ABSTRACT

After having been dormant for much of the 20th century, the concept of cosmopolitanism has regained some of its former rhetorical power in current academic and political debates. Taking Kwame Anthony Appiah and Robert Fine as key interlocutors, the article argues that a historically informed analysis of the linguistic context, in which the language of cosmopolitanism first emerged, can help us understand better the political and ideological underpinnings of the concept. In the first part of the article, I discuss the emergence of cosmopolitanism in the context of what I shall refer to as the ‘ismatization’ of political language in the late 18th and early 19th centuries. In the second part, I turn to what I consider to be a key text for understanding the paradoxes of cosmopolitanism: the essay Das Geheimnis des Kosmopolitenordens (‘The Secret of the Order of the Cosmopolitans’), published by the German novelist, poet and publicist Christoph Martin Wieland in the journal Teutscher Merkur in 1788. At the end of the 18th century, I argue, Wieland makes a similar observation to Fine, namely that the ‘ism’ connotes something doctrinal, even sectarian, and steeped in secrecy and conspiracy.  相似文献

The political transition from Lee Kuan Yew to Goh Chok Tong to Lee Hsien Loong has generally been interpreted as a trajectory of gradual liberalisation in Singapore. This discourse of liberalisation is encouraged by a variety of factors such as policy changes over censorship regulations, a younger and more cosmopolitan polity, the government's global city ambition and desire to turn the city-state into a creative hub. Such factors, however, often obscure the contemporary policing dynamics of the People's Action Party (PAP) state. Using Erving Goffman's concepts of the ‘back’ and ‘front’ regions, this paper will demonstrate how the PAP state operates in different social spaces and how it engages in the different politics of these spaces. Using specific cases from the theatre community, this paper argues that the discourse of liberalisation has grown because the PAP state has, in recent times, exercised its censorship powers in the ‘back regions’ of theatre, away from the media and public. Finally, it will examine recent amendments to the Films Act and the Public Order Act which clamps down on acts of civil disobedience, and show that this is consistent with what Goffman calls ‘dark secrets’—that is, facts that are incompatible with an individual's or institution's public image.  相似文献

In an era of Brexit and on-going constitutional debates in the UK, questions around devolution and national identifications currently attract scholarly attention as never before. This article focusses on national identification in two devolved regions, Wales and Northern Ireland, never before compared in this way, to explore how devolution can act in a fluid and multidirectional way to produce differing framings of national identification. Using original qualitative research, combining the tools of documentary analysis, structured interviews and focus groups, it considers these theoretical ideas through the prism of both political elites and everyday life to explore and compare the reasoning behind the politicization of key national identifications.  相似文献

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

This article explores SOE plans to organise stay behind parties in neutral Ireland in cooperation with Irish army officers, in anticipation of a successful German invasion, as well as efforts to prepare for sabotage operations and to plant rumours through its agent Roddy Keith, and later through the British press attache John Betjeman. SOE's ambitions were opposed both by MI5 and SIS. MI5 wished to protect its own links with Irish intelligence, while SIS feared for the security of its covert Irish networks (which in fact were already penetrated). The consequent rows drew in C, Sir Frank Nelson, and other senior figures. They were resolved by Churchill, who felt that to provide the Irish with war material would only encourage them in their neutrality policy. His verdict was taken as an instruction to SOE to quit Ireland.  相似文献

Amartya Sen’s comparative approach to justice makes clear that notions of justice are shaped by human agency and experience, and both his focus on the ‘internal view’ of well-being that emphasizes suffering as a central feature of illness and his recognition that social and cultural factors shape perceived injustice are critical to this approach. However, Sen questionably depicts the contributions of anthropological research to this project as limited to ‘the sensory dimension of ill-health.’ Focusing on mental health in the context of global justice, I argue that Sen’s treatise on justice can be refined through an ethnographic method that synchronizes attention to (1) cultural knowledge and social relations in ecological settings; (2) fundamental human needs; and (3) levels of analytic specificity involving situations, categories, and events. This method integrates analysis of internal phenomenology and external constraints of political economy and ideology. To demonstrate I discuss three cases involving students and violence in Rio de Janeiro, women and witchcraft in Ghana, and historical migration and war trauma among Vietnamese immigrants in which external conditions of insecurity and inequality contributed to deteriorating mental health conditions including depression, trauma, and debilitating anxiety.  相似文献

A central challenge of Amartya Sen’s comparative view of justice is to bring cultural diversity to bear on conceptualizing global justice, which includes building bridges across cultures that enable effective action, and rendering compatible the most beneficent of Rawlsian (or transcendental) intentions with irreducible cultural diversity. For social scientists meeting this challenge requires, first, taking account of variation of social practices in the social construction of meaning, and second, uncovering invisible frontiers of global justice that remain hidden due to conceptual or empirical oversight. The latter is especially true for contemporary International Relations (IR) theory, which assumes state actors to be the main interlocutors in the global realm, and thus precludes consideration of micro-level forms of inter-national relations (understood as interaction among all types of actors that takes place across country borders and that bears traits of national identity). Alternatively, Sen’s micro-perspectival approach offers a welcome support for pluralist approaches that both appreciate non-state access to contestation in the international arena, and account for the meaning-in-use of fundamental norms (democracy, rule of law, human rights) in different cultural and inter-national contexts.  相似文献

Advertising today has become an intrinsic part of modern culture. Apart from the obvious and tangible extolment of the virtues of a product and/or brand, more insiduously and less tangibly, advertising plays a key role in the functioning of social attitudes and values. This paper examines how advertising discourses in India, in particular the hugely successful and representative Woman of Substance’ ad campaign in the magazine Femina, transforms the manifold attitudes and qualities of the woman into commodities to be marketed; and how the ad campaign positions the woman within the nexus of her social interactions. The paper traces the economic and socio‐cultural changes that have characterised India's transition towards an open market economy to situate the role that advertising discourse plays in urban India today in the representation of the ‘Woman of Substance’. These changes have occurred in a relatively short space of time and have interacted profoundly with advertising discourse. This can best be seen in the fact that an urbanising trend in India has diversified the range of approved cultural models available to women in the search for what has come to be fashionably referred to in recent times as ‘lifestyles‘exemplified both in the ‘Woman of Substance’ ad campaign, and the magazine itself, Femina.  相似文献

‘Weserübung’, the German invasion of Norway and Denmark on 9 April 1940, was a brilliantly successful surprise attack, both strategically and tactically. Strategic surprise was obtained because the idea that Germany was about to launch a major invasion of Norway was remote from any of the preconceived scenarios about Germany's next move. Germany's achievement of tactical surprise was also aided by bad weather in the North Sea. The main reason for the failure of both Norwegian and British policy-makers to comprehend what the Germans were up to lies in the importance of the ‘mindset’. On both sides of the North Sea the conventional wisdom was that Germany would not attempt an invasion of Norway against the supremacy of British sea power. Hence all incoming information was interpreted in Oslo in the light of the next mindset, namely that only a determined British attempt to take control of the Norwegian coast could trigger an armed German retaliation. In London, incoming intelligence was interpreted so as to conform to the Admiralty's preconceived scenario of a German naval breakout into the North Atlantic.  相似文献

Despite drawing on different historical traditions and philosophical sources, Sheldon Wolin and Étienne Balibar have come to see citizenship and democracy in fundamentally similar ways. However, the work of one has not been considered alongside that of the other. In this paper, I examine some of their key texts and draw out three areas of common concern: the historical specificity of the political, citizenship as a dialectical process and dedemocratization. The significance of Wolin and Balibar’s writing on citizenship and democracy lies in a set of proposals for the eternal rebirth of the citizen as democratic agent between action and institution, hierarchy and equality, individual and community, difference and the universal. Their open-ended frameworks can be seen as an antidote to contemporary pessimism about the fate of democracy as either political order or normative ideal. I conclude by suggesting that contemporary Ecuadorean and Bolivian debates about how to combine relational ontologies and liberalism has opened a fertile domain for re-imagining the I and We of citizenship.  相似文献

This article provides an overview of the federalisation of Belgium. It first discusses why Belgium acquired a federal character when the politics of the centre already recognised the multilingual character of the Belgian state. Subsequently the authors discuss the specificities of the Belgian federal system when it is placed in a comparative perspective. The presence of two different types of regions – Regions and Communities – the steering capacity of a small group of political elites reluctant to give up political control, the presence of institutional asymmetries, the initially dual nature of dividing competencies and the slow development of intergovernmental relations are highlighted as specific features of Belgian federalism. In the final section, the authors assess the assets and liabilities of federalism from the viewpoint of institutional stability. They argue that while Belgian federalism contains significant institutional shock absorbers and issues of common interest, the further unravelling of the centre in a confederal direction is more likely.  相似文献

In this paper it is argued that Weber cannot provide a consistent account of the maintenance of systems of ‘legitimate domination’. This argument is based upon an examination of Weber's fundamental concepts of ‘actio’ and ‘behaviour’ and their theoretical relation to Weber's ‘ideal-typical’ approach to the phenomenon of ‘domination’. Through this examination it may be seen that Weber fails to determine the specific ‘natural’ and ‘social’ conditions of forms of domination. Furthermore, Weber's theoretical position can be seen to result in an implicit attempt to combine irreconcilable ‘natural’ and ‘ideal’ forms of determination.  相似文献

In this article, I examine aspects of recent shifts in Pakistani citizenship norms and the implications for migrant populations. In doing so, I investigate how the coalescing of national security concerns with broader issues of immigration has brought ‘illegal’ migrants like the Burmese-Rohingya and Bangladeshis into the state's documented embrace. My purpose is threefold: to record the modalities of change through the discourse of ‘illegality’ which articulate the exigencies of the ‘war on terror’; to explore the implications of such change on certain Muslim migrant populations resident in Pakistan for several decades; and, through these discussions, to show how citizenship and belonging have played out in a very different way for them. The subject of immigration/migration and illegality in Pakistan, especially in the post-9/11 frame, has remained largely below the threshold of academic attention.  相似文献

We locate Arendt’s and Shklar’s writings within what Katznelson has identified as an attempt to create a new language for politics after the cataclysm of the twentieth century, and Greif has called the new ‘maieutic’ discourse of ‘re-enlightenment’ in the ‘age of the crisis of man’. More specifically, we compare and contrast two related, but in many ways also differing, ways of thinking about totalitarianism and its legal repercussions. To this end, we examine two sets of studies: Arendt’s The origins of totalitarianism and Eichmann in Jerusalem: A report on the banality of evil and Shklar’s After utopia: The decline of political faith and Legalism: An essay on law, morals, and politics. While The origins of totalitarianism and After utopia discussed totalitarian ideology and its consequences for modern political thought, the Eichmann report and Legalism dealt with the question of whether and how justice is possible after the extreme experience of totalitarianism. We argue that the maieutic impulse led Arendt and Shklar to find distinct routes to address a common concern. Our paper ends with a discussion of some of the surplus meaning that was generated by the different maieutic performances of the two thinkers.  相似文献

This study takes stock of the field of Intelligence Studies thanks to a quantitative review of all the articles published in the two main journals in the field: Intelligence and National Security and the International Journal of Intelligence and CounterIntelligence. Particular attention is paid to the diversity of the authors publishing in these two journals and the evolution of the issues they discuss. Publications in the field are widely authored by males based in the United States and the United Kingdom who write about Western intelligence and security organizations. Recent years have seen a slight diversification in the field but further efforts will be necessary to develop a more eclectic body of researchers and research on intelligence and national security.  相似文献

Fully-formed nationalisms do not emerge from nothing. Nor are they inextinguishable expressions of pre-modern forms of identity and political aspirations. The argument in this paper is that if they are fully formed, they have to emerge from ethno -nationalism; that is, out of ethnic identification-writ-large, where ethnic identification becomes ‘mapped’ onto that larger thing called a ‘nation’. Ethnic identification, however, requires a transformation in modes of consciousness and atavistic ethno-histories before ethno-nationalism and then full-blooded nationalisms can come into being. The argument is made in relation to the Karen nationalist movement in Burma. Karen nationalism emerged out of ethno-nationalism that was fostered by Christian missionary interest and ethnological attempts to set out a Karen ethno-history. Missionary writings offered Christian-educated Karen, in colonial times, the basis for a ‘narration of nation’ and for viewing themselves not merely as an ethnic group but a ‘nation’. This paper sets out the ceaseless unfolding of this ‘narration of nation’ that began in the nineteenth century and now tragically occurs in refugee camps in Thailand because of drastically altered politico-military conditions in Burma since the late 1980s. These narrations can only be understood in terms of their discursive history and how this history has been shaped. These narrations are examined with a view to addressing some key theoretical issues contained in more recent studies of nationalism and nation-state-making as modern phenomena and how ethno-nationalism is transformed into nationalism.  相似文献

In the age of ‘Big Data’, the potential value of open-source information for intelligence-related purposes is widely recognised. Of late, progress in this space has increasingly become associated with software that can expand our ability to gather, filter, interrelate and manipulate data through automated processes. The trend towards automation is both innovative and necessary. However, techno-centric efforts to replace human analysts with finely crafted algorithms across the board, from collection to synthesis and analysis of information, risk limiting the potential of OSINT rather than increasing its scope and impact. Effective OSINT systems must be carefully designed to facilitate complementarity, exploit the strengths, and mitigate the weaknesses of both human analysts and software solutions, obtaining the best contribution from both. Drawing on insights from the field of cognitive engineering, this article considers at a conceptual level how this might be achieved.  相似文献

This article first summarises the findings of a three-year research project on the Europeanisation of national party organisation, then proceeds to a critical analysis of the consequences for national as well as EU governance. The account begins with the general finding that mainstream centre-left and centre-right parties have not created new procedures to make their leaders more accountable for their actions in EU decision-making, nor expanded to any appreciable degree the number and/or influence of party personnel responsible in the area of EU matters. It then identifies three clusters of impact: a) public opinion and partisan discourse; b) the legitimacy of both MEPs and transnational party federations; and c) the dynamics of party government at the national level. The article concludes with discussion of the ‘democratic deficit’ inside parties and the merits of politicising the EU without taking into consideration the role of national parties.  相似文献

Decolonisation of the curriculum is a burgeoning yet controversial project of radical change, gaining slow but steady traction in higher education politics departments across the country. At its heart is the acknowledgement and systematic unravelling of colonial and imperial practices in the UK university system. This article pins down what decolonisation is and is not, highlighting the barriers and tentative opportunities to effective decolonisation work. This is discussed in the context of the structural constraints that critical scholars of race—particularly those at the intersection of marginalised racial and gender identities—work against in the academy.  相似文献

Abstract

One of the principal challenges facing contemporary social philosophy is how to find foundations that are normatively robust yet congruent with its self-understanding. Social philosophy is a critical project within modernity, an interpretative horizon that stresses the influences of history and context on knowledge and experience. However, if it is to engage in intercultural dialogue and normatively robust social critique, social philosophy requires non-arbitrary, universal normative standards. The task of normative foundations can thus be formulated in terms of negotiating the tension between ‘contextualism’ and ‘objectivism’. Six contemporary responses to this challenge are examined. Their respective limitations call for renewed reflection on justificatory strategies, in particular for a conception of ‘objectivity’ based in a normative theory of social learning processes.  相似文献
