Do candidates in local elections benefit from an incumbency advantage? And which factors moderate the strength of this incumbency bonus? Analyzing seven decades of Irish local elections (1942–2019) conducted under proportional representation through the single transferable vote, we reassess and extend the mixed evidence on the incumbency advantage under proportional representation and in second-order elections. By applying the Regression Discontinuity Design, we find that the incumbency advantage is at least as strong in Irish local as in general elections, which are conducted under the identical electoral system. We also show that marginally elected candidates in local elections have much higher reelection probabilities when they do not face a high-quality candidate in their local electoral area after getting elected. The findings point to the importance of name recognition as a major driver of the incumbency advantage in local elections.  相似文献

Using close election outcomes, we identify a personal effect of incumbency on the probability of seeking election, and seeking and winning office in subsequent elections for elected officials in an Open List Proportional System. In many cases Danish local elections creates an as-if random distribution of candidates that are elected or not, which is an ideal setting for a Regression Discontinuity design. The incumbency advantage has been studied to a great extent, though primarily in pluralistic electoral systems, while more recent studies have extended the scope to Proportional Representation systems. This study adds to this budding literature by showing an advantage in a new context and focusing on candidate level electoral returns under conditions where candidates are arguably least likely to benefit from incumbency.  相似文献

Voters in multi-member constituencies typical of local government elections must decide how to allocate the votes at their disposal. The secrecy of the ballot has hitherto prevented study of how these preferences are distributed or of the composition of the vote received by individual candidates.Access was gained via a computer printout to the actual behaviour of voters in a five member constituency of the Auckland Regional Authority (New Zealand) in the 1977 local elections. It was contested by two full tickets and three distinctive independents.A computer programme which scanned over 12,000 combinations enabled the vote to be analysed for partisan and other forms of voting. It revealed that 80 per cent of voters were essentially partisan, 62 per cent being Citizens and 37 per cent Labour inclined. However, there was widespread refusal to vote the full ticket, but the ‘spare’ votes were given to independents rather than the opposition.There was little sign of feminist or alphabetical voting, but a weak local notables vote may have existed. The successful candidates depended less on their own partisan supporters.  相似文献

The Socialist Mitterrand won the French presidency by 52 per cent to the conservative Giscard's 48 per cent. To exercise real power, Mitterrand immediately dissolved the conservative Assembly, elected in 1978. The bonus of legitimacy enjoyed by the newly elected President, together with the constitutional arrangements which make effective, stable government dependent on an Assembly majority sympathetic to the President and the decline of the Communist party and the divisions within the Right all amplified Mittrrand's victory in the Assembly elections, won by the Left with 55 per cent to the Right's 44 per cent on the decisive ballot. With 38 per cent of the vote on the first ballot, the Socialists emerged with 268 seats after the second. That landslide (for France) was won on a low poll, thanks to the abstention and indiscipline of conservative and Communist supporters. It gives the Socialists a majority in the Assembly, only the second time in the Fifth Republic that a single party has had a majority by itself.  相似文献

In recent years, ideological candidates for the U.S. House have become increasingly successful, to the point where their chances of being elected are indistinguishable from moderates. However, scholars have still not uncovered exactly why this is happening. Using survey data from the American National Election Studies, I find that voter-centric explanations of vote choice – a voter's partisanship, ideology, and presidential approval rating – have increasingly predicted their vote choice in U.S. House elections from 1980 to 2016. Using data on candidate ideology, I find that candidate ideology is an increasingly poor predictor of individual vote choice over time. Original experimental data supports these claims, finding only a small electoral advantage for moderates, compared to ideologues of their own party, and evidence suggesting that, at least among Democrats, ideological candidates are rated more favorably than moderates. Taken together, these results suggest that the increased electoral success of ideological candidates can be attributed to changes in voters' decision calculus, rather than structural or candidate-centric explanations.  相似文献

Proportional representation (PR) electoral systems are commonly considered more advantageous for the election of women compared to majoritarian electoral systems. In mixed electoral systems, female candidates are often more likely to be elected through the PR tier compared to women running in single-member district races. While most mixed systems employ a closed-list, a number of legislatures use a best loser provision whereby losing district candidates are ordered on the PR list based on their performance in single-member districts. This paper examines the extent to which best loser laws impact the election of women using candidate data from sub-national legislatures in Mexico and Germany and Japan's House of Representatives. We find the contamination of PR lists by single-member district results reduces the advantage women candidates have in the PR tier. Best loser limits the ability of political parties to use PR to represent groups underrepresented in single-member district elections.  相似文献

Using quasi-experimental evidence from close elections, Lee et al. (2004) - henceforth LMB - argue competition for voters in U.S. House elections does not affect policy positions, as incumbent Senate candidates do not vote more extremely if elected than non-incumbents. Despite stronger electoral competition and greater legislative independence, similar results, shown here, hold for the Senate. Yet, the hypothesis that voters do not affect policies conflicts with how Senators moderate their positions prior to their next election. LMB-style estimates appear to be biased downwards as junior members of Congress prefer to vote more extremely than senior members, independently of their electoral strength. Corrected estimates are more favorable to the hypothesis that candidates moderate their policy choices in response to electoral competition.  相似文献

Traditionally, the virtue of democratic elections has been seen in their role as means of screening and sanctioning shirking public officials. This article proposes a novel rationale for elections and political campaigns considering that candidates incur psychological costs of lying, in particular from breaking campaign promises. These nonpecuniary costs imply that campaigns influence subsequent behavior, even in the absence of reputational or image concerns. Our lab experiments reveal that promises are more than cheap talk. They influence the behavior of both voters and their representatives. We observe that the electorate is better off when their leaders are elected democratically rather than being appointed exogenously—but only in the presence of electoral campaigns. In addition, we find that representatives are more likely to serve the public interest when their approval rates are high. Altogether, our results suggest that elections and campaigns confer important benefits beyond their screening and sanctioning functions.  相似文献

Standing as a candidate in public elections has been characterized as the ultimate act of political participation. We test the hypothesis that acquiring office within civil organizations increases the probability of becoming a candidate in public elections. In order to take self-selection problems into account, we provide quasi-experimental evidence using election discontinuities, in which we compare the likelihood of being nominated for public office between closely ranked winners and losers in Swedish student union (SU) elections. Our original data cover 5,000 SU candidates and register data on their candidacies in public elections (1991–2010). The analysis provides support to the hypothesis: Students elected to SU councils were about 34 percent (6 percentage points) more likely to become a candidate in a public election than SU council candidates who were not elected. The causal impact is fairly stable over time. The analysis makes important contributions to two interrelated bodies of literature: First, it provides political recruitment literature with causal evidence that acquiring leadership experiences at arenas outside of representative democratic institutions facilitate entry into election processes. Second, it provides strong evidence to an increasingly contested issue within political participation research by showing that certain organizational activities increase individuals’ political involvement.  相似文献

The introduction of mandatory gender quotas in party lists is a reform that many countries have recently adopted or have been considering. The electoral system affects the incumbents' incentives to make such reforms, their details, and their effectiveness. We show that male incumbents can actually expect an increased incumbency advantage when gender quotas are introduced, if they are elected through single‐member district majority rule. On the other hand, no expectation of male advantage can reduce the incumbents' fear of being replaced if they are elected through closed‐list proportional representation. As France has both electoral systems, we validate the above argument using a formal model of constitutional design as well as an empirical analysis of the legislative elections in France, displaying the existence of male bias in the last three elections. We also show that parity may have Assembly composition effects and policy effects that vary with the electoral system.  相似文献

Elections to the ‘eleventh convocation’ of the USSR Supreme Soviet took place on 4 March 1984. The process by which the elections took place is examined in detail, from the calling of the election on 16 December 1983, through the nomination, approval and registration of the candidates, to the pre-election meetings with constituents and the poll itself. The level of turnout (99.99 per cent) and the vote in favour of the single list of candidates (99.94 and 99.95 per cent respectively for the two chambers) were in each case the highest in Soviet history; they must, however, be adjusted for the use of ‘absentee certificates’ and an apparent increase in the number of citizens not recorded on the electoral register. Elections without choice, as in the USSR. are not necessarily elections without political significance. Soviet elections appear in fact to perform at least three important functions: legitimation; political communication between regime and citizenry; and political mobilization and socialization. Given the increasing economic difficulties they are likely to face in the later 1980s and beyond, the Soviet authorities may be expected to make even more use of such mechanisms in the future in order to secure acceptance of their decisions without resort to overtly coercive means.  相似文献

The results of the 2017 presidential and legislative elections represent an important shift in French politics. For the first time in the history of the 5th French Republic, the candidates of the two traditional governing parties were disqualified during the first round of the presidential elections. The duel between a centrist and a radical-right candidate in the second round of the elections constitutes an unprecedented configuration. Moreover, there was a record parliamentary renewal after the 2017 legislative elections, as well as a feminisation of the National Assembly with 38.8 per cent of women among the deputies. At the same time, abstention for the legislative elections reached a new record high. Overall, the results of the French elections in 2017 could point to major shifts in the party system, as well as to a renewal of the French political elite, and to an enduring malaise between French citizens and their political representatives.  相似文献

Considerable evidence suggests that legislative fragmentation can negatively affect the survival of democratic presidential regimes. While there is a vast literature examining the determinants of legislative fragmentation, one factor that has traditionally been overlooked is the impact of presidential elections. Do presidential elections increase or decrease legislative fragmentation? Does it matter if presidents are elected by plurality rule or by runoff? Using a new dataset that covers all democratic legislative and presidential elections between 1946 and 2000, I find that presidential coattails can reduce, increase, or have no effect on legislative fragmentation depending on the number of presidential candidates. I also find strong evidence that social heterogeneity increases the number of presidential candidates when runoff systems are employed. Taken together, these results suggest that the widespread adoption of runoffs by newly democratic presidential regimes will likely increase legislative fragmentation, thereby putting their democratic survival at increased risk.  相似文献

Much research has been done to study how competitive elections affect autocracies and their opposition. Electoral institutions, however, may have different social and political effects. In this paper, I examine the effect of an understudied electoral institution: lower-level elections. I argue that elections at grassroots levels tend to favor the ruling party by allowing it to more fully utilize its resource advantage to buy political support, which would in turn undermine the opposition's ability to develop a local support network that is important to its struggle for democratization as well as for elected offices. Evaluating the effect of lower-level elections is empirically challenging because the effect is likely to be confounded with voter preference. I tackle this identification problem by taking advantage of a quasi-experiment afforded by the electoral formula of Hong Kong, which allows me to use a regression discontinuity design to test my causal argument. I find strong statistical evidence supporting my argument; the ruling elite's aggressive expansion in the District Councils, the lowest elected tier, aims to drive out the opposition elites, who, by occupying a District Council seat, are able to increase their vote share of that constituency by 4–5 percentage points in a subsequent legislative election.  相似文献

This study examines the effect of electoral competition on politicians’ trade policy preferences using candidate observations from the House of Representatives in Japan’s 2012 general election. The study clarifies the effects of constituency size and the electoral strength of constituencies on candidates’ political stances. The empirical results provide evidence that politicians’ preferences for trade policy are sensitive to electoral pressure, but their reactions differ depending on the characteristics of each constituency. The results reveal that for a broad constituency with a large concentration of agricultural workers, election candidates are more likely to support protectionism than their counterparts running in a narrow constituency. For city district election candidates, electoral strength measured by the vote margin significantly affects their trade policy preferences. Candidates in close elections are more likely to be protectionist than candidates elected by a substantial majority, suggesting that electoral pressures deter politicians from supporting trade liberalization.  相似文献

In this article we use a novel research design that exploits unique features of multimember districts to estimate and decompose the incumbency advantage in state legislative elections. Like some existing related studies we also use repeated observations on the same candidates to account for unobserved factors that remain constant across observations. Multimember districts have the additional feature of copartisans competing for multiple seats within the same district. This allows us to identify both the direct office-holder benefits and the incumbent quality advantage over nonincumbent candidates from the same party. We find that the overall incumbency advantage is of similar magnitude as that found in previous studies. We attribute approximately half of this advantage to incumbents' quality advantage over open-seat candidates and the remainder to direct office-holder benefits. However, we also find some evidence that direct office-holder benefits are larger in competitive districts than in safe districts and in states with relatively large legislative budgets per capita.  相似文献

The success of House incumbents at the polls is well known and has been studied extensively. This paper focuses on the incumbents' success in the polls: the support bestowed upon incumbents by survey respondents is substantially higher than that received from the voters. The incumbency advantage at the polls, estimated at about 10% in the most recent elections, is almost doubled when measured in the polls. The data, drawn from the 1982–1996 National Election Studies, show that respondents do not reward all winners; candidates elected to open seats have not benefitted from the kind of bounce consistently enjoyed by winning incumbents. In addition, the pattern of respondents' misreports appears to be inconsistent with earlier explanations based on instrument effects. Respondent bias should be accounted for in order to reach correct estimates of the incumbency advantage in individual-level data.  相似文献

The 2014 European Parliament (EP) elections produced a record proportion of women MEPs overall (37 per cent). Yet, these results vary widely across countries and parties. This article aims to explain these variations, evaluating not only who the elected representatives of the 8th EP are, but also how they got there. Are the paths to the EP the same for women and men? Are there gender differences in terms of MEPs’ political experience? A unique dataset listing more than 700 elected MEPs and their background, party and country characteristics is used to empirically examine who makes it to the EP and through which route. The results of the analysis suggest no significant gender differences in the pathways to the EP. Yet, parties matter: more women were elected to the 8th EP from left‐wing than from right‐wing or ‘new’ parties, and both men and (especially) women representing right‐wing parties tend to be politically more experienced than their fellow MEPs from other types of parties. Furthermore, it is found that men are more likely than women to be promoted straight from party office to the EP, suggesting that some pathways to the EP are less open to women than others.  相似文献

Previous research shows women candidates face double-standard with regard to fitness for office: women ought to be kind but leaders ought to be aggressive and agentic. At the same time, there is traditional division of what constitutes “women’s” issues (e.g. health-care) vs “male” (e.g. economy). Do these norms about what women politicians ought to be and talk about hurt or help them during elections? We investigate the case of U.S. 2018 mid-term elections on Twitter. Our findings suggest that engaging with “women’s” issues by female candidates as well as tweeting angrily is associated with higher likelihood of being elected. However, women candidates who use angry speech on Twitter, are more likely to also receive tweets with abusive language, in particular by other women. Thus, we show that social media could help female candidates to break stereotypes, and present themselves as nuanced candidates who can both stand for women’s issues but also be aggressive and leader-like.  相似文献

Do parties enjoy an advantage to incumbency in multi-member districts? In this paper we answer this question by adapting a regression-discontinuity design to multi-member districts in congressional elections in Chile. The electoral system in place generates discontinuities in the number of elected representatives from each coalition at the 1/3 and 2/3 thresholds of the two-party vote share. Regression-discontinuity estimates indicate that, by holding two seats as opposed to holding only one, the left-leaning coalition obtains an extra 4.5% vote share in the next election and increases by 28 percentage points the probability of electing two candidates again. These results are in line with those obtained in previous studies in the U.S. but contrast with results obtained in developing countries which find a negative advantage to incumbency.  相似文献
