Although well placed to render assistance to refugees, indigenous NGOs usually play only a marginal role, compared with the Northern NGOs which dominate most humanitarian aid programmes. The unbalanced power relations between Northern agencies and donors and Southern NGOs in the delivery of refugee assistance are reviewed. Using data from the assistance programmes for Mozambican refugees in Malawi and Zimbabwe, the strategies and conditions by which some indigenous NGOs successfully challenged this prevailing situation are examined. Factors considered to be significant are institution building; diversifying the donor-base; project design and development; and the skills and expertise of field directors. The broader applicability of these experiences is considered.  相似文献

Romania and South Korea were once among the top sending countries for adoptive American families. In recent years, though, both have adopted significant restrictions on intercountry adoption. What leads countries to introduce such severe restrictions? This article argues that shame plays a significant, yet underappreciated, motivating factor for leading governments to change their laws on intercountry adoption. Political leaders seize on nationalist rhetoric to argue that intercountry adoption is shameful. The article explores the interaction between intercountry adoption and shame through brief case studies on Romania and South Korea. Finally, it examines the role of the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption (Hague Adoption Convention) in ameliorating these feelings.  相似文献

This study examines differences in Mozambicans mens' and womens' experiences of living in refugee camps in Malawi late in 1990. The aim is to identify the differences in impact by gender in assistance policies and programs. In early 1991 there were an estimated 1 million Mozambican refugees in Malawi. This study is based on quantitative and qualitative data collection. The study sample included Chiumbangame and Mwawa in Mangochi District (refugee camps) and Ntcheu (settlements integrated with Malawi's population). Findings indicate that 17% of the 2006-person sample were female-headed households. Men in general had more years of schooling than women. 34% of the women and 47% of men completed at least 1 year of school and 10% of women and 24% of men completed 2 years. At all ages boys were more likely to be enrolled than girls. 4.1% of the 847 persons over 18 years old were receiving some training, but only 1 person had increased household income due to training. Refugee income was nil for women and about 20 cents/day for men. The mean daily income for individuals from female headed households was about half that of income from male headed households. Women were more likely to be working and spent more time in productive work than men. Women worked in household maintenance. Women in income programs gave housework chores to younger females in the household. The income programs were of low quality and products had low marketability. Girls helped with housework from an early age, while boys helped as teenagers. 44.2% of female headed households and 34.9% of members of male headed households reported health problems. This study identifies the ways in which refugee policy worsens gender inequalities in economic production and work burden.  相似文献

Global publics and local actors are increasingly saturated with variegated still and moving images. The important role played by images in world politics, however, remains understudied in the International Relations (IR) discipline. This article argues that the Kurdish geopolitical space is increasingly tied to a new regional and global imagination, which emanates from verbalvisual meaning-making strategies such as narrative reconstructions and pictorial representations (for example illustrations, pictograms, or photographs). The article’s investigation illustrates how the construction of new Kurdish geopolitical imagination became increasingly regionalized and internationalized during the war against the so-called Islamic State (IS), particularly after the Kobane siege in Syria in late 2014. It shows how the war between the Syrian Kurdish forces and the IS involved gendered and aesthetic signification for the global and regional audiences. Such strategies of meaning-making served as vital venues for gendering and making the threat of the IS and its “distant war” proximate, familiar and urgent for otherwise disinterested western audiences. These verbalvisual strategies vitally acted as a transmission belt between individual, state and systemic levels, turning the struggle against the IS into a globalized cultural-symbolic war. The article employs critical visual semiotics and critical discourse analysis to investigate the regional and global politics of image and offers three empirical cases to illustrate its argument: the narratives of the Kobane siege; the cartoon depicting a “Kurdish homeland” and globally circulated Kurdish female fighter photographs.  相似文献

Abstract

In an era increasingly defined by insecurity and populist politics, India has emerged as a forceful ontological security provider under the leadership of Marendra Modi. If ontological security is about finding a safe (imagined) haven, then ontological insecurity is about the lack of such a space in narrative terms. Drawing on Lacanian understandings of ‘the imaginary’ as something that can fill and naturalize this lack of space, the article is concerned with how memories, places and symbols of narrative identity constructions are used in populist discourse. More specifically, it attempts to understand the relationship between ontological insecurity and the imaginaries of populist politics in India. In so doing, it argues that the re-invention of ‘nationhood’, ‘religion’ and ‘Hindu masculinity’ along gendered lines has created a foundation for governing practices aimed at ‘healing’ a number of ontological insecurities manifest in Indian society. It specifically looks at how the Modi doctrine has formulated and expanded its foreign policy discourse into one that privileges populist narratives of nativism, nationalism and religion as forms of ontological security provision at home and abroad, but also how everyday practices can challenge such narratives, thus allowing different imaginaries of the Indian state.  相似文献

The international community typically responds to refugee situationsby establishing ‘care and maintenance’ programmesspecifically for refugees. Limited resources may also be directedto hosting communities, but donors often channel the bulk offunding through UNHCR and its implementing partner NGOs, whoin turn create service delivery structures that are operatedin parallel to local structures. Although there may be causefor this approach in a short-term emergency phase, particularlyif the host country systems are very weak, this eventually becomesfinancially problematic if refugees continue to live in exilefor years at a time. In the short term, it can also engenderan inequitable and inefficient use of scarce resources. Abstract

This article investigates the military ‘reunion’ videos that proliferated in the United States throughout the late 2000s and early 2010s. The typical video entails a returning soldier who surprises a family member, usually a child or female spouse, at a public event. I articulate the reunion video as a key feature of populism in contemporary US society. The videos can be considered examples of the ‘encounters’ theorized by both Anthony Giddens and Erving Goffman. Both private and public ‘social occasions’ with performative qualities of ‘day-to-day life’, the videos disclose the institutional and societal routines of not only a family but broader layers and circles of the US political community. They relate not only to loss but also to redemption. The article therefore investigates when and how, and provides a provisional argument for why, these videos have proliferated by consulting the everyday features of ontological security. It focuses on both the local and the international contexts within which they attend to, but also generate, US ontological insecurity.  相似文献

International peace-building interventions in post-conflict countries are intended to transform the socio-political context that led to violence and thereby build a stable and lasting peace. Yet the UN's transitional governance approach to peace-building is ill-suited to the challenge of dealing with the predatory political economy of insecurity that often emerges in post-conflict societies. Evidence from peace-building attempts in Cambodia, East Timor and Afghanistan illustrates that the political economy incentives facing domestic elites in an environment of low credibility and weak institutionalisation lead to a cycle of patronage generation and distribution that undermine legitimate and effective governance. As a result, post-conflict countries are left vulnerable to renewed conflict and persistent insecurity. International interventions can only craft lasting peace by understanding the political economy of conflict persistence and the potential policy levers for altering, rather than perpetuating, those dynamics.  相似文献

Scholars and policy-makers now recognise the security risks posed by refugee militarisation, including the spread of civil war and regional destabilisation. These analysts pay little attention to the militarised exiles once they return home. Instead, repatriation is uncritically accepted as the most desirable solution to refugee crises and as a prerequisite for post-conflict peace-building. Undoubtedly, the vast majority of the refugees desire a peaceful and stable return home. For the minority of militarised exiles, however, return may facilitate a continuance of their programme of political violence. This article examines whether and how previously militarised refugees engage in political violence upon return. It does this by tracing five decades of forced migration in Rwanda, paying particular attention to the Tutsi exiles in Uganda and their eventual militarised return. In the Rwandan case, leaders relied on the mechanism of socialisation, defined as transformative learning and the development of new worldviews, to achieve their goals. Such socialisation operated in exile to form the Tutsi exile army and later functioned as a tool for the coercive imposition of political control in Rwanda.  相似文献

The 2007–08 global food crisis saw the eruption of a wave of contentious action across the developing world, represented most clearly by the food riot. Food riots are sudden, unexpected events, presenting a challenge to the state that moves beyond simple demands for food. The upheaval caused by a food riot can lead to lasting instability and violence as social and political structures are challenged. The aims of the article are to: (1) identify the character of contemporary food riots in relation to traditional forms; (2) determine the extent to which food riots can be seen to represent broader human insecurity; and (3) demonstrate the utility of contentious actions in demonstrating insecurity. This article examines the causes of the 2007–08 wave of food riots in relation to earlier manifestations. The findings show that the contemporary food riots have similar origins to their historical counterparts. The article also shows that food riots are a clear sign of insecurity, demonstrating the benefit of examining contentious politics in this context.  相似文献

Based upon over 20 hours of focus groups and in-depth interviews with diverse representation from three Palestinian refugee camps in Lebanon, the authors analyse Palestinian perceptions of both Lebanese and Palestinian security institutions, detailing the ways in which conventional, state-centric approaches to security by both parties have been insufficient. Special attention is paid to the new security regime in the Nahr al-Bared camp, which was destroyed in 2007 during a protracted battle between the Lebanese army and the militant Islamist group Fatah al-Islam. This is because the Government of Lebanon has made clear its intention that this regime serve as a model for the country's other 11 camps. Ultimately, the authors argue, Palestinian human security is inextricably linked to Lebanese sovereignty and national security, and the improvement of Palestinian human security will yield tangible security benefits for Lebanese and Palestinians alike. Rather than presume to speak on behalf of all Palestinians in Lebanon, the authors have instead opted to present detailed—and sometimes contradictory—quotations from Palestinians interviewed on such subjects as arms, violent extremism, Lebanese–Palestinian relations and the protection of human rights.  相似文献

Abstract

Embedded within the wider normalization–continuity debate about the nature of Germany’s actorness, this article assesses the impact of collective memory on German foreign policy during the European refugee crisis. The Federal Republic’s open-door policy in autumn 2015 bewildered many observers who saw it as a self-harming act of charity. Based on a three-stage empirical framework, the article argues that Germany’s initial behaviour cannot be understood without accounting for the influence that collective memory still exerts in Germany today. The open-door policy was irreconcilable with Germany’s immediate material interests, but instead shaped by collective memory-inspired humanitarian and European principles. This conclusion challenges the growing consensus among students of German foreign policy that Germany is becoming a normal actor which has freed itself from the constraints of the past and behaves in congruence with its material interests. This article seeks to make a timely contribution to the knowledge about collective memory in international relations, Germany’s foreign policy in the specific as well as wider context, and the dynamics of the European refugee crisis.  相似文献

This paper examines the trajectories of different Islamist trends in the light of the Arab uprisings. It proposes a distinction between statist and non-statist Islamism to help understand the multiplicity of interactions between Islamists and the state, particularly after 2011. It is outlined how statist Islamists (Islamist parties principally) can contribute to the stabilization and democratization of the state when their interactions with other social and political actors facilitate consensus building in national politics. By contrast when these interactions are conflictual, it has a detrimental impact on both the statist Islamists, and the possibility of democratic politics at the national level. Non statist-Islamists (from quietist salafi to armed jihadi) who prioritize the religious community over national politics are directly impacted by the interactions between statist Islamists and the state, and generally tend to benefit from the failure to build a consensus over democratic national politics. Far more than nationally-grounded statist Islamists, non-statist Islamists shape and are shaped by the regional dynamics on the Arab uprisings and the international and transnational relations between the different countries and conflict areas of the Middle East. The Arab uprisings and their aftermath reshaped pre-existing national and international dynamics of confrontation and collaboration between Islamists and the state, and between statist and non-statists Islamists, for better (Tunisia) and for worse (Egypt).  相似文献

In 1970, the worldwide affiliates of mutlinational corporations (MNCs), headquartered in Europe and the USA, numbered 27,300. Inevitably, they have had a significant effect on regional integration—economic, social, and political. Economically, production and marketing patterns of MNCs have tended to aid regional integration in developed regions. However, they have had a limited impact in the Third World.

The presence of MNCs in pluralistic societies will probably further social integration by first fostering a regionally oriented elite; this orientation may then spread to the populace at large. In the Third World, however, MNCs may actually widen the elite‐masses gap.

Social integration also has political overtones, as the socialization process will inevitably enhance attitudinal integration. The more MNC facilities in a region, the more will decision‐making powers and activities tend to be transferred from national units to regional institutions (institutional integration), and the more governments within the region will be urged to make joint policies (policy integration). However, nationalistic feelings and fears of dependence will probably impede regional political integration in the Third World.  相似文献
