This paper reports the results of four studies that investigate racial profiling as an attribution about police motives. Each study explores, first, the types of police behavior that heighten or lessen the occurrence of profiling attributions and, second, the consequences of such attributions. Results support prior studies in finding that judgments about whether the police are profiling are associated with the level of public support for the police. The studies then extend the analysis of subjective profiling judgments by examining their antecedents. The findings support the procedural justice hypothesis that the fairness with which the police exercise their authority influences whether members of the public view the police as profiling.  相似文献

Social ecological theories of crime have recently been extended to explain spatial variation in police behavior. Although these theories successfully identify community characteristics affecting local policing, they fail to acknowledge the class-based origins of formal social control and the relative autonomy of the police. This paper addresses the neglected class issue by integrating social ecological and critical theories in a model of police behavior. Cross-sectional data was obtained from twenty-five police agencies’ vice divisions and their corresponding jurisdictions to test the integrated hypothesis. Four social ecological variables and a fiscal measure of relative autonomy are examined as police behavior predictors. Findings reveal that both the autonomy measure and three of the social ecological variables explain significant variance in police behavior, thus supporting the inclusion of structural Marxism in a general theory of police behavior.  相似文献

This research is an exploratory test of two hypotheses emerging from debates about how police behavior may influence domestic violence victim reporting. From a procedural justice perspective, victims should be more apt to report victimization when previous encounters with police are viewed as procedurally fair. From a distributive justice perspective, denying victims their preferred outcome may discourage future police utilization. We find that satisfaction with police is related to both distributive and procedural justice but that re-utilization of police is conditioned by preferred outcome. Specifically, if the offender was arrested in accordance with victim preference, the victim is significantly more apt to utilize police in the future.  相似文献

Abstract

Despite numerous advances in the last thirty years, women police officers continue to face acceptance issues in a male-dominated occupation. Qualitative accounts of policewomen have noted that many of the integration barriers stem from traditional assumptions about police work, much of which revolves around the cultural mandate to display one's coercive authority over citizens. Female officers are often perceived as unwilling (or lacking in ability) to use coercion when encountering citizens. Unfortunately, little empirical evidence is available to support this claim, as gender studies that specifically examine the use of coercion have tended to focus on excessive force. Using data collected as part of a systematic social observation study in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines both verbal and physical coercion that policewomen use in day-to-day encounters with citizens. The results of this study challenge one of the most fundamental stereotypes levied against women police officers. Contrary to traditional assumptions, female police officers (compared to their male counterparts) are not reluctant to use coercive force, and examinations of both verbal and physical force reveal few differences in not only the prevalence of each behavior, but also in the commonly associated explanatory factors. In this article, we explore variations in procedural justice delivered in face‐to‐face encounters with citizens before and after the implementation of body‐worn cameras (BWCs). We draw on recent advances in the measurement of procedural justice using systematic social observation of police in field settings in the Los Angeles Police Department. Data collected on 555 police–citizen encounters are examined in bivariate and multivariate models exploring the primary hypothesis that BWCs affect procedural justice delivered by police directly and indirectly. Our results indicate that significant increases in procedural justice during police–citizen encounters were directly attributable to the effect of BWCs on police behavior as well as to the indirect effects on citizen disrespect and other variables. The implications for policy include explicit measurement and monitoring of procedural justice or elements such as officer discourtesy in departments adopting BWCs. Further research questions such as more detailed examination of citizens’ behavior changes under BWCs are also considered in the context of the findings.  相似文献

The volatile political environment that surrounds the issue of “racial profiling” has led local and state police agencies across the nation to start collecting information about traffic and pedestrian stops. The controversy over this issue is overwhelmed by the unsupported assumption that all race-based decision making by police officers is motivated by individual police officers' racial prejudice. This article reviews recently published studies on racial profiling and critiques both their methods and conclusions. Using the conceptual framework for police research presented by Bernard and Engel, it reviews a number of theories that may explain racial disparities in the rates of police stops. The authors argue that to explain police behavior better, theoretical models must guide future data collection efforts.  相似文献

Objectives

Prior research indicates that public assessments of the manner in which the police exercise their authority are a key antecedent of judgments about the legitimacy of the police. In this study, the importance of context in influencing people’s assessment of police wrongdoing is examined.

Methods

A randomized factorial experiment was used to test how respondents perceive and evaluate police–citizens interactions along a range of types of situations and encounters. 1,361 subjects were surveyed on factors hypothesized to be salient influences on how citizens perceive and evaluate citizen interactions with police. Subjects viewed videos of actual police–citizen encounters and were asked for their evaluations of these observed encounters. Contextual primes were used to focus subjects on particular aspects of the context within which the encounter occurs.

Results

Structural equation models revealed that social contextual framing factors, such as the climate of police–community relations and the legality of the stop that led to the encounter, influence citizen appraisals of police behavior with effects comparable in size to and even larger than demographic variables such as education, race, and income.

Conclusions

These results suggest that the understandings and perceptions that people bring to a situation are important determinants of their assessment of police fairness. The police can positively influence citizen interpretations of police actions by striving to create a climate of positive police–community relationships in cities.  相似文献

While a considerable number of studies had been conducted to examine the effects of various variables on police behavior, very few studies had simultaneously analyzed factors that accounted both for police coercive and noncoercive behaviors. Equally limited is the research on the influences of officer characteristics and neighborhood context on police behavior controlling for all individual situational factors. Using observational and survey data collected by a large-scale project and hierarchical linear modeling techniques, this study assessed the effects of situational, officer, and neighborhood variables on police coercive and noncoercive actions, as well as the cross-level effects between these variables. Findings showed that situational characteristics played a strong role in determining officer coercive behavior, but not noncoercive activities. Similarly, officer-level predictors explained better officers' variation in coercive behavior than noncoercive behavior. Meanwhile, socially disadvantaged neighborhoods were more prone to receive coercive activities than were other neighborhoods. Implications for policy and future research are discussed.  相似文献

Though much attention has been given to the effect of ethnicity on perceptions of the police, few studies had focused on Latino immigrants. Using research conducted in an immigrant rich area, this study examined the possibility that determinants of attitudes toward the police differ across immigrants and non-immigrants. Using several statistical techniques, this article explores the impact of the most commonly used variables (e.g., age, gender, contact with the police) as well as those most associated with immigrants (e.g., language proficiency, religiosity, residential stability). Other variables used to assess various social processes (e.g., social cohesion, informal social control, neighboring and civic behavior) were also included. The findings revealed variations in determinants of attitudes toward the police between immigrants and non-immigrants, and suggest distinct social processes may account for these differences. These findings suggest that both researchers and policymakers must expand their breadth to more fully understand immigrant attitudes toward the police.  相似文献

The attitudes toward the police (ATP) of a group of young inner city adolescents were investigated within the context of a program designed to teach dispute resolution skills and promote a dialogue with local police. ATP were measured using a 23 item questionnaire. The results indicated that while ATP were generally positive, girls held more positive ATP than boys and adolescents who reported negative experiences with the police had less favorable ATP. A confirmatory factor analysis of the questionnaire yielded three factors; attitudes toward police behavior, attitudes toward interaction with the police, and attitudes toward interaction with other adults. The results are in general agreement with earlier studies with other populations and have implications for programs designed to improve adolescent relationships with the police. Problem solving has been recognized as a key aspect of community policing. We use expectancy motivation theory to explain variation in police officers' problem-solving behavior. Specifically, we expect that the amount of problem solving performed by officers will be explained by (1) the opportunity to do so, (2) the ability to do so, (3) the likelihood that officers will be recognized by their performance in this area, and (4) police officers' calculation of the costs and rewards of such behavior. Using data collected from ridealongs with police officers, we find that officers who engage in more problem-solving are motivated by potential recognition of such behavior. We also find that expectancy motivation theory provides a more likely explanation for the behavior of community police officers than that of traditional “beat” officers.  相似文献

This paper examines the influence of officers' and supervisors' attitudes and priorities toward community policing and problem solving over the time officers spend conducting problem‐solving activities. Analyzing data collected for the Project on Policing Neighborhoods, a multi‐method study of police patrol in two police departments, results show that officers' perceptions of their supervisors' priorities for problem solving affect the amount of time they spend conducting these activities, although their own attitudes toward community policing are unrelated to their behavior. We also find that officers' attitudes regarding problem solving are weakly correlated with their supervisors' attitudes and, further, that officers' perceptions of their supervisors' attitudes are often inaccurate.  相似文献

This research examines police decisions to report child abuse. A questionnaire was administered to 142 law enforcement officers at both municipal and county police agencies in a southern county. Vignettes were used to determine the response of police to several abuse events that differ in their nature and seriousness. Other items measured include dogmatism, knowledge of the reporting law, and experience reporting child abuse. The results indicate that the primary contributors to police decisions are definition of the behavior as serious, perception that the behavior is criminal, and race of the family. Conclusions and inferences are made regarding how these perceptions are formed and their impact on police discretion.  相似文献

Stress and fear are inevitable aspects of the police job and may have a large impact on police officers’ decision-making process. Many studies have explored how stress and fear may influence assessments of police officers, especially with regard to the use of force. This article aims to contribute to this research domain by reporting the findings from two empirical studies among Belgian police officers: a quantitative study of police officers’ attitudes towards and experiences with the use of force and a qualitative study on the influence of stress and emotions on officers’ decision-making and assessment abilities and accuracy of shooting. Both studies confirmed that stress and fear are often present in Belgian police practice. One of the main findings is that Belgian police officers are anxious about the consequences of their actions because they know they will be held accountable for them. The pressure that results from this accountability can make it even more difficult for police officers to react to stressful situations. Therefore, we need to look for the right balance in this difficult position, by providing tools that support police officers in making daily decisions, and help them do their job as effectively as possible.  相似文献

The criminalization hypothesis is based on the assumption that police inappropriately use arrest to resolve encounters with mentally disordered suspects. The current study uses data collected from two large‐scale, multisite field studies of police behavior‐the Project on Policing Neighborhoods (POPN) conducted in 1996–1997 and the Police Services Study (PSS) conducted in 1977‐to examine the relationship between suspect mental health and use of arrest by police. Multivariate results show that police are not more likely to arrest mentally disordered suspects. Implications for future research on the criminalization hypothesis are discussed.  相似文献

Procedural justice has dominated recent discussions of police interactions with the public. It has mostly been measured from the perspective of citizens (using surveys or interviews), but several important questions about predictors and outcomes of fair police treatment are best answered using direct observations of police-citizen interactions. Building on prior observational studies, we develop and validate an instrument for measuring procedural justice as it is exercised by the police in the natural setting of their encounters with the public. In doing so, we adopt a “formative” rather than the common “reflective” approach, based on the assumption that specific behaviors that make up procedural justice do not reflect a single underlying construct but rather form one. We justify this approach and validate our instrument accordingly. We also discuss the implications of our measurement for future research on procedural justice in police behavior.  相似文献

Theories of procedural justice have emphasized the importance of non-coercive police behavior during encounters in obtaining citizen compliance and promoting police legitimacy. In the empirical research on police behavior, however, non-coercive police behavior has not been examined extensively. With social observations of police–citizen encounters, this study explored the correlates of police initiated non-coercive behavior (such as care, assistance, and advice/requests) in situations involving domestic and non-domestic conflicts. The non-coercive behavior was also examined in comparison with coercive behavior (such as use of verbal force, use of physical force, and arrest). The analyses found that police officers behaved differently in two types of situations, and that citizens’ characteristics such as gender, class, and demeanor had significant impacts on non-coercive police behavior. Implications for understanding police behavior and handling domestic conflict situations are also discussed.  相似文献

This study provided a partial test of Klinger's (1997) postulations on the ecological correlates of police vigor using data drawn from the Project on Policing Neighborhoods (POPN). Klinger's theory hypothesized that a form of police behavior he called vigor would vary inversely with district crime levels because officers would be more cynical of residents, view crime as normal, perceive victims as less deserving, and have less time to devote to calls in high crime districts. Although data limitations precluded a full test, the current study examined two of the four mediating variables (officer cynicism and district workload) and their influence on the crime/vigor relationship. Findings revealed variables other than those examined might mediate the effect of district crime on vigor or the relationship between district crime and vigor might be spurious. Implications for future research and theoretical development are discussed.  相似文献

Recent research on racial profiling has renewed attention on how police officers develop suspicions about citizens, and how these suspicions influence the official behavior of police. In order to guide the current research, a review of the wealth of existing qualitative and quantitative research on this topic is necessary. This literature review examines the existing international research in psychology, sociology, and criminology on police officer development of suspicion. It also lays out a framework for organizing the findings with four broad methods of suspicion development: stereotypical perceptions about typical criminal offenders, prior knowledge about specific citizens; incongruent circumstances, and suspicious nonverbal cues. It concludes with the few studies linking officer suspicions to official police behavior.  相似文献

In their dealings with citizens, police in most jurisdictions across the country are prohibited from using unnecessary force, abusing their authority, discourteous behavior, and offensive language. This study examines the factors that contribute to citizens' judgments of fair punishment for police misconduct. Using a factorial survey, citizens are asked to judge vignettes of police misconduct that describe encounters between officers and civilians in detail. The findings show that citizens do weigh the officer's behavior, particularly the unnecessary use of force, and mitigating evidence, particularly the degree to which the civilian is injured. Also, the findings show that respondents' social status, including their race, does not explain ratings, but that respondents' political orientation, that is, liberal versus conservative orientation, does make a significant difference. The findings demonstrate a normative consensus among respondents about the factors to weigh in judging a fair punishment for police misconduct as well as a consensus about the relative severity of appropriate punishment. There is some disagreement among citizens, however, about how to translate judgments of relative severity into a specific punishment for a particular case.  相似文献
