Fiscal federalism predicts local governments will avoid social welfare expenditures, owing to capital mobility across local jurisdictions. Yet Census of Governments data consistently show that many local governments provide one or more social welfare functions, and moreover many jurisdictions provide these functions without federal or state intergovernmental support. This article finds evidence that, while local expenditures are largely driven by fiscal capacity and federal and state assistance, local decisions on providing social welfare functions and participating in intergovernmental revenues are primarily affected by degree of capital mobility and by local political factors. Consequently, local governments exercise much greater autonomy over social welfare policymaking than fiscal federalism suggests.  相似文献

Geologic repositories are designed to resolve the ever-growing problem of high-level nuclear waste, but these facilities invite intense local opposition due to the perceived severity of the risks and the possibility of stigma effects. This analysis examines whether the perceived fairness of the siting process affects local residents' support for hosting a repository. In particular, a survey of 1001 Nevada residents is used to test the hypothesis that an individual's willingness to accept a local repository will increase if he or she is convinced that this is the safest disposal option available. A logistic analysis indicates that beliefs regarding relative suitability have an independent effect on the acceptability of a local repository (i.e., Yucca Mountain). The article then considers the question of how to implement an optimizing strategy for siting facilities, comparing an idealized strategy against the original Nuclear Waste Policy Act (NWPA) of 1982 and the Amendments Act of 1987. Although choosing the safest site seems as if it could enhance public acceptance of the repository program, there is currently little prospect of identifying the best option to the high-level waste problem and, as a result, little chance of gaining the public support that is necessary to promote a successful siting outcome.  相似文献

Sweden and France are in many respects in the vanguard of high-level radioactive waste disposal efforts, and they offer sharp contrasts regarding basic strategies and underlying philosophies for waste management. We compare their waste disposal programs for insight into the dilemma of siting and developing a permanent waste repository. We find that technical decisions, as well as the more obvious sociopolitical decisions about repository development, are shaped by deep-seated social and political forces in each nation.  相似文献

The Nuclear Waste Policy Act (NWPA) is generally analyzed from the distinct perspective of any given actor involved in the nuclear waste policymaking process. Yet, these perspectives often rest on totally different models of decisionmaking. This article applies a multiple perspective explanation as developed by Allison (1971) and Linstone (1984) to the NWPA and explains policy outcomes by reference to three models of decisionmaking: rational actor, organizational processes and governmental politics. Commonalities and points of disjointure in the three models are highlighted and prospects for future nuclear waste disposal policy development are assessed using an integrated decisionmaking framework.  相似文献

States are often seen as policy laboratories where innovations are tried that may later be adopted by other states or the federal government. Engendering such experiments may, however, promote spillovers on other states. We analyze several of New York State's policy initiatives from the 1980s that were intended to influence the selection of waste management technologies by hazardous waste generators. Time series analysis of hazardous waste manifest data reveals that constraints on land disposal of certain wastes and a tax on hazardous waste generation and disposal were associated with shifts to lower-risk technologies for waste management. The policies also constrained imports to in-state land disposal facilities and may have led to increased exports for incineration and recycling, thus shifting some of the risks of hazardous waste to other jurisdictions with less stringent regulations or lower taxes on waste generation and management.  相似文献

This article examines the manner in which hazardous waste, alreadybeing labeled the major environmental issue of the 1980s, isbeing accommodated in a period of evolving intergovernmentalrelations. Hazardous waste is a technological problem with economicovertones and political consequences. At the beginning of the twenty‐first century, the challenge to governments is to improve citizens’ trust in governments. The Internet aids good governance by increasing transparency and customer‐oriented service delivery. During the last few years, European Union local governments have expanded their presence on the Internet. This article presents empirical evidence on the nature of e‐governance initiatives in cities across Europe. The findings could be of interest to cities interested in determining how their online presence compares with that of other cities. There are opportunities for information and communication technologies (ICT) to enhance governance in local governments, but the focus of the ICT applications concentrates technologies on the management and delivery of services rather than on other areas. The Internet is not yet running as an effective medium facilitating democratic inputs into the policymaking process. Our study shows that technology is behaving as an enabler within preexisting social and political structures.  相似文献

One of the most significant intergovernmental issues today isthe disposal of high-level nuclear waste. Although there isconsiderable scholarly work on the subject, the emphasis hasbeen limited primarily to federal-state relations. Few observershave looked at the intrastate implications of the 1982 NuclearWaste Policy Act. This article attempts to do just that by focusingon the extreme action taken by the Nevada legislature in 1987when it created Bullfrog County, a zero-population county surroundingthe proposed waste repository site. The county was endowed withthe maximum property tax rate allowed under Nevada's Constitutionso as to enable the state to obtain additional funds from thefederal government in exchange for hosting the unpopular "dump."However, what began as a simple maneuver designed to extractthe maximum benefit for the state quickly produced politicaland legal consequences far beyond the intentions of the county'soriginal proponents.  相似文献

This article discusses the common‐pool problems that arise when multiple territorially overlapping governments share the authority to provide services and levy taxes in a common geographic area. Contrary to the traditional Tiebout model in which increasing the number of competing governments improves efficiency, I argue that increasing the number of overlapping governments results in “overfishing” from the shared tax base. I test the model empirically using data from U.S. counties and find a strong positive relationship between the number of overlapping jurisdictions and the size of the local public sector. Substantively, the “overlap effect” amounts to roughly 10% of local revenue.  相似文献

The 1990s witnessed extensive promotion of volunteerism and the creation of a federal and state infrastructure to support government voluntary activities. What has been the impact on local governments? This article reports on a 2003 survey of volunteer involvement in Georgia local government, which followed a similar 1990 study and provides a rare opportunity to examine long‐term trends in public volunteerism. Volunteerism in Georgia cities and counties has increased during the past decade, with 81 percent of all jurisdictions now reporting some volunteer engagement. The events of September 11, 2001, have had a small but generally positive effect on volunteer utilization. However, political and labor resistance to government volunteers has not been resolved. And the increase in public managers' concerns that they lack the funding or staff to utilize volunteers suggests that governmental capacity remains the principal obstacle to greater volunteer involvement in local governments.  相似文献

Cooperative policies hold out promise of an improvement over coercive mandates as ways to enhance implementation of intergovernmental programs. By treating subordinate governments as regulatory trustees and emphasizing substantive compliance, the cooperative mandates avoid the onerous aspects of heavy-handed regulatory federalism. Our comparison of state hazard-mitigation policy in Florida and in New South Wales, Australia addresses procedural and substantive compliance under the two forms of intergovernmental policies. When local governments are not committed to state policy objectives, the coercive policy produces better results as evidenced by higher rates of procedural compliance and greater effort by local governments to achieve policy objectives. When local government commitment exists, the cooperative policy produces substantive results that are at least the equivalent to the coercive policy. Moreover, over the long run cooperative policies may have greater promise in sustaining local government commitment. The dilemma is to figure out how to motivate lagging jurisdictions that seem to require a coercive policy, while not straightjacketing leading jurisdictions that are capable of thriving under a cooperative regime.  相似文献

This article empirically investigates the effects of introducing statewide measures to limit the ability of local jurisdictions to raise revenue or make expenditures. It does so in intervals of five years over a 25-year period, using fiscal observations for 31,804 units of local government in 787 metropolitan counties across the contiguous United States. Specifically explored is the effect of tax and expenditure limitations on the variation in revenues and expenditures between general purpose governments and school districts within county areas. Rather than imposing a uniform constraint across jurisdictions, tax and expenditure limitations (TELs) are associated with increased variation across both general purpose and school district revenues and expenditures and, by implication, increased service differentials. Effects are found to be asymmetric, with increased variation greatest within counties comprising the urban core and those with relatively more disadvantaged populations. The implications are that TELs are most constraining on the ability of governments serving economically less prosperous and at risk populations to meet public service needs. Such differential effects are of more than questionable merit and are the result of the application of blunt instruments to what is often an undemonstrated need. The outcome impairs both the efficiency and responsiveness of the local public sector.  相似文献

Local public services are produced through various overlapping jurisdictions. This study examines how the issuance of municipal general obligation bonds is affected by the tax policies of overlapping local governments. The findings challenge the hypothesis that the shared tax base would be overused in a common-pool resource scenario. Instead, the empirical results show that the issuance of general obligation bonds is more likely in jurisdictions where counties and school districts make more intensive use of the property tax. These findings highlight the importance of the signals local governments receive from their overlapping neighbors regarding voters’ demand for additional public spending.  相似文献

Reform is a common theme in American public administration. During the twentieth century at least 12 major administrative reforms have taken place at the federal level and countless others in state and local governments. Frequently, these reforms have addressed the operation of public personnel management systems. Recent efforts associated with the reinventing government movement, for example, have proposed numerous alterations to civil service rules and procedures, and many jurisdictions have implemented significant changes in their personnel practices. This article examines the extent to which these kinds of personnel reforms have been implemented by state governments. A reform index is developed to document the considerable variation among the states in their approach to personnel practices. Several state characteristics are associated with scores on this index, including legislative professionalism, which bears a positive relationship to reform, and the level of unemployment within a state and the proportion of state employees associated with public employee unions, which are both negatively associated with reform.  相似文献

This paper analyzes governance choice in a two-level federation in providing road infrastructure across jurisdictions. Two models are proposed to predict the choice of centralized or decentralized spending structure on a serial road network shared by two districts. While the first model considers simple Pigouvian behavior of governments, the second explicitly models political forces at both a local and central level. Both models led to the conclusions that the spending structure is chosen based on a satisfactory comprise between benefits and costs associated with alternative decision-making processes, and that governance choice may spontaneously shift as the infrastructure improves temporally.  相似文献

Data come from four cases,each comprising two forests sharing similar physical characteristicsbut under the authority of different governments. Systematiccomparisons suggest that officials in the national forest agencyface greater statutory, regulatory, and planning constraintsthan do state agency officials. These constraints require morepublic input and higher levels of environmental protection.Outcomes reflect these differences: federal officials provideless limber, at lower net profit, than do state officials, andthey transfer less revenue to local governments. The timing of the decision of local governments to adopt a local sales tax is explored in a duration model with time‐varying covariates. Our framework suggests a set of factors associated with the decision to adopt a local sales tax and we find empirical support for these factors. We also consider whether the adoption by one jurisdiction depends on the adoption by neighboring jurisdictions and find empirical support for interdependency of behavior.  相似文献

The notice and comment process, in which government organizations make public draft laws and regulations and solicit feedback on these proposals, is a prominent governance reform in contemporary China. This article examines the durability of notice and comment policymaking by conducting a pair of audits of the practices of dozens of central government ministries and provincial governments. There are a number of reasons to expect that it is difficult to sustain governance reforms in China. Nevertheless, the audits—which the authors carried out in 2014 and 2021—demonstrate that, subject to a number of constraints, notice and comment policymaking was routinely implemented by government organizations throughout the period under analysis. Although the notice and comment process is a durable governance reform, additional research is needed before it can be concluded that the procedure brings more than a veneer of transparency to Chinese policymaking.  相似文献

This article examines recent debate over core or ‘independent’ integrity institutions in the Victorian and Commonwealth governments to highlight some of the need, and potential, for more careful deliberation over options for building the capacity of integrity systems ‐ the second of the analytical themes used in Australia's national assessment. The first part compares resourcing of major integrity institutions by Australian governments over the past 15 years. Staffing and finances are seen as a useful basic measure of capacity, helping lift attention away from the assumption that creation of new bodies necessarily increases capacity. The data also show that some jurisdictions—including Victoria—may yet have some way to go if they wish to match other governments. The second part of the analysis identifies eight further issues for consideration in deliberations on institutional design. Our conclusion is that by working through such issues more systematically, it may be possible to identify new or different institutional options for configuring integrity resources. This could help avoid inappropriate choices—whether unnecessary new bodies, overloads on existing ones or the import of frameworks that do not necessarily ‘fit’ local conditions—of particular relevance to current proposals for a new Commonwealth anti‐corruption agency.  相似文献

Studies of "policy" and l'policymakingll have proliferated recently. One reason is the serious policymaking difficulties of American and other Western governments. Earlier political science did not address these problems well because of its concentration on political input processes rather than outputs. Most policy studies either evaluate programs 0' explain cases of policymaking, The approach proposed here, called public policy, does both. Analyses of preferred options are played off against the limitations of process, and vice versa. This conception is illustrated and the problems posed by it are discussed.  相似文献
