Abstract

The article assesses the role of the EU in the Democratic Republic of Congo (DRC) and the ability of the EU to coordinate its different means and instruments with regard to the relationship between the European Commission and the Council. The article focuses on what is referred to as civil–military coordination (CMCO) in internal EU documents. The aim is to compare the four ESDP missions in DRC since 2003 with special regard to CMCO since the aim of the EU as a comprehensive security actor is to avoid artificial distinctions between military and civilian missions. Hence, the distinctiveness of ESDP derives precisely from its civil–military synergies, and a comparative perspective on CMCO could tell us more about how the EU has developed so as to become a comprehensive security actor in a country which is of importance for EU interests. The final part of the article assesses the impact on CMCO of the newly implemented Lisbon Treaty. A suitable institutional framework as devised for in the Treaty is essential so as to shape a framework that creates a timely as well as a comprehensive response to crises.  相似文献

Through an analysis of the relations between the state and the media in Burundi, this article aims to problematise these actors’ interactions within a context characterised by an asymmetry of power in favour of political authorities and some leeway enjoyed by the media. Through a review of a corpus constituted of scientific literature, reports documenting the situation of press freedom in the country, and newspaper articles, the present article shows that the legal framework governing media activity is rather protective of press freedom, despite some recent setbacks. Under this protective media context, the state uses a variety of devious means to strengthen its grip on the media sector and on journalists. The media, for their part, are obliged to manoeuvre in a post-traumatic context where issues of security have a strong public legitimacy. The article shows that in order to understand relations between the Burundian state and the media, it is necessary to place them in an asymmetrical power context where both face constraints and enjoy spaces of tactical intervention.  相似文献

ABSTRACT

Since 2005, international civil society support has faced increasing resistance around the world. Ethiopia is widely recognized as a key example of this so-called Closing Space phenomenon. With the 2009 Charities and Societies Proclamation (CSP) Ethiopia has established strict regulations on civil society organizations that, in particular, restrict the ability of local associations to make use of foreign funding and the range of activities allowed for foreign (funded) organizations. This paper traces the process of international negotiations that has accompanied the drafting of the CSP and identifies the consequences of these negotiations for international civil society support in the country. Focusing on the interaction between foreign “donors” and the Ethiopian government, it analyzes (a) what precisely these negotiations have been about, (b) to what extent these negotiations have actually influenced the content of the CSP, and (c) how the CSP as finally adopted has actually affected international civil society support in Ethiopia.  相似文献

EU assistance for Kosovo is the most ambitious external relations venture embarked upon by the Commission to date. Not surprisingly, much of the aid is framed in terms of ‘civil society’ and channelled through a handful of local non-governmental organizations (NGOs). But attempts by foreign donors to promote civil society exogenously across post-socialist Eurasia are deemed to have achieved little in terms of stimulating individual participation and civic engagement. In response the EU appears to have refined its approach by combining the usual support for larger NGOs with more basic assistance for grassroots networks and community-based initiatives. Whilst such a twin-track strategy is arguably appropriate in the context of Kosovo where civil society participation is particularly low, in terms of maximizing the critical development of transactional capacity the approach may fail to target resources most effectively. It is argued here that there is a danger that normative concerns about liberal pluralism, enriching civil society and ensuring that assistance is widely dispersed may ultimately detract from the imperative of deploying limited resources first and foremost to secure a core of sustainable NGOs with developed capacity to engage government, the international community and other non-state actors in the process of policy reform. Indeed, drawing on the experience of civil society assistance in new member states of Central and Eastern Europe, it would seem that although NGOs are often criticized for their detachment from community organizations and campaigns, they perform a critical ‘behind the scenes’ role in policy change and state transformation. They can, if donor funding is appropriately targeted, facilitate the emergence of civil society networks through which small community organizations are then linked with larger, established and capacity-endowed organizations.  相似文献

In the 1990s, fair trade, as practised by alternative trading organisations (ATOs), has evolved from a solidarity to a partnership model. This paper explores the nature of fair trade partnership using a case study of Cafedirect and one of its suppliers, the KNCU in Tanzania. For ATOs, fair trade is articulated in terms of a partnership with both producers and consumers. Partnership in this paper is conceived in terms of a fusion of the market and ethics in the links in the supply chain from the producer and consumer, the core partnership being that between the ATO and the producer organisation. The case study is used to highlight the elements of the partnership that are necessary for a fair trade relationship to 'work', emphasising the importance of participation by the producer partner.  相似文献

As peacebuilding discourses increasingly stress the importance of including women, to what degree have security-related practices taken heed? It has been over 10 years since the United Nations Security Council passed Resolution 1325 on Women, Peace, and Security, yet it remains a “confused and confusing” tool for scholars and practitioners in assessing women's inclusion in peacebuilding. This article adds to our understanding on women and peacebuilding by engaging 1325 as an operationalizable concept and then applying it to peace agreements to understand how women's security is addressed as part of formal peace processes. Given previous difficulties in operationalizing 1325’s mandate, this article engages it as a three-level concept useful for studying the ways in which women are “brought into” security, called (en)gendered security. Using this concept of (en)gendered security, I assess intrastate peace agreements between 1991 and 2010 to elucidate where and how women are included in peace processes. This article illustrates the potential of a systematized and practical approach to security embodied in 1325 and a preliminary discussion of what accounts for better approaches to (en)gendered security during peacebuilding.  相似文献

Terrorism is a pivotal matter in Turkish politics. In this article, a specific terrorist activity, which is still having an impact upon Turkish politics, has been analyzed. It scrutinizes two perspectives of the event. Some actors lean towards a secular/positivist reading of events while others favour a conservative/postmodern reading. This serious factional political debate is possibly just the result that the terrorists had in mind. Being imbued by republican principles, the seculars' claims compel the conservatives to raise defensive points since they are blamed for murdering secular figures and targeting the very essence of the republic. Using different symbolic readings, both sides arrive at opposing conclusions: for the seculars the aim/message of the terror is clear—it is the republic; for the conservatives the aim/message is hidden—destabilizing the country.  相似文献

The purpose of this article is to identify the distinctive features of right‐wing terrorism and to develop an analytical typology of particularistic terrorist organizations. The article is based on the conceptual framework of the process of delegitimization developed earlier by this author. It argues that right‐wing radicals usually reach terrorism through a trajectory of split delegitimization, which implies a primary conflict with an ‘inferior’ community and a secondary conflict with the government. Six sub‐types of right‐wing terrorism are identified: revolutionary terrorism, reactive terrorism, vigilante terrorism, racist terrorism, millenarian terrorism and youth counterculture terrorism.  相似文献

This paper contributes to an empirical understanding of state formation. Based on an original household-level data set, we provide a detailed picture of the process of state formation in Afghanistan over the last decade. State formation happens when state and society engage in reciprocal relations. Central to this relationship is an exchange of services for the acceptance of authority and increased legitimacy. Our data allows us to assess state-society relations across different dimensions. We focus on the provision of services, on the responsiveness of the state, on conflict regulation and on taxation. As a result we find more evidence of state formation than expected, but also see this as a contested process that unfolds unevenly and with different speed across different sectors.  相似文献

This article examines several bilateral and multilateral programmes that were designed to forward El Salvador's transition from a war‐torn society to a democratic polity. Both procedural and substantive democratic strengthening measures were pursued by external donors within the national framework for reconstruction, and independently through larger Central American initiatives. Because links between development and democracy are not clearly understood this article questions the implicit assumption accepted by foreign donors that democracy will be a by‐product of development assistance. To illustrate this point, state‐level procedural reforms and local level reconstruction and reconciliation interventions are assessed. Particular attention is paid to the Development Programme for Refugees, Displaced and Repatriated in Central America (PRODERE) which is compared with two other local level interventions. In a comparative setting, PRODERE highlights the potential of development assistance to open a hitherto exclusionary political arena and add substance to procedural democratic reforms. The article concludes that development interventions that fail to simultaneously address the causes as well as consequences of war‐torn societies cannot claim to alter the balance of power. Hence, they cannot be considered as development assistance that is supportive of transition to democracy.  相似文献

The League of Nations is primarily remembered for its failures in the 1930s. Indeed, the established perception of its history usually emphasizes weaknesses. Failing to settle the question of which Power should possess the former Ottoman province of Mosul after the First World War, Turkey saw the dispute addressed to the League in summer 1924. Within a short time, a multi-leveled negotiation process that involved a large number of politicians, diplomats, and lawyers was put in motion. Sixteen months and many crises later, the League Council awarded the entire Mosul province to Iraq. The arbitration had been based upon data collected by two enquiry commissions comprising representatives from eight different Powers, the work of both numerous mediators, and a Council sub-committee. Though certainly not perfect, the League's role averted war and renewed disaster.  相似文献

Violence perpetrated by organized crime nowadays represents a major threat to state stability, both because it directly challenges political institutions, targeting officials and using terrorist techniques, and because severe inter-group conflict strongly affects human security. Though it is a distinctive feature of illegal markets and a constant strategy of Mafia-like groups, the occurrence of violence is localized in time and space. The article aims to explain temporal and spatial variation in Mafia killings focusing on its political determinants, as organized crime is deeply embedded in the political system. The analysis shows that there is a clear link between the structure of the political markets and the severity of violence. In particular, the fragmentation of the political market is negatively associated with the strategy of criminal groups to exploit violence. By contrast, single-party dominance and bipartisanship lead to an increase in homicides since these organizations have few opportunities to access the political arena. Outcomes are assessed through the analysis of monthly homicides reported by police forces in Italian provinces from 1983 to 2008.  相似文献

The relationship between terrorism and culture was systematically examined using three high-quality global databases. Contrary to prior research, terrorism—collapsed across form and era—was not related to any of Hofstede's cultural dimensions. Yet, particular forms of terrorism—incidents involving substantial casualties and damage, suicide bombings, and the proportion of incidents involving fatalities—all showed relationships with cultural dimensions. Tolerance of terrorism and relative tolerance of the 9/11 attack were related to cultural dimensions and terrorist events. Finally, populations that were relatively voiceless, disengaged from their communities, suffering, angry, and hopeless showed more tolerance of terrorism and incidents of terrorism.  相似文献

ABSTRACT

This article provides a study of how the Malaysian state defines and redefines “terror” as the nature of militancy changes from the Communist insurgency to present day’s Islamist jihadism. Tracing such definitional changes, the article demonstrates how the portrait of a terrorist not only is inherently political (and at certain junctures, politicised), but also reflects the changing nature of the state. While able to ethnicise and externalise the Communist Terrorists (CTs), the rise of Islamist militancy forced the Malaysian state to shelve the term “terrorist” in favour of religious “deviancy” until the advent of the “war on terror”. Advancing along a state-driven Islamisation project, the discursive ideal that is the “Islamic state”, was securitised (1980–2001), normalised (2001–2013), and resecuritised (2014–2016) as a balancing act not only to neutralise the security threat but also to augment the state’s “Islamic” credentials for domestic political gains. Following the emergence of the Islamic State (IS), I argue that the Malaysian state is now embroiled in an “Islamic state versus Islamic State” dilemma, where in the face of a far enemy it cannot decisively eliminate, the state has no choice but to defend itself as a sovereign nation-state as well as an “Islamic” one, further problematising Islam in discourses of security and violence.  相似文献

Recent attempts at developing social-structural accounts of the international order have suggested that the international system might be analysed in terms of patterns of vertical differentiation and stratification. Taking up this challenge, this article argues that inequality should be understood as part of the ‘deep structure’ of the international system rather than in terms of the attributes of individual states. It suggests that we can understand how stratification and vertical differentiation emerge by examining five dimensions along which processes producing asymmetry occur, focusing on transactions between actors. These dimensions are: inter-state political hierarchy; secular socioeconomic development within societies; global stratification within the world economy; the dynamic of competitive development; and the process of overall collective management and supranational governance of the international system/global order. The historical intersection of these forms of stratification has produced an emergent, historically contingent division within the international order familiar to students of international politics as the North–South divide.  相似文献

While many have noted that EU member states have different preferences over the prospect of an integrated EU defence, analyses that specifically explore state–industry relations in the definition of EU defence-industrial issues, and in the evolution of the Common Security and Defence Policy in general, are lacking. This is surprising, given that different configurations of government–industry relations have represented a persistent impediment to European defence-industrial cross-border collaboration. This article investigates how state–defence industry relations impact on member states’ preferences towards the EU defence-industrial framework. Based on the case studies of the interaction of France and the UK with the European Defence Agency, this analysis focuses on the difference between public and private defence firms’ governance settings as the crucial explanatory variable accounting for diverging member states’ preferences in this domain.  相似文献

The relationship between the United States and Iran has had an important influence on world affairs during the past two decades. Accordingly, the U.S. news media have an instrumental role in portraying U.S.‐Iran relations to the public. The Iranian Revolution and hostage crisis of 1979–1981, the TWA hijacking of 1985, the Irangate controversy of 1986–1987, and the Persian Gulf War of 1990–1991 are examples of important media events that have impacted public opinion regarding U.S. policy toward Iran. This research analyzes government and print media portrayals of the Reagan administration's U.S.‐Iran policy during Irangate. Results supported the prediction that the print media would fulfill their “watchdog” function by providing more critical portrayals of the United States' policy toward Iran than the Tower Commission Report, an investigative document published by President Reagan's Special Review Board. Among the three leading newspapers analyzed, there was significant diversity in the reporting of U.S.‐Iran relations. Results indicate the Reagan administration's attempt to “spin” its version of Irangate did not successfully pressure the media to neglect their watchdog role. Although the Tower Commission Report was less critical of U.S. policy toward Iran than the print media, all four print media sources portrayed the Reagan administration's policy as a flawed approach that degenerated into trading arms for hostages. Implications of these findings for future research are discussed.  相似文献

Do small states behave in an appreciably different fashion than their larger counterparts? Social scientists and historians have, for decades, searched for the defining features that set small states apart from larger ones and have come up empty. This analysis suggests that rather than searching for another set of membership criteria, focus should be on the explanatory power of the discourses surrounding the size of states. As this article demonstrates, based on a reading of Dutch international history from the late nineteenth century to the advent of the Second World War, the changing shape of discourses surrounding the “smallness” did historically influence foreign policy practices.  相似文献
