Proposals for how to redesign democracy so as to better secure the demands of intergenerational justice can be divided into three broad families: (1) representative proxies; (2) differential voting schemes; and (3) counter-majoritarian devices. However, these proposals suffer from a fundamental weakness: namely, they all assume that despite the fact that democracy is by its very nature ill-equipped to secure intergenerational justice, it is nevertheless possible to rely on democracy to solve this problem in the first place. But that, to put it colloquially, is like thinking that one can pull oneself up by one’s own bootstraps. This paper sketches the shape and contours of a solution to this problem that is better able than the alternatives to escape this objection. This solution draws upon the strategy of a so-called ‘non-reformist reform.’  相似文献

The “commons” is emerging as one of the progressive political key words of our time. Against a backdrop of continuing neoliberal governance of the global economy, there is interest in a “translocal” global commons as an alternative that transcends both state and capitalist forms of appropriation. In this paper, I offer a constructive critique of the global commons. While sympathetic to arguments about the deficiencies of state-centric forms of socialist projects for emancipation, I nevertheless argue that realizing the commons vision of a more democratic politics means continuing engagement with the state, particularly for connecting up and scaling up local autonomous projects to achieve more transformative social change.  相似文献

Since the 1980s identities have re-emerged as a powerful factor shaping support for specific public policies, often doing so at the expense of prioritising the interests of future generations. Outside the United States a major causal factor has been the declining ability of many political parties to mobilise support for themselves and their policies. Consequently, considerations derived from the past can be at the expense of future citizens. This article analyses two major policies separated by a century—Prohibition in the US and Brexit. With both, the enacted policies featured limited previous public discussion about their likely consequences. Moreover, in both cases it was a ‘hard’ version that would be enacted, even though some supporters had favoured more moderate policy options. While not all policies driven by support from particular identities harm future generations, some do. This results from politicians in public utterances previously being insufficiently focussed in detail on the policy’s consequences.  相似文献

This paper explores the relevance of the autonomy of migration approach for understanding the role of citizenship in the sovereign control of mobility. There is an insurgent configuration of ordinary experiences of mobility emerging against this regime of control. At its core is the sharing of knowledge and infrastructures of connectivity, affective cooperation, mutual support and care among people on the move. The sovereign regime of mobility control is displaced on the level on which it attempts to take hold: the everyday movements of migrants. The frenetic fixation with security is challenged by the creation of common worlds of existence; the obsession with governance is replaced by inhabiting social spaces below the radar of existing political structures. This paper attempts to contribute to a reconstruction of this mundane ontology of transmigration, an ontology which we will describe as the mobile commons of migration.  相似文献

The purpose of this paper is to provide the definitional and empirical background to the Liberal Democracy Series I Index of democracy that is available in Bollen (1998) but whose rationale has not been published. More specifically, the paper (1) gives a definition of liberal democracy that has guided the formation of this index, (2) describes measures that correspond to this definition, (3) provides a measurement model that links the indicators of democracy to the latent variables that represent the concept, (4) explains the construction of the Liberal Democracy Series I Index, and (5) compares the Series I democracy measure to two other widely used democracy measures in a latent curve model. The Liberal Democracy Series I Index provides a simple unweighted measure of liberal democracy that minimizes the bias in expert ratings, is highly reliable and highly correlated with the latent liberal democracy variable. The evidenced reviewed here suggests that its measurement properties are superior to the Polity and Vanhanen democracy indices with the exception that it is available for a more limited period of years than these latter two.  相似文献

Abstract

The Pivot towards the Asia Pacific has been a key component of the grand strategy of the Obama administration. Militarily, the main challenge is represented by the Chinese capacity to erode the American ‘command of the commons’.

The United States have been developing a new operational concept, labelled ‘Air-Sea Battle’ (ASB) aimed at maintaining the capacity to project military power even if adversaries are able to deploy a sophisticated anti-access area denial strategy.

According to Robert Talisse, ‘we have sufficient epistemological reasons to be democrats’, and these reasons support democracy even when we are tempted to doubt the legitimacy of democratic government. As epistemic agents, we care about the truth of our beliefs and have reasons to want to live in an environment conducive to forming and acting on true, rather than false, beliefs. Democracy, Talisse argues, is the best means to provide such an environment. Hence, he concludes that epistemic agency, correctly understood, supports the legitimacy of democracy. This reply highlights the interest, but also the difficulties, of this argument and, in particular, of its assumptions about epistemic agency, morality and democracy.  相似文献

Abstract

Democracy and tragedy captured a delicate poise in ancient Athens. While many today perceive democracy as a finite, unquestionable and almost procedural form of governance that glorifies equality and liberty for their own sake, the Athenians saw it as so much more. Beyond the burgeoning equality and liberty, which were but fronts for a deeper goal, finitude, unimpeachability and procedural norms were constantly contradicted by boundlessness, subversion and disarray. In such a world, where certainty and immortality were luxuries beyond the reach of humankind, tragedy gave comfort and inspired greatness. The purpose of this article is to draw explicit links between democracy, tragedy and paradox. Given that tragedy's political ascendancy coincided with the birth of democracy in ancient Athens, we may assume that democracy was somehow, if not implicitly, tragic. But what was it that made democracy and tragedy speak so intimately to each other and to the Athenians who created them? The answer, at least the one which this article entertains, is paradox.  相似文献

This article uses survey data to study the impact of democracy on the demand by poor citizens for government redistribution. Taking the well‐known Meltzer‐Richard theory as the point of departure, three arguments are presented as to why such a demand should be stronger in democracies than in autocracies: in democracies low‐income groups are: (1) exposed to elections that can make a policy difference: (2) better informed about the income distribution; and (3) better equipped to process such information. The argument receives empirical support in a Bayesian multilevel analysis which combines 188 World Values Surveys with cross‐sectional and longitudinal macro data from 80 countries.  相似文献

The relationship between nonformal education (NFE) and democracy has not been subject to empirical examination. Given the prominence that NFE has gained in many countries, such as those in Africa, this inattention is unfortunate. Using data from a survey involving a probability sample of 1484 Senegalese citizens, this paper examines the effects of education, both formal and nonformal, on political participation among rural Senegalese. The results indicate that NFE and formal education tend to have similar effects on several political behaviors, but the effect of NFE generally appears to be stronger. NFE has a positive impact on political participation. NFE increases the likelihood that one will vote and contact officials regarding community and personal problems. In addition, NFE has a strong, positive impact on community participation.Michelle T. This article examines the democratic status of irregular immigrants from the vantage point of different models of democratic inclusion. The argument developed is that irregular immigrants are in fact members of the democratic state by virtue of being subjected to the legally binding norms in the territory of the state. The extension of the vote and other political rights to irregular immigrants nevertheless remains problematic due to their ‘illegal’ status. Because this status follows from the restrictive border policies implemented by most contemporary states, it shows that the ideal of democratic inclusion is scarcely reconcilable with a policy of restrictive cross-border movement. The conclusion defended in the article is that the interest in keeping borders restricted reduces the prospects for democratic inclusion in contemporary states.  相似文献

While democratic decentralisation is viewed as an important vehicle for development in sub‐Saharan Africa, its viability in practice is often doubted. Lack of resources, expertise, marginalised populations and the inexperience of local electors are all barriers to successful decentralisation. However, often overlooked are the diverse ways in which local people use the opportunities provided by democratic decentralisation to engage local authorities and demand accountability. Using examples from Uganda and South Africa,1 this article demonstrates how local people use democratic openings to meet the challenges of marginalisation and demand accountability. While the data is from the mid to late 1990s, the evidence presented here is relevant to the continuing debate over democratic decentralisation for it reveals something that is not always recognised: lack of resources is not necessarily the problem; developing political capacity for demanding accountability for existing resources is what is important. The implication is that for decentralisation to be effective, practitioners must develop a better understanding of local political engagement so that their efforts may strengthen rather than thwart emerging political relations of accountability. Why has the financial crisis not served as an occasion for social democratic revival? It is because, with the ‘Third Way’, European social democracy became imbricated with the financial system in crisis to such an extent that it is in no position to offer an alternative to it. The financial crisis is the crisis of the Third Way. Furthermore, the Third Way was based on the faulty premise that it was possible to replicate USA's apparent success in the 1990s, which, however, was based on very particular conditions. The argument is pursued with reference to inter alia Third Way ideology, transatlantic relations, the political economy of capitalist variety, and the political sociology of mass parties.  相似文献

This article tries to identify the main threats to post-communist liberal democracies, especially those perils related to the weakness of pluralist traditions, institutions, and values and the rise of movements and ideologies rooted in cultural and political malaise, ressentiment, and disaffection. Nine such perils are identified in the second half of the article, including Leninist legacies, salvationist popular sentiments, the rhetoric of reactionary nostalgia, the fluidity of political formations, the crisis of values, authority, and accountability, and the tensions between individualistic and communitarian values. The concern here is with a diagnosis of the main vulnerabilities of Eastern Europe's post-communist states in order to evaluate prospects for further democratic consolidation and risks for the rise and affirmation of ethnocratic parties and movements. Understanding the post-communist political and cultural situation, including persistent isolationist, anti-globalisation, populist and nationalist trends, is of critical importance for interpreting the main directions these countries will pursue in their efforts to join the European Union institutions.  相似文献

Abstract

This paper looks at two 20th century theories of tragedy: those of Cornelius Castoriadis and Albert Camus. The theories that each proffer of this ancient cultural form are striking. Against more standard views, both theorists stress that tragedy is a cultural form that has only arisen historically in cultures whose forms of religious thought have been laid open to question. In this way, both argue that tragedy is an important democratic cultural form, which stages the confrontation between a no longer unquestionable divine order, and human autonomy. The intent of the paper, from the start, is a political one. It wants to place Camus alongside Castoriadis as a ‘post-Marxist’ thinker, who belongs meaningfully to what Dick Howard has called ‘the Marxian legacy’. More than this, it aims to do this by staging Camus' theorisation of tragedy, with Castoriadis', as a powerful riposte to the conservative criticism of democracy as a modern political form, that is, that it cannot muster sacral cultural forms forceful enough to meaningfully unite people beneath its banner.  相似文献

本文从中国农村基层民主发展的内在逻辑出发对基层民主发展的若干问题进行了分析,认为选举式民主是不是中国农村政治发展的方向,将取决于两个内生性变量,即:村民的民主欲求和各地面临问题的性质。文章就选举民主能否增加基层地方政权的合法性进行了分析,指出选举民主只是增强地方政府合法性的途径之一。在民主和政府治理的关系上,作者认为选举民主未必能够提高基层政府的治理水平。目前中国农村基层政改并不存在一种成功模式适合所有地方,因此,不应该以政策或法律的形式强制推行某一种模式,而应该在给定方向和原则的前提下倡导和鼓励各地自主创新,探索适合本地方的政改模式。  相似文献

The Fourth Plenum of the Communist Party of China held in September 2004 outlined a course of reform aimed at establishing the Party as a permanent governing party (zhizheng dang 执政党). This aim shares some of the values and procedures of legislative democracy, but is fundamentally different in structure. There are no existing cases of party-state democracy as envisioned in the governing party idea, so the theoretical question is asked, is party-state democracy possible? The paper considers the course of development and the limitations of the theory of legislative democracy and contrasts it to the course of Chinese political development. It then presents the essential elements of a democratic system, concluding with a discussion of the feasibility of party-state democracy.  相似文献
