Because of popular and political pressure, governments have been compelled to regulate ‘excessive’ executive compensation and search both a policy and political solution. In this paper, I seek to establish the mechanisms of policy learning, competition, and emulation by examining American and British regulatory policies of executive compensation that show evidence of reciprocal diffusion, i.e. from the US to the UK and vice versa. The evidence suggests that during the past two decades, the extent of reciprocal policy diffusion varied and was primarily driven by policy learning. Using published government reports, press releases, public hearings, newspaper articles, and interviews, I demonstrate that reciprocal learning occurred because one country's policymakers and practitioners explicitly discussed and/or referred to the practices in the other country when deciding to adopt a specific policy solution to the problem of excessive executive pay. I discuss the implications for the literature on diffusion and point out avenues for future research. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

Abstract

In the existing literature, the ‘virtual’ nature of financial derivatives is often commented upon, but how these products are brought into being has seldom been examined in any depth. This article analyses the development since 1970 of organized financial-derivatives trading in the US and UK (in particular, of derivatives exchanges and of the British financial spread-betting industry), with the goal of examining the ‘material production of virtuality’. The article explores the similarities and differences between technological innovation and innovation in derivatives; discusses the role of the ‘internal’ cultures of financial markets and of the wider culture (in particular, the legal traces of hostility to gambling); and analyses the requirement of ‘facticity’ for the measure underlying a cash-settled derivative, focusing in particular on the most important such measure, British Bankers’ Association LIBOR (London interbank offered rate).  相似文献

Part of the growing literature on valence politics interprets the electoral impact of party competence perceptions as resulting from consensus over ideological positions in contemporary societies. The relationship between valence politics and consensus, however, is usually based on either disputable theoretical assumptions or on single-country analyses. In this paper I empirically test the assumptions linking valence politics and policy consensus in a comparative perspective across 21 political systems. The results show no evidence that valence is associated with consensus, and some evidence that the electoral effect of valence is correlated with certain forms of policy dispersion, such as ideological party polarisation. The implication that perceptions of party competence are significantly informed by spatial-based considerations is discussed.  相似文献

The federal government passed legislation in the 1960's and 70's to increase physician supplies and reduce spatial inequalities in access to physicians. A major policy was to aggressively continue increasing the overall supply of physicians on the assumption that market forces would eventually divert physicians from areas of high physician density to those of low density. Using state-level, annual data collected over a 21-year period, this paper investigates the macro-scale spatial diffusion of physicians as an essential element in evaluating this policy. The results provide evidence of the policy impacting locational trends relating to primary care physicians, but not specialists. They also indicate that the Medicaid/Medicare programs may have adversely affected the maldistribution problem.  相似文献

While studies of policy diffusion and policy transfer have focused largely on industrialized countries, it is the exact opposite when it comes to pension policies where the focus remains on national elements such as institutions and partisanship. Focusing on a case with a high degree of programmatic similarities, this contribution fills this gap by analyzing the adoptive process in an industrialized country. The empirical analysis involves the transfer and diffusion of the Swedish pension reform in Norway. Norway has a long history of borrowing from Sweden. Following a highly publicized Swedish pension reform embraced by the World Bank, Norwegian policy makers could have easily introduced this reform at home when they embarked into a reform process in the early 2000s. By analyzing core policy instruments of the Swedish pension reform and the agenda-setting and the formulation stages in the policy process in the Norwegian case, this contribution explains why it proves complex and difficult to attribute the outcome of a reform to a diffuser and it argues that more attention is needed on the process behind the adoption of policies from abroad.  相似文献

By analyzing why English local governments have made extensive use of long-term market loans with embedded derivatives, this paper seeks to contribute to the growing literature on local government financialization. Using an original, large-N panel dataset for the period from 1998 to 2014, we show that the configuration of the local political economy is an important driver of financialization processes: a Labour Party majority as well as fiscal and economic stress make it more likely that councils adopt risky financial instruments. As the use of financial innovations has also diffused geographically, policy diffusion impacts local governments as well. Highlighting the conditional effect of finance sector power, which only increases the use of financial innovations in very large councils, as well as the temporal dimension of fiscal and economic stress, we create ample avenues for further research.  相似文献

This article explores the complicated triangular architecture among innovation diffusion, fiscal recentralization, and authoritarian welfare regimes. We argue that local governments' adoption of innovative welfare policies attracts the attention of central authorities who tend to recognize spontaneous local innovation by releasing central administrative signals. During the era of fiscal recentralization starting from the Chinese Tax‐Sharing System Reform in 1994, cities with higher fiscal dependency are more likely to behave innovatively by adopting a new welfare policy for potential fiscal transfer rewards. The central government's recognition of this innovation stimulates cities' adoption but would reverse the effects of fiscal dependency because of the loss of the “innovativeness” of the adoption and its effectiveness in attracting the attention of superior authorities. We test our theories on the dynamic diffusion with the case of China's Urban Minimum Living Standard Assistance system, an urban poverty‐alleviation policy implemented fully in 1999.  相似文献

ABSTRACT

Almost since the end of World War II, transnational cooperation among political parties has been a common feature of European politics. This paper makes the case for studying transnational partisan cooperation in the European multilevel space, focusing in particular on the phenomenon of “party policy diffusion.” At the heart of the paper is a conceptual discussion of party policy diffusion in the EU. Specifically, we look at the (1) aims that lead parties to learn from or emulate parties in other countries; (2) the mechanisms through which this may work; and (3) the wider implications of this practice both for domestic and European politics. Drawing on this conceptual discussion, the paper then goes on to offer leads as to how the phenomenon of party policy diffusion can be studied in the European multilevel space. To this end, we briefly point to possible ways of testing hypotheses about party policy diffusion using spatially explicit modeling strategies such as spatial regression models and exponential random graph models for transnational party networks.  相似文献

Several shortcomings of traditional diffusion research create major impediments to our understanding of the diffusion of innovations as well as to the development of effective strategies of policy intervention to facilitate diffusion. Among the criticisms of diffusion research are the selection bias of many diffusion studies and the futility of curve fitting as an adequate test of theoretical relevance. These shortcomings can be avoided by substantive and methodological changes in diffusion research. We argue that innovation attributes, together with policies associated with the diffusion of an innovation, account for significant differences in diffusion patterns. Postmodern inquiry into the discursive construction of identity has the potential to make a distinctive, democratizing contribution to public policy analysis. More so than conventional approaches, a postmodern policy analysis offers the opportunity to interrogate assumptions about identity embedded in the analysis and making of public policy, thereby enabling us to rethink and resist questionable distinctions that privilege some identities at the expense of others. Public policy analysis can benefit from postmodernism's emphasis on how discourse constructs identity. A review of postmodernism and postmodern approaches to interrogating identity is followed by an exercise in postmodern policy analysis. Social welfare policy in contemporary postindustrial America is shown to participate in the construction and maintenance of identity in ways that affect not just the allocation of public benefits, but also economic opportunities outside of the state. Mired in old, invidious distinctions (e.g., independent/dependent, contract/charity, family/promiscuity), welfare policy discourse today helps to recreate the problems of yesterday, particularly as a critical factor in reproducing women's poverty.  相似文献

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.

Abstract. Competition policy has become a salient issue in the last decade. The purpose of this article is to widen discussion amongst political scientists of an issue that has been dominated by the disciplines of economics and law. The concept of a competition policy is the foundation stone of the entire European Union. It lies at the very heart of efforts to establish a common market and within the EU competition policy arena the decision making powers have laid firmly with the supranational institutions. This article provides an overview of the issue; it traces the constitutive foundations of policy and discusses the functions of the core EU competition policy actors. It is primarily concerned with the European Commission, in particular, DGIV. The paper accounts for DGIV's metamorphosis in the 1980s and the myriad of problems now confronting its procedures and efficiency in the 1990s. Whether these defects can be resolved will ultimately determine the fate of DGIV. Arguments for institutional reform are raging through the European institutions and DGIV provides no exception. The paper concludes with a discussion on the plausibility of the creation of an independent European Competition Office, modelled on the role of the German Federal Cartel Office.  相似文献

How do radical right populist parties influence government policies in their core issue of immigration? This article provides a systematic analysis of the direct and indirect effects of radical right anti-immigration parties on migration policy reforms in 17 West European countries from 1990 to 2014. Insights from migration policy theory serve to explain variations in the migration policy success of the radical right. While previous studies mostly treat migration policy as uniform, it is argued that this approach neglects the distinct political logics of immigration and integration policy. This article reveals significant variations in policy success by policy area. While immigration policies have become more liberal despite the electoral success of the radical right, when the radical right is in government office it enacts more restrictions in integration policies. Accordingly, anti-immigrant mobilisation is more likely to influence immigrants’ rights than their actual numbers.  相似文献
