Abstract

A big question looming large over policy and theory in Asian security is how China will use its newfound wealth and power in the region and with what consequences. The United States has concluded the negotiation of Trans-Pacific Partnership (TPP); ASEAN has promoted the Regional Comprehensive Economic Partnership (RCEP). Both frameworks seek to shape China’s regional behavior and manage rising China. In late 2013, China inaugurated the new Silk Road initiative, which has rapidly gained momentum in the country and among China’s neighbors. American public and policy makers, however, are largely unaware or baffled by the new Silk Road. The article, based on field surveys and extensive documentary analysis, provides the first roadmap on how China views TPP, RCEP, and the new Silk Road. It offers important exploration of how China acts and reacts to regional contestation and what are implications for the region.  相似文献

在区域经济一体化深度推进的同时,中国与东盟的国际文化合作也快速拓展。从国际文化交流、文化贸易及文化产业国际合作等三个层面与双边和多边两方面来分析,可将其发展历程分为1991—2000年的奠基与2001年以来的制度化合作两个时期。笔者通过研究发现,尽管双方文化合作呈加快势头,但主要文化产品贸易份额仍偏低,整体上处于初级阶段;在动因及效果方面呈现政府主导、经济推动、网状关联、空间集中等特点。鉴于人文合作对自由贸易区建设等经贸合作具有促进作用,同时区域经济一体化亦需要国际文化合作,国际合作进程中文化与经济呈一体化趋势,故中国—东盟区域文化合作应进一步增强。  相似文献

由于各种政治、经济和历史原因,中印经贸关系曾长期处于停顿状态。合作对两国意味着广泛的共同利益,与此同时,现实中也存在着一系列制约两国关系发展的因素。本文认为,中印已经结束了长期以来相互隔离的历史,但是两国在短期内实现程度较高的自由化和在国际舞台上形成全面战略同盟的可能性不大。中印合作将持续发展,其深度与广度将大体定位在“好邻居”的水平上。两国将在区域范围内及全球层次上,就某些具体问题进行合作。  相似文献

以往对大湄公河次区域(GMS)经济合作的研究过多地注重了其经济意义,而忽视了其国际关系学方面的意义。事实上,冷战结束以来,GMS经济合作不但促进了GMS国家之间的经济发展和社会进步,而且促进了这些国家之间政治关系的良性互动,反过来又为其经济社会的发展创造了有利的外部环境。本文主要探讨GMS经济合作在冷战后GMS国家间关系的发展以及“和谐区域”建设中所起的积极作用。  相似文献

以双边自由贸易安排为基础的区域经济一体化在东亚正获得快速的发展,中国与东盟自由贸易区(ACFTA)的形成进一步加强了东亚地区贸易和投资的内部化趋势.然而从国际政策的最优选择来看,东亚区域经济一体化应当进一步整合,以便有效降低过多的重叠优惠贸易安排所带来的贸易转移效应以及调整成本和行政成本.从产业联系来看,日本的生产优势和ACFTA的市场优势为东亚区域经济一体化提供了可能性.  相似文献

为了增强东南亚的整体经济实力,规避经济全球化带来的风险,东南亚国家在1997年金融危机后加快了区域经济一体化与区域经济合作的步伐,同时依据其社会和经济发展不平衡、多样性的现实,采取了许多具有灵活性的应对举措。该地区的经济一体化与区域经济合作凸显出双重特点,在某些方面凸显出超越WTO推动的贸易与投资自由化深度与广度的特点,被称之为高于世界贸易组织(WTO-Plus),然而,其制度和有些政策举措又反映出滞后于WTO多边贸易体制的特点和精神,被称之为低于世界贸易组织(WTO-Minus)。本文介绍了国际学术界对东南亚经济一体化与区域经济合作的评价,展示了东南亚经济一体化与区域经济合作的双重特点,并对此进行了比较与分析,最后对特点形成的合理性进行诠释。  相似文献

This article describes the German International Relations (IR) community and their research and writing preferences based on data from the 2014 Teaching, Research, and International Policy (TRIP) faculty survey. Germany has a relatively young IR community with a relatively large share of women, however, this changes once scholars reach tenured professorships. We found that German IR scholars are, on average, more oriented towards IR theory and the study of international organisation(s) than other national IR communities. The overall picture is one of paradigmatic as well as theoretical pluralism and a rejection of ontological warfare, despite there being more IR scholars in Germany than anywhere else in the world self-identifying as social constructivists. Their methodological orientations are overwhelmingly qualitative – again above average as compared to other IR communities in the world. At the same time, German respondents identified methodology and epistemology as two of the main factors causing division among IR scholars today. Moreover, German IR scholars are almost completely internationalised with a strong leaning toward the Anglo-American core of the discipline. Various ‘beauty contests’ reveal a still vividly accurate image of IR as an ‘American social science’.  相似文献

This article explores the role of the Argentine and Brazilian parliaments during the formative years of Mercosur with the aim of assessing how the specific model of ‘limited democracy’ may have had an impact on the course and shape of Mercosur. Although that integration process was essentially a governmental exercise, with only a marginal role for congresses, this article argues that this does not constitute in itself either a violation of constitutional provisions in the member states or a geographical anomaly compared to other constitutional traditions or to incipient integration processes elsewhere. Yet, perhaps ironically, the conclusion suggests that democratic limitations have fostered, rather than hampered, integration in the Southern Cone of Latin America.  相似文献

The article explains the Argentine-Chinese economic relations and identifies the interest’s network with the ongoing modernization processes in both countries. It can be observed that harmony is more important than discord when Argentina accepts the new China’s international division of labor, but when Argentina tends to consolidate the process of economic de-primarization, tensions between both countries tend to emerge. The crisis about crude soybean oil in 2010 is the clearest example to illustrate that trade tensions between both countries will be most frequent if Argentine industrialization continues and the process of policy coordination fails.  相似文献
