This article argues that political liberalism is best placed to accommodate the insights of the civic republican tradition in political theory. Political liberalism is described and its compatibility with certain interpretations of republicanism demonstrated. The reasons why the republican liberal values active citizenship are explained in the context of civil society and the overall theory is defended from the charge that it is an unstable compromise. It is argued that civil society is an essential precondition of liberal democracy.  相似文献

This article addresses the issue of the challenges of democracy building and the role of civil society in this process by focusing on three countries in southeastern Europe, Albania, Bulgaria, and the Former Yugoslav Republic of Macedonia. Since the 1990s, when these three post-communist states undertook the democratization process, formidable challenges and obstacles to the democratization process have been encountered by all three states which facilitates a comparative analysis, while differences remain as well, especially since Bulgaria became a member of the European Union in 2007. The development of an indigenous civil society is perceived as both a necessary prerequisite for a qualitative democracy to develop and be maintained in these societies, and as a project under construction that needs to be culturally contextualized to be relevant to the population it purports to serve.  相似文献

The paper examines the problem of conflicts and the task of peace building in West Africa explicating the role of civil society and the African Union in that process. It argues that there is an inverse relationship between the causes of conflicts and the challenge of peace building in the sub‐region. The crisis of governance, which manifests in the problems of authoritarian rule, statism, identity and citizenship, minority agitation, economic and social injustice are key elements in the aetiology of conflicts, which have to be gradually deconstructed for meaningful peace building to take place in the sub‐region.  相似文献

Organizations involved in the growing field of democracy promotion need to find effective ways to aid both political parties and civil organizations and, where necessary, to foster close collaboration between them. But they also must respect their autonomy and help them realize their own democratic objectives. It is important to recognize the differences between the two sectors: civil society should not be subordinate to parties, and it would be a mistake to wrap the party sector into an undifferentiated concept of civil society. Strategies to assist democracy should, then, distinguish between four main political contexts: authoritarian; emerging democracy; post-dictatorial situations where government is not committed to democracy; and war-torn or post-conflict countries.  相似文献

In this article, we explain how the political opportunity structure characterized by official secularism and state regulation of religion has shaped the politicization of religiously oriented civil society in Turkey. The ban on religious political parties and strict state control over religious institutions create constraints for the expression of religious interests. However, due to changes in laws regulating the civil society sector and rule by a religiously sympathetic political party, religious groups use associations and foundations to express their interests. We observe that, in this strictly controlled opportunity structure, religiously oriented Muslims have framed their religious interests in the political realm parallel to those of the dominant political party, the Justice and Development Party (AKP). Through a study of non-governmental organizations we document the rhetoric religious groups use to frame their position on several key issues: religious freedom for the majority religious group, methods of resolving issues related to minority populations, and the Ottoman heritage of charitable service.  相似文献

Just as domestic civil society is widely regarded as serving the greater common good of a national democratic political community, global civil society is also promoted as a vehicle through which a host of humanity's ills may be remedied. This article argues that the pinning of such high hopes on global civil society is mistaken, for its proponents have failed to recognise that global civil society is insufficiently analogous to domestic civil society for it to be a similarly positive force. At the national level, civil society functions in a balanced interdependence with the state. At the global level there is no equivalent of the state to provide the necessary scrutiny and regulation that at the national level prevents constituents of domestic civil society from committing injustices.  相似文献

Since 2006, international organisations in Lao PDR have worked closely with local actors in order to foster the creation of an enabling environment for civil society. By conceiving of civil society development as a system involving a number of closely-connected actors and levels, international actors have been able to contribute to both the adoption of a Decree on Associations, which for the first time in Lao history regulates the civil society sector, and to the organisational strengthening of the few existing domestic organisations. This paper evaluates the impact of international actors' initiatives and assesses civil society's prospects for engaging in human rights work.  相似文献

Over the past few decades there has been a great deal of interest in the academic literature on the relationship between civil society organizations (CSOs) and the state, and the impact of state power on CSOs in the Middle East North Africa (MENA) region. Yet, despite this interest, very few detailed empirical explorations of these issues have been conducted to date. Of the detailed empirical work that does exist, none has focused on state–CSO relations in a democratic context in the MENA. This paper contributes to filling this gap by examining these relations and their implications in the Turkish context. More specifically, this paper explores the democratizing role of independent women’s organizations in Turkey and the ways in which the state has sought to exert power over and control these organizations. The methodology consists of a series of 38 in-depth interviews with both registered and unregistered women’s organizations from across the seven administrative regions of Turkey. The findings show that while CSOs do challenge the state in some regards, the state is by far the more powerful actor and very effective at moderating and de-radicalizing civil society. The state does this by controlling the areas in which CSOs can operate and be effective, and through the use of repressive measures. The results show that thease measures have the effect of tempering the demands of CSOs and reducing their capacity to challenge and counterbalance state power.  相似文献

As Egypt and Tunisia begin difficult democratic transitions, comparative political scientists have pointed to the world's largest Muslim nation, Indonesia, as a role model. Seen as a stand-out exception from the global recession of democracy in the pre-2011 period, Indonesia has been praised as an example of a stable post-authoritarian polity. But a closer look at Indonesia's record in recent years reveals that its democratization is stagnating. As this article demonstrates, there have been several attempts to roll back reforms introduced in the late 1990s and early 2000s. While not all of these attempts have been successful, Indonesia's democratic consolidation is now frozen at 2005–2006 levels. However, the reason for this democratic stasis, the article argues, is not related to Diamond's notion of societal dissatisfaction with bad post-authoritarian governance. Opinion polls clearly show continued support for democracy despite citizen disgruntlement over the effectiveness of governance. Instead, I contend that anti-reformist elites are the main forces behind the attempted roll back, with civil society emerging as democracy's most important defender. This insight, in turn, questions the wisdom of the decision by foreign development agencies – in Indonesia, but other countries as well – to reduce their support for non-governmental organizations and instead intensify their cooperation with government.  相似文献

This paper analyses the significance and scope of globalisation, focusing on its implications for the autonomy of national actors, on the one hand, and on the new demands that global governance imposes upon multilateral action, on the other. It is argued that the current form of globalisation is in fact compatible with some degree of autonomous coordinated social action outside the realm of the market. This allows us both to differentiate between the realities and mystification (i.e. ideology) that underlie the concept of globalisation and to reject the standard discourse and economic therapy offered by certain international organisations to developing countries. If globalisation does not rule out the possibility of autonomous nationallevel action, it also establishes the basis for more solid and effective multilateral action. The factors that support the need for such action in the future are analysed; action that responds to demands for greater management of international public assets, and to calls for more effective global governance. The article ends by identifying the essential characteristics of such a multilateral system if it is to meet the needs arising from a new international reality.  相似文献

For many commentators, the construction of civil society in East European states is considered a precondition for the development of consolidated democratic institutions. Nowhere is this more the case than within Bosnia‐Herzegovina, where ethnic and nationalist identification indicate a deeply politically segmented society. To challenge this segmentation international institutions are providing financial and technical support to a growing civil society sector based on non‐governmental organizations. Research into the civil society support work of the Democratization Branch of the Organization for Security and Co‐operation in Europe indicates that the predominantly middle‐class constituency of these groups reflects the extensive external international regulation of the new state under the Dayton Peace Agreement. However, the extension of autonomy and self‐government may well create more fruitful conditions for the growth of civil society alternatives.  相似文献

A comparison of trade unions and NGOs in Iran demonstrates the diverse nature of their activities. Over the last 90 years, trade unions have played important roles in changing the political system in that country. However, unions are largely male‐dominated organisations, which explains why some women have begun to organise women's trade unions. This article focuses, however, on the activities of women's NGOs, which are engaged in improving the socio‐economic conditions of the most marginalised sectors of society. Their activities are limited and they are not engaged in structural change. However, they are challenging gender‐specific access and influence over institutional power, matters that are crucial to the process of democratisation. It is argued that, since many trade unions and NGOs in Iran are strengthening community‐based institutions in different ways, their collaboration would have a mutually transformational impact which would turn these organisations into more powerful forces in the process of democratisation.  相似文献

ABSTRACT

Recent research on multi-actor civil wars highlights that rebel organizations condition their conflict behavior on that of other rebel organizations, with competition and free-riding constituting the core theoretical mechanisms. We provide a new actor-centric approach to explicitly model strategic interdependence in multi-actor civil wars. We argue that rebel organizations have incentives to remain mobilized until the end of a conflict to maintain their power to negotiate, power to spoil, power to enforce, and power to protect. This induces strategic complements that dominate duration dynamics in multi-actor conflicts. Based on a network game-theoretic model, we derive a spatial econometric framework that allows for a direct test of strategic interdependence. We find that the estimated duration interdependence is positive but partially offset in secessionist conflicts where the public goods nature of the incompatibility also induces strategic substitution effects.  相似文献

How do we make sense of the potential role of civil society in the Middle East and North Africa (MENA) in bringing the region into a new era of reform and political participation? This article critically examines how the civil society landscape in the region has been conceptualized in the past and proposes a new typology of MENA civil society actors. I employ this typology in two cases – the revolutionary uprising in Egypt in 2011 and “evolutionary” long-term efforts to broaden the space for political participation in Lebanon. Comparing these two very different cases illustrates the utility of a typology of civil society actors (CSAs) that (a) emphasizes temporary coalitions between diverse actors; (b) highlights the both contentious and collaborative struggles through which political change actually happens; and (c) recognizes that different types of CSAs face different constraints and opportunities. I argue that employing such a typology can help structure comparison between disparate cases of civil society efforts for democratization and bring to the forefront issues of authenticity and legitimacy – challenges emanating not only from an oppressive state, but from within civil society itself.  相似文献

ABANTU for Development embarked on a regional programme to strengthen civil society capacities for engaging with policy from a gender perspective. An early programme activity involved an in-depth study of NGO capacities for policy engagement which ABANTU carried out in Nigeria during the recent period of military rule. In keeping with ABANTU's commitments as a regional human resources network dedicated to promoting development and gender equality from an African perspective, the local research team used a participatory action methodology to gather and interpret the findings in a way that privileged local NGO perspectives and understandings of gender and policy. The exercise generated hitherto unavailable information and experiential case study material, and simultaneously identified and involved a core group of NGOs in the development and planning of the subsequent training programme. More importantly, it also furnished the regional training network with an understanding of indigenous cultures and local gender politics. These were found to be infused with diverse local cultural dynamics, as well as with the contradictory legacies of the military's state-driven programmes for women, both of which constrain the extent of gender activism, especially when this is monitored through instances of direct policy engagement.  相似文献

How do citizens in developing democracies launch political careers? Despite the large literature on electoral politics in developing countries, we know surprisingly little about how individuals become political candidates. This article examines an important mechanism of political recruitment in developing democracies: party-civil society organization (CSO) linkages. Existing theories treat CSOs as arenas of civic participation rather than as political agents in their own right, which leads scholars to overlook their impact on electoral competition. This article argues that the distinct resource portfolios of CSOs influence their relative impact on candidate selection, and consequently, local politics. CSOs that represent the material interests of their constituents, such as resource-rich business groups and vote-rich identity groups, have significant influence over candidate selection. Issue-oriented CSOs tend to have less impact. Party-CSO relations often facilitate clientelist linkages between parties and voters, weakening democratic governance. Evidence is provided with an in-depth case study of CSO-political party relations in the industrial periphery of Istanbul, Turkey.  相似文献

This article offers an institutional and sociological analysis of knowledge generation and dissemination for policy in Bangladesh. Because institutions participating in knowledge generation remain largely understudied, the article focuses on analysing the means and challenges to knowledge creation, and the complex agency and power relations among and within think tanks and universities. The article concludes that the scarcity of domestic financial resources and the political co-option of think tanks and universities weaken academic freedom, fragment the knowledge creation process, and contribute to depoliticising research. Research-to-policy linkages are engineered through the personalised networks of a few strategic individuals.  相似文献

The democratization literature commonly claims that democratic transitions require an independent civil society. However this view, which builds upon Tocqueville, reifies boundaries between state and society. It also over-predicts the likelihood that independent civil society organizations will engage in confrontation with the government. Drawing upon Hegel, I develop a two-dimensional model of civil society that clusters organizations according to goal orientation and autonomy. This illustrates how high levels of autonomy combined with goals that extend beyond an internal constituency are linked to democratization. I then examine Nigeria's civil society during the era of democratization between 1985 and 1998, and identify important changes in the political opportunity structure. I attribute changes in autonomy and goal orientation of organizations to three factors: transnational organizing, coalition building, and victimization. My findings question the assumption that autonomous organizations will challenge the state. Future research could explore links between the state mobilization during the 1990s and one-party dominance today.  相似文献
