of mediating in this context. The author believes that the mediation process itself can work in a transformative way, improving strained relations between police and the general population.  相似文献

With a rapidly growing population and limited resources, accountability has taken on increased importance, especially in the area of public management. To assess the effectiveness of public spending on education in the Caribbean, this article compares performance in five Caribbean nations, looking at input indicators such as the teacher–pupil ratio, expenditure per pupil, the number of adequately trained teachers as a proportion of total teaching staff, and public commitment to education. It analyses their impact on output indicators, including performance in English and mathematics, the repetition rate, and survival rate to the final grade in school. The article concludes that the levels of efficiency in the development of human capital in the Caribbean are very uneven, and that serious challenges face Caribbean countries as they seek to maximise the returns on their investment in education.  相似文献

With its emphasis on target-setting and performance measures, the New Public Management (NPM) appears to offer a coherent and 'no-nonsense' approach to public sector reform and the public management task. This article suggests that three questions require further thought: 'Management of what?', 'Management by whom?', and 'How to manage?' It considers these questions using the case of Community Based Health Care (CBHC) and its promotion by NGOs in Tanzania. The article argues that the task of public management is one of managing an arena of public action which includes (and excludes) a range of actors and agendas. Once this is taken into account, it becomes clear that the challenge to all development managers is how to manage more effective interdependence.  相似文献

Conclusion It is unfortunate that procedural controversies about the appropriate forum for negotiations often delay substantive talks on how to accommodate conflicting interests. But historical experience indicates that the participants believe the forum to be important. If and when a decision to renew negotiations is reached, the choice of the forum and the shaping of its structure will not be determined by its effectiveness as a vehicle for conflict resolution, but by the political calculus of bargaining power, and side effects, that such a forum would entail.International negotiations are aimed at conflict resolution. But they cannot be divorced from competitive power politics. The disputes about fora for negotiations are not about choosing an effective structure for making peace, but about seizing the high ground for the diplomatic battles ahead. This article discusses approaches to dealing with prostitution in Nepal and exportation of women prostitutes to Asia and the Middle East. It is estimated that over 200,000 Nepalese women are in Indian brothels, and tens of thousands are exported each year to other countries and forced either into prostitution or other oppressive conditions. In Nepal, women prostitutes are rejected as wives or daughters, regardless of the reasons involved. Women Acting Together for Change (WATCH) organized a national public hearing in June 1995 on these issues. During the hearing, 11 women and one man shared their views about being forced into prostitution, the ineffectiveness of the law, and social rejection. Participants at this forum questioned the legal practice of human rights and decided that law was a hindrance. Government representatives on the "listening bench" responded defensively and argued that prostitutes were unwilling to use the law, but agreed that the government should punish traffickers and commit politically to ending the trafficking in women. Roundtable discussions among concerned people after a day of hearings decided to initiate a nationwide coalition against the trafficking in women. The alliance would consist of 17 people and include nongovernmental representatives, lawyers, women who testified, representatives of the National Planning Council, and representatives from women's groups. The sex trade is viewed as a part of the national economy and a very profitable enterprise. Extreme poverty and few employment options are strong incentives for the continuation of prostitution. Patriarchal norms reinforce the view of women as born for the sexual pleasure of men. Nepal's national economy and policies have contributed to family poverty and to migration to other countries where women are exploited. The forum revealed schisms in the government commitment to Article 20 of the constitution.  相似文献

The article argues that the “principled multilateralism” of the immediate post-Cold War period is increasingly giving way to what may be called a “diminished multilateralism.” Newly emerging global and regional powers such as the BRICS states (Brazil, Russia, India, China and South Africa) and other rising powers in the Global South are increasingly questioning the legitimacy of the existing international architecture which they regard as a vehicle of the USA and Western countries to conserve their international influence in an era of rapid change. In the process, international institutions have increasingly become arenas of power rivalries which take the form of contests over access and membership, decision-making rules and normative order. The result is an increasing paralysis of these institutions and their inability to solve global problems. One aspect of these institutional power struggles is “forum shopping.” The article shows that East Asia and Europe have both become active players in forum shopping. Three conditions facilitated forum shopping: major crises and external shocks; sentiments of frustrated entitlement in connection with exclusive and discriminatory international institutions, and extra- and intra-regional power shifts.  相似文献

Do formal deliberative events influence larger patterns of political discussion and public opinion? Critics argue that only a tiny number of people can participate in any given gathering and that deliberation may not remedy—and may in fact exacerbate—inequalities. We assess these criticisms with an experimental design merging a formal deliberative session with data on participants’ social networks. We conducted a field experiment in which randomly selected constituents attended an online deliberative session with their U.S. Senator. We find that attending the deliberative session dramatically increased interpersonal political discussion on topics relating to the event. Importantly, after an extensive series of moderation checks, we find that no participant/nodal characteristics, or dyadic/network characteristics, conditioned these effects; this provides reassurance that observed, positive spillovers are not limited to certain portions of the citizenry. The results of our study suggest that even relatively small-scale deliberative encounters can have a broader effect in the mass public, and that these events are equal-opportunity multipliers.  相似文献

This analysis provides a re-appraisal of the 1899 Hague Conference by looking more closely at how citizen activists—notably in Britain but also transnationally—used it as a forum through which to press their agenda onto politicians and diplomatists. In so doing, this assembly existed as a stepping-stone between the ‘old’ diplomacy of the nineteenth century and the ‘new’ diplomacy of the twentieth. Peace activists identified and harnessed a growing body of progressive public opinion—on both a domestic and international scale—in the hope of compelling governments to take the necessary steps towards realising their ambitions of peace, disarmament, and international arbitration. Although the tangible outcomes of the 1899 Conference were limited, the precedents it established not only paved the way for further advances in international law, but also facilitated ever closer public and press scrutiny of international affairs into the twentieth century.  相似文献

While sociological concepts have often been implicitly used in International Relations (IR), recent years have seen a more explicit engagement between IR and Sociology. As with any such interdisciplinary assignation, there are both possibilities and challenges contained within this move: possibilities in terms of reducing IR's intellectual autism and opening the discipline towards potentially fertile terrain that was never, actually, that distant; challenges in that interdisciplinary raiding parties can often serve as pseudonyms for cannibalism, shallowness and dilettantism. This forum reviews the sociological turn in IR and interrogates it from a novel vantage point—how sociologists themselves approach IR concepts, debates and issues. Three sociological approaches—classical social theory, historical sociology and Foucauldian analysis—are critically deployed to illuminate IR concerns. In this way, the forum offers the possibility of (re)establishing exchanges between the two disciplines premised on a firmer grasp of social theory itself. The result is a potentially more fruitful sociological turn, one with significant benefits for IR as a whole.  相似文献

The Asia–Europe Meeting forum (ASEM) was established as a mechanism to facilitate meaningful connections and dialogue between Asia and Europe. In 2010, a new chapter in European–Asian relations is being embarked upon. Standing on the brink of Asia, New Zealand and Australia (alongside Russia) are set to join ASEM. Of the three countries set to join ASEM, New Zealand presents a particular case. Traditionally, New Zealand has been seen as the most British of its former colonies, but it is increasingly both viewed and identifies itself as Asian. Using public opinion surveys and media content analysis conducted in 2009, this article demonstrates that New Zealanders continue to feel a strong connection with Britain which in turn influences its perceptions of the EU. Furthermore, New Zealand’s increasing Asian links, coupled with its Commonwealth connections and British heritage, has the potential to positively influence events at ASEM.  相似文献

The last decade of the twentieth century witnessed radical and potentially constructive adaptation of NATO. Although retaining its core function of collective defence and serving as the transatlantic security forum for consultation and co‐operation, the Alliance pursued new directions in support of wider stability in Europe through enlargement to its east, forging partnerships with former adversaries, and conducting peace enforcement operations outside the treaty area. But the transformation of NATO remains a work in progress. This article discusses three key questions: the nature of peace support operations, the capability to provide for both collective defence and crisis management, and managing further Alliance enlargement while maintaining a working relationship with Russia.  相似文献
