Inequality in Britain today is now so deep that the top 10 per cent own 100 times more than the bottom 10 per cent, yet there is remarkably little public concern or anger about poverty. Indeed, compassion and concern for the poorest in society has actually declined in recent years due to the continued, and even increased, prevalence of the view that poverty is largely caused by laziness and lack of willpower, or is simply an unavoidable fact of modern life. Either way, many people tacitly accept that ‘the poor will always be with us’. Moreover, much of the British public believes that there are sufficient opportunities to succeed for those who try hard enough, and also that it is the middle class which actually struggles the most, economically or financially. These assumptions are highly conservative in their ideological and political implications because they limit public support for egalitarianism and extensive wealth redistribution from rich to poor.  相似文献

Following World War II (W.W.II), Japan adopted a democratic parliamentary system. Since its formation in 1955 the Liberal Democratic Party (LDP) had monopolized Japanese legislature (Diet) for over 35 years. However, it is said that at the center of the budgetary process was the Ministry of Finance (MOF). Elite bureaucrats rather than politicians are typically seen as the agenda-setter. The action of politicians, in particular members of the LDP, to influence the budgetary resource allocation has been largely unexamined. This paper empirically examines the influence of the LDP on the supplementary budget formation and on the revenue-sharing. We find that the LDP had a significant impact on the budget formation. Further, we find that the LDP manipulated transfers from the central government to local governments presumably to maintain its electoral positions.  相似文献

The responses of municipal governments to declining real revenue are used to conduct a critical test of three theories of budgetary decisionmaking. Contrary to the expectations generated by the bureaucratic process theory, there is little evidence of the application of any budget cutting algorithm based on stable account priorities. Contrary to the expectations generated by the interest group politics model, there is equally little evidence of across-the-board cuts. The results are, however, broadly consistent with what we have termed the managerial theory which emphasizes the relative controllability of expenditure categories, transient decisionmaker preferences, and the stochastic impact of short-term expenditure solutions. The difficulties associated with the conduct of critical tests in this area are also discussed.Supported by NSF grant DAR 80-11208.  相似文献

The Italian budgetary process requires constant interaction between executive and legislature. As a result budgetary policy is a reflection of Italian legislative activity in general. Time‐consuming negotiations and compromises are required between a wide range of political interests. Abstract

This article examines ‘enactment’ as a significant new form of knowledge about collective life that differs fundamentally from familiar forms of ‘social’ knowledge. The emergence of enactment is traced through a series of domains where the problem of estimating the likelihood and consequence of potentially catastrophic future events has been made an explicit object of expert reflection: response to a possible nuclear attack in US civil defence planning in the late 1940s; the emergence of natural hazard modelling in the 1960s and 1970s; and the emergence today of terrorism risk assessment and its proposed application to federal budgetary distributions. The article engages with central questions in debates around ‘risk society’ and insurance, holding that new approaches to understanding and assessing risk are not merely idiosyncratic or subjective. Rather, they should be treated as coherent new forms of knowledge and practice whose genealogy and present assemblies must be traced.  相似文献
