Of the three major sources of environmental deterioration — CFCs, carbon dioxide, and deforestation and land degradation — only the first two can be eased by industrial policies alone. The second and third also require changes in mass behavior, especially in pre-industrial countries. In order to encourage action on the part of their governments, international agencies have supported the preparation of more than fifty country environmental profiles. The next steps will require a careful analysis of current direct and indirect policies influencing human behavior toward the environment. This article describes the ‘policy environment of environmental policies’ in third-world countries and suggests a strategy for creating a coherent body of incentives to motivate environment-supporting public behavior.  相似文献

The policy movement is unified by a common interest in the improvement of policy decisions through scientific inquiry. The movement is differentiated, however, because this common interest is highly ambiguous and subject to interpretation from different perspectives. This paper applies a policy sciences perspective to the movement's disappointments over the last few decades, and in particular, the failure to realize earlier aspirations for rational, objective analysis on the more important and controversial policy issues. The paper offers a definition and diagnosis of the underlying problem, and suggests what can be done about it as a matter of individual and collective choice.  相似文献

ABSTRACT

How do we study social media technology? While social semiotics provides an extensive toolkit for analysing multimodal texts and semiotic practices, the study of social media as semiotic technology poses a significant challenge to existing research methodologies. In this article, we present a social semiotic framework that allows us to describe in analytical details the multimodal meaning potentials offered by digital social media technology and connect these to multimodal text-making and semiotic practices while underscoring the role of technology. Our framework is organized around seven interrelated and inherently informed dimensions: (1) multimodality, (2) practice, (3) the social, (4) medium, (5) the material, (6) the historical, and (7) the critical. This framework could pertain to most types of semiotic technologies, but will here be developed for accounting for social media technologies, and its viability will be illustrated with examples from Instagram. By developing this framework, we aim at elaborating the theoretical basis and analytical tools of social semiotics, and thereby contributing to bringing forward increased understanding of how social media technology enables making, enacting and managing meaning.  相似文献

The issue of adverse health effects from electric and magnetic fields (EMFs) has been brewing for the last decade or so. While the epidemiological evidence persists in linking proximity-to-powerlines to a few forms of cancer, exposure and dose remain undefined, and no clear mechanism of action has been identified. Despite this scientific ambiguity, there are frequent calls for governmental action; and yet, there is no unanimity on what action is appropriate, even among those asserting that something ought to be done. This article analyzes the various ways that the EMF problem has been socially constructed through distinctive forms of public discourse and the sources of contention among these different forms. It should appeal to interpretive policy analysts and to those interested in the valuative assumptions behind policy claims. Those oriented exclusively to the technical side of EMF may find the interpretation offered here somewhat unsettling, however, since it relativizes many of the factual claims surrounding the issue. Attention is also given to the ways that multiple EMF discourses are accommodated in the absence of scientifically conclusive evidence.  相似文献

Abstract

Margaret Kohn argues for a reappraisal of early twentieth-century left-republican French political theory, known as ‘solidarism’. Solidarism recognises private property as legitimate, but at the same time argues that the collective nature of economic production gives rise to a claim to social property. It is social property that should underlie the case for social justice and social rights, not the standard liberal claims to individual autonomy. This paper provides an appraisal of Kohn’s recovery of solidarism, taking as its main theme the relation between property and social justice. The paper first offers a typology of four theories of justice (right- and left-libertarianism, luck and relational egalitarianism) and discusses the relation of each of these to the concept of property. Then it argues that solidarism is akin to left-libertarianism in the way it formulates justice as a claim to social property. Finally, it argues that solidarists cannot escape grounding their theory in a non-property based fundamental principle, which makes the theory much less distinctive from egalitarian theories of justice than may appear at first sight.  相似文献

How thick is the line that separates a huge, decorated-yet-intact boar served in a fancy restaurant, and an anonymous plastic-packaged cut-in-pieces chicken breast in a supermarket? They might look like two aesthetically and culturally opposite extremes in one sense; and like two forms of perception and display of one single thing, the product animal, on the other. What, if any, are the common denominators between these two (and of course many other) instances of the human–animal relationship?

The present article shall attempt to explore the idea of otherness as applied to the human–other animal relationship, to introduce the concept and distinguish different typologies of anthropocentrism, and to classify the anthropocentric attitudes, in order to understand them as a social phenomenon and as the result of a semiotic process. For each attitude, a sort of schematic identity card will be proposed, with emphasis on origins and prototypes, plus some practical examples.  相似文献

This article engages with current debates on the sociology of camps and camp-like institutions in contemporary society. Drawing on ethnographic material collected in Italy in ‘nomad camps’ where forcibly displaced Roma from former Yugoslavia were sheltered in the 1990s and 2000s, it argues that Agamben's conceptualisation of the camp as a space of exception, by constructing the camp as other to an idealised notion of citizenship and the rule of law, offers limited purchase for a sociological investigation of the complexity and ambivalence of social relations in and around camps as well as residents' everyday practices and experiences of political membership. Focusing on the resources, entitlements and ‘rights’ of camp residents and their interactions with state, regional and local authorities and non-governmental actors, this article invites to de-exceptionalise the camp and the experiences of its residents, and proposes the concept of ‘campzenship’ to capture the specific and situated form of political membership produced in and by the camp. Getting closer to the camp and its inhabitants through the adoption of an ethnographic gaze reveals the camp space as paradigmatic of the stratification and diversification of political membership in contemporary society, a social and political terrain where rights, entitlements and obligations are reshaped, bended, adjusted, neglected and activated by and through everyday interactions.  相似文献

Institutions for collective action (ICAs), comprising individuals that informally organize to manage collective resources, have gained recognition as a significant means of informal governance of common resources alongside the more formal schemes of privatization and top-down regulation. Using the case study of community gardens, this article locates ICAs within the broader phenomenon of self-organization in complex systems, and inquires whether ICAs exhibit dynamics of social contagion and diffuse in accordance with patterns that prevail in self-organized complex systems. Applying quantitative methods derived from the field of complexity, we measure the temporal, spatial, and spatiotemporal diffusion of community gardens in the city of Jerusalem. The results suggest that the spread of community gardens in the urban space displays patterns of self-organization and social contagion. More generally, these findings suggest that ICAs may scale from the micro to the macro level in a bottom-up, self-expanding manner, while maintaining the advantages of local, commons-based arrangements. This perspective carries significant policy implications, and highlights the potential use of ICAs as a means for the governance of public resources, not only on a local, micro scale but also on a more global scale.  相似文献

Abstract

This paper analyses the phenomenon of free and open source software (FOSS) in the light of Luc Boltanski and Ève Chiapello's The new spirit of capitalism. It argues that collaborative FOSS production by volunteer software developers is a species of critical social practice in Boltanski and Chiapello's sense: rooted in resistance to capitalist social relations, and yet also a source of values that justify the new routes to profitability associated with contemporary network capitalism. Advanced via collective projects that are sustained by hacker norms and privately legislated ‘copyleft’ law, the FOSS ethos is apparently antithetical to private property-based accumulation. Yet it can be shown to embody the ‘new spirit of capitalism’ in its most distilled form; moreover FOSS developers have instituted new forms of property and new modes of profit creation around software that are in the process of being adapted for use in other economic sectors. Meanwhile, the private law constraints on profit-seeking that have emerged from the FOSS movement are counteracting some of the social pathologies that accompany network capitalism only to consolidate others. The paper concludes by identifying likely bases for a renewal of critique given these realities.  相似文献

In a recent debate in Economy and Society, Ingham criticized Marxist theory of money on the grounds that it relates money to commodities through the labour theory of value, while ignoring credit money. Ingham suggested instead that money is constituted by social relations characteristic of credit, namely relations of ‘promise to pay’. Drawing on Marx, this article shows that, pace Ingham, it is necessary theoretically to relate money to commodities. Money is indeed constituted by social relations, but these are commercial relations among ‘foreign’ commodity owners, not credit relations. The social relations of money are successfully captured by Marx's concept of the universal equivalent, when that is interpreted as monopoly over the ability to buy. In this light, both commodity and credit money are forms of the universal equivalent, but qualitatively different from each other.  相似文献
