"This article briefly describes the scope and dimensions of contemporary refugee movements by analyzing some of the forces which shape these flows. Democratization, problems of nationality and minority rights, and structural, political, economic, environmental and social changes in the post-Cold War world (especially in large parts of the developing world and in Eastern Europe and the former Soviet Union), are likely to result in growing numbers of refugees and internally displaced persons in the years ahead. Refugees and asylum seekers are increasingly regarded not only as a major humanitarian challenge but as a political problem and a threat to the national security of Western states. Refugee policy involves much more than defining or adjudicating claims for asylum, safe haven and refugee status for those who seek to enter or stay in the West. This article argues that the Combined Joint Task Force has profoundly affected the European security architecture. The CJTF structure shifted the terms of the European security debate from whether NATO should have a role in the post‐Cold War world to how NATO should act in this new security environment. The CJTF therefore helped NATO to survive its post‐Cold War existential dilemma, and to emerge with the same level of cohesion and cooperation that it possessed during the Cold War.  相似文献

Migration from South and East Mediterranean (SEM) countries has been considered a growing security threat in the EU and Gulf states following the 9/11 attacks and the Arab uprisings. Since 2011, the economic slowdown, regime changes and socio-political instability have spurred growing migration pressure from SEM countries. However, the securitisation of migration of young citizens from these countries in the EU and the Gulf states is manifested in the drastic limitation of migrants’ inflows, and in the selection of prospective migrants on demographic, socio-economic and political grounds. Today’s ‘governmentality’ of youth migration from SEM countries poses ethical and development-related issues.  相似文献

Kenya’s state discourse on terrorism and counterterrorism securitises Somali refugees and refugee camps. Using the securitisation theory, a perspective of social constructivism as a theoretical framework, the article attempts to establish the relationship between the securitisation of Somali refugees and refugee camps and refoulement as a measure to counter the securitisation. The arguments raised are the speech acts of Kenya’s securitising actors expressed in the terrorism discourse present Somali refugees and refugee camps as existential threats to peace and security in the country. Consequently, their speech acts expressed in the counterterrorism discourse present non-refoulement of the refugees as an existential threat to national security so as to justify, to the targeted audience, the adoption of refoulement, a norm-violating measure, to counter the fear of the threat of terrorism from Somali refugees and refugee camps. Terrorism and counterterrorism in Kenya have, therefore, been “Somalinised”. The conclusion offers ways of preventing the “Somalinisation” of terrorism and counterterrorism in Kenya.  相似文献

At the ninth summit of the Association of South‐East Asian Nations (ASEAN) in October 2003, the organisation's leaders declared their intention of transforming ASEAN into a security community. In making the case that ASEAN has functioned as a realist security institution since its inception in 1967, this article argues that the theoretical literature underpinning the ASEAN security community idea is characterised by significant conceptual and empirical flaws. First, a number of problems surround the variables—either norms or identity—that are used to explain the emergence of a putative security community among the ASEAN states. Second, critical issues in the ASEAN security community literature include the tautological nature of the arguments and a failure to rule out alternative explanations. Third, from an empirical perspective, the nascent ASEAN security community has arguably never existed.  相似文献

Scholars and policy-makers now recognise the security risks posed by refugee militarisation, including the spread of civil war and regional destabilisation. These analysts pay little attention to the militarised exiles once they return home. Instead, repatriation is uncritically accepted as the most desirable solution to refugee crises and as a prerequisite for post-conflict peace-building. Undoubtedly, the vast majority of the refugees desire a peaceful and stable return home. For the minority of militarised exiles, however, return may facilitate a continuance of their programme of political violence. This article examines whether and how previously militarised refugees engage in political violence upon return. It does this by tracing five decades of forced migration in Rwanda, paying particular attention to the Tutsi exiles in Uganda and their eventual militarised return. In the Rwandan case, leaders relied on the mechanism of socialisation, defined as transformative learning and the development of new worldviews, to achieve their goals. Such socialisation operated in exile to form the Tutsi exile army and later functioned as a tool for the coercive imposition of political control in Rwanda.  相似文献

This article discusses the linkage between security and development in the Caucasus. In particular, it examines the degree to which developmental dysfunction has been a significant cause of conflict, the extent to which conflict has distorted the region's economic transition, and the role of development assistance in fostering conflict resolution. The article argues that the region's conflicts have had locally significant economic consequences and that they make it difficult for the region's states to cushion the effects of post‐communist economic transition. However, the collapse of command economies and the failure of governance have a stronger causal role in explaining the economic collapse and the halting quality of economic recovery. Turning to the role of development assistance in conflict resolution, aid agencies and donors have been reluctant to use development assistance as an instrument of conflict resolution. However, there has been some success in using micro‐level assistance to foster reconciliation between communities.  相似文献

We examine whether refugee flows increase transnational terrorism in states to which refugees flee. Recent studies find that refugee flows contribute to the spread of interstate and civil war, but to a far lesser extent have studies examined how refugee flows could lead to other forms of political violence. We discuss two ways in which refugee flows can lead to transnational terrorism: how conditions in camps contribute to the radicalization of refugees; and how poorly host states treat refugees. We then conduct empirical tests using data on worldwide international refugee flows and transnational terrorism. Specifically, we model the effect of refugee flows on transnational terror attacks within a directed dyad framework to account for characteristics of origin and host states. Using a rare-events logit model, along with count models to check robustness, we find that refugee flows significantly increase the likelihood and counts of transnational terrorist attacks that occur in the host country, even when controlling for other variables. Given the prominence of refugee flows and populations worldwide, the results suggest that states with significant refugee populations and the international community at large should take measures to address the conditions in refugee camps, as well as the treatment of refugees by host states in order to prevent transnational terrorism.  相似文献

The Common European Security and Defence Policy (CESDP) of the European Union (EU) was launched in 1999 and has been perceived as a landmark step toward European security cooperation, particularly in the field of crisis management. Still in its early stages, some difficult issues have become apparent. Of these, the so‐called ‘third‐country’ issue may prove to be among the most significant. This problem refers to the necessity of associating states outside the EU with CESDP. In this regard, three states stand out — the United States, Turkey and Russia — and this article considers their concerns and the European response in detail. This is prefaced by a general overview of how the third‐country problem emerged and what the EU has done to address it. It concludes by suggesting that third‐country considerations could well determine where and how EU‐led missions operating under the auspices of CESDP are deployed.  相似文献

This article reports on the findings of the International Study of Spontaneous Voluntary Repatriation, begun by the authors in 1986, and involving case studies on return to countries in Asia, Africa, and Latin America. It discusses the lack of recognition in both policy and practice of the pervasiveness of refugee-induced repatriation, and of repatriation during conflict; and offers new assumptions regarding the pattern and process of contemporary repatriation and of refugee decision-making. Lastly, it examines some repatriation issues for the 1990s: fragile peace and tenuous security; protection of the voluntary nature of return; dealing with non-recognised entities; and post-return assistance, particularly the need to focus on rehabilitation before development and to provide refugee-centred aid.  相似文献

The promotion of democracy abroad was a much published issue in ‘European’ foreign policy during the 1990s. Based on five case studies, this article argues that the policy had very clear limitations to it. The limits were mainly imposed by the high priority given to security, and secondly they were the result of the institutional structure and the political‐bureaucratic culture of the European Community. However, it would be wrong to conclude that the policy declarations on democracy were not important to the European Community/European Union and to the member states. The issue was definitely important, but that was because it served other purposes. First, the promotion of democracy abroad was conceived as one among a number of instruments promoting European security in the post‐cold war era. Secondly, promotion of democracy internationally contributed to the higher profile in world affairs that Europe had sought since 1958. And thirdly, this international profile might have pushed the integration process forward within Europe.  相似文献

The article engages a critical analysis of liberal theory in the context of transnational migration. Normative arguments provided by liberal-cosmopolitan and liberal-communitarian authors are contrasted. While sympathetic to such approaches, we argue that traditional liberal theory has attempted to downplay the contingency and resultant ambiguity of many of its moral precepts. Historically contingent borders underpin neat universal categories like "citizen" and "refugee," which fail to reflect the diverse and contested experiences of migration. But such ambiguities need not undermine liberal approaches. Indeed, a proper engagement with the problematic and uncertain realities of migration can provide a spur to a more thoroughgoing ethical praxis. We draw on the philosophical pragmatism of Richard Rorty to outline an approach to migration that remains open to the contingent construction of terms like "migrant,""refugee," and "asylum-seeker." By extending Rorty's concept of sentimental education, we provide an imaginative and politically challenging set of agendas for the ethics of migration.  相似文献

Much internal migration in India, including the states of Rajasthan and Orissa, is distress-led. Previously issues pertaining to gender were overlooked, because migration tended to be viewed as chiefly a male movement, with women either residual in the process, or dependent followers. Contemporary migration is taking place in a world marked by a deeper belief in the importance of equality of opportunity across socio-political divides. This article stresses the need to analyse migration through the differential experiences of women and of men in the context of a highly gendered world.  相似文献

This paper reflects on the value of comparative anthropologicalresearch with refugee youth. It examines a participatory researchprogramme in eight field sites in the Middle East and NorthAfrica. While recognizing the importance of the specific socio-politicaland cultural context of the different field sites, it has beenpossible to uncover similarities among refugee youth that wouldhave been missed were it not for the exercise in comparison.What emerges from these findings, within research contexts whichwere viewed, by some, as unique and thus not comparable, arethematic similarities. Characteristic of many young people livingin situations of prolonged forced migration are issues of multipleand conflicting identities and ambivalence to transgressed places;activism; and engagement in activities independent of existinghumanitarian aid structures. Thus it can be seen that comparativestudies can draw out the features and qualities which transcendborders, local cultures and the humanitarian aid regime to displaythe traits in common among refugee youth.  相似文献

This article examines the cause of Taiwan's recent successful democratic consolidation. It argues that cross‐cutting issues in the electoral process allow democratic systems to periodically generate new winners. The prospect of reasonable certainty to win gives different political groups, including previously anti‐system or semi‐loyal groups, incentives to adhere to the democratic rules of the game. This process contributed to the democratic consolidation in Taiwan. More specifically, the non‐mainstream faction of the ruling Kuomintang (KMT) party, which initially opposed democratization, and the opposition Democratic Progressive Party (DPP) which wanted more radical constitutional and political reforms, came to accept the post‐transition democratic regime due to the emergence of new electoral issues. New issues surrounding corruption and socio‐economic reforms allowed both the non‐mainstream faction of the KMT and the DPP to advance their interests through the democratic electoral process.  相似文献

The article looks into the problem of weapons transfers in Europe from the perspective of soft security. While the military security dimension of the issue has traditionally received sufficient coverage, weapons transfers also have important implications for soft security of the European states, both in terms of the issues they are linked to, and policy measures designed to control the proliferation of weapons. The soft security aspects of arms transfers are outlined in the introduction, while the subsequent sections look into the trends of both legal and illegal movement of weapons in and from Europe, and policy measures controlling the spread of both major conventional weapons, and light weapons and small arms at the global, regional (European), and national levels. The conclusion assesses the effectiveness of these measures, and implications thereof for European security.  相似文献

Finland and Sweden have been in the forefront of bilateral aid efforts to the neighbouring Baltic States (Estonia, Latvia and Lithuania) especially in the promotion of economic and regional integration. Although Finland and Sweden have refused to contemplate NATO membership themselves, their neighbours are all seeking to enhance their security through NATO membership. It is unlikely that the Baltic States will become part of the Alliance in the short‐term, but new forms of military co‐operation between NATO and its former adversaries are taking place. With the regional security situation in greater flux than at any time during the post‐World War II period, Finland and Sweden are thus being asked to reevaluate their traditional policies of neutrality and non‐alignment. This article seeks to show some of the contemporary security problems facing Finland and Sweden and the range of policies which both Finland and Sweden can pursue.  相似文献

Due to the recent high influx of refugees, migration has become one of the most politicised issues within the European Union (EU). To explore the political agency of humanitarian NGOs, this article analyses the behaviour of Médecins Sans Frontières (MSF) during the peak of the influx from April 2015 to June 2016. Outrage about the EU’s response to the refugee crisis triggered confrontational and politicised strategies from MSF that aimed to enhance contestation and mobilise public opinion. The proximity of the crisis and the organisation’s independence and decentralised structure facilitated this political agency. Furthermore, neither MSF’s strong commitment to the humanitarian principles of neutrality, impartiality and independence, nor its cooperative ties to national and international political elites, hindered its political actions in this situation. This article therefore refutes the common perspective that humanitarian NGOs are generally cooperative and, ultimately, depoliticising agents in global governance. Under certain conditions, humanitarian NGOs can decide to become highly political and confrontational in opposing national and EU policies.  相似文献

This article aims to address a number of conceptual and methodologicalchallenges facing the study of young refugees. Much of the researchon refugees has, until recently, been focused on adults, andto a lesser degree, on young children. Those studies that doinclude children are largely carried out in the domain of psychologyand psychiatry and tend to pathologize and individualize. Thisarticle is based on observations derived from a six-year, multi-disciplinaryanthropological and participatory research programme that examinedthe impact of forced migration on young people in the MiddleEast and North Africa: Palestinian refugee youth in Lebanon,Syria, Jordan, the West Bank and Gaza, Sahrawi youth in Algeria,and Afghan youth in Iran. It argues that despite the challenges,an anthropological and participatory approach contributes toa greater, more holistic understanding of refugee youth.  相似文献

Challenges to European security emanating from the southern Mediterranean have had a marked influence on European security policies during the 1990s. This article identifies the main themes in the debate on Mediterranean security and the policy dilemmas which these security challenges raise for European states and their multilateral security organizations. It is argued that Mediterranean security challenges cannot be fully understood without grasping the security implications of the presence of authoritarian and repressive regimes in the South. As European security policies aim at supporting ‘political stability’ in the South through development assistance, expansion of trade relations and military co‐operation, these policies also contribute to uphold an illegitimate status quo, which is often the very source of political instability and insecurity.  相似文献
