The decisive, albeit different, endings of armed conflict in Sri Lanka and Nepal and subsequent post-war developments challenge key assumptions about conflict that have informed post-Cold War international efforts to produce peace in such conflict zones. International intervention—including in Sri Lanka and Nepal—characterises armed conflict as sustained by specific political economies that can only be stably resolved by establishing liberal democracy and market economics. This paper examines liberal peace engagement in Sri Lanka and Nepal to challenge a crucial assumption of the persistent conflict thesis, namely the separation between political contestation and armed conflict. It argues that the divergent post-conflict outcomes of continuing ethnic polarisation in Sri Lanka and constitutional reform in Nepal reveal strong continuities in the dynamics of pre-war, war and post-war politics. This continuity challenges the presumed separation of politics and violence that drove international engagement to produce liberal peace and suggests that such engagement, far from encouraging reform, may have (inadvertently) sustained conflict in both cases.  相似文献

Abstract

This study examines why some internal conflicts end in negotiated agreements, while negotiations fail in others. In order to address this question, I compare the cases of Aceh, where some 30 years of armed conflict ended in a 2005 peace agreement between Gerakan Aceh Merdeka (GAM, the Free Aceh Movement) and the government of Indonesia; and Sri Lanka, where 2002–2006 negotiations between the government and the Liberation Tigers of Tamil Eelam broke down. This study adopts ideas from bargaining theories of war, focusing on the adversaries’ power perceptions in relation to actions that led to the civil war settlements. It identifies three variables as decisive: (1) information revealed by war, (2) control over spoilers, and (3) divisions in the ranks of the rebel organization.  相似文献

Lack of trust has been widely used as an explanation for the failure of peace negotiations. However, we know little about how mistrust can be reduced between belligerents involved in negotiating peace. Why are some confidence‐building strategies more successful than others? For theory‐building purposes, this article explores how a party can send conciliatory signals to the other party that increase trust by exposing itself to three different kinds of political risks. More specifically, it compares the variables that reduced mistrust — or failed to reduce mistrust — during two peace negotiations in Sri Lanka: in 1994–1995 and in 2002. Using a theoretical framework that combines social psychology and rational choice approaches, this article examines the communicative signaling process between the parties. In addition, by drawing out the implications from this argument, we offer some insight into why the peace process in Sri Lanka became politically stalemated in 2003. We also use our comparison of Sri Lanka's peace processes to develop general propositions about the dynamics that can reduce mistrust. The main proposition that remains to be tested empirically is whether obstacles to peace can be transformed into important catalysts for the reduction of mistrust.  相似文献

Abstract

The idea of peace has gained a hegemonic place in the discourse of intellectuals and the mass media. From being a preoccupation of religious and utopian sages throughout history, a vision of a peaceful world emerged as a fashionable occupation for peace activism in the 1960s and ultimately in the 21st century peace research has become a fast-growing industry. The assumed need to end wars and violence and to enforce peaceful existence on individuals, groups, societies and the entire world has been unquestionably accepted as if a self evident truth. By accepting such dubious claims many scholars have consciously and unconsciously distorted historical data in order to produce an image of an ideal peaceful world. Yet increasingly the belief in the ability to abolish war and eliminate conflict is being questioned and conflict prevention is seen as unrealistic, undesirable and based on misguided assumptions. Thus, if achieving peace is counterproductive what are the motives, aims and consequences of peace enforcement? This article begins a critical interrogation of the idea of peace and peace discourse and the formative value of war as human reality. The article uncovers the genealogy of peace, evaluates the relationships between peace and war and exposes the deceptive strategies and tactics of peace discourse as it manipulates language and the mass media. The article concludes that the consequences of enforcing peace do not produce a beautiful society but a nightmare where war is seen once again as a blessing.  相似文献

This paper considers some dilemmas relating to developing effectiveassistance with and to people who have lived through extremeevents in a civil war and ‘post-conflict’ contextwithin Sri Lanka. The tsunami which devastated many coastalareas of Sri Lanka in December 2004 and left many people withno homes or livelihood has further affected the country. A majorissue is how far the concepts and methods of western psychologyand psychiatry are appropriate to radically different culturesand contexts: in particular, how post-conflict and post-disasterpsychosocial rehabilitation may depend in complex ways on localspecifics and interact or not with biomedical notions of PTSDdiagnosis and individual therapy. The relationship between aculture and its healing rituals is a complex one. Cultural,socio-political, existential and personal meanings, expressionsand responses to civil war or traumatic events and their aftermathare likely to be mediated by each individual and the contextin which they occur. The article addresses three questions concerning violent conflicts in Sri Lanka, Burma and southern Thailand: How is it possible to investigate questions of war and conflict in the field, especially concerning access and exit options? Access was gained in different ways in all three areas depending on the respective situations; special conditions and restrictions influenced the type and quality of data to be collected. The second question concerns the ethics and permissibility of research and data collection in conflict zones. What are the dangers or risks for both researcher and the local informants? What will be the quality of data so gathered? Third is a related question of ethics, that of impartiality: this is less a question of whether it is possible than of whether it is permissible for the researcher to stay ‘neutral’ in violent conflicts. This also has to be determined individually and in a different manner for each conflict zone. It is obvious that all researchers violate the ideal of ‘objectivity’ implicitly or explicitly from the start, yet this need not invalidate their findings. The paper concludes that research in conflict zones is mandatory, despite all doubts and qualifications. Only making such zones public can shape perceptions, give voice to the voiceless and so prevent these conflicts becoming invisible—‘war without witness’.  相似文献

The victory by the Sri Lankan government over the LTTE in 2009 apparently ended over 25 years of civil war. However, the ramifications of the government's counter-insurgency go far beyond Sri Lanka's domestic politics. The military campaign against the LTTE poses a significant challenge to many of the liberal norms that inform contemporary models of international peace-building—the so-called ‘liberal peace’. This article suggests that Sri Lanka's attempts to justify a shift from peaceful conflict resolution to counter-insurgency relied on three main factors: the flawed nature of the peace process, which highlighted wider concerns about the mechanisms and principles of international peace processes; the increased influence of ‘Rising Powers’, particularly China, in global governance mechanisms, and their impact on international norms related to conflict management; and the use by the government of a discourse of counter-terrorism and counter-insurgency to limit international censure. The article concludes that the Sri Lankan case may suggest a growing contestation of international peace-building norms, and the emergence of a legitimated ‘illiberal peace’.  相似文献

Many of the armed conflicts after World War II have had female fighters, such as El Salvador, Eritrea, Guatemala, Sierra Leone and Sri Lanka. In the disarmament, demobilisation and reintegration (DDR) process that followed the signing of the Guatemalan peace accord in 1996, altogether 766 women were demobilised. This article seeks to explain why some of these women became politically and socially active in the post-conflict peacebuilding phase, whereas others did not. Contrary to the negative experiences of female ex-fighters from Sierra Leone and West Africa, the article points out that the Guatemalan female ex-fighters preserved a positive group identity developed during the war. In particular, the war experiences represented an asset for social and political participation to those of the female ex-fighters that reintegrated collectively—together with their male ex-combatants. The article concludes that future DDR programming should take into account the importance of group identity and the needs and the own wishes of female ex-fighters from different war contexts.  相似文献

About half of the nations that experience civil war eventually relapse into renewed conflict within a few years after the original war ends. This observation has motivated a stream of research into the factors that affect the risk of peace failure in the aftermath of civil war. While the outcome of the previous civil war—for example, military victory versus peace agreement—structures the post-war environment in ways that affect the risk of peace failure, the capacity of the post-war state to enact and implement policies that affect the incentives for and capacity of groups to undertake armed violence as a means of advancing their interests should also affect the risks of peace failure. Using Geddes’ categories of nondemocratic regime types, we will present a theory of how different regime types have varying capacities to repress and/or implement accommodative policies that affect the risk of peace failure. We test propositions derived from this theory with a series of event history models. Our findings suggest that while peace agreements significantly increase the duration of post-civil war peace, peace agreements involving some types of nondemocratic regimes actually increase the risk of post-civil war peace failure.  相似文献

‘The biggest security threat to this country is not nationalism; it’s criminality, corruption and unemployment'2 More than seven years after the end of the Bosnian war and despite some $5 billion in international reconstruction assistance, Bosnia's economy remains stagnant and dysfunctional, while the country is rapidly gaining a reputation not as an emerging market economy but as a lawless and ungovernable state dominated by organised crime and corruption. This paper assesses Bosnia's post-Dayton political economy, arguing that the nexus between organised crime and corruption, on the one hand, and nationalist political forces, on the other, represents the most significant obstacle to the development of a market economy in Bosnia and poses a growing threat to the country's peace process. This situation is the product of Bosnia's particular post-war and post-socialist environment, which has created a powerful class of elites with an interest in perpetuating the status quo of a largely unreformed economy. In this context, international efforts to impose economic reforms from above, and to encourage local authorities to embrace a reformist marketisation and rule of law agenda, have met with little success. The paper concludes by suggesting that international peace building efforts need to pay greater attention to the ‘enforcement gap’ that has en abled crime and corruption to flourish in Bosnia.  相似文献

This article examines the relationship between orthodox terrorism discourses and liberal peacebuilding, particularly where states are being reconstituted after a conflict. Drawing upon fieldwork in Sri Lanka, Palestine, Kashmir, Nepal, and Northern Ireland, our findings suggest that conflicts in which orthodox terrorism theory is deployed to explain violence are those in which there is little interest (by all parties) in dealing with root causes or achieving mutual compromise. This is so even though the liberal peace is commonly a claimed aspiration for most parties, apart from the most radical of non-state actors or authoritarian of states. They effectively reify both terrorism and state securitisation. The aspired to internalisation of the liberal peace framework has instead been supplanted by the politics of state securitisation and violent resistance. Liberal peacebuilding has become a nominal exercise in constructing virtually liberal states in which the security and integrity of core groups are partially maintained by orthodox terrorism praxis. To counter these dynamics, critical positions need to engage with agendas beyond liberal or cosmopolitan frameworks.  相似文献

We examine the ways in which the size of the governing coalition in a post–civil war state affects the durability of the peace. Previous studies relate the durability of the peace to the outcome of the civil war, the extent and forms of power-sharing arrangements, and the role of third-party security guarantors. We argue that the way conflict terminates and the power-sharing agreements between former protagonists structure the composition of governing coalition in the post–civil war state. Any settlement to civil war that broadens the size of the governing coalition should increase actors' incentives to sustain the peace rather than renew the armed conflict. Peace is more likely to fail where the governing coalition is smaller because those excluded from the governing coalition have little to lose from resuming armed rebellion. To test these propositions, we analyze data on post–civil war peace spells from 1946–2005.  相似文献

Within the literature on conflict resolution and peace-building, there is a growing awareness about the need to move beyond ‘minimalist’ (absence of war) and ‘maximalist’ (absence of different types of structural violence) notions of peace. While the first concept is too narrow—it conceals much human suffering and does not take into account the root causes of armed conflict—the latter is too inclusive, open-ended and difficult to measure. There is, despite this growing consciousness, a lack of midterm definitions of peace that can help peacemakers assess whether a peace process is on the right track, say 10 or 15 years after a civil war has been terminated. In fact, when operationalising and empirically measuring how ‘peaceful’ post-civil war societies are, many scholars continue to employ indicators based on minimalist or maximalist visions of peace. In this article we introduce the concept of ‘legitimate peace’, which we argue can function as a midterm benchmark for peacemakers, and outline the benefits associated with its use.  相似文献

In examining the failure of the 2002 peace process between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE), this essay argues for the need to go beyond the power dynamics of the local actors. The peace process was dismantled and military victory by the Sri Lankan government made possible not so much by the Sinhala nationalist discourse, which opposed administration of development aid by the LTTE, as by the global security discourse associated with geo-strategic interests. The EU-led development discourse, which was informed by the liberal internationalist ethos, could have facilitated resolution and transformation of the conflict. In its place a security-based, realist discourse was prioritized in South Asia by the UK and US governments, particularly after the invasions of Afghanistan and Iraq. This was the discourse which provided the material basis for the Sinhala nationalists to consolidate their power in pursuing a military victory. The post-war era is marked by geopoliticization of the human rights discourse, deepening the conflict. This essay explores the correlation between the liberal peace model, human rights, international relations and geopolitics.  相似文献

Approaches to terrorism and peacebuilding have a complex relationship with each other, which may be explained according to four categories outlined in this article. These range from blocking each others’ aims, nullifying terrorism, supporting a very limited, or a broader peace process. Each of these categories has implications for the inclusion and reconciliation of a wide range of actors and the hybrid nature of the emerging peace. This relates to the critical approach of using theory to create emancipatory forms of peace, which is used as a basis for the examination of the production of hybridity via the interaction of approaches to terrorism and peacebuilding in five cases in this article. These include Sri Lanka, Kashmir, the Middle East, Nepal, and Northern Ireland. We argue that “post-liberal” possibilities for a hybrid form of peace (which are inherent in such conflicts) offer a “post-terrorist” potential for peace processes.  相似文献

Lord's Resistance Army (LRA) rebels have been fighting in northern Uganda for the past two decades in conflict which has devastated the region. The group is notorious for abducting children and young people. Over 20,000 have been taken since the war began and turned into soldiers and rebel ‘wives’. This is the context of Uganda's informal disarmament, demobilisation and reintegration (DDR) programme. Rather than being an organised process set up to help consolidate peace at the end of war, it has largely been a necessary response to a flow of escaping former abductees, taking place within an on-going conflict. In 2006, the government of South Sudan began mediating peace talks between the LRA and the Ugandan government. Although the talks have yet to deliver, they have focused attention on managing an end to the conflict, including a formal programme of DDR to deal with those rebels remaining in the bush.

Based on primary research – undertaken in Gulu, Kitgum, Kira and Apac Districts of northern Uganda in August and September 2005 and March 2006 – this paper lays out the problems that have marred earlier attempts to reintegrate former LRA combatants – and looks at the challenges that lie ahead.  相似文献

Why do rebels choose violence over non-violent methods to attain the cooperation of their constituency in the war against the government? This article assesses the importance of rebels' dependency on constituent support through a case study of the LTTE in Sri Lanka. The empirical findings suggest that dependency largely results in non-violent measures. However, a multitude of passive coercion methods – broadly unaccounted for by existing theory – evolve over time in the form of territorial and social entrapments. This implies that rebels do not need the hearts and minds of their people to wage war at later stages of conflict. Time pressure, however, appears to result in violence.  相似文献
